A
A
A
A
I
see
we
have
shelly
and
we
have
matt.
Ralph
has
represented
ellington
or
mayfield
come
in
yet.
A
Maggie
mayfield
just
came
in
oh
great.
Okay,
all
right
I'll
make
a
note
of
that.
A
A
C
Sure,
good
morning,
everyone
and
thanks
for
the
league
again
for
this
opportunity
to
be
able
to.
C
From
people
in
our
districts,
so
you
know
it
almost
is
kind
of
hackneyed
to
say
that
of.
C
C
That
the
governor
and
his
proposal
seems
to
be
focusing
mostly
on
buildings
and
infrastructure.
C
To
put
into
new
programs
to
instead
use
that
for
one-time
costs
on
buildings,
and
I
think.
C
What
resources
we
have
more
on
people,
people,
infrastructure,
human
capital
and.
C
C
C
C
It
seems
like
we
could
do
more
in
pre-k,
early
childhood
education
if
we
wanted
to
and
at
the.
C
C
About
2.3
billion
dollars
in
the
surplus,
I
think
that's
the
eastern,
so
that's
another.
C
C
C
C
C
C
Hearing
suggestions
that
the
voucher
program,
which
is
state
tax
dollars
going
to
subsidize
private.
C
Know
if
that
makes
sense
to
be
subsidizing
even
wealthier
families,
on
the
vouchers
at
the.
C
Budget,
the
other
major
thing,
which
is
a
once
every
10
years,
things
that's
a
little
unusual.
C
That
map
drawing
we
haven't
been
able
to
convince
our
friends
on
the
other
side
of
the
aisle
on.
C
C
People
live
in
your
state
right
about
this
time
and
then
around
the
end
of
march.
You
get
the.
C
C
C
I
served
on
the
energy
task
force
for
the
last
couple
of
years
and
the
task
force
recommendations.
C
C
The
chamber
luncheon
the
non-launch
luncheon
we
had
online
yesterday,
you
might
have
heard
the.
C
Committee
had
its
first
meeting
and
there
was
a
bill
being
considered.
That
would
prohibit.
C
Is
that
is
somebody
telling
me
I
should
wrap
up?
Am
I
out
of
time.
C
No
okay,
no
you're,
fine!
All
right!
Thank
you!
So
there's
a
bill
in
utilities
committee
that
would.
C
C
Indiana
university
would
not
be
able
to
contract
for
specific
types
of
power.
C
C
C
C
C
Of
government-
don't
like
that
too
much,
but
when
I
read
about
these
property
rights
concerns.
C
Solar
on
your
roof
and
I
basically
said
to
the
author
of
the
bill:
look
I
don't
really
like
your.
C
C
C
A
C
Because
it's
such
a
grinding,
detailed
committee
and
there's
a
lot
of
politics
rules
around
it.
C
But
my
main
goal
there
is:
I'm
gonna.
I
hope
to
be
able
to
expand
vote
by
mail
to
a
no
excuse.
C
So
that
I
will
wrap
up
and
see
what
our
other
legislators
have
to
say.
Okay,
thank
you.
D
Hogging
all
the
topics,
so
I'm
glad
to
hear
someone
else's.
D
That
surplus
was
cut
to
about
half
and
even
in
the
last
budget,
when
we
were
trying
to
adopt
the.
D
D
D
That
is
complying
substantially
with
all
the
covered
recommendations
and
to
protect
them
from.
D
D
D
Virtual
versus
in-person
education
is,
it
is
not
changing
the
policy
behind
it.
It
is
not
changing.
D
D
D
D
About
law
enforcement
and
where
we
want
to
go
with
that,
it
has
been
referred
to
ways
and
means.
D
D
The
we
have
a
more
optimistic
forecast
than
we
anticipated,
but
things
are
still
very
you
know.
I.
D
D
D
D
D
D
Fifteen
percent
reversion
that
the
governor
had
asked
for,
with
the
with
a
better
forecast.
I.
D
More
but
there
are
some
agencies
who
just
can't
cut
that
much
and
they're
they're
integral.
D
Myself,
I
know
that
bloomington
has
put
up
with
years
of
the
I-69
construction
and
it's.
D
D
D
D
Be
interested
in
or
you
know,
is
in
a
contaminated
area
working
on
that
and
actually
had
a
meeting.
D
D
D
D
Our
kids
in
every
way,
we
can
excuse
me
about
a
minute.
Okay
and
the
last
one
I
have
is.
D
On
advanced
practice,
nurses,
we
have
been
working
on
year
after
year,
expanding
the
scope,
not.
D
D
E
To
mention
you
know
when
I
was
elected,
this
is
new,
so
I'm
completely
green.
But
when
I
was
elected.
E
Tight
turnaround
for
redistricting
that
we
had
to
be
limited
in
the
number
of
bills
that
we.
E
And
now
we're
closing
for
a
week
I
just
wanted
to.
Let
people
know
that.
E
The
state
house
will
be
closed
next
week
and
it
will
there
will
be
no
sacha,
no
committee.
E
Meetings
so
I
just
wanted
to
let
people
know
that
you
know.
I
appreciate
the
the
caution.
E
The
leadership
and
the
republicans,
but
it
is
unfortunate,
certainly
is
so
we'll
be
coming.
E
E
Greater
and
greater
and
when
we
have
those
that
that
money
in
reserves
and
yet
we
continue.
E
On
my
republican
colleagues
say
that
this
too
is
a
is
a
priority
for
them,
making
sure
that
our.
E
Legislation
that
they
are
supporting
no
choke
holds
no
knock
warrants,
making
sure
that.
E
Those
are
prohibited
and
they
will
be
having
a
series.
They
have
filed
a
series
of
bills
that.
E
And
one
of
the
issues
was,
we
need
to
take
a
closer
look
at
net
metering
and
distributive
energies.
E
So
I
have
a
bill
that
advances
the
ability
to
expand
the
ability
for
net
metering
for
another.
E
E
The
whole
state
that
really
you
know
were
surprised
by
senate
bill
309
in
2019,
and
it.
E
E
E
E
I'm
not.
The
number
is
flipping
my
mind
I'll
get
it
right
now,
but
it
will
remove
any.
E
Right
regulations
on
wetlands
in
the
state
of
indiana-
and
we
will
be
we-
we're
gonna,
hear
it.
This.
E
Tuesday,
but
since
we're
not
having
session,
it
probably
will
be
here
heard
next
week,
so.
E
I'm
gonna
get
that
number
for
you
right
here
as
as
I'm
talking,
but
I
I
think
that
is.
E
It
certainly
is
one
that
is
pretty,
there's
a
there's
a
lot
going
on,
but
I've
been.
E
I've
been
encouraged
by
the
the
desire
to
to
work
together
in
the
in
the
senate,
and
I.
E
Have
enjoyed
doing
so
in
the
two
weeks
that
I've
been
there
since
session
began,
so
I.
F
F
F
F
F
F
F
F
Bill,
thank
you,
jim
representative
mayfield.
Would
you
like
to
answer
first.
D
Sure,
thank
you.
You
hit
on
a
lot
of
different
things
and
and
really
that's
one
of
the
house's.
D
D
Expensive
and
can
put
a
lot
of
companies
out
of
business
that
that's
what
we
want
to.
D
What
we
want
to
address
as
far
as
the
the
products
you
know,
can
you
imagine
if
someone
said.
D
D
Come
to
a
place
in
the
language
where,
if
you
are
not
guilty
of
some
gross
negligence,.
D
C
It's
a
little
bit
of
a
bill
in
search
of
a
problem.
You
know
people
immediately
once
the
pandemic.
C
C
C
C
Discourage
that
kind
of
thing,
if
you
have
something
out
without
any
any
merit
at
all.
C
C
In
a
way
that
it
doesn't,
or
if
I
don't
make
the
most
basic
protections
within
my
workplace
for.
C
C
C
E
E
They're
they're
afraid,
and
if
they
say
anything,
they
don't
know
where
they
can
turn
and
that's
one.
E
Of
the
roles
our
courts
play
is
to
be
able
to
give
people
a
way
to
have
things
made
right.
E
E
Going
to
agree
to
what
is
it
the
cdc
guidelines
and
and
then
the
the
faulty
ppe?
Now
when
we.
E
When
we
hear
that,
perhaps
there
is
ppe,
that
is
faulty
and
there
won't
be
any
way
of.
B
On
video
hi,
I
don't
have
video
on
my
computer,
but
thank
you
guys
so.
G
G
And
I
would
like
to
know
what
recommendations
would
be
made,
especially
representative
mayfield.
C
Or
things
that
are
technically
within
the
governor's
emergency
order,
like
the
mask
wearing.
C
C
A
E
Bill
in
senate
bill
that's
been
filed
to
undermine
what
public
health
departments
can
do
so.
E
From
growth,
negligence
or
from
not
abiding
by
you
know,
rules
well
what
what
are
those
and
who.
E
D
Long-Term
effects
that
was
before
the
mask
was
suggested.
Actually,
the
masks
were
not
suggested.
D
D
D
D
B
B
B
B
E
No,
no
honestly,
I
I
know
that
there
is.
There
is
legislation,
it's
interesting
because,
as.
E
I
started
you
know
I
had
a
couple
of
weeks
to
consider
what
were
the
bills
I
was
going
to
pass.
E
And
knowing
the
the
issue
around
this
and
the
way
that
it
does
take
away.
E
The
way
in
which
communities
want
to
fund
things
want
to
prioritize
and.
E
To
be
filing
this
bill,
but
you
know
it's,
you
never
know
until
all
of
the
bills
have
been
filed.
E
I
would
say
that
there
are
so
many
other
bills
that
do
try
to
undermine
local
home
rule
where.
E
It
does
feel
that
the
state
is
trying
to
overreach
in
what
the
local
communities
are
able
to
do.
E
But
in
terms
of
the
way
that
we
who
gets
to
vote
on
the
local
income
tax,
I
do
not
believe.
E
There
is
currently
a
discussion
of
of
that
bill
going
on
and
sadly
so,
but
I
want
to
say.
D
Side-
and
I
know
one
of
at
least
one
on
the
senate
side,
whether
all
of
those
were
drafted
into.
D
Bill
language
or
whether
they
were
just
concepts
that
we
were
discussing,
I'm
not
the
author
of.
D
D
D
Means
and
probably
senate
appropriations
with
the
disruptions
that
we
have
been
experiencing.
C
Came
back
in
the
last
session
and
did
something
on
that,
and
so
I
the
one
thing
you
have
to.
C
The
republicans
are
going
to
decide
what
they
want
to
do
on
that
issue
and-
and
you
know
probably.
C
Decouple
all
these
local
units
of
government
to
allow
them
to
create
the.
C
C
A
greater
say
in
how
it
works,
or
at
least
be
able
to
you,
know,
wait
on
that
pretty
heavily,
but
on.
C
A
B
H
Live
in
southwest
bloomington,
my
question
may
relate
to
what
ms
yoder
just
told
us
about
the.
D
D
State
police
and
our
capitol
police
in
making
those
decisions.
I
know
that
they're
analyzing.
D
The
the
information
constantly
you
know
so
far,
there's
not
been
any
sort
of
direct.
C
Better
safe
than
sorry
now
I
know
that
I
think
the
the
word
is
it's
out
of
an
abundance
of
caution.
C
But
you
know,
I
think
part
of
it
is
the
law
enforcement
does
not
really
want
to
share.
C
C
They
don't
want,
you
know,
potential
insurgents
to
kind
of
know
what
their
lines
of
defenses
are.
C
Move
to
just
not
have
session
next
week,
because
maybe
that
removes
the
desire
of
those
people.
E
Day
sometime
that
afternoon
was
going
to
be
the
announcement
of
the
grand
jury
decision.
E
And
when
I
walked
out
the
whole
first
floor
was
I
mean
there
were,
I
don't
know,
maybe.
E
40
to
50
state
police
officers
all
their
equipment.
They
were
all
ready
for
that.
E
Response
expecting,
I
guess,
rioting.
I
certainly
have
not
seen
any
of
that.
E
There
certainly
was
a
different
look
and
feel
for
sure,
but
you
know
I'm
concerned
that.
E
We've
shut
down
the
people's
work
that
is
problematic
for
a
week
when
we
have.
E
D
Thing,
you
know,
and
I
don't
want
to
say
this
cavalierly,
but
we
have
had
bomb
sniffing
dogs
in.
D
The
state
house
for
issues
much
less
severe
than
what's
potential
for
the
next
week.
D
D
D
B
The
next
question
is
from
kathleen
bagas
kathleen.
Would
you
please
unmute
and
turn
on
your
video.
I
I
I
A
Thank
you,
representative
mayfield.
Would
you
like
to
start
well
I'll
start,
but
I'm
pretty
certain.
D
Having
discussed
even
related
subjects,
the
only
time
that
the
the
house
in
general.
D
Years-
and
I
will
say
again
now
that
again
and
I
think
you
even
said
it
in
your
question.
D
When
the
time
comes
to
rethink
the
impact
of
this
bill,
then
we
will
be
open
to
doing
that.
A
C
C
Power-
and
you
would
get
a
credit-
you
know
at
the
retail
rate,
for
the
power
you
put
in.
C
C
C
C
Distributed
energy
and
the
impact
of
you
know:
people
solar
at
home
on
on
this
overall
issue
of.
C
Energy,
reliability
and
resiliency,
and
I
was
told
that
that
would
have
to
come
later.
C
C
C
Scheduled
to
be
considered
in
committee,
I
guess
whenever
we
get
back
to
the
state
house.
C
And
another
two
years
of
study
before
that
can
be
addressed.
The
problem
is,
in
the
meantime,.
C
C
C
C
E
Of
this,
so
that
we
can
look
at
it
because
daryl
is
correct,
the
309
was
just
intended
to.
E
E
B
Oh,
that
was
our
last
question
from
the
audience.
C
C
C
C
And
so
this
is
kind
of
my
frustration
and
this
whole
issue
about
you
know
the
mix
of
generation.
C
C
I
think
we
can
come
up
with
something
that
will
work,
but
instead
it
seems
to
me
that
we're
kind
of.
C
C
Is
whether
those
will
inadvertently
or
by
design
give
people
like
the
coal
industry,
the
coal.
C
Power
plants
longer
life
than
they
would
otherwise
have,
because
you
have
to
keep
in
mind.
C
And
move
on
to
newer
forms
of
energy,
and
so
you
have
an
odd
situation
now,
where,
in
a
lot
of
ways.
C
E
As
well
as
a
a
bill
that
is
addressing
failing
septic
system
with
bipartisanly,
with
senator.
E
What
I
hear
is,
you
know,
trying
to
build
some
con
some
support
and
getting
some
of
the
government.
E
Affairs
people
behind
different
aspects
of
it.
It's
you
know
what
I
hear
frequently.
E
Too
much
on
this
particular
group
of
people
or
this
this
profession
or
and
it's
going
to.
E
Be
all
hands
on
deck,
whether
it's
family
septic
systems.
I
realize
that
when
we're
talking
about.
E
E
E
No
one
wants
to
sort
of
get
in
there
and
say:
yes,
we
could
play
a
part
in
solving
this
and.
E
In
indiana
and
I
and
I
hope
that
small
little
solutions
like
updating
the
drainage
code.
E
D
To
adapt
to
you
know,
renewables,
not
because
we
told
them
they
had
to
it's,
because
they
found
out.
D
Or
they
realized
that
it's
going
to
be
beneficial
to
them,
so
I
think,
and
they
can
adapt
quicker.
D
They
can
adapt
in
ways
that
that
that
they
can
live
with
and
still
hit
the
goals
of
renewables.
So.
D
That
that's
one
reason.
I
think
that
you
don't
see
a
lot
of.
C
C
And
there's
another
kind
of
similar
version
of
this
legislation
coming
through
this
year,
where.
C
The
private
utility
companies
have
come
in
and
have
tried
to
address
this
issue.
If
people
have.
C
C
C
Spread
out
the
cost
more
among
the
other
rate
payers,
so
you
can
get
to
that
point
where
you.
C
Know
everybody's
out
of
their
failing
septic
system
or
they've
gotten
those
lead
lines
replaced.
C
C
C
A
A
A
A
A
And
representative
mayfield,
would
you
like
to
address
that
first?
Well,
I
don't
think
that.
D
E
E
E
E
A
C
Is
just
way
too
long
for
forgetting
all
these
counties,
with
some
kind
of
verifiable
paper.
C
But
the
state
has
not
been
willing
to
at
this
point.
I
think
I
forget
the
number,
but.
C
C
Could
get
those
out
to
local
community
to
the
counties
for
grants
to
get
their
machines
up
to.
C
C
C
C
C
E
Are
banning
choke
holds
as
well
as
no
knock
warrants
prohibiting
those,
and
you
know
when
we.
E
When
we
look
at
what's
happening,
you
could
say
I
mean
not
even
just
across
the
country.
E
Better
job
of
protecting
that
so
yes,
I
think
there
are
some
police
reforms
that
are
needed.
C
Yeah
shortly
after
the
the
george
floyd
tragedy,
I
called
representative
stirwald,
who.
C
C
Issue
and
and
represent
straw
agree
with
that,
and
so
we
had
some
calls
to
law
enforcement
began.
C
To
discuss
things
out
and
then
representative
shackleford
who's,
a
member
of
the
indiana
black.
C
C
C
Of
the
courts
committee
it's
now
pending
in
ways
and
means-
and
it
addresses
some
very
important.
C
C
Mandated
de-escalation
training
at
the
academy,
so
we've
seen
so
many
times
the
thing
that's.
C
So
heartbreaking
about
these
videos,
you
see
of
these
police
action
shootings.
Is
you
look.
C
C
Things
ramping
up
to
the
point
where
you
end
up
with
these
lethal
force
being
used
when.
C
It
doesn't
need
to
be
used
and
then
the
specific
thing
on
a
chokehold
just
a
little.
C
Bit
of
controversy
around
that,
in
that
the
chokehold
definition
only
talks
about
obstructing.
C
The
airways
it
doesn't
reach
to
obstructing
blood
flow.
It
does
essentially
say
that
if.
C
And
and
kind
of
issues
surrounding
that
as
if
they
pulled
their
gun
and
we're
going.
C
That
the
courts
deal
a
lot
with
sorting
out
what
was
the
intent
of
a
person.
We
have
intent.
C
C
C
C
Communities
that
are
getting
policed
and
figure
out
a
way
that
we
can
rebuild
that
trust.
C
And,
and
and
really
address
some
of
these
issues
of
implicit
bias
and
racism
that
exist
out
there.
A
D
That
bill
it
has
tremendous
support
across
the
board.
Again
it
may
or
may
not
fix
every.
D
The
headlines
today,
it
also
addresses
the
body
cams
and
when
officers
have
to
use
them
to.
D
D
Rest
of
their
life,
so
I'm,
hopefully
that
they,
that
that
is
addressed,
whether
it's
in
the
bill.
D
D
It
just
wasn't
in
statute,
so
just
because
it
isn't
in
legislation
doesn't
mean
it's.
D
A
I'm
going
to
give
you
just
a
you
know:
that's
kind
of
unusual
I'll,
give
you
just
a
second
there
to.
A
A
This
session
representative
pierce,
would
you
like
to
go
first.
C
A
very
important
thing:
I
do
think
that
you
know
I've
been
thinking
a
lot
lately,
because
I.
C
I
do
think
that
our
democratic
process
is
it's
pretty
resilient
and
I
think
we'll
make.
C
C
C
Really
fun
to
talk
to
students.
You
know
they're,
like
20
years
old,
about
what
life
was
like
with
a.
C
C
C
D
Yeah
again,
like
he's
like
matt,
said
just
participating
in
this,
is
I'm.
D
Glad
that
people
are
out
there
asking
these
questions,
there
are
probably
people
in
this.
D
D
That's
how
this
process,
I
think,
works
best,
and
you
know
I
just
appreciate
the
fact
that
people.
E
E
E
I
was
thinking
about
is
hosting
office
hours,
and
so
my
question
is
to
you.
I
know
this
is
not.
E
E
I
could
go,
it
is
coveted
so
right
now
maybe
some
outdoor
ideas,
but
I
would
want
them
in
public.
E
I
wouldn't
want
to
be
doing
anything
private
I
mean
so
where
I'm
sort
of
disconnected
from.
E
The
public's
square
so
to
speak,
but
I'd
love
your
ideas.
So
I
know
we
had
a
rule
of
no
chat
but.
E
A
Your
suggestions
to
everyone
and
if
of
course,
I'm
relying
here
on
ralph
on
on
you
doing.
