would

nothing
else

be
approved.

with
a
maximum
of

that
remained

the

that

we

it

a
contentious
program,
people
are
worried
and
they
want
to
be
able
to.

Under

going
on
in
the
neighborhood
in
their
own
neighborhood
and
board
of
zonini.

Appeals
offers
that
opportunity
for
the
petitions
to
be
discussed
in
public
and
details.

To
be
hashed
out-

you

questions

be
asked,
and
so
we
did
that
for
the
adus.

I
will
say
that
there
was
not
as
much
interest
from
the
neighborhoods
as
as
it
seemed
that.

There
would
be

we
got
quite
a
bit
of
pushback
on
adus,
when
we
were
proposing.

Them
but,
and
so
eventually
they
did
start
the
more
straightforward
adus
that
didn't
require.

Additional
variance
did
go
to
hearing
officer,
but
we
started
out
at
the
board
of
zonini
appeals.

And
that
would
be
our
intent
with
these
as
well,
and
also
the
udo
does
not
require
a
neighborhood.

Require
that
for
this
use
as
well,
starting
out
as
we
did
informally
with
the
adus
and
do
with.

The
10
requirements
that
have
to
be
the
that
the
board
of
zoning
appeals
has
to
find.

Are
met
in
order

conditional
use
approval
to
be
granted,
so

it

criteria

the
satisfaction

the
board
of
zoning

They
must
demonstrate.

we've

that
they
must
make
a

effort

the

is
not

this

was

heard
before,

we
will
just
go

had
a
bloomington
housing
study.

Done
in
early
2020,
it
was
done
after
the
adoption
of
the
udo
and
before
the
administration.
So.

The
udo
is
adopted,
approved
by
council
at
the
end
of
2019
and
went
into
effect
in
april
of
2020.

And
the
housing
study-
I
believe-
oh
I'm
sorry-
may
have
been
done
in
summer.
It
had
was.
H
Done
in
the
interim
of
when
we
started
in
public
engagement,
this
fall.
Excuse
me,
so
the.
H
Bloomington
housing
study
engaged
residents,
landlords
and
tried
to
gather
as
much.
H
Specific
data,
as
it
could
about
the
state
of
housing
in
bloomington.
This
was
done
after.
H
The
roi
study
was
done,
regional
opportunity.
Initiative
study
was
done
for
our
larger
region.
H
One
of
the
takeaways
is
that
when
we
look
at
old
census
data
or
american
community
survey,
data.
H
Again,
based
on
information
from
direct
from
landlords
and
renters
renters,
here
in
town
and.
H
Between
two
and
nine,
whether
it
swings
toward
nine
or
two
that's
still
quite.
H
High
or
that
vacancy
late
is
rate
is
low,
excuse
me
and
we
do
have
a
tight
housing
market.
H
Here
in
bloomington
for
both
owners
and
renters-
and
that
is
seen-
I
think
time
and
again
with.
H
Rents
that
are
gathered
across
town,
and
so
then
we
were
also
able
to
look
at
some
again.

2010
and
10
2000
census
data
trying
to
look
and
see
when
a
change
may
have
occurred
with
the.
H
Owner
renter
split
in
town,
that's
something
we
hear
a
lot
of
discussion
about
6535.
It
has
been.
H
That
way
since
2000
and
is
a
bit
of
a
red
herring
for
the
duplex
discussion,
because
duplexes.
H
Aren't
required
to
be
rentals,
they
actually
are
able
to
be
owner-occupied
both
sides,
but.
H
A
detail
that
we
have
have
heard
come
up
a
number
of
times.
We
also
I'll
discuss
briefly.

Some
of
our
public
meetings
that
we
held
in
the
fall,
but
let
me
show
this
quickly.

We
do
have
some
robust
local
historic
districts
here
in
town
and.

Many
of
them
are
in
our
single-family
zoning
districts.
So
if
you
live
in
a
historic.

In
order
to
do
well
any
construction
there,
but
especially
demolition,
you
have.

Which
is
a
list
of
structures
that
bloomington
restorations
incorporated
identified
on.
H
A
survey
that
bloomington
city
of
bloomington
contracted
for
to
update
a
state
survey
that.
H
H
Outstanding
notable
in
some
cases,
they
list
the
non-contributing
as
well.
If
you're.
H
Conditional
outstanding
or
notable
on
that
list,
you
cannot
tear
the
house,
tear
a
house
down.

Or
any
building
actually
without
approval
of
the
bloomington
historic
preservation.
Commission.

What
they
are
looking
at
in
that
case
is
a
little
bit
different.
They
don't
have
guidelines
because
you're
not
part
of
a
district,
but
they
do
they
are
able
to.

Recommend
designation
of
structures
with
great
significance
to
the
city
council.
H
To
protect
those,
so
those
are
the
two
ways
that
historic
preservation
add
a
layer
of
review
to.
H
H
Or
modify
your
house
simply
by
you
know:
application
of
building
permit
and
meeting
all
of.
H
The
zoning
code
requirements
so
in
the
case
of
if
you
were
going
to
do
a
remodel
and
you
wanted.
H
And
then
all
of
the
use
specific
standards
for
duplex
and
if
this
petition
goes.
H
But
the
first
bullet
point
I
will
discuss
briefly.

Staff
went
through
county
and
city
data.
Again
we
did
this
in
2019-2020,
but
on
a
much
quicker.

Timeline
and
this
time
we
were
able
to
physically
look
at
all
of
these
properties.

And
determine
where
existing
plexes
are
located
and
it
the
number
is
very
similar
to
the.

Number
that
we
recorded
at
that
time-
I
will
say
this
number-
is
probably
low.

Information,
I
think,
was
it's
been
requested.

number
of
times
from
the
public
is
to
indicate.

That
the
this
type
of
structure
that
we
know
as
a
duplex
or
in
some
cases
tries
and
quads
do.

Exist
here
in
town
they're,
not
rare
and
they're,
not
they
aren't
relegated
to
one
side
of
town.

Areas
of
town,
but
we
also
have
a
number
of
plexes
peppered
throughout
the
both
the
historic.

Neighborhoods
and
on
the
edges
of
some
of
the
newer
neighborhoods,
so
they
do
exist
and.

Lawful
non-conforming,
those
that
are
excuse
me,
those
that
are
in
single
family
districts,.

Probably
were
allowed-
or
there
was
no
zoning
code,
so
they
so
a
use
that
goes
in
before
the
zoning.

Code
regulation
makes
it
no
longer
legal
is
known
as
lawful
non-conforming,
which
they
are,
but.

That
does
limit
what
they
can
do,
including
some
types
of
interior
remodels.
They
definitely
can't.

That's
the
point
of
lawful
non-conforming
when
a
use
is
no
longer
desired,
then
you
don't.

Help
it
proliferate,
but
in
this
case
we
have
so
many
and
they
they
work
well
in
our
community.

If
existing,
lawful,
non-conforming
duplex
wanted
to
add
usable
space
inside,
for
example,
adding

a

they
would
become
one
of
the
plexus
that

they
would
all
be
treated
as
new
duplexes
and

the
second

last

our

our

to

we
looked

these
properties

rental
addresses
that
we
looked

we
could
based
on

was
a

Situations

we're
looking
at

the
owners
but
that

of

that
number
of

owners
who

addresses
here
in
bloomington,
so
more

percent

we
have

rental
agencies
here
as
well.

looked

wanted
to
look

lot
of
people
in
bloomington
own
second
properties
and
rent
them,
and
they

because

involved

Way
and

properties
to
take
care
of,
and
so
what
we
did
was
we
looked
at
owners.

Owns
five
or
less
properties

small
scale,
you
know
not
your
property
manager.

Of
those
addresses
are
owned
by
someone
who
is
in
bloomington
and
owns
five
or
less
rental.

Properties,
so
I
think
the
idea
here
is
that
the
message
is
that
the
rental
properties
we
have.

Already
have
now
are
rentals,
but
that
they
are
often
owned
by
people
in
this
community.

And
people
who
live
in
these
neighborhoods-
and
you
know,
take
care
to
be
here
and
that.

We
haven't
seen
you
know
over
time.
We
haven't
seen
a
shift
toward
the
large
out
of
town.

Or
have
these
discussions
here
at
plan
commission
that,
oh,
you
know
slightly
over
half.

Otherwise,
another
concern
we
hear
I'm
sure
you've
all
seen
and
heard
is
that.

Adding
the
potential
use
of
duplex
and
the
triplex
and
fourplex
is
an
attack
on
single
family.

In
bloomington,
so
I
we
want
to
give
you
some
data
about
what,
where
single
family
is
allowed
and.

What
it
is,
what
it
is
now
currently
and
then
discussing
what
we're
proposing
to
change
it
to.

Government
properties,
so
all
of
the
other
land
in
town
for
everything

that
land
is.

Is
zoned
in
one

primarily
single-family
zoning
districts
or
part
of
a
single-family.

Plan
unit
development
and
if
you
look
at
that
on
a
parcel
basis,
