If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Let
me
call
to
order
this
special
meeting
of
the
city
of
bloomington
plan
commission
for.
A
Monday
march
29th,
let's
begin
by
calling
the
roll.
A
Okay,
so
we
do
have
a
quorum.
We
will.
A
Get
down
to
business
then
we
well
before
we
get
into
the
agenda.
Are
there
any
other
than.
D
And
really
sorry
for
my
absence,
I
had
committed
to
help
a
local
non-profit
with
a
fundraiser.
D
And
children,
so
I
just
wanted
to
let
everyone
know
and
just
also
again
thank
the
planning.
D
D
D
A
Okay,
we
we,
we
have
quite
an
agenda
before
us
this
evening,.
A
To
zo09-21,
we
also
now
have
three
additional
amendments.
We
had
two
that
were
already.
A
And
so
we
have
quite
a
bit
to
of
business
to
to
get
to
before
we
did.
We
had
three
and
now.
E
A
Already
debating,
and
now
we
have
three
total
in
addition
to
the
one
that
we're
already.
A
It
seems
obvious
that
we're
not
going
to
get
on
to
zeo
10-21
tonight,
so
I'd
like
to
go
ahead
and.
F
I
move
that
we
continue
0-10
to
our
next
meeting,
which
is
thursday
april
1st.
So
it's.
F
Not
an
april
fool's,
it
might
feel
like
that.
However,
I
would
like
to
also
state
just.
A
A
F
A
Meeting
so
that
public
comment
on
these
amendments
to
the
petition
will
be
limited.
A
A
A
Bit
different
than
when
we
do
things
in
person,
and
particularly
when
it
comes
to
public
comment,.
A
A
Is
standing
at
the
deus
whispering
in
my
ear
the
whole
time
that
it
becomes
really
difficult.
A
The
full
attention
of
the
of
the
commission,
and
so
I'm
not
going
to
be
able
to
respond
to.
A
Direct
messages
that
are
flying
through
the
chat
here
tonight
we
I
will
try
to
keep
an
eye
on.
A
Finally,
we
have,
as
I
mentioned,
several
additional
amendments
that
have
been
proposed
on
thursday.
A
We
spent
the
entirety
of
our
time
debating
one
amendment
and
did
not
get.
A
A
You
know
almost
the
flip
one,
one
amendment
in
fact,
which
is
almost
a
flip
of
the
amendment.
A
Of
amendment
number
one
so
amendment
number
one
was
to
remove
plexus
from
r1,
r2
and
r3.
A
We
can
very
easily
rehash
all
of
the
arguments
and
spend
a
long
time
doing
that.
A
I
don't
think
that's
a
great
use
of
our
time
if
we
can
get
a
sense
of
of
where
people.
A
A
Close
the
debate
on
amendment
one
give
some
sense
of
where
you
stand
on
the
other
amendments.
A
Trying
to
shut
things
down,
I'm
just
trying
to
make
sure
we're
being
efficient
in
our
use
of
time.
A
A
Be
here
until
thursday,
so
that
being
said,
if
you
could
just
give
some
some
indication.
A
In
your
comments
here
of
whether
you
would
favor
making
the
plexus
buy
right
in
r1,
r2
and
r3.
A
If
you
would
be
in
favor
of
eliminating
the
proximity
restrictions
on
plexus
and
if
you.
A
Would
be
in
favor
of
adding
some
additional
restrictions
to
the
conditional
use.
A
Criteria
as
commissioner
kate
has
has
proposed
most
recently,
I
think
that
would
really
help
us.
A
Is
we
we
just
won't
be
able
to
get
through
all
of
these
amendments
tonight
and
have.
A
Enough
public
comment
and
give
the
public
a
chance
to
comment
on
our
final
recommendation.
A
On
the
petition,
so
with
that
we
are
on
our
final
final
comment
on
amendment
number.
One.
A
And
I'm
going
to
go
ahead
and
open
the
floor
I'll.
I
guess
defer
to
commissioner.
A
Sandberg,
if
you'd
like
to
go
first,
this
was
your
amendment.
So
if
you'd
like
to
kind
of
give.
A
H
H
H
H
Town
and
with
that
said,
of
course,
I
would
not
be
in
favor
of
the
by
right
amendment
amendment.
H
Two,
I
would
not
be
for
the
removing
the
150-foot
buffer,
those
proximity
issues,
but
the.
H
A
We'd
like
to
go
next
final
comments
from
commissioners,
commissioner
burrell.
I
And
I
wanted
to
really
listen,
what
were
their
concerns
and,
and
I
felt
like
it
was
a.
I
I
I
looked
at
everything.
It
was
a
great
opportunity
for
everybody
to
share.
I
Produced
a
lot
of
emotions,
especially
in
a
difficult
time
that
we
are
going
through.
I
Don't
think
this
is
going
to
be
catastrophic
and
it
will
not
have
a
catastrophic
impact.
I
I
They
will
fight
to
preserve
all
the
historic
stock
residential
stock
in
bloomington.
I
And
the
fourth
amendment
will
depends,
I
will
vote
yes.
If
we
go
into
a
conditional.
I
Conditional
zoning
for
our
one
two
and
three
and,
of
course,
I'll
vote.
No,
if
we
are
by
right.
J
J
And
I
in
2018
and
19-
and
you
know
we-
we
made
the
decision,
we
did
to
recommend.
J
J
J
J
J
I
am
also
persuaded
by
the
fact
that
this
is
it's
not
a
requirement
to
build
a
duplex
or
a.
J
F
Educational,
I'm
really
torn
on
how
to
vote
on
this
on
voting
to
remove
the
conditional
use.
F
F
F
F
F
F
And
buy
a
home
in
neighborhoods
where
the
value
of
the
home
is
already
high.
It
just
won't
work
for.
F
Complain
about
and
they
don't
have
to
sell,
but
property
tax
affordability
could
be
an
issue.
F
F
Has
already
been
shared
and
studied
so
I'm
torn.
I
don't
think
that
plexus,
I
don't
think
they'll.
F
F
F
F
F
F
F
About
the
statement
substantially
undermine
the
distinctive
character
of
the
neighborhood.
A
Commissioner
seaguar
thank
you
and
I
guess
first
I,
like
everybody
else.
I
do.
K
Providing
everyone
is
much
appreciated.
I
think
I
I
don't
want
to
restate
what
others
have
said.
K
Just
a
couple
quick
thoughts
like
amendment
number
one,
while
the
intent
is
to
pause
the
effect.
K
That
how
new
data
could
impact
folks,
opinions
or
recommendations,
and
I
guess
going
forward
if.
K
K
And
so
I
am
relatively
new,
I'm
moving
to
the
city.
I
had
to
do
it
once
before
and
I'm
a
renter
so.
K
K
As
somebody
actively
looking
to
purchase
a
home
homes
aren't
on
the
market
more
than
a
day
or
two.
K
Recognizing
that
this,
a
duplex
or
plexus,
you
know,
is
really
a
proposal
to
seek
increased.
K
K
For
that,
it's
very
appealing,
so
in
regards
to
amendment
number
one
I
will
be
voting.
K
Against
it,
in
relation
to
many
of
the
other
amendments,
I
certainly
wouldn't
mind
hearing.
K
K
K
L
Zoom
skills
yeah
right.
I
also
want
to
thank
everyone
for
all
of
their
incredibly.
L
Is
an
incremental
step,
as
I
may
say
later,
in
terms
of
the
amendment
that
I
proposed
myself.
L
L
L
L
L
A
thriving
commercial
downtown
and
supporting
that
kind
of
thriving
aspect
of
bloomington
and
so.
L
I
I
am
going
to
be
voting
no
on
amendment
one
I
with
the
greatest
respect
to
commissioners
kinsey.
L
And
whistler
will
be
voting
no
on
amendments
two
and
three,
and
I
will
hopefully
be
voting
on
my.
L
Own
amendment,
yes,
so
in
any
case,
that's
where
I,
where
I
stand
and
where
I
see
I
would
like
to
see.
L
D
D
Great
experience
to
go
through
a
couple
of
just
a
little
bit
of
background,
I
grew
up
in
the
elm.
D
Heights
district
and
I
grew
up
you
know.
Second,
in
jordan,
a
great
limestone
house
lived
there.
D
D
D
The
monroe
county,
affordable
housing,
commission
and
I'm
very
active
with
non-profits
and
and.
D
Part
of
hiring
the
group
that
did
the
roi
study,
so
it
was
the
need,
is
there
and
we.
D
D
Investments,
unfortunately,
not
a
lot
of
people
know
how
to
run
the
numbers,
and
so
when
they
really.
D
Better
investments
that
are
out
there
so
as
far
as
investors
flooding
these
neighborhoods.
I
I
just.
D
Don't
see
it,
and
so
the
other
thing
I
wanted
to
mention
as
well.
I
heard
on
these
on
the.
D
Comments,
you
know
the
vacancy
rates
that
were
talked
about
in
bloomington
being
a
you.
D
D
D
D
You
know
a
six
percent
vacancy
or
we
or
is
it
it
will
probably
start
to
slow
down.
At
that
point,.
D
D
Looking
at
doing
larger
product
projects,
so
concerning
me
the
amendment
I'm
going
to
vote,
I.
D
D
Community
to
try
to
add
more
housing
to
our
to
our
stock.
As
far
as
amendment
number
two.
D
Expand
the
by
right,
I
would
vote
yes
and
as
far
as
the
oh,
the
the
space
and
time.
D
D
G
G
Opportunity
for
a
other
population
in
in
our
city,
it's
important
to
give
them
the
opportunity.
G
To
have
a
access-
and
this
is
an
equity
diversity
issue
and
also
it's
a
way
to.
G
With
the
approval
of
having
these
plexus
in
in
some
specific
areas,
but.
G
I
would
say
that
it
will
help
the
whole
the
whole
community,
the
neighbors.
G
G
Amendment
one
when
I
asked
commissioner
samber
about
the
the
time
in
the
data
in
in
in.
G
Based
on
the
comments
we,
we
were
able
to
see
that
this
has
been
for
a
long
period
of
time.
Data.
G
G
The
conditional
aspect,
so
in
that
case
I
would
put
a
no
for
the
amendment
number
two
and
I
would.
A
Save
us
a
little
time
later
on,
but
yeah.
I
will
I'll
vote
no
on
this
amendment.
A
First
of
all,
because
it's
really
not
a
pause
it,
it
doesn't
really
have
any
time
limit.
A
Plexus
remain
effectively
banned
in
in
all,
but
our
most
remote
neighborhoods,
where
the
cost.
A
It's
very
clear
to
me
that
we
need
more
housing.
It's
very
clear
to
me.
A
A
Is
to
have
a
handful
of
units
in
a
you
know,
in
a
primarily
student.
A
Enough
to
meet
the
needs
of
of
many
of
our
residents,
as
commissioner
seaboard
noted.
A
And-
and
I
think
it's
it's
really
really
important
to
note.
A
Diversity
of
location,
the
farther
away
from
amenities
housing
is
the
farther
offset.
A
Infrastructure
costs,
you
know,
there's
been
a
lot
of
talk
about
about
property
value.
A
But
property
value
is
not
the
same
thing
as
home
price.
I
think
it's
true
that
upzoning.
A
A
If,
if
because
you're
fitting
two
homes
on
one
property,
so
you
would
have
to
more
than
double.
A
The
value
of
a
property
in
order
for
it
to
result
in
an
increase
in
home
price
if
you're
now.
A
Doubling
the
number
of
homes
that
are
on
that
lot
and
triple
for
triplexes
and
so
on,
it
is.
A
I
I
think
it's
common
sense
that
that
duplexes
are
cheaper
than
freestanding
single-family
homes.
A
And
and
and
so
it's
obvious
to
me,
that
that
is
going
to
help
it's
not
the
answer.
A
A
We
need
an
integrated,
affordable,
housing
solution
if,
if
we're
saying
put
it
somewhere
else,.
A
We're
creating
segregation,
and
I
think
what
we
want
to
do
here
as
as
a
community
is,
is.
A
Drive
towards
integrated
housing
options
for
everyone,
so
so
I'll
vote
no
on.
A
This
amendment
and
we'll
go
forward
from
there
but
again
do
appreciate
all
of
the.
A
Comments
and
all
the
time
and
effort
that's
been
put
into
this
unless
there
are
any
other
final.
C
One
eight
amendment
one
fails:
okay,
so
amendment
one
fails.
I
was
if
my
tallying
is
correct.
A
Five
opposed,
so
I
will
I
I
will
leave
it
up
to
the
commission.
A
To
decide
if
we
want
to
continue
with
that
debate
on
amendment
number
two
jillian.
A
It's
your
amendment,
so
it's
certainly
up
to
you.
If
you
want
to
introduce
that
amendment.
J
The
conversation,
but
I
did
hear
a
little
bit
of
interest
in
learning
more
and
I
don't
know
if
it's.
J
Worth
it
to
open
the
floodgates
to
public
comment
on
this,
but
I
am
a
little
fearful
of.
J
On
you
know,
if
I
make
the
motion
for
amendment
two
and
there's
no
second,
then
it
would
fall
flat.
A
You're
welcome
to
yeah.
That's
that's
correct
and
I
think.
A
You're
welcome
to
introduce
it
and
see
where
it
goes.
You
don't
have
to.
A
We
would
get
there,
but
again,
I'm
certainly
not
trying
to
discourage
it
from
going
forward.
A
I
do
think
it
is,
is
largely
the
inverse
of
of
amendment
one
and
it.
It
seems
to
me
that
there.
A
Is
probably
more
support
for
the
status
quo
as
the
original
petition
was
introduced,
but.
A
I
think
I
see
scott
robinson
did
you
have
something
you
wanted
to
add
scott.
M
M
Hope
that
you
know
given
the
time
to
evaluate
and
monitor
in
the
future,
I
could
see
the
plan.
M
To
hold
off
on
those
until
that
we
can
move
forward
with
this
balanced
approach.
It's
a
careful.
M
Forward
with
that
in
the
future,
so
I
just
wanted
to
offer
that
you
know
suggestion
and
comment.
M
A
A
Is
free
to
to
make
a
motion?
I
just
want
to
make
sure
before
we
move
on
to
make
sure
that.
L
But
on
the
other
hand,
to
try
to
reach
some
kind
of
limit
that
might
give
some
some.
L
Overtaking
the
neighborhoods
as
that
issue
been
raised
or
addressed.
Yes,
we've
discussed
it.
Sorry.
E
Most
at
risk
could
still
receive
them
all
right,
so
we
did
also
talk
about.
E
Doing
some
sort
of
like
a
district
cap
but
the
150-foot
separation
effectively
creates
that.
E
A
cap
because
there's
only
so
much
land
there
to
begin
with,
and
so
because
of
those
two
things.
E
We
did
not
include
either
a
total
cap
or
or
an
area
cap,
but
it's
definitely
something.
E
Do
seem
to
be
proliferating
at
a
rate
that
seems
inappropriate.
We
could
quickly
bring
them
back.
E
And
change
that
and
change
the
rules
which
I
know
isn't
everyone's
favorite
response.
E
But
is
is
true
that
we
can
do
that
as
we
did
with
the
downtown
regulations
a
few
years.
E
Ago,
once
that
was
decided
to
be
changed,
I
think
it
went
to
council
about
a
month
later.
E
That
the
cap
would
maybe
be
unnecessary
based
on
the
other
separations
that
we
included.
A
Go
ahead,
commissioner,
kinsey!
Well
in
an
effort
to
move
us
along,
I
am
willing
to
motion.
J
J
Of
seconds
on
this
in
that
in
our
meeting
tonight,
so
I
would
like
to
motion
petition
z-o.
J
Or
yeah
z0921
amendment
number
two
offering
a
proposal
to
change
duplexes
to
permitted
in
r1
r2.
J
A
Going
twice,
I
will
second
that
motion.
A
Okay,
we

I
guess
in
this
case

A
Right

and
that
is
the
question
at
hand,
so
we'll
start
with

Housing

you're

it
is

a

T
If
you

you

their

where
they
do.

Many
of

they're

More
affordable
than
that,
let's
see
some
people
were
talking
about
trends
in
the

absolutely.
AH
Right
since

80
of
