We had a very.

Difficult job this year, this is the allocations meeting for the 2020 round.
A
Of the jack hopkins social services grant funding, and this year we did have.
A
37 timely applications requesting for almost eight hundred and twenty-three.
A
Thousand dollars in projects and support that we don't know, if that's a record.
A
But that is a great amount of community need, and this committee has done a.
A
Yeoman's job in reviewing all the applications we have partnered this year.
A
Very carefully with beverly calendar anderson and her social services.
A
Workgroup that has been involved with surveying the community for additional.
A
Needs that the koban 19 crisis, of course, has put upon our our community.
So we.
A
Want to say that upfront, before we get into our motion in our second to reveal.
A
This year's applications and allocations, following that, we will have public.
A
Comment and then I would like to hear from various committee members who might.
A
Want to say something before then: we take them on what our decisions are for.
A
This year I will leave stephen some of the housekeeping matters that we will.
A
Attend to following the incompetence of our.
A
Decisions, but that is where we're going text if I could get a motion- and this is.
A
Basically, to recommend the committee's work to the council, I like to make a.
B
Motion to recommend funding.
Second, all right: we that motion and that second, so.
A
I will read through the decisions we will begin with alphabetical order at.
A
The top all options is obviously requesting diapers and wipes, and that.
A
Has been granted at $4,000 and its house is.
A
Wanting to upgrade flooring in their men's house and other requested building.
A
Upgrades that is for $18,000 the boys and girls club needs continuing.
A
Operations of the boys and girls club of bloomington through their community.
A
Emergency relief programs that is funded at $15,000 catholic charities is seeking.
A
Therapist, salary and benefits, and that was granted at 20,000 278, the community.
A
Kitchen of monroe county needs, a warehouse, pallet shelving and decking.
A
And battery and charger, and that was for 8113 courage to change sober living for.
A
Their fresh start, rent subsidy programs, is granted $6,000.
A
El centro communal latino for financial assistance for their latino residents.
A
Shipping during the cova 19 pandemic or $10,000 habitat for humanity or bridge.
A
Funding for their build site, preparation for $10,000 health net bloomington.
A
Formerly known as volunteers in medicine and now a very useful clinic needs to.
A
Purchase of dental equipment, so that will be funded at 19,000, 590 hoosier.
A
Health food bank for covered food purchasing project, $30,000 life designs.
A
For residential support services, 8800 meals on wheels for the purchase of.
A
Electric meal transporters, 7260 middle-way house for purchase of climate.
A
Control panel $3,000 monroe county casa for security cameras and related.
A
Equipment and resource materials, 1620 monroe, county, united ministries for.
A
Computers and software curriculum kits and I spray I sprout assessments for.
A
16,000 mother hubbard's cupboard for bridge funding, ten thousand dollars new.
A
Hope for families to expand their family coordinate hours, $13,000 new leaf new life for expansion of hours for to existing.
A
Part-Time new leaf new life employees, $9,000 pantry 279 for you stored either.
A
There, cargo truck or executive director compensation, $20,000 planned parenthood.
A
Of indiana for called called paska p equipment and related expenses 11130 for.
A
Shalom center for exterior painting and floor upgrade 21,000 south central.
A
Community action to continue the covering kids and families program.
A
$25,000, st.
vincent depaul for supplemental supplemental rent program.
A
Assistance $15,000 and lastly, wheeler mission for personnel expenses, $17,000.
A
And we did have additional monies left over.
We had initially thought we would.
A
Only have 300 and 11,000 to allocate this year, but because of some leftover.
A
Dollars from last year's, we have managed to get this done for three hundred and.
A
Eighteen thousand and you took the screen off so I couldn't get to the.
A
Chair 795, thank you.
You can see that the.

Committee has done a remarkable job in making our budget this year, making the.
A
Funding that we have available cover a great amount of community needs, so if.
A
That I would like to now go to the members of the committee.
If one would.

Like to make any final comments about the decisions that we made or the.
A
Process itself so without seeing sue's hand, they just raise a hand if you make.

A comment- and I will call on you maybe I'll just start with sue sue.

Than anything I just want to thank these agencies.
We have heard a lot of talk.

About heroes, since the pandemic began to unfold and.

We rightfully cheered our health care.

Providers and people who do the different everyday, essential jobs, and I.
C
Think there are all kinds of heroes and a lot of them are among the agencies.
C
That have applied here, and I am grateful every day that I live in bloomington and.
C
I am grateful for people like these who make it an amazing town.
So thank you to.

All of you for what you've done.

I also like to thank all the agencies and to say that it was.

Incredibly difficult to make decisions when all these agencies are doing such.

Great work and in our inner city and in our county, so I want to thank them all.

And let them know that we really took it to heart and really worked hard at.

Trying to be fair and and to do a good job and with all the committee members.

Input we did our best and congratulate everybody who received an award and.

Service funding thanks very much to city staff for all their support through this.

Process as well as council staff and the clerk's staff for supporting us all, we.

Certainly, wouldn't be able to do it without all of your help.
Thanks the.

Committee members for your thoughtful deliberations and service on this.

Committee and yeah, I would just echo councilmember smith and that's these- are.

Really hard choices, we had a a lot of organizations and a lot of.
E
Funding requests and, at the end of the day, a finite amount of money.
We had to do our our best to allocate in a way that met the particularly difficult.
E
Situations many people in our free community find themselves in in the.
E
Context of the cova 19 pandemic right now, so for anybody who watched any of.
E
The deliberations what we were working through this, we were really emphasizing.
E
Food issues in food insecurity this year, as well as efforts to prevent.
E
Homelessness and and other mental health, health and safety issues, especially as.
E
They related to children in the community, so those were some of the the.
E
Guiding principles this year again, I wish we could fund everybody, but it's.
E
Just the nature of the finite amount of money we have that we have to do the.
E
Best in in allocating that so thanks again to everyone, it was a pleasure.

Yes- and I'm gonna add my word of thanks to all the committee members and steve.

Dan, the admin staff- you did a whole lot to make this process as painless as it.

Can possibly be, but of course it's not painless when you can't give all the.

Money in the world to these organizations that are doing such incredible work, I work with students on a regular basis of people who are going.

Into public service and the work of the people in this community are such an.

Inspiration because it's clear that there's never been a more important time.

For community service- and I just cannot thank all of the people who work for.

These organizations, all the people who volunteer for them, people who are.
F
Risking a lot to be part of this, this effort, you really raise the bar and so.

We really appreciate everything that you're doing.

Just conclude by saying that the jack hopkins committee has always been a.

Source of pride- and these are tax dollars- that the city earmarks for.

Support to social services, and this combined with our cdbg allocations, are.

Our way to say, we value the work that service providers do in the social.
A
Service sector, who are providing assistance to low-income residents.
A
In regular times, much less in these times, for which the need has just.
A
Increased exponentially, I apologize that I didn't do my research.
A
Before the meeting, but there are additional funding through the kovat 19.

Responses that dora sims our hand director talked to us about in one of.

Our prior meetings- I don't know if anyone is here who can maybe speak to.

The economic development stresses that our community faces, as well as the.

Social services, and so we want to make sure everybody is well aware of all the.

Different resources for you to get assistance as you're helping your your.

Clients and need with that.

I'm just going to pose the question.
I understand that that the answer may.

Never come and certainly might not come immediately, so I just want to frame that.

As to what my expectations are, I have none.
J
I just want to pose the question at the last committee meeting.
There was some.
J
Back-And-Forth on the topic of the descriptions of the purpose of the.
J
Grants or the allocations for each individual, nonprofit and councilmember.
J
Sandberg sure he drew out the idea that the job of the committee was to allocate.
J
The funding and not to micromanage the spending of the grant money.
But some of.
J
The back and forth between council attorney.
J
Sherman and councilmember sandberg led me to wonder whether those intended.
J
Purposes would in fact be baked in to the funding agreements and if they.
J
Would be somehow expressed as a legal requirement, so I think, would be useful.
J
For me, anyway, to have an understanding of whether those descriptions of what.
J
The purpose of the funding from the committee's point of view, whether that's.
J
A legal requirement for these nonprofits to spend the money on that and exactly.
J
That or if that's just merely the sort of the rationale for why that amount.
J
Let's give it that's the question thanks.

David, we can certainly answer that, but I think first we'll see if there are any.

More comments from the public before we field an answer to that question and.

I've not seen anyone else indicate that they'd like to comment well.
I will then.
A
Start and then I hope, steven or dan, you can kind of kind of chime in here when.
A
People do apply to the jack hopkins, they are proposing certain things and they.
A
Are also giving us their preferences like if they oh, can only get partial.
A
Funding, this is what we would prefer to get.
This is one followed by two followed.
A
By three we try to follow that very very carefully.
But, of course, if you've been.
A
Involved with our other meeting, you know that there is quite a bit of discussion.
A
About what is the best use of this funding in terms of what they're going.
A
To actually be able to do and what we are able to allocate, and so there was a.
A
Little bit of discussion about that.
That said, for the purposes of monitoring.
A
These grant proposals, we do have to be very careful that the monies are used.
A
For what they have asked for and what they have told us they need so that will.
A
Be watched carefully and for purposes of managing these grants with the the.
A
Technical assistance that they'll be getting from our span staff.
We do have.
A
To be a little bit mindful of what they asked for, they cannot do things outside.
A
Of the range of what was in their initial proposal, so we did the best we.
A
Could to define a little bit about what we mean by which parts of their.
A
Application we felt were the best use of the dollars we had available and we do.
A
Have mechanisms in place to do a little bit of balancing that as it goes forward.
A
But for the most part we want to somewhat clearer as to what the.
A
Committee's intent was in the dollar amounts that were given now steven do.
A
You have anything else to add to that or dan.
If you want, I can answer that.
Yeah.

The what you see in the the chart that were what you saw in a chart also.
H
Included purposes and those will in a large part, appear in the funding.
H
Agreements and if they are do they essentially narrow, may narrow the refund.
H
From what was requested, and so for, agencies who are watching they'll get a.
H
Funding agreements, if they have questions about what they can do with.
H
That funding agreement do bring it up with staff and we'll clarify that with.
H
Agencies so yeah, that's where yes, the funny agreement is, is a contract between.
H
Agencies in the city, and it does have the effect of clarifying narrowing.
Oh.
H
What the money can be used for so and- and I will add that any- that the chair.
G
In past years, and I assume this year will be authorized to interpret funding.
G
Agreements, if a question comes up about whether a particular use of funds falls.
G
Within the scope allowed by the funding agreement, the chair in the past, as has.
G
Been authorized to interpret any questions now there there may be issues.
G
Or requests that fall outside of the scope of the funding agreement and we've.
G
Also had issues that have had to come back to the full committee for.
G
Additional meetings later in the year, but we will deal with any issues as they.
G
Arise and with respect to my comment about not wanting to micromanage.
A
The the example I can give us for pantry to 79 when they asked for their number.
A
One was a cargo truck for $20,000; their second was for salary for higher than.
A
That so we kind of left that a little bit open they can do either.
A
Or they can buy their cargo truck or they can.
You know I use that for the.
A
Salary that'll be up to them, but both of those proposals were in the grant and so.
A
That would not be out of the range for us to allow them a little bit of.
A
Decision-Making about the best use of those dollars, but it does need to be.
A
Among the many items that they perhaps requested in the proposal, I hope that.
A
Clears that up for for you, david and if there are no other public comment in the.
A
Queue, I don't know if there are, we are ready to take a committee vote on the.
A
Recommendation on the table- and so I will begin again with who I see with soo.
A
Scandal: larry, yes ron smith, yes, tim mayor, yes, matt, flaherty, yes, marc.
A
Fraley, yes, and I vote yes and so that concludes the committee's work.

Housekeeping items, meetings that we have coming up and what comes next with.

Respect to the process sure so after today, staff has a number.

Of things that we will be doing we'll be contacting agencies that were awarded.
G
Funding with with those funding agreements will be notifying agencies.
G
That weren't recommended for funding of that as well.
G
The next thing on the committee's schedule is a debriefing meeting on june.
G
The 11th at 6:00 p.m.
with the extension of our ability to meet virtually.
I.

Assume the committee would like to continue zooom meetings, so we will plan.
G
For that meeting to be held via zoom and you'll get some some information about.
G
That meeting ahead of time, but essentially that's a chance for the committee members to review this year's process, which obviously is, was much.
G
Different than in past years, given the public health emergency, but it's a.
G
Chance to make any changes or recommendations to the process for next.
G
Year so come with come with ideas that you'd like to forward to next year's.
Can.
G
Those funding agreements that we've been talking about agencies will need to.
G
Return, those to the council office no later than monday june 15th at noon and.
G
That is to allow us to have those in hand before the city council takes up a.
G
Resolution to approve of the committee's recommendations, the the city council, is.
G
Scheduled to consider that resolution on june 17th at the last regular session of.
G
The council, before summer recess and later in june, there will be a hand.
G
Technical assistance meeting this was originally scheduled.
I believe for june.
G
23Rd at 8:30 in the mccloskey room of city hall- I don't know what world we.
G
Will be in in a month for now so stay tuned for more information about whether.
G
That meeting will actually happen in person happen.
Virtually we will contact.

Award recipients to let them know how they can participate in that meeting the.

Final thing I wanted to note is that every year the council office sends out.
G
A survey to all the applicants, not just the the folks that received awards to.
G
Ask them their perspective on the process to see if they have any suggestions for next year, so we will be preparing that survey later this summer.
