A
C
Alex
crowley,
jackie,
st
john
julie,
donna,
paul
ash,
who's,
hollywood,
okay,
okay
and
scott.
A
All
right
so
jane
sent
us
out
the
minutes.
Did
everybody
have
a
chance
to
look
at
them.
A
B
As
you
can
see,
I
talked
with
cheryl
who
said
that,
for
the
p
l,
the
this
is
year
to
date.
Well,.
B
Across
first
financial
accounts,
german
american
iu,
credit
union
and
peoples.
B
Other
assets
represent
our
rapid
response
loans
and
then
a
couple
pre-existing
loans.
So
my.
B
Finn
and
michael's
are
the
only
other
loans
left
from
your
time.
Brian
total
assets,
2
million
664.
B
We
have
a
loan
interest
payment
and
then
other
income
is
a
loan
payment.
A
In
february,
why
didn't
we
get
it
into
february
balance
sheet?
We
should
have
and
we
didn't
so.
A
And
we'll
put
off
the
februaries
until
we
can
get
a
balance
sheet:
okay,
okay,.
B
Set
up
our
pre-meetings,
we
have
a
standing
date
and
then
I
emailed
with
cheryl
this
morning.
B
The
financials
being
pulled
so
okay
and
between
us.
I
think
we
need
to
move
our
meeting
from
monday.
B
B
B
B
B
Should
go
out
today
ease
it
invoices.
I
have
a
meeting
tomorrow
with
another
company
that
I.
B
As
well
yeah,
so
I
don't,
I
don't,
have
a
tunnels
to
report,
but
I'd
be
happy
to
take
questions
on.
E
Of
late
any
enlightenment
here,
yeah
well
they're
they're
preparing
they
have
grown
a
lot
in.
B
B
Process
in
terms
of
discussing
it
with
them
and
they'll
take
it
back
to
their
board.
C
C
C
They
came
to
us
and
they
had
a
small
build
out
inside
the,
not
a
small
but
a
build
out
inside.
C
The
current
facility
that
had
a
tax
abatement
associated
with
it
and
then
they
did
further
build.
C
C
350
million
dollars,
mostly
personal
property
and
and
a
thousand
new
jobs.
That's
that's
currently.
C
C
So
that
was
a
you
know,
a
fairly
extensive
effort.
We
got
what
we
wanted,
which
is
to
have
that.
C
You
know
available,
should
they
decide
to
come
here
and
then
the
decision
point
is
ahead.
C
Right
now,
in
terms
of
of
they
have
to
do
their
kind
of
corporate
determination,
so.
C
C
C
Level
that
they
didn't
have,
even
as
as
late
as
a
year
ago,
so
all
of
that
is
good.
Downside.
C
Change
on
personal
property
legislation
right
and
and
taxation
there's
been
talk
for
a
while.
C
B
A
C
Well,
they
have
a
parking
problem
and
so
that's
part
of
it
yeah
and
then
yeah
we'll
see
we'll.
C
A
B
F
B
B
B
50
percent,
I
believe
attendance
in
person
and
then
is
he
still
on
the
meeting.
G
Electronic
media
policy
that
you
developed-
I
don't
think
that
we
put
those
limitations.
G
In
because
you're
not
subject
to
the
limitations,
so
you
can
participate
in
as
many
meetings.
G
Of
how
we
handle
zoom
and
how
we
take
comments
and
things
like
that,
any
vote
where
there's.
G
G
G
G
G
But
there
was
no
need
to
be
draconian
about
the
electronic
meeting
participation
with
the
bva
so.
G
But
at
this
point,
if
you
feel
like
that's
adequate,
we
I
mean
I'm
happy
to
distribute.
D
I'm
sorry
I
did
just
want
to
ask
just
clarifying
thank
you
larry,
because
I've
always
wondered.
D
Like
we
started
broadcasting
these
meetings,
we
didn't
do
that
before
right
and
I
thought
it.
D
Public
sort
of
function
being
taxation,
and
I
just
was
curious
hearing
from
larry:
do
we.
G
So
larry
questions,
yes,
you
don't
have
to
broadcast.
In
fact,
you
know
no
board
of
commission
has.
G
To
technically
broadcast
their
meetings,
they
just
have
to
be
open
to
the
general
public,
so.
G
If
you
were
good
to
meet
a
person,
for
instance,
if
typical
boards
are
commissioned,
we
just
can't.
G
Particular
the
bu
ahead
does
not
have
to
broadcast.
We
did
include
in
the
electronic
meetings.
G
G
G
G
G
Certainly
not
made
public
as
well,
but
that's
in
terms
of
the
broadcast.
You
don't
have
to
do
that.
H
Feel
like
since
we're
collecting
and
dispersing
public
funds,
that's
important
to
have
access.
H
H
A
A
D
D
C
C
H
Somebody
is
here
in
person
or
virtual,
or
does
it
is
it
just
irrelevant?
I
think
they
will
as.
G
D
A
A
I
I
I
I'm
doing
the
share
is:
is
there
anyone
I?
I
know
there
are
a
couple
of
new
board
members.
Is
there.
J
I
I
So
again,
I'm
the
executive
director
of
cdfi
friendly
bloomington.
My
name
is
brian
payne
for.
I
I
B-Wave
is
obviously
integral
in
launching
and
co-founding
our
organization,
so
an
eternal.
I
I
I
I
I
Can
very
for-profit,
but
they
are
certified
by
the
u.s
treasury
department
and
so
that
helps.
I
I
Can
have
depository
institutions
like
banks
and
credit
unions,
you
can
have
fintech
online
that.
I
We
work
with
most,
but
their
primary
mission
is
that
they
have
to
be
dedicated
to
affordable.
I
I
Where
you
can
get
new
markets,
tax
credits,
it's
about
half
of
monroe
county
as
an
eligible
census.
I
I
Enterprises
or
veteran-owned
business
prize
enterprises
or
the
american
indian
population.
I
I
That's
a
background
on
what
cdfi's
are
and
they
do
really
great
things.
They
fund
public
facilities.
I
Car
their
mortgage
and
then
they
work
in
the
in
the
commercial
space
as
well.
So
they
fund
a
lot.
I
There
are
challenges
in
small
markets
for
cdfis.
Basically,
it's
hard
to
sustain
a
lender
portfolio.
I
I
Development
projects,
but
it's
hard
to
get
them
to
play
here,
and
so
we
formed
a
non-profit
called.
I
Cd5
friendly
bloomington
to
attract
regional
and
national
cdfis
to
our
region
by
organizing.
I
I
Like
alex
and
jane
and
mary
and
every
everyone
else,
who's
really
well
connected
with
potential.
I
Their
community,
and
without
that
presence
they
need
an
intermediary
like
cdfi,
friendly.
I
To
help
them
be
successful
in
deal
sourcing
and
providing
the
sort
of
technical
assistance
that.
I
I
Or
they
have
an
existing
deal,
so
that's
that's
how
we
work
you've
seen
this
graphic
before
this.
I
I
I
I
That's
why
we
exist
so
we
have
existed
since
late
2018.
I'm
sure
folks,
remember
a
lot
of
people.
I
Community
foundation,
margaret
fetty,
was
on
the
steering
committee
and
figure
out
what
we.
I
Needed
and
the
market
assessment
concluded,
we
absolutely
needed
extra,
flexible
financing
for.
I
I
Enhancement
fund
to
the
tune
of
a
million
dollars
so
for
for
newer,
buea
members,
the
bba
has
been.
I
I
So
today
we
are
an
certified
independent,
501c3
nonprofit.
We
serve
what's
known
as
the
indiana.
I
I
I
J
Where
the
provenance
of
the
other
4.2
yeah-
yes,
because
julie
dunham,
doesn't
just
represent
the.
I
I
Dollar
is
very
flexible,
the
rdc
dollars
have
to
go
towards
affordable
housing,
and
then
we.
I
And
keep
our
operations
up,
but
then
you
know
we
lend
that
out
to
community
development
projects,
so.
I
Okay,
so
the
only
thing
that's
different
about
roi
indiana
uplands
map
is
that
we.
I
I
I
I
Help
with
cbu
to
connect
their
water,
they
needed
help
getting
something
done
at
the
monroe.
I
I
Provide
that
a
cdfi
based
in
indianapolis
can't
so
those
are,
I
think,
are
our
main
functions.
I
I
Stuff
pretty
soon,
we've
got
23
million
dollars,
total
in
cdfi
capital
investment.
We've
brought
to.
I
The
region
in
the
in
the
two
plus
years
we've
been
working,
that's
15
permanent
jobs
created
and
we.
I
Don't
count
construction
jobs,
even
though
they
do.
You
know
obviously
pay
folks
and
are
good,
but.
I
Provided
funding
or
a
service
of
any
sort
to
the
region
and
we've
closed
11
investments
so
far.
I
23,
plus
million
in
in
cdfi
investment
those
projects
total
comprise
about
53
million.
I
I
Everything
else
has
been
in
the
bloomington
urban
enterprise
zone,
and
so
that's
16,
plus
million.
I
Energy
efficiency
loans
or
the
big
owen
county
investment
that
owen
county
investment
was.
I
I
Very
central
location-
and
that's
going
really
well
so
this
this
is
our
project,
one
of
our
two.
I
Projects
that's
up
and
running
so
we're
happy
with
that
another
one
that
we
haven't
had.
I
Yellow
house
at
six
and
kirkwood,
I
think
they
provide
very,
very
affordable
housing.
I
Affordable
to
folks
making
30
percent
of
the
area
median
income,
they
bought
a
a.
I
Funding
from
us
and
from
cdfi
in
massachusetts
called
leaf
the
local
enterprise
assistance
fund.
I
I
Couple
reasons
one
is
that
it
took
a
difficult
facility
and
transformed
into
something
really.
I
Really
useful
in
a
great
location.
The
second
is
that
it
indisputably
would
not
have
happened.
I
I
I
I
They
were
able
to
work
with
another
one
of
their
clients:
a
housing
cooperative
in
ann
arbor.
I
I
I
I
There
is
beautiful
it's
made
of
these
really
interes
intricate
geometric
tiles
called
tokapu.
I
So
the
artist
you
know
who's
a
traditional.
You
know
upper
middle
class
guy
who
works
at
purdue.
I
In
dire
financial
straits
or
having
to
you,
know
struggle
to
pay
his
bills
during
the
whole
process,.
I
I
I
Another
type
of
success
story
is,
is
an
internal
one.
We
were
awarded
a
federal
grant
from.
I
The
treasury
department
called
the
ta
award
from
the
cdfi
fund,
which
is
really
really
great.
I
And
it
covers
our
operation
expenses.
For
about
one
year
we
got
the
maximum
award
of
125
000.
I
I
Awarded
so
we're
happy
about
that
and
it's
going
to
cover
our
operational
expenses
for.
I
I
I
We're
happy
about
it
and
then
we're
at
right
about
12,
45
and
so
julie.
I
know
alex.
J
A
Any
questions
so
far,
I
I
have
a
question
about
the
bloomington
cooperative
living.
H
H
I
The
folks
at
bcl,
who
are
interested
in
a
community
land
trust
as
well
as
obviously.
I
I'm
connected
with
folks
at
city
that
are
are
considering
it.
I
know
that
cdfis
have
played.
I
A
role
in
community
land
trust
development
and
maintenance
in
the
past.
At
this
point.
I
H
Organization
from
ohio
does
that
present
any
challenges,
or
is
that
just
kind
of.
I
I
I
Integration
with
community
in
cleveland,
that's
a
big
reason
why
we
hired
as
an
assistant
director.
I
I
And
personable
and
active
and
proactive,
but
certainly
I
I
think
the
long-term
goal.
I
For
the
organization
is
to
have
a
staff,
that's
entirely
based
in
in
the
region
that
they
serve.
K
Your
skill
sets,
and
things
like
that,
you
know
you've
been
a
strong
leader
and,
in
addition,.
K
K
K
Combined
to
be
good
stewards
and
also
just
a
financial
hit,
I
know
that
you,
you
know
were.
K
You
were
amenable
to
taking
some.
You
know
some
less
in
terms
of
your
position
and
splitting
that.
I
I
Okay,
this
would
be
so
much
easier
if
I
were
in
the
room.
There's
one
example
of.
I
I
Year
but
again
that's
the
city
of
bloomington's
recover
forward
funding,
so
they
may
or
may
not.
I
Participate
with
us
on
the
commercial
front
so
quickly,
the
residential
program
is
with
a.
I
Has
stepped
up
and
joined
too,
which
is
great,
and
this
is
for
homeowners
that
want
to
make.
I
Energy
efficiency
upgrades
to
their
homes,
but
don't
want
to
take
out
a
home
equity
loan
right.
So.
I
This
these
loans
don't
require
them
to
put
up
their
house
to
do
so.
They
have
to
be
owner.
I
And
so
we,
the
city,
spent
some
money
to
buy
down
the
rate.
So
there's
a
half
percent
discount
on.
I
I
Closed
all
on
solar
all
to
folks
making
under
a
hundred
thousand
dollars,
which
is
wonderful.
I
And
then
we
have
over
50
applications
intake
applications.
So
far,
so
we
hope
to
see.
I
I
Nonprofit
program
has
been
around
much
longer
and
this
is
a
hybrid
grant
and
lending
program.
I
Match
to
to
pay
for
their
energy
efficiency
upgrade
to
their
facility
up
to
ten
thousand.
I
The
full
grant,
and
for
that
they,
you
know
they
get
the
money
and
they
also
get
an
energy.
I
Assessment
from
a
qualified
cdfi
for
their
organization,
so
a
architect
from
the
cdfi
comes.
I
I
Capital
as
long
as
it's
eligible
activities,
and
so
they
get
the
both
the
value
of
the
grant.
I
So
it's
great
and
that's
the
cdfi
made
it
really
possible
to
do
this
without
paying
for
a.
I
One-Size-Fits-All
commercial
energy
assessment,
so
we've
given
11
free
energy
assessments.
I
I
Instead
of
11.
and
that
range
of
improvements
were
made
with
that
one
and
so
far
like
I
said.
I
So
how
can
we
help
I'm
always
looking
for
referrals
eligible
projects,
anybody
who
needs.
I
I
I
At
5
30,
it
blends
into
a
cocktail
reception
where
there's
a
an
open
bar
and
a
catered.
I
In
what
we
do
and
and
maybe
we
can
fundraise
off
it
as
well,
but
we
won't
be
asking
anybody
for.
I
Money
at
the
event
that
the
event
should
be
celebration
that
that
the
bba
has
well
earned
so.
I
B
B
Out
in
the
field,
interacting
with
businesses
and
building
that
network
for
cfb,
so
good,
that's.
A
A
All
right,
no
more
new
business.
Unless
alex
wants
to
talk
about
the
hospital
site,
I
invited.
B
C
See
that
it's
called
hopewell,
so
yes,
the
please
use
the
term
hope
well
moving
forward.
C
C
Can
continue
to
update
the
uea
on
what's
going
on
so,
let's
see
if
I
can
make
this
work
so.
C
C
In
a
galaxy
far
far
away,
but
but
more
recently
you
know
the
hospital
announced
that
it
would
be.
C
Reign,
that's
what
we're
working
from
it's
the
master
plan
and
you
know
you'll
notice.
That
was.
C
C
The
the
plan
that
we're
working
from
you
know,
if
you
know
the
site
or
recall
there
are
basically.
C
C
Outright
one
is
a
parcel
that
is
maybe
built
on
by
iu
health
but
owned
by
someone
else,
and
then.
C
C
C
C
Of
the
main
building
has
the
power
plant
has
that
brutalist
building
there
on
on
wiley.
C
And
and
rogers
has
another
building
that
we
were
all
we're
all
getting
tested
for
covet
in.
C
C
C
C
C
D
is
currently
you
know
in
discussions,
but
I
will
get
into
b
in
particular
because
our
our.
C
C
C
Development
is
going
to
include
a
sort
of
the
significant
feature
of
the
area.
What
we
call.
C
The
the
greenway
and
that'll
be
part
of
an
infrastructure
investment
that
the
city
makes.
C
C
Aren't
currently
so
the
brown
there,
which
is
north
south
and
the
purple
which
is
east-west.
C
C
Make
them
more
appealing,
make
them
more
integral
to
the
city
so
you'll
see
here.
This
is
a
view.
C
C
Connects
essentially
the
development
and
the
you
know,
former
hospital
area,
so
area
of
a.
C
In
that
previous
slide,
all
the
way
out
to
the
to
the
b
line,
and
there
will
be
a
road
coming.
C
C
Point
of
the
development
moving
forward
and
very
appealing,
I
think,
to
be
to
have
in
the
center.
C
C
So
you
know
the
the
new
hospital
opened
and
that
the
the
the
prep
for
the
the.
C
Design
and
implementation
of
the
infrastructure,
and
then
all
of
that
is
happening
concurrently.
C
With
this
with
this
process,
so
I'll
stop
there,
so
is
it
going
to
be
housing.
C
That
you'd
like
and
yeah,
so
that's
that's
a
good
way
to
think
about.
I
mean
think
about
it
as.
C
A
E
See
how
that
works
out
but
like
the
the
convalescent
center
is
printing.
E
C
C
Know
the
buildings
that
are
you
know,
including
the
the
power
plant-
that's
just
south
of
so
that.
C
Building
sits
on
in
the
middle
of
a
lot
that
is
actually
one
parcel.
We
will
need
to
subdivide.
C
C
You
know
that
one
there,
I'm
not
sure
we
want
to
be
in
the
business
of
taking
that
down.
A
All
right,
thank
you,
alex
any
unfinished
business
jane.
B
Christopher
mg
joined
us
today,
which
I
think
is
nice.
He
is
the
new
policy
director
of
advocacy.
B
That
will
help
us
promote
buea
opportunities
to
chamber
businesses,
so
I
think
that's
partly.
B
Thanks
for
being
here,
christopher
yeah,
that's
all
I
have
all
right.
Anybody
else
have
anything.
