coating
was
discovered
on
one
of
the
clarifiers
that
wasn't
anticipated
and
it
required
mechanical
removal
sandblasting
before
application
of
the
new
coating
system,
and
so
the
makes
a
change
to
the
contract
in
the
amount
of
three
thousand
two
hundred
eighty
seven
dollars.
The
original
contract
amount
was
two
hundred
and
forty
six
thousand
eight
hundred
and
forty
dollars,
and
with
that
increase
it,
the
new
contract
price
will
be
two
hundred
fifty
thousand
one
hundred
and
twenty

We
did
this
sort
of
a
process
about
a
month
or
two
ago
with
regards
to
a
piece
of
property
down
by
Jackson
Creek,
where
the
planning
and
transportation
department
and
parks
are
putting
in
a
a
footpath
and
bridge,
and
they
were
going
to
need
to
go
before
the
Board
of
Zoning
Appeals
to
receive
certain
use
variances,
since
we
own
the
property
were
required
to
give
authority
to
whoever
is
going
to
be
seeking
that
use
variance.

that
case,
it
was
planning
and
transportation
to
go
in
and
speak
on
our
behalf
to
get
that
use,
variance,
we're
doing
the
same
thing
here,
we're
a
while
back.
We
had
discussed
with
this
board
the
idea
that
we
would
like
to
enter
into
a
lease
agreement
with
the
boarder,
the
Bloomington
Housing
Authority,
for
them
to
build
a
ongoing
business
concern
on
the
property
that
we
once
used
as
the
Dyer
tank
property.
They
would
put
a
daycare
service
at
that
property.

the
first
floor
and
on
the
second
floor,
there
would
be
other
residential
dwelling
units
on
the
second
floor.
I
believe
they
need
to
receive
use
variances
from
the
board
of
housing,
the
board
of
his
owning
appeals,
and
they
need
our
permission
to
speak
on
our
behalf
to
get
those
use
variances
at
that
meeting
and
that's
a
long
way
of
saying
what
is
in
that
document
staff
recommends
approval
any.

been
very
integral

transfer
of
us
over
to
smart
metering.
He
has
been
very
involved
with
all
of
the
data
crunching
and
management,
and
for
him
to
just
not
be
here
all
of
the
sudden

we're

halfway

transfer

losing
a
very
large
piece
of
of
our
knowledgebase,
and
so
it
was
for
that
reason
that
CBU
thought
it
would
be
a
good
idea
to
have
him
at
least
continue
on
in
a
consulting
fashion
as
needed.

help
his
replacement
to
get
up
to
speed
during
this
time
as
well.

it
got
pulled
off
the
consent
agenda.

that
when
we
look
to
enter
into
an
agreement
with
somebody
like
Rance,

current
employee

soon-to-be
ex
employee,
the
controller's
office
takes
extra
steps
with
talking
to
HR
and
making
sure
there
aren't
conflicts
of
concern
that
need
to
be
reviewed
and,
and
also
with
the
mayor's
office
and
city
legal,
to
make
sure
that
everything's
aboveboard
before
the
agreement
gets
approved?

city,

remember

wasn't

up

speed

knowledge

contains
within
his
two
years
right

Committee
met
prior
to
this
meeting
to
discuss
the
restructuring
of
water
debts
with
some
of
our
bump,
our
bonds.
In
the
end,
it's
kind
of
a
no-brainer
for
the
board,
the
the
the
quick,
quick
and
dirty
of
it
is.
It's
gonna
save
us
about
2.3
million
dollars
in
interest
over
time.
It's
going
to
make
budgeting
an
easier
process
for
us,
because
it
will
even
out
some
of
those
those
expenses
and
I,
don't
know.

I
started
here
at
utilities
the
day
after
Thanksgiving
1984,
my
hair
and
my
beard
were
much
darker
at
that
time.
This
is
what
35
years
of
utilities
does
to
utilities
was
in
the
old
building
which
we
shared
with
street
and
fleet.
At
that
point,
municipal
was
in
what
is
now
the
police
building.
It
was
a
long
time
ago.
Griffey
was
still
alive
and
providing
water
along
with
Monroe
Mike
Phillips
was
director
of
utilities
and
Tommy
Allison
was
mayor,
I
started
as
an
operator
in
a
COBOL
programmer
on
a
Burroughs
mainframe.
I
That
was
the
almost
the
extent
of
computing.
Here
we
had
a
few
original
IBM,
pcs,
scattered
in
offices.
There
was
no
such
thing
as
internet
or
PC
networks.
At
that
point,
it
was
all
little
individual
things.
We
produced
postcard
bills
right
here.
In-House
readings
are
done
manually
with
books
and
paper
sheets
that
we
printed
out
every
two
years.
They
had
to
go
around
open.
The
pit
write
down
the
reading
with
a
pencil
and
then
those
would
come
back
here
and
we
would
input
those
readings
by
hand
for
each
billing.

And
I
was
lucky
enough
to
become
the
third
manager
of
that
department,
while
I
was
manager
of
that
department,
different
parts
of
the
city
had
their
own
computing
systems
and
programmers
police
had
their
own
municipal
had
their
own
parks
had
their
own
decision
was
made
to
consolidate
all
that
into
one
computer
department
for
the
city,
and
they
chose
me
to
be
in
charge
of
that.
Lucky
me.

When
the
when
the
old
showers
factory
was
renovated
into
the
City
Hall
that
it
is
today,
the
IT
department
was
made
a
separate
City
Department
Mike
Phillips
asked
me
if
I
would
stay
here
at
utilities
as
a
tech,
oriented
person
and
I
accepted,
which
is
where
I've
been
ever
since
we
built
the
first
internet
presence
for
the
city.
The
utilities
website
was
the
first
internet
that
anybody
had
in
the
city
and
we
built
it
from
scratch
in
SQL.
I

Then,
eventually,
we
replaced
that
with
a
totally
custom-built
Oracle
system
for
utilities,
where
and
finance
department
went
on
to
Oracle
financials
handheld
meter.
Reading
devices
started
to
come
in
at
that
point,
which
made
it
much
easier.
Although
people
could
still
sit
under
a
tree
in
Brian,
Park
and
punch
numbers
in
if
they've
wanted
to,
and
that
happened
a
couple
of
times,
but
it
made
it
much
simpler
to
download
the
readings
we
didn't
have
to
input
them
by
hand
anymore.

This
we
could
customize
Sun
by
turning
on
and
off
some
switches
and
things,
but
it
was
basically
off-the-shelf
software,
and
that
brings
us
up
to
current
time
and
in
the
last
three
years,
I've
had
two
of
the
biggest
challenges.
I
can
remember
integrating
sanitation
billing
into
our
utility
billing,
and
now
these
smart
meters,
it's
been
quite
challenging
at
times,
but
but
rewarding
overall,
so
I've
had
a
lot
of
wonderful
opportunities
to
learn
and
grow.

he's
not
here
so
I'm
gonna
juice,
a
couple
new
members
of
her
team
work
on
the
green
infrastructure
team,
so
part
of
the
stormwater
increased
fee,
we've
kind
of
put
towards
green
money
and
we've
hired
a
crew
to
kind
of
maintain
that
that
is
Sam
Arthur.
You
stand
up
and
Brent
Saul
brick.
These
are
our
two
line
person
in
labor
that
will
be
helping
us
maintain
our
green
herb
structure
that
you're
seeing
installed
around
the
city
that
is
ours
and
will
help
maintain
that.

city
and
CBU
have
been
working
on
making
plans
for
trying
to
do
our
part
in
helping
prevent
the
spread
or
slow
the
spread
of
the
virus.
We've
done
a
lot
of
discussions
here
in
house.
The
city
at
large
is
doing
a
lot
of
loud
discussions
as
well
and
we're
trying
to
come
up
with
approaches
that
we
can
take
and
you've
seen.
You
probably
all
saw
the
press
release
from
City
Hall
yesterday
regarding
board
meetings
and
committee
meetings.
The
bad
news
is
the
yet,
for
you
is
that
the
USB
is
a
critical
function.

We
can't
pay
bills
or
sign
contracts
without
you,
so
we
will
continue
to
have
USB
meetings.
However,
they
will
be
a
very
small
just
the
mandatory
items
of
proving
proving
minutes
approving
claims
proving
contracts
will
do
away
with
the
the
public
comment
and
the
staff
reports
and
the
new
business
and
old
business.
For
the
time
being,
we
are
its's
working
in
the
computer.

items
about
this

we'd
like
to
ask

opinions
about

if
you

depending
on
how
things
work
out
with

folks

how
we're
considering
the
option
of
closing
the
front
door

conducting
customer
service
entirely
by
telephone
to
prevent
our
and
email
rather
than
having
people
come
in
and
out
the
customer
service
office,
we
we're
considering
that
that
would
certainly
help
us
prevent
some
contact
with
the
public.
That
would
be
that
could
be
avoided.

also
considering
halting
disconnections
until
the
state
of
emergency
is
lifted.
So
this
is
a
an
issue
if
people
are
sick
and
they
need
water
or
they
need
to
take
medications
or
whatnot,
it's
it's
safer
for
them
to
continue
to
have
water
service.

lot
of
utilities
around
the
country
are
holding
off
on
disconnections
during
during
the
emergency,
and
you
know
we
will
welcome
any
other
suggestions
that
the
board
members
might
have
regarding
all
this.

just
in
terms
of
staff
and

staffing
here
and
the
plants
just
to
make
sure
that
we're
I
know
we
talked
about
this
and
are
in
our
board
retreat.
But
you
know
that
the
public
also
knows
that
we're
taking
good
care
of
that
and
we're
taking
care
of
the
staff
and
making
sure
that
things
are
going
to
keep
running
and
being
clean
and
safe.
There's
there's

no
problem
with
the
water.

Operations
of
the
plants
our
highest
priority
and
maintaining
the

the
the
distribution
and
collection
system,
fixing,
main
breaks
and
and
any
sewer
clogs
those
kinds
of
things.
Those
are
obviously
our
highest
priority
and
we
will.
We
will
do
make
sure
that
that's
all
covered
entirely.
Through
this
entire
period.
We
may
have
some
staff
working
remotely.
That's
something
that
the
city
at
large
is
still
considering.

looked
into
which
employees
would
be
able
to
do
that
and
what,
if
any
technology
they
would
need
in
order
to
do
it
so
we're
looking
into
all
these
things
consistently
with
what
the
the
rest
of
the
city
is
doing.

had
one
more
remark
about
the
water
quality
we
continue.
Obviously,
water
quality
is
our
highest
priority
and
we
are
in
contact
with
idem
regarding
anything
that
they're
going
to
be
asking
us
to
do
as
well.
But
the
water
is
disinfected,
it's
safe
to
drink.

it
was
really
productive.

we're

retreats
I
wanted
to
call
her
out
as
well,
and
that's
all
I
