So
as
a
housing
and
redevelopment
authority
administrator,
I
oversee
all
of
the
functions
of
the
housing,
rental
assistance,
programs,
single
family
market
rate
development
in
and
for
the
city
of
bloomington.
So
it's
really
interesting
that
I
would
even
be
in
this
space
because
the
things
that
for
people
that
I
want
to
help
I've
actually
lived
myself,
and
so
that
informs
my
opinion
that
informs
my
experience
that
informs
my
approach
when
working
in
this
space
to
say,
housing's,
a
basic
human
right
and
it
shouldn't
be
this
hard
bloomington's
doing
an
amazing
job.

So,
taking
advantage
of
that
program,
the
federal
program
and
administering
that,
with
the
onset
of
the
opportunity,
housing
ordinance,
we
are
increasing
our
development
in
multi-family.
What
this
is
is
basically
an
inclusionary
zoning
policy.
Bloomington
has
been
the
leader
and
on
the
cutting
edge
of
rolling
that
out
when
it
was
approved
and
launched
in
2019..

We
are
saying,
if
you're
going,
to
preserve
and
or
build
new
multi-family
housing
in
the
city
of
bloomington,
at
least
20
units
or
more,
you
need
to
provide
affordable
units,
at
least
nine
percent
units
affordable
at
or
below
60
percent
area.
Meeting
income,
sixty
percent
area
meeting
income
in
today's
numbers
is
a
little
bit
over
sixty
thousand
dollars.
When
you
think
about
a
family
of
four
making
sixty
thousand
dollars,
it
does
not
go
very
far
at
all,
and
then
we
think
about
an
average
rent
that
may
be.

You
know,
fifteen
hundred
to
eighteen
hundred
dollars,
that's
really
not
going
anywhere
for
the
cost
of
living
right,
and
so
what
bloomington
has
provided
through
that
opportunity?
Housing
ordinance
is
a
mechanism,
a
mechanism
that
works
well
with
developers
with
community
with
government
with
us
to
meet
all
of
our
needs.
Developers
are
here
to
partner
with
us
to
provide
that
extra
housing
or
that
needed
housing,
whether
it
is
affordable,
all
the
way
to
market
rate
and
everything
in
between.

need
that
and
we
deserve
that,
and
so
bloomington
is
offering
that
and
providing
that
mechanism
to
increase
our
supply
of
affordable
housing
as
well
as
market
rate
housing
and
where
we
can
truly
meet
the
needs
of
our
residents
right
now
we
do
have
some
new
developments
that
will
provide
an
affordable
component
or
be
100.
Affordable
at
or
below
60
area
mean
income.

So
the
city
of
bloomington
is
in
the
early
stages
of
looking
at
what
down
payment.
Assistance
looks
like
here
in
bloomington
and
what's
the
need,
there
are
disparity
gaps,
racial
disparity
gaps
as
well
as
wealth
disparity
gaps
in
throughout
the
state
of
minnesota,
but
also
present
here
in
bloomington
and
so
in
terms
of.

And
so
that's
how
we
come
up
with
down
payment
assistance
so
that
research
is
happening
right
now
and
that
would
go
to
help
increasing
home
ownership
opportunities,
which
is
an
identified
priority
of
not
only
our
city
council
but
our
hra
board,
and
it
is
included
in
the
2021
work
plan
of
the
hra.
We
have
the
mall
of
america,
we
have
the
airport,
we
have
transit,
we're
a
great
community,
but
we're
growing.
