2021-17,
approving
submission

an
application

metropolitan
council,

council's
grant
funding

pre-development
site
work
at
this
specific
location

the
city-owned
lot
at
9830,
aldridge
avenue
south
to
be
included
in
a
larger
future
development.

is
a
set
up
on
a
reimbursement
basis
with
the
met
council,
so
the
grant
funding
is
eligible
and
set
aside
for
this
project
and
funding
can
be
requested
on
a
reimbursement
basis
as
activities
move
forward.

november
of
2021,
the
engineering
division
of
public
works
as
subject
matter.
Experts
released
their
request
for
proposals
seeking
proposals
from
qualified
individuals,
firms,
partnerships
and
corporations
interested
in
providing
services
to
the
city
in
the
area
of
traffic
and
transportation
studies
to
enter
into
a
contract
with
the
city,
four
planning
and
design
services
for
the
west,
98th
street
and
interstate
35w
interchange.

reason
that
this
is
needed
is
because
the
parcel
at
9830
aldrich
was
purchased,
with
right-of-way
loan
acquisition
funding
and
by
purchasing
it
with
that
funding,
there
are
some
requirements
and
one
of
the
requirements
was
what
can
that?
What
kind
of
interchange
studies
show
and
what
that
parcel
can
be
used
for?
Is
it
necessary
for
the
interchange?

would
interstate
35
to
have
a
different
interchange,
the
ramp,
the
on-ramp
and
off-ramp,
and
what
should
be
there
and
is
it
necessary?

So
a
part
of
that
fund
a
part
of
that
funding
to
acquire
that
lot
required
us
to
have
to
be
able
to
answer
for
that,
which
is
where
we
need
a
consultant,
which
is
also
how
we
applied
for
the
met
council,
pre-development,
transit,
oriented
development
funding
and
were
awarded,
and
so
we
are
at
the
process.

the
rfp
has
been

come

panel
was
put
together

internal

also
there
was
consideration

subject

to

the
proposals

recommendation

which

should
move
forward
and
contract

this
study
because
the
rfp
was
released
by
the
city,
it
is
a
contract
through
the
city.

is
also
very
involved,
and
so

we

next
steps
and
what
would
be
required
and
potential
timeline,

we
move
forward

the
hra
commissioners

presentation
about
what
the
port
authority
in
bloomington
is
all
about
and
what
we
do.
It's
a
bit
different
than
the
hra,
but
there
are
a
lot
of
overlaps.
The
venn
diagram
was
drawn
between
the
hr
and
the
port
authority.

You'd
say
that
the
hra
certainly
focuses
a
lot
on
housing
and
has
more
programs
in
it
than
the
hra
does
related
to
that,
and
then
there's
like
a
middle
section
of
the
venn
diagram
between
the
port
authority
hra,
where
the
hra
can
do
projects
both
housing
and
commercial
and
the
port
authority
can
do
projects
both
housing
and
commercial
and
then
off
into
the
port
authority.
Circle

see

lot
more
work

projects
and
other
initiatives,
many

which
I'll
go
through
tonight.

bit

history
on
the
bloomington
port
authority-
and
I
think
you
can
just
see
the
big
slide-
is
that

that

you're,
seeing

Great
just
double
checking
that
sometimes
the
monitors
are
not
set
up
correctly.

so
the
port
authority
was
created
in
1981
for
the
redevelopment
of
the
met
center
and
met
stadium
sites,
and
so
this
is
where
football
and
basketball
baseball
and
hockey
used
to
be
played
before
those
things
moved
to
minneapolis
and
st
paul,
and
so
you
can
still
see
home
plate
in
mall
of
america
as
you
walk
around
the
park.

If
you're,
if
you're
paying
attention
to
the
floor-
and
you
can
still
see
in
the
back
of
one
of
the
walls,
the
red
chair,
where
harm
and
calibre
had
the
longest
home
run
ever
in
that
stadium,
that's
still
attached
to
one
of
the
walls,
a
little
bit
of
history
that
they
did
preserve
in
in
the
mall
america
project.

But
basically
the
port
authority
is
a
port
authority,
because
the
folks
that
were
drafting
the
statutes
that
were
needed
in
order
to
do
the
redevelopment
of
these
sites
didn't
want
to
create
a
whole
new
economic
development
entity
for
bloomington,
because
they
already
had
port
authority
statute
in
place,
particularly
in
saint
paul
that
had
broad
powers.
They
just
gave
bloomington
a
port
authority
because
bloomington's
unnavigable
water,
but
the
port
authority
has
literally
zero
to
do
with
any
typical
port
business.
There's
no
shipping
and
receiving
area.

Some
people
ask
if
the
airport
is
part
of
the
port
authority,
and
that
answer
is
no.
The
airport
is
its
own,
separate
legal
entity
from
this,
but
the
port
authority
can
operate
anywhere
in
the
city
of
bloomington.
It
has
its
own
board,
seven
members,
two
of
which
are
from
the
council
one's
the
mayor.
It
can
have
more
than
one
council
person
on
the
board
for
a
while.
We
did
have
the
mayor
and
two
two
city
council
people
on
the
port
authority
board.

Currently
it's
just
councilmember
carter
and
mayor
busty,
as
well
as
five
others
that
are
appointed
by
the
mayor
and
consented
to
by
the
city
council.
G
Let's
see,
we
have
financing
tools
similar
to
the
hra
tax,
increment
financing
and
we
have
three
active
districts.
The
first
one
is
bloomington
central
station
which
I'll
talk
about
in
a
second,
it's
a
50-acre
mixed
use,
area
of
south
loop
and
the
mall
of
america,
two
districts,
one
for
the
met
stadium
and
one
for
the
met
center
site.
Those
were.
G
Basically,
those
tif
districts
ended
in
2016
and
18,
respectively
for
the
collection
of
regular
tiff,
but
dsm
2013
legislation
that
the
city
worked
on
with
mall
of
america
and
others,
and
our
legislative
delegation,
the
collection
of
a
certain
amount
of
the
malls
property
taxes,
is
funneled
back
into
the
port
authority
and
treated
as
diff,
but
mall
of
america,
property
taxes
that
is
going
to
the
county
schools
and
the
city
now
flows
in
the
regular
way
and,
of
course
way
above
the
baseline
set
back
in
the
80s.

We
do
have
levy
authority,
but
the
port
authority
has
never
used
that
levy.
If
we
did,
it
would
be
the
exact
same
amount.
It's
the
exact
same
fraction,
that's
used
by
the
hra,
but
again
report
has
never
clicked
that
on.
Although
lately
there's
been
some
discussion
of
that
to
fund
some
types
of
activities
in
the
port
authorities,
purview
that
can't
be
funded
with
either
tiff
or
any
of
the
other
funding
vectors.
G
Of
course,
we
can
issue
bonds
backed
by
tiff
or
it's
levy,
and
then
there
is
another
funding
source.
That's
actually
a
city
funding
source
called
the
south
luke
development
fund.
That
was
created
back
in
the
80s
and
90s
to
back
some
of
the
debt,
that
was
that
financed
the
public
infrastructure
at
the
mall
and
so
a
portion
of
the
lodging
tax,
that's
collected
in
the
city
flows
into
this
fund
and
there's
an
off
sale
or
not.
G
Excuse
me
on
sale,
liquor,
tax,
that's
collected
the
city
flows
into
this
fund
and
that
that
money
has
been
traditionally
managed
by
whoever's
managing
the
port
authority.
Currently,
that's
that's
me,
even
though
it's
a
city
fund,
because
of
its
ties
to
self-loop
and
the
port
authorities,
focus
on
south
slope
again,
the
portfolio
can
operate
anywhere
in
the
city,
but
focuses
on
the
salt
loop
area
that
isn't
a
port
authority
fund,
but
it's
traditionally
kind
of
in
the
port
authorities
toolbox.
If
you
will
and
so
back
in
2013.
G
Almost
nine
years
ago,
the
council
and
planning
commission
and
port
authority
approved
a
district
plan
to
develop
south
loop.
South
loop
has
about
two-thirds
of
the
city's
development
potential
and
at
that
time
it
was
you
know,
not
a
lot
was
happening
in
self
loop,
and
so
we
went
through
a
planning
process
created
a
vision
that
vision
is
going
to
be
updated
in
the
next
18
months
here
to
to
make
to
modernize
it.

Basically,
there's
been
a
lot:
that's
happened
both
in
planning
circles
and
and
other
areas,
and
the
plan
just
needs
to
be
updated
so
that
that
work
is
is
going
to
happen
here
in
the
future.
G
Out
of
the
celtic
development
fund
is
also
funded.
The
majority
of
the
creative
place,
making
work,
that's
focused
on
the
self
loop
area
and
that's
got
its
own
board
and
engagement,
and
we
have
a
director
and
that
works
been
very
popular,
and
I
think
the
city
council
would
love
that
work
to
happen
in
other
areas
of
the
city,
but
can't
yet
just
because
there
isn't
funds
to
do
so.
But
I
know
the
council
has
expressed
interest
in
broadening
that
work.

The
most
visible
pieces
of
the
work
that
have
happened
lately
are
a
big
mural
that
is
on
the
excel
substation,
just
along
30th
avenue
in
south
loop
and
the
large
goldfinch.
That's
at
the
top,
a
new
sign
that
was
just
erected
here
a
couple
of
months
ago
in
the
southwest
district
right
at
the
corner
of
old
shakopee
and
calibre
drive.

And
if
you
haven't
driven
past
that
it's
pretty
it's
pretty
obvious
and
apparent
and
kind
of,
I
think
it's
quite
cool
actually,
but
I
think
you
can't
kind
of
can't
miss
it.
There's
lots
of
little
things
too,
that
they
do
art
boxes,
performances,
benches
and
various
other
things.
It's
a
really
active
and
engaged
commission.
That
is,
I
think,
doing
a
lot
of
good
and
helping
give
that
part
of
our
city.
You
know
kind
of
a
soul.
G
Development
totals
so
in
in
the
non-shaded
portion,
there's
about
1.1
billion
dollars
of
projects
that
have
happened
in
south
loop,
most
of
which
there's
been
some
involvement
by
the
port
authority
and
or
the
city
to
get
them
to
happen.
A
few
of
them
have
happened
organically,
but
that
has
not
been
the
norm
itself.
Loop
self
loops
that
pretty
stagnant
for
many
decades
after
the
mall
was
was
built
and
even
before
the
mall.
G
So
development
really
wasn't
a
thing
in
south
slope.
I'm
happy
to
report
that
that
is
not
the
case
today.
While
we
are
still
in
the
process
of
subsidizing.
Certain
developments
in
self
loop
in
order
to
make
them
happen,
there's
a
lot
of
development
activity
in
the
district,
which
is
a
welcome
change,
and
it
really
shows
that
the
commitment
to
the
district-
and
you
know
renewing
the
city
in
this
area
is
really
paying
dividends.
So
we're
literally
working
on-
and
I
say
literally
almost
every
open
parcel
in
the
district
today-
has
something
happening
on
it.

There's
some
conversation
or
development-
that's
either
been
through
entitlements
or
otherwise,
and
residential
is
a
big
piece
of
that,
including
a
focus
on
affordable
housing.
We
do
everything
with
the
council's
strategic
goals
in
mind.
The
port
authority,
just
like
the
hra,
is
a
separate
political
subdivision,
but
obviously
wants
to
do
things
in
concert
with
the
city
and
hence
the
crossover
with
the
mayor
and
council
person
that
sits
on
the
board
to
provide
that
connection.
G
Hotels
are
big
in
south
loop,
as
you
well
know,
bloomington
city-wide
has
about
9,
700
and
change
hotel
rooms.
Why?
This
is
important
is
because
a
big
chunk
of
the
hotel
tax
of
the
largest
portion,
three
sevenths
of
the
seven
percent
flows
into
the
city's
general
fund
and
offsets
property
taxes.
G
It
became
very
apparent
in
during
the
pandemic
how
important
that
revenue
was,
as
we
scrambled,
to
find
ways
to
fill
that
hole
left
by
the
lack
of
people
getting
hotel
rooms,
especially
early
on
in
the
pandemic,
we're
at
about
65
of
our
baseline
2019
year.
Right
now
for
hotel
revenue
in
the
city,
that's
pretty
good.
G
Obviously,
nobody
can
predict
the
future,
but
we're
trying
to
to
do
just
that
and
then
a
small
subgroup
that
the
port
authority
leads
to
help
figure
out
where
the
where
the
hotel
revenue
is
going
to
go,
and
we
mostly
manage
the
crisis
due
to
covet
on
the
budget
side
pretty
well.
But
you
know,
keeping
that
hotel
base.
G
Strong
hospitality
is
a
huge
industry
in
bloomington
not
only
for
the
workers
and
the
services
it
provides,
but
also
because
it's
in
the
city's
selfish
best
interest
to
keep
the
hospitality
industry
coming
along
to
provide
that
subsidy
for
all
of
us
that
live
in
the
city.
Our
property
taxes
are
lower
than
many
of
our
neighbors
in
in
part.
G
We
also
engage
in
all
the
big
events
that
happen
mostly
because
the
mall
and
the
hotels
are
also
involved
in
those
events
as
well.
The
mall
america
is
by
far
the
biggest
project
that
the
port
authority
has
done.
Frankly,
it's
you
know
outside
of
maybe
u.s
bank
stadium,
it's
the
largest
real
estate
development
in
the
state.

First
phase
was
the
main
core
building
with
the
four
anchors
at
the
time
that
opened
in
92
and
then,
as
time
went
on,
they
needed
to
build
something
due
to
some
covenants
on
on
some
agreements
that
were
in
place
and
ikea
got
built,
and
then
the
radisson
blue
got
built
on
the
south
side
and
then
the
fourth
big
phase
called
phase
1c,
because
it's
on
the
first
site
on
the
north
side,
that
includes
the
jw
on
the
office
building
and
some
retail
that
got
built
along
with
that.

We
call
it
phase
1c
and
the
biggest
thing
that
we're
working
on
right
now
is
the
potential
for
a
big
water
park
that
would
be
attached
on
the
north
side
next
to
ikea
and
along
without
a
big
parking
ramp
and
very
likely,
roughly
six
months
after
the
construction
would
start
on
the
water
park.
You'd
see
a
hotel
coming
along
with
that,
how
big
and
what
brand
and
how
that
would
all
fit
is
another.

Another
question
we're
also
looking
at
the
potential
for
various
other
projects
on
the
site,
but
those
are
more
blurry,
as
we
sit
here
today.
What's
pretty
likely
to
happen
is
the
water
park
and
the
hotel
and
the
parking
ramp,
and
these
others
literally
got
dozens
of
proposals
on
what
the
future
past
the
water
park
and
even
where
the
water
park
sits
right.
Now
we
used
to
get
a
new
plan
in
every
three
to
six
months
and
in
real
estate.
Nothing
is
is
real
until
the
dirt
starts.
G
Turning
the
mall
also
does
own
what
we
call
the
phase
3
site
to
the
east
of
mall
of
america,
and
so
we're
kind
of
looking
to
the
southwest
in
this
on
this
angle-
and
this
is
subject
of
an
agreement
that
we're
currently
working
on
with
the
mall
to
house
the
expo
site
the
world
expo
on
on
this
parcel
of
land,
which
I'll
talk
a
little
bit
more
about
later
on
in
the
presentation.

So
just
some
nice
pictures
of
radisson
blue
the
phase
1c
on
the
north
side,
jw
marriott
very
nice
hotel,
and
this
is
how
the
water
park
could
look,
the
rendering
needs
to
be
updated.

bit
we've
since
moved
all
the
slides
inside.
So
we
don't
have
any
protrusions
on
the
outside.
Both
they
help
with
aesthetics
and
they
also
help
with
with
maintenance
of
those
those
slides.

The
waterpark
would
have
some
unique
amenities
in
it,
a
bisected
pool
which
would
allow
for
the
pool
to
be
shut
down
both
when
times.
You
know
when
there's
less
people
in
the
water
park
and
we
reduce
lifeguard
hours
and
energy
and
things
like
that
and
also
helps
manage
vehicle
events.
So
if
you
have
a
fecal
event
on
one
side,
you
can
still
have
the
the
pool
open
on
the
other
side,
some
other
renderings.
This
is
how
it
would
look
as
you're
in
mall
of
america,
where
the
food
court
currently
is.
Today.

And
just
some
more
cutaways
of
how
would
look,
this
is
lindell
lane
looking
to
the
east,
it
would
have
the
largest
pool
hall
of
any
water
park
in
north
america.
It
would
be
a
bit
bigger
than
the
project
that
is
out
in
new
jersey
right
next
to
manhattan.

These
other
measurements
of
you
know
the
park
footprint
and
the
wave
pool
move
around
a
little
bit,
but
the
pool
hall
is
really
what
matters
when
you're
talking
about
bragging
rights
for
the
biggest
water
park.
The
other
benefit
that
this
water
park
has
that
we
connect
to
mall
america.
Is
it
has
a
much
longer
beach
as
you
visit
these
venues,
that's
what
you
really
want
is
to
be
able
to
sit
along
the
beach.
These
other
water
parks
are
very
limited
and
more
narrow
beach
areas.

So
we're
pretty
excited
about
that.
One.
Moving
on
to
bloomington
central
station
again
50
acre
50,
acre
transit,
oriented
mixed-use
development
used
to
be
the
headquarters
of
control
data,
which
is
now
occupied
by
health
partners
on
a
couple
of
long-term
leases.
This
was
the
master
plan
as
it
continues
to
evolve.
G
It
did
have
2.5
million
square
feet
of
office
in
the
original
plan,
non-square
feet
of
residential
and
only
1100
units
back
in
the
original
plan
that,
since
changed
and
a
lot
of
parking
spaces
to
accommodate
all
of
that,
there's
a
hotel
that
we
we
weren't
really
involved
in
the
financing.

We
did
provide
kind
of
a
short-term
loan
to
help
that
project
along,
but
we
didn't
subsidize
that
one,
the
the
big
kind
of
keystone,
landmark
development
that
we
did
do
along
in
bcs
to
really
get
things
going
was
to
build
the
indigo
project
and
so
prior
to
prior
to
indigo
opening.
We
had
been
meeting
with
myriad
developers
to
try
to
find
somebody
to.
G
You
know
jump
on
the
the
bandwagon
that
was
happening
with
all
the
apartment
development
that
was
being
seen
in
other
cities
in
the
metro,
and
we
finally
found
that,
after
literally
a
couple
of
years
doing
that
with
lennar
multi-family
and
mcguff,
the
master
developer
out
there
and
subsidized
indigo
with
a
pretty
modest
level
of
affordability.
But
our
main
goal
in
that
project
was
to
prove
that
people
would
live.
G
It's
also
beyond
the
condo
buildings
and
a
few
other,
relatively
small
developments,
especially
on
that
side
of
the
district
and
indigo,
has
been
a
real
success
because
of
its
own
success,
but
also
because
of
other
projects
that
have
happened.
We've
got
a
lot
of
interest
in
projects
to
the
east
of
this.
The
fenly,
which
is
another
400
unit
project,
is
built
and
leased
up,
even
during
covid,
pretty
well
and
we're
actively
working
on
another
project.
Another
400
unit
project
to
the
west
side
of
this
bloomington
central
station
park,
and
that
doesn't
have
a
name
yet.
G
But
the
key
thing
there
is
that
would
have
a
grocery
store,
and
so
families
open
and
this
fourth
phase
west
of
the
park
would
have
a
grocery
store,
which
we've
known
forever,
is
a
key
piece
to
providing
the
amenities
that
people
want
in
the
district,
and
that
is
is
very
likely
to
happen.
We're
in
the
midst
of
negotiating
agreements
on
that
project,
as
we,
even
as
as
recent
as
just
an
hour
ago,
and
one
of
the
other
things
that
the
port
authority
has
been
very
interested
in
is
kind
of.

A
personal
passion
of
mine
is
from
a
sustainability
standpoint
to
make
sure
that
we
don't
build
all
this
parking,
because
that's
what
the
port
authority
does
a
lot
of
is
subsidize
these
projects
through
the
construction
of
parking,
and
we
want
to
do
that
in
the
most
sustainable
way,
because
a
lot
of
energy
and
carbon
and
effort
and
money
goes
into
building
parking.
So
how
do
you
do
that?
Knowing
that
at
some
point
in
the
future,
driverless
cars
and
other
transit
options
are
going
to
reduce
parking
demand?
G
Now,
when
exactly
driverless
cars
will
become
a
common
thing,
and
you
know
how
transit
will
affect
things
we
don't
know
sitting
here
today?
Is
it
two
years?
Is
it
10
years
20
years
we
just
don't
know,
but
we
know
that
it's
going
to
happen
in
the
design
life
of
a
parking
ramp
or
a
building,
and
to
that
end
we
want
to
spend
our
money
as
wisely
wisely
as
possible.
So
on
each
project
we

The
some
of
these
apartment
projects
we've
taken
a
look
at
the
possibility
and
making
sure
that
the
ramps
are
constructed
so
that
those
layers
can
be
easily
peeled
off
and
other
things
like
more
apartments
could
be
built
in
their
place,
and
that
was
done
on
the
family
project,
for
example,
and
on
the
water
park
parking
ramp
project
that
one
will
be
built
with
platform
floors
and
roof
and
ceiling
heights
that
can
accommodate
a
conversion
later
so
that
we
don't
end
up
again
just
having
a
parking
structure
out
there.

That's
a
white
elephant
and
we
tear
it
down
in
20
years,
because
we
don't
have
the
demand
or
something
like
that,
doesn't
mean
that
it
has
to
be
converted.
It
just
means
we're
going
to
spend
a
little
time
and
a
little
money
making
sure
that
it
could
be
converted
in
the
future,
because
we
don't
want
this
to
be
the
adaptive
reuse
of
parking
structures
as
fun
as
it
might
be,
and
again
over
by
bcs.
There's
a
number
of
projects
that
some
of
which
were
some
of
them
were
involved
in
financially
and
others.

We
aren't
but
there's
a
lot
of
interest
in
residential
around
where
we
started
this
whole
thing
with
indigo
and
the
reflections
project,
and
many
of
them
have
an
affordability
component
that
goes
along
with
it
and
then
blooming
meadows.
I
include
the
slide
because
this
is
the
hra
project
which
I'm
sure
this
commission
knows
a
lot
about,
so
I'm
not
going
to
dwell
on
it,
but
that
happens
in
celtic.

So
again,
it's
another
example
of
you
know:
different
city
agencies,
different
components
of
the
city,
if
you
call
the
hra
and
the
port
authority
that
kind
of
working
in
the
same
area
that
venn
diagram
overlaps
in
that
area
and
then
commercial
projects,
so
we're
working
on
a
number
of
developments
on
what
we
call
alpha,
a
and
b,
which
are
just
east
of
the
mall
and
then
the
interstate
parcel,
which
the
port
authority
bought
in
collaboration
with
a
with
a
lawsuit,
actually
that
the
mac
was
involved
in,
along
with
the
former
user
of
this
pink
box,
which
was
interstate
companies
which
does
diesel
repair,
we
ended
up
with
the
site
intentionally
and
developed
it
to
now.

What
has
three
hotels,
a
parking
ramp
and
then
some
retail,
along
with
it,
the
intent
originally
was
to
put
our
grocery
store
slash
market
where
the
element
hotel
is
but
the
the
market
for
the
market
just
didn't
exist
at
that
time.
So
we
decided
to
move
forward
with
another
hotel
project
there
and
do
the
grocery
in
a
different
spot
and
that
grocery
now
is
going
to
go
over
on
the
bcs
project,
which
is
probably
a
better
spot
for
it.
Anyway.

It's
a
german
name
that
doesn't
translate
well
here,
obviously,
but
really
really
neat
company,
that
we've
worked
with
they're
under
construction
right
now
on
on
the
first
phase,
which
is
kind
of
in
the
background
here,
but
we're
starting
conversations
with
them
currently
about
moving
forward
to
the
second
phase,
potentially
as
early
as
as
next
year,
and
that
provides
lots
of
good
paying
jobs,
bloomington
and
the
district,
and
it's
been
a
very
popular
project
that
the
port
council
have
have
really
liked
being
involved
with
port
authority
also
owns
the
thunderbird
site
currently
today,
so
many
of
us
have
been
at
events
there
through
the
through
the
years,
it
kind
of
you
know
was
degraded
just
kind
of
a
declining
hotel
that
we
decided
to
purchase
and
make
sure
that
we
controlled
what
would
happen
there
in
the
future
and
we've
got
a
development
there.

That
looks
somewhat
likely
to
happen
currently
under
a
non-disclosure
agreement
on
that
one,
but
hopefully
soon
we'll
be
able
to
share
exactly
what's
going
to
happen.
There
also
take
a
look
at
some
kind
of.
I
want
to
call
them
crazy
ideas
because
they're
not
because
you
have
to
do
innovative
things
and
sometimes
make
crazy
ideas
a
reality.

One
project
that
we
had
worked
on
for
a
while
and
then
covert
hit
was
bringing
what
what
is
the
last
shuttle
that
exists
out
in
the
world
to
stealth
loop
and
build?
You
know
an
event
space
museum
around
that
it's
a
mock
shuttle
that
didn't
fly
into
space,
but
that's
actually
a
good
thing
and
a
bad
thing.
Of
course
it
didn't
go
into
space,
so
it's
not
doesn't
have
that
component,
but
it
also
means
that
you
can
actually
be
inside
of.

You
could
have
a
meeting
if
you
will
inside
the
space
shuttle
itself,
which
is
kind
of
cool
and
it'll,
be
built
around
a
learning
center,
something
like
the
kennedy
space
center
in
in
florida.
If
you've
been
there
and
then
we're
also
working
on
expo
27,
the
theme
of
this
expo
would
be
healthy
people
healthy
planet.
It
would
probably
off
what
is
the
third
sustainable
development
goal
that
the
un
has
and
the
un's
sustainable
development
goals
are
really
kind
of
concepts
on
how
to
run
your
country.

They're,
not
real
estate
development,
in
the
way
that
that
you
know
and
kind
of
the
port
authority
world
we
talk
about
development.
You
know
world's
fairs
are
still
really
a
popular
thing
internationally.
Of
course,
they
left
behind
some
landmark
things.
The
space
needle
in
seattle,
the
eiffel
tower
healthy
people
healthy
planet
is,
is
built
on
something
that
we're
all
really
interested
in
these
days
and
also
because
minnesota
has
a
real
strength
in
health
and
well-being
and
the
companies
that
that
provide
those
services.

And
so
what
is
the
world's
fair?
Most
people
haven't
visited
one
because
there
hasn't
been
one
in
the
us
in
40
years,
and
so
it's
kind
of
a
ted
talk
meets
a
davos
conference
makes
a
trade
show
meets
kind
of
epcot.
You
know
version
of
disney
world
and
a
little
bit
of
the
state,
fair
mixed
in
and
so
they're
really
neat
events
and
the
council
and
port
authority
have
been
interested
in
in
moving
that
project
forward
and
we'll
see
what
happens.

There's
a
lot
of
competition
for
other
countries,
slash
cities
across
the
planet
or
this
time
slot
of
expo
2027.,
there's
a
big
fair
that
happened
in
milan
in
2015.
This
was
271
acres
and
70
buildings
were
constructed
for
it
there's
a
huge
expo,
that's
happening
in
dubai.
Currently,
as
you
see
here
today,
this
is
what
the
milan
expo
looked
like
big
long
street
and
again
the
dubai
expo
is
happening
right
now,
but
these
are
the
locations
of
the
other
expos
that
have
happened
recently
and
the
way
we
look
at
it
on
bloomington
is
yes.

event
is,
is
a
really
important
thing
to
happen
and
give
self
loop
more
soul
than
it
has
today.
Give
our
city
a
soul,
be
great
recognition,
but
I
mean
just
directly:
it
would
throw
off
a
certain
amount
of
general
fund
revenues
to
through
the
liquor,
lodging
admissions,
food
and
beverage
taxes,
etc,
and
and
really
the
way
that
the
port
authority
looks
at
it.
Is
this
a
way
to
develop
a
big
chunk
of
the
southwest
district
in
one
fell
swoop
and
leave
behind
buildings
that
are
permanent?

know
these
pavilion
spaces
inside
of
a
u-shaped
structure
and
then
the
buildings
are
then
be
converted
into
column,
labs
or
office
buildings
in
the
in
the
legacy,
after
condition-
and
that's
that's
the
vision
for
what
we
would
do
with
the
expo
site
in
bloomington
and
also
again
with
our
focus
on
self
loop,
we're
involved
in
the
riverview
corridor
line
which
would
convert
bus
route

into
a
street
car,
and
that
project
is
in
design
and
development
right
now,
but
certainly
not
a
sure
thing,
and
I
know
I've
moved
through
that
pretty
quickly
and
said
a
lot.
