levy,
our
hra
accountant,
mary
lee,
is
also

So
in
your
packet,
you
have
the
budget
summary
for
the
hra,
as
well
as
the
resolution
to
set
the
preliminary
hra
levy.
This
is
the
process
that
we
go
through
every
year
that
by
hennepin
county
standards
by
september
30th
they
must
receive
a
letter
of
our
intention
to
levy
and
at
what
proposed
amount.

So,
as
you
recall,
we
have
come
before
you
with
the
hra
assessment,
where
we
mentioned
that
we
would
look
at
lowering
the
amount
that
we
would
request
of
the
hra
tax
levy
by
a
commensurate
amount
for
being
able
to
turn
on
the
port
levy,
and
so
the
process
that
I
have
gone
through
is
looked
through
the
budget
and
looked
at
where
we
are
right
now
and
where
we
would
be
for
2023
and
have
come
up
with
that
amount,
which
is
in
the
summary,
and
so
I
am
proposing
that
the
2023
preliminary
operating
budget
be
nine
million.

This
decrease
is
primarily
due
to
a
recommendation
to
not
maximize
the
hra
levy,
with
an
estimation
of
federal
grant
dollars
and
repayments
of
the
home
improvement
loans.
So
the
proposed
budget
maintains
the
hra
levy
at
.0185
percent,
which
is
the
statutory
cap.
The
total
2023
levy
estimate
is
2,
776
969
dollars.

hra
levy
authority
to
be
requested
this
time
at
this
same
rate,
will
decrease
from
two
million
seven
hundred
eighteen
thousand
six
hundred
eighty
three
dollars,
which
is
the
levy
amount
for
2022,
that
we
did
go
for
maximize
to
one
million
three
hundred.
Seventy

thousand
nine
hundred
sixty
nine
dollars-
that
is
the
proposed
2023
hra
levy
amount.

estimated
median
value
home
tax
is
an
increase
of
13
cents,
so
from
four
dollars
and

cents

highlighted
in
the
summary
is
how
the
one
million

hundred
seventy

thousand

hundred
sixty
nine
dollars
of
levy
funds
will
be
used
in
addition
to
the
federal
grants
and
funds
that
we
receive,
such
as
excuse
me,
housing
choice,
voucher,
so
section
8,
as
well
as
estimated
repayments

our

programs,

as

rental

for
our

this
is
going
to

business
5.1
our
hra
program
software,
maybe
have
the

I
want
to
highlight
that
in
the
motion.
There
is
a
letter
missing,
so
it
is
yardy
y-a-r-d-I
systems,
but
what
it
is
is
that,
on
march
9th
of
2021,
the
hra
board
did
approve
a
three-year
strategic
plan.
Identifying
that
plan
was
operational
efficiency,
which
is
the
prioritization
of
resources
and
process
improvement
for
future
success.

One
of
the
areas
identified
was
the
use
of
technology
for
high
quality
service
delivery,
and
so
one
of
our
largest
programs,
which
is
the
housing
choice,
voucher
program,
known
as
section
8,
does
require
document
collection,
verification,
income,
calculations
and
record
keeping.
However,
this
program
primarily
operates
on
paper,
which
means
people
coming
in
and
signing
everything's
in
paper
files.
It's
predominantly
on
paper,
so
an
rfp
was
released.

The
request
for
proposal
through
the
city's
information
technology
department,
four
software
needs
that
meet
the
housing
choice,
voucher
program
that
encompasses
staff,
work,
customer
service
and
the
department
of
housing
urban
development
requirements.
So
staff
is
requesting
approval
to
enter
into
a
contract
with
the
proposer,
yardy
systems
incorporated
for
software
integration.

The
first
year
cost
of
the
agreement
is
61.
978
annual
maintenance
costs
beyond
the
first
year
will
be
programmed
into
the
hra
operating
budget
and
are
expected
to
be
approximately
twenty
four
thousand
dollars.
If
you
recall,
we
have
been
looking
at
software
for
a
few
years
and
preparing
for
that,
and
so
the
funding
for
the
initial
startup
cost,
as
well
as
the
first
year,
are
already
included
in
the
fund
balance
of
the
hra's
budget
and
moving
forward.
The
costs
to
maintain
the
system
are
also
included
in
the
proposed
budget
and
I'll
entertain.

myself
a
little
bit.
This
is
my
first
time
in
front
of
you
all
I've
met
mark
before
at
our
picnics,
but
nathan
and
cheryl
chair
lewis,
howe,
I'm
not
even
sure
how
exactly
how
to
say
all
this,
but
anyway,
I've
worked
for
the
city
of
bloomington
for
about
probably
29
years
now
I
started
in
the
housing
authority
as
a
receptionist,
then
I
moved
up
to
office,
support
specialist,
then
program
specialist
one
and
now
I'm
a
program
specialist
too,
and
have
been
proud,
probably
for
the
last
20
years.

So
you
know
I
I
know
last
time
robin
anderson
was
here,
there's
two
robins
in
the
hra
just
to
confuse
everybody,
but
she
was
here
and
she
she
kind
of
went
through
all
our
programs.
We
have.
You
know
we
have
the
housing
choice,
voucher,
which
is
the
section
8
program,
the
houses
that
we
own,
which
are
the
single
family
homes,
which
is
assisted
rental
and
the
rental
homes
for
future
home
buyers.
As
I
described
our
home
improvement
loan
programs,
we
have
a
homelessness
prevention
and
response
services
and
home
ownership
programs.

And
I'm
not
going
to
read
through
all
these,
because
I
know
robin
touched
on
this,
but
you
know
it
just
talks
about
this.
Is
our
housing
choice
vouchers,
so
we've
got
different
ones:
we've
got
project-based
vouchers,
we've
got
tenant
base
and
then
portability
which
portability
is
when
you
can
take
that
voucher
and
if
you
got
it
from
bloomington,
you
can
move
outside
of
bloomington.
You
can
move
anywhere
in
the
united
states.
We
also
have
people
that
port
to
bloomington.
So
each
month
we
get
people
who
use
our
voucher,
move
to
bloomington.

At
this
moment
we
have
449
bloomington,
voucher
participants.
We
have
65
of
our
our
vouchers
that
are
using
their
vouchers.
In
other
cities,
which
we
call
port
outs,
we
hope
to
have
10
foster
youth
to
independents
which
are
called
fyi
vouchers.
We
were
awarded
that
many
we
just
had
our
first
one
lease
up.
So
that's
important
and
exciting.

We're
going
to
have
five
veterans
affairs
supported
housing,
which
is
called
bash
vouchers
and
our
first
fetch
vash
voucher,
just
leased
up
two
so
again
we're
moving
forward
in
the
right
direction.
There
housing
choice
the
the
vouchers,
the
portability
for
a
while
there
we
were
getting
just
swamped
with
people
porting
in
because
we
had
new
properties
in
bloomington,
do
new
apartments
that
opened
up
and
they
had
affordable
units.
So,
as
you
can
see
february
march
april
may
that
was
the
biggest
supporting
numbers
we've
ever
seen
in
our
agency.

So
the
three
of
us
program
specialists
were
working
very
hard
to
get
those
people
leased
up.
It's
dropped
off
a
little
bit
now,
so
we
have
a
bit
of
a
breather,
but
we
do
have
quite
a
few
apartment
buildings
coming
online
again.
So
we'll
see,
hopefully,
people
will
be
able
to
use
their
vouchers
in
those
two
and
they'll
be
affordable
for
them.

This
shows
this
is
a
map
of
the
residential
completed
since
2020,
the
green
shows,
which
ones
have
an
affordable
component.
So
those
are
ones
where
we
will
see
our
section.
8
people
be
able
to
lease
up,
and
then
the
yellow
shows
the
full
fully
market
rate
units,
and
these
are
all
the
residential
projects
that
are
in
the
pipeline
again
showing
the
affordable
units
and
the
full
market
rate
units.
So
we've
got
quite
a
bit
in
the
pipeline
here,
so
the
hra
owns
single-family
homes.

We
have
41
houses
again,
20
of
those
are
assisted
rental,
which
is
more
of
a
section,
8
voucher
based
program,
and
then
we
have
the
rental
homes
for
future
home
buyers
program
and
that's
they
can
stay
in
those
homes.
Up
to
five
years,
we've
got
a
component
in
there
where
they
set
aside
money
to
use
for
their
escrow.
We
just
had
someone
close
august
15th
on
a
house
in
bloomington,
so
that's
exciting.

Today
I
actually
was
off
today,
but
I
got
a
weird
message
and
someone
said:
are
you
working
today
and
it's
someone
that
I
know,
but
I
haven't
talked
to
forever.
Well,
it
turns
out
one
of
my
tenants
was
coming
in
to
see
her
shortly.
You
know
in
just
a
bit
for
a
mortgage
to
to
find
out
how
much
they
can
get
pre-approved
for
a
mortgage,
so
that
was
great.
They
just
a
lot
of
people.

Don't
understand
this
program
because,
as
far
as
I
know,
no
one
has
a
program
like
it,
but
if
the
people
work
the
program
right,
it's
just
an
awesome
program.
You
know:
we've
had
the
last
person
who
just
closed
had
twelve
thousand
dollars
in
that
escrow
account
to
use
towards
their
down
payment.

We've
had
people
walk
away
with
25
000
in
that
account,
so
just
a
great
amount
amount
of
money
to
set
aside
and
probably
about
half
of
them
buy
in
bloomington,
but
they
don't
have
to
buy
in
bloomington,
of
course,
because
bloomington
is
expensive,
they
can
purchase
homes
wherever
they
want,
except
for
out
of
the
country.
We
decided
we
had
that
question,
but
so
they
will
have
to
stay
in
the
country.
You
know
that
those
houses
they've
just
been
moving
like
crazy.

Lately,
I've
had
seven
houses
that
completed,
move
in
move
out
turns
four
houses.
Right
now
are
in
the
process
of
move
out
and
move
interns
and
again
one
household
closed
on
a
home
this
month
and
two
two
of
them
are
currently
working
with
realtors
to
find
homes
so
so
exciting.
In
that
program,
the
single
family
rehab
program,
we
had
11
applications
currently
in
process,
and
I
think
that
was
the
few
months
since
robin
last
did
this
update
to
you
34
loan
payouts
and
11
loan
closings.

is
the
pilot
program
that
we
set
aside
for
contract
for
10
10
referrals
through
december
2023,
and
this
is
with
habitat
for
humanity
to
help
households
in
bloomington,
usually
their
senior
but
their
households
that
need
just
a
little
bit
of
help
to
not
keep
getting
fined
for
different
things
that
are
in
violation.

So
there
have
been
seven
applicant
referrals
so
far
and
what
we
are
learning
recently.
I
had
a
conversation
with
our
environmental
health
manager
this
morning.
Lynn
moore,
is
that
there's
a
couple
of
things
that
we
didn't
think
of
one
of
the
things
is
our
seniors.
Who
may
be
in
this
program
who
have
been
referred.
They
may
not
have
homeowners,
insurance
and
their
home
is
paid
off
they're
on
a
fixed
income.

They
may
not
have
homeowner's
insurance,
which
does
preclude
them
from
being
able
to
participate
in
this
program,
so
we
are
working
on
what
resources
are
available
for
seniors
and
the
first
thing
we
did
was
reach
out
to
senior
community
services
to
find
out
information
as
well
as
we
have
a
couple
of
households
that
just
need
a
little
bit
more
hand-holding
to
get
over
that
gap
of
filling
out
all
the
paperwork.
And
again,
that
is
a
space
that
senior
community
services
does
feel.

You
are
correct,
it
is.
It
is
risky.
It's
very
risky,
however,
between
the
minnesota
homeowner
home
ownership
center,
because
I
do
have
a
call
in
to
them
about
that
and
senior
community
services.
I
think
that's
where
the
help
is,
but
one
of
the
things
that
we
have
to
recognize
is
that
their
household
may,
their
home
may
be
paid
off,
because
usually
they
don't
have
a
mortgage.

That's
why
they
don't
have
the
homeowner's
insurance,
there's
nothing
kind
of
helping
them,
but
they're
paying
property
taxes
to
keep
their
home
on
a
fixed
income,
and
so
they
are
deciding
what
we
hear
from
a
lot
of
seniors
they're
deciding
on
what
they
can't
afford.
Food,
medical
property
taxes
and
homeowners.
Insurance
may
not
be
one
of
those
that
is
making
the
cut,
even
though
it
is
very
risky.

That
is
exactly
right
and
so,
like
I
said,
this
is
something
we
just.
We
just
didn't
think
about.
We,
it
didn't
dawn
on
us,
but
we
are
mobilizing
to
reach
out
to
our
partners
that
do
work
in
these
spaces
to
find
out
what
is
available
and
how
to
refer
our
bloomington
residents
to
get
that
help
and
assistance.

So
homelessness
response
and
prevention.
So
last
time
we
came
before
you,
nine
issued
vouchers
that
has
not
changed,
and
it's
not
going
to
change.
I
just
I
leave
it
there
so
you're
aware
that
there
were
nine
issued
vouchers.
Three
households
were
assisted
in
emergency
temporary
housing,
our
partnership
with
bloomington
public
schools.

As
you
know,
it's
summertime,
so
we
haven't
really
seen
that,
and
this
is
through
american
rescue
plan
act
dollars
that
that
activity
is
is
being
able
to
be
supported,
and
then
we
have
non-profit
service
providers
that
we
are
supporting,
through
mostly
through
our
community
development
block,
grant
coronavirus
funding.
So
this
is
the
city's
additional
allocation
of
coronavirus
funding
through
cdbg,
as
well
as
through
department
of
employment
and
economic
development,
so
deed,
so
veep
for
emergency
rental
assistance
and
food
shelf
support
clues
for
rental
mortgage
and
utility
assistance,
community
mediation
resolution
services
and
saucon.

That's
for
housing,
navigation
services
and
then
the
minnesota
home
ownership
center,
providing
foreclosure
prevention,
counseling
and
assistance.
There
will
be
more
information
about
the
home
ownership
center's
program.
It's
not
called
foreclosure
prevention,
they
do
have
it
under
a
different
name,
but
it'll
be
in
the
briefing
in
october.

As
that
program
is
launching.
In
october,
with
the
minnesota
homeownership
center,
we
had
to
work
out
making
sure
we
had
all
our
contracts
signed
and
reporting
and
they
had
staff
and
everything
and
then
bloomington's
state
of
homelessness
assessment.
This
is
something
that
was
approved
and
identified
through
the
use
of
american
rescue
plan
act
dollars
by
the
city
council.

will
go
before
the
city
council
on
august
29th,
for
a
resolution
approving
the
transfer
of
american
rescue
plan
act
dollars
to
the
hra
for
this
activity,
and
so
what
this
is
is
this
is
a
consultant
conducting
an
assessment
to
say
and
see
who
is
experiencing
homelessness
in
bloomington,
and
what
does
that
look
like,
and
what
is
the
recommendation
on?
What
does
bloomington
need
in
working
together
with
our
hennepin
county
continuum
of
care,
as
well
as
other
services
that
may
be
available,
and
how
do
housing
needs
play
out
in
bloomington?

So
this
again
is
continuing
the
work
as
approved,
but
this
is
also
in
tandem
with
the
hra
assessment
and
the
items
that
this
board
this
body
did
approve
for
that
assessment
and
then,
lastly,
but
surely
not
least,
home
ownership
programs
homes
within
reach,
west
hennepin,
affordable
housing,
land
trust.
I
did
give
the
update
with
our
cdbg,
but
they
did
do
complete
three
homes,
completed
them
and
sold
them
by
june
30th
of
this
year.

So
they
have
expended
all
the
funds
that
have
been
allocated
to
them
through
june
30th
of
2022,
because
cdbg
is
on
a
fiscal
year
that
goes
from
july
1st
to
june
30th,
and
then
they
are
still
participating
in
funding
applications
for
the
hra
owned
lot
that
we
have
a
memorandum
of
understanding
on
that
they
did
bring
information
to
you
about
what
could
be
built
there
as
we
haven't
in
the
past
done
a
new
construction
land
trust
home.

Excuse
me
in
the
recent
past
a
new
construction
land
trust
home
here
in
bloomington
with
our
support,
so
they
are
still
working
on
that
the
home
buyer
mortgage
assistance
program.
So
this
is
the
other
american
rescue
plan
act.
Funding
activity
that
was
approved
by
the
city
council
and
a
re
rfp,
a
request
for
proposals
was
released
for
a
lending
administration
service
provider.

This
is
for
a
qualified
entity
that
works
in
this
space
of
being
able
to
receive
applications
for
mortgage
assistance,
so
down
payment
assistance
receive
the
applications.
Income
qualify
them
make
sure
that
they
have
all
the
documentations
and
provide
the
funding
at
closing
per
the
home
buyer
mortgage
assistance
program,
guidelines
that
were
approved
by
city
council
in
december
of
2021.

Prior
to
that,
the
recommendation
to
approve
those
guidelines
came
from
the
hra
board.
So
this
will
go
before
the
city
council
on
august
29th
as
a
recommendation
to
approve
the
service
provider
as
well
as
a
transfer,
a
budget
adjustment
of
the
arp
funds
to
the
hra
and
then
lastly,
home
help
minnesota.

I
came
before
you
in
may,
there
was
an
end
date
on
these
applications.
They
have
removed
the
end
date.
They
extended
it
to
july
june
july,
then
august,
and
then
they
removed
the
end
date.
So
I
just
put
this
out
here
so
that
we
know
that
minnesota
housing
has
a
program
for
people
that
have
passed
due
mortgage
and
other
housing
related
expenses
due
to
the
pandemic,
up
to
35
000
that
they
are
assisting
minnesota.

households

then

is
just.
