I'm,
a
program
specialist
and
I'm
here
to
get
a
motion
to
approve
the
new
utility
allowance
for
the
housing,
Choice
voucher
and
other
rental
assistance
programs.
Effective,
January,
2023
housing
authorities
are
required
to
develop
a
utility
allowance
schedule
for
our
programs.
The
Housing
Authority
must
consider
the
cost
of
tenant
paid
utilities.
A
utility
allowance
is
a
credit
paid
utility
and
is
used
to
determine
the
family's
share
of
the
household
costs.
The
allowances
are
based
on
average
consumptions
in
the
household.

Federal
Regulations
require
a
schedule
change
up
or
down
if
it
goes
either
10
up
or
10
percent
down,
depending
on
the
utility
that
was
revised.
The
hra's
last
approve
allowances.
Changes
was
in
2019,
which
was
due
to
to
oil,
water,
sewer
and
trash
costs.
There
were
no
changes
to
the
allowance,
2020
or
2021,
because
there
were
no
increases
of
10
percent
or
more.
If
you
look
at
the
table,
the
biggest
cost
is
gas
and
it's
40
47.9
percent,
and
the
next
one
is
trash
which
is
27.5
and
oil
which
is
in
between.

was
28.6
and
the
only
one
that
didn't
meet
that
threshold
of
10
percent
was
water.
Just
for
curiosity,
we
put
that
in
there
there's
two
different
types
of
impacts
to
the
utility
allowance.
When
we
increase
it,
the
the
first
one
is
the
tenant
share.
Obviously
our
tenants
are
paying
higher
in
utility
costs,
but
then
also
when
we
they
go
out
shopping
for
units.
We
look
at
the
rent
and
the
utility
allowance
and
we
look
at
the
payment
standards.
So
that
includes
that.

If
the
gross
rent
goes
over
the
payments
standard,
there
really
isn't
a
change
in
the
in
our
cost.
But
if
it's
under
the
payment
standard
that
increase,
we
pay
dollar
per
dollar
to
the
landlord.
So
that
is
something
that
we
will.
We
don't
change
immediately
January
1st,
but
as
they
renew
their
recertification,
those
costs
come
in
so
we'll
kind
of
see
budget
wise.

that
affects
it
so
to
determine
that
these
are
required

law

Authority
enter
into
a
staff
services
agreement
with
the
city
of
Bloomington,
so
this
agreement
sets
forth
the
terms
and
conditions
for
Staffing
the
HRA
with
city
employees.
The
agreement
was
updated
to
reflect
pertinent,
recommended
changes
from
the
HRA
assessment
for
the
2023
Services
agreement,
and
those
pertinent
recommended
changes
were
one.

format
is
just
brought
into
the
same
format
as
other
component
units,
the
Port
Authority,
because
they
also
have
to
do
a
staff
services
agreement,
but
two
things
that
were
added
the
data
retention
policy
so
that
we
as
the
HRA
as
we
are
instituting
technology.

follow
the
city's
data
retention
policy
unless
otherwise
specified
by
Hud
or
other
federal
or
state
organizations,
and
then
the
mentioning
of
general
counsel
and
special
counsel

our
legal

enter

a
Community
Development
block
grant
better
known
as
cdbg
mutual
agreement.
This
agreement
sets
forth
the
terms
and
conditions
for
the
administration
of
the
city's
cdbg
Grant
allocation
program,
and
so
we
are
looking
for
approval
motion
to
approve
entering
into
a
an
agreement.
This
would
go
before
the
city
council
on
the
19th,
so
I
do
want
to
bring
attention
to
just
a
couple
of
things.

the
agreement
and
the
resolution,
we
just
specified
the
difference
between
the
program
year
and
the
calendar
year,
so
we
are
asking
for
a
calendar
year
agreement
mutual
agreement
between
the
city
of
Bloomington
and
the
HRA
to
administer
the
program.
However,
the
cdbg
grant
allocation
program
year
is
July
1
through
June
30th
of
the
subsequent
year.
So
we
just
wanted
to
call
that
out
because
it
is
2022
program
year,
but
it's
2023
mutual
agreement.

also

just
highlight
that
in
the
packet,
what
was
also
included.
Excuse
me
was
the
year-end
performance
letter
from
HUD
that
just
saying
you
know.
Thank

good
job,
based
on
the
annual
review
of
the
performance
by
Grant
recipients.
A
few
highlights
is
that
we
compile
complied
with
the
cdbg
public
services
and
administration
expenditure
limits.
The
city
provided
public
services
for
33
persons
and
11
single-family
Rehabilitation
loans
were
issued
to
low
and
moderate
income
homeowners
using
cdbg
funds
in
particular,
and
then
for
added
measure.

included
some
nice
charts,
which
are
probably
easier
to
look
at
to
see
where
the
funding
was
spent
for
cdbg
in
Bloomington,
in
particular,
Public
Services,
General,
Administration,
repayment
of
loans
and
housing,
so
housing
was
72
percent
of
how
we
use
this
these
funds,
and
so
I
just
added
that
for
added
information.
But
again
this
will
go
before
the
city
council,
pending
approval
by
the
HRA
board
on
December
19th.

You

seen
this
before
as
we
provided
updates,
but
I
wanted
to
bring
it
back
to
you
to
talk
through
the
Redevelopment
and
approval
of
the
Tiff
and
the
development
agreement.

So
so
far
we
have
gone
through
the
process
in
October.
The
county,
commissioner,
was
sent
the
Tiff
notification
letter
November.
It
went
to
the
county
and
the
school
board
to
for
the
draft
Tiff
plans,
tax,
increment
financing
plans.
In
the
impact
letter,
the
Planning
Commission
did
find
that
the
proposed
Redevelopment
is
consistent
with
the
long-range
plans.
In
the
city
there
was
a
public
hearing
notice
for
the
public
hearing
that
took
place
December
5th
at
city
council.
That
was
noticed
in
the
Bloomington
Sun
current
and
then
at
the
public
hearing.

The
resolution
approving
the
Redevelopment
project
area,
the
Tiff
district
and
the
Tiff
plan
were
approved
by
the
city
council,
and
here
we
are
today
to
consider
a
resolution
approving
the
Redevelopment
project,
Area
Redevelopment
plan,
Tiff
district
and
Tiff
plan,
because
the
Tiff
would
come
through
the
HRA.
So
there
is
a
need
for
the
HRA
to
also
approve
and
the
development
agreement,
because
the
HRA
would
be
entering
into
a
development
agreement
with
the
developer,
and
so
that's
where
we
are
today
and
so
just
to
ground
Us
in
the
europolis
expansion.

This
is
9000
Penn,
Avenue,
South
and
2325
West,
90th,
Street
and
the
developer
is
europolis
Investments,
and
so
a
few
project
highlights
that
this
is
a
restaurant
expansion
of
about
2
400
square
feet.
They
will
be
adding
in
a
large
kitchen
storage,
freezer
space,
new
trash
room
with
additional
74
indoor
seats,
and
then
they
will
also
be
adding
an
outdoor
patio
seating.
Addition,
that's
about
58
seats
with
the
new
facade
and,
as
you
can
see
here,
there
are
some
pictures
to
show
what
those
renderings
look
like
in
the
projected
Redevelopment.

So
again,
this
is
for
tax,
increment
financing
and
so
I
like
to
always
bring
before
you,
this
simple
chart
for
us
to
digest
such
a
large
item
of
what
Tiff
is
and
how
we
use
it.
But
basically
the
property
is
about,
has
vase
base
value
now
and
as
the
property
is
redeveloped
it
does
increase
in
the
value
in
the
tax.

Increment
is
what
we
are
we
would
be
collecting
and
what
we
are
pledging
towards
the
eligible
cost
for
the
project
for
the
developer
to
to
use
after
the
Tiff
District
26
years
after
it
is
terminated,
then
the
the
tax
revenue
will
be
broken
up
between
the
taxing
jurisdictions,
as
it
normally
is.

There
is
a
parcel,
a
part
of
it
that
it
has
a
blighted
building
and
so
that
building
meets
the
threshold
of
containing
certain
code
deficiencies
and
it
exceeds
the
15
threshold.
The
building
itself,
where
it
sits,
exceeds
the
70
percent
coverage
of
the
site.

The
building
in
the
proposed
area
are
structurally
substandard
to
a
degree
requiring
substantial
renovation,
so
that
exceeds
the
50
percent
more
than
50
substandard
test,
and
then
the
foregoing
conditions
are
reasonably
distributed,
distributed
throughout
the
geographic
area
of
the
proposed
TIF
district
that
the
development
in
the
opinion
of
the
city
would
not
reasonably
occur,
but
for
this
investment
through
TIF,
district
and
I
shouldn't
say
investment.

agreement
through
the
Tiff
district

Tif
tax
increment
financing.
Excuse

this

afford
the
maximum
opportunity,
which
is
consistent
with
the
needs
of
the
city
as
a
whole

that
it
does
conform

comprehensive
plan

the
Planning
Commission
did
find

November
17th.

highlight
two
of
the
goals
in
the
comprehensive
plan
that
this
specifically
aligns
with
is
re,
ensuring
Redevelopment
improves
local
conditions
again,
promoting
promote
Redevelopment
of
incompatible
land
uses
and
outdated
buildings
and
then
could
promote
continued
economic
development
for
the
city
and
region.
This
is
really
big
that
fostering
job
growth
and
business
retention
and
expansion.
This
project
directly
does
that
as
well
as
it's
leveraging
Partnerships
and
funding
tools,
because
we
do
have
a
grant
funding
from
the
Department
of
Economic
employment,
economic
development
that
did
step
in
with
this
project.

leveraging
different
funds
and
the
developer
also
has
its
own
funding
into
it.
And
so
before
you
I

two
recommended

is
to
consider
approval
of
the
Redevelopment
project
area
and
the
Redevelopment
plan

financing,
Redevelopment
district
and

program
is
designed
to
help
vulnerable,
low-income
senior,
disabled
and
Veteran
adults
across
the
city
of
Bloomington
address
outstanding
housing
violations,
including
emergency
violations
that
could
lead
to
the
immediate
condemnation
of
a
home.

brush
with
kindness
has
been
providing
the
needed
access
to
funds
to
help
these
Property
Owners
living
on
fixed
incomes,
who
often
also
have
limited
physical
abilities
and
sometimes
limited
cognitive
abilities,
make
repairs
ordered
by
the
city.
So
they
can
live
safely
in
place
with
economic
stability.

Residents
are
able
to
apply
for
brush
with
kindness
funds
if
they
are
working
with
the
city
of
Bloomington
environmental
health
Division
and
have
outstanding
housing
orders.
City
staff

work
to
exhaust
all
other
available
community-based
government

resident

brush

kindness

the
original
kindness
program
actually
provides
exterior,
painting,
carpentry
repairs
on
Roofing,
siding
doors,
windows,

trimming

removal
when
feasible,
and
safety
and
accessibility
modifications

as
ramps
handrails.
They

general
cleaning
that
does
not
include
regular
lawn
care
or
snow
removal,
and
the
services
are
provided
through
a
forgivable
mortgage
to
qualifying
Bloomington
households.

lessons
that
we
have
learned
thus
far

that
there
is
an
increase
in
cost
of
materials.
Homeowners
without
insurance
require
contracted
work
just
because
the
contractors
usually
have
insurance,
so

could
be
a
little
bit

expensive.

more

a
need
for
more
flexibility
in
the
per
household
limit
and
there
is
a
need
for
additional
assistance
in
completing
applications.

revising
the
guidelines
to
meet
the
program
purpose,

is
the
statutory
scope
and
the
mission
of
the
HRA.
So
staff
is
proposing
that
the
following
updates
be
reviewed

approved
by
the
board,
adding
the
program
purpose
to
the
guidelines,
which
is
in
the
attachment
of
this
staff.
This
agenda
item
removing
income
limitations
and
requirements.
As
you
may
recall,
this
had
a
this:
has
an
income
limitation
of
80

and
an
equity
asset
asset
requirement
so
reviewing
the
assets.

if
somebody's
in
the
emergency
situation,
they
actually
have
to
submit
the
application,
we
have
to
verify
their
income
and
come
back
to
them
about
that
approval,

so
we
are
proposing
that
we're
removing
the
income
limitations
and
requirements

expanding
referrals

guidelines
are

you
that
we
recently
had
a
situation
where
utilities
actually
called
HRA
staff
and
said
hey.

they're
not
able
to
use
their,
they
have
a
sewer
backup
and
it
needs
to
happen
quickly
and
so
I
had
to

have
the
authority
to
make
an
exception
and
approve
that,
but
I
did
not
have
my
HRA
staff
listed
as
being
able
to
actually
refer
for
the
program
that
they
work
with,
but
then
also
increasing
the
loan
amount.
The
loan
amount
right
now
is
at
7.
500
I'm
proposing
to
increase
it
to
nine
thousand
nine
hundred.

Ninety
nine
dollars,
and
the
reason
for
that
very
odd
number
is
that
we
do
have
a
policy
at
the
city
and
the
HRA
that,
if
anything
is
ten
thousand
dollars
or
more
requires
two
bids
again.
If
we're
trying

respond
quickly,

like
to
make
it
where
we
we
were
able
to
be
a
little
bit
more
flexible
to
respond
quickly.

opportunity
and
affirmatively
furthering
fair
housing,

I
mentioned

approved
agency
goals

the
housing

voucher

five-year
plan

submit

HUD.

an
annual
plan
that
we
submit
to
HUD
and
we
have

admin
plan

on
an

of
those
requirements
are
a
family
self-sufficiency,
counseling

Credit,
Counseling,
Financial,
counseling
being
able
to
be
approved

a
mortgage
on
their
own
finding
and
locating
a
property
that

eligible

to
pass
a
housing
quality
standards,
inspection
by
our
staff.
As
well
as
any
of
the
city
requirements
for
purchasing
property,
and
then
afterwards,
there
are
post
purchase
participation,
items
that
are
required.
However,
what
this
does
is
the
way
that
we
have
families
that
are
eligible
that
are
on
our
waiting
list
that
receive
a
voucher.

They
would
receive
a
voucher
for
rent
assistance
and
they
would
have
to
participate
in
our
program
for
at
least
12
months
before
being
eligible
for
a
Home
Ownership
Voucher,
where
it
would
convert
to
a
homeownership
voucher,
but
we
would
be
making
payments
towards
their
mortgage
instead
of
towards
their
rent
and
so
really
fulfilling
what
we
have
set
out
to
do
here
in
the
HRA
and
as
the
city
of
Bloomington.
This
is
just
one
Avenue
to
that
and
then
the
project-based
vouchers.

process
that
has
to
go
through
approval
by
Hud,
where
they
review
our
usage
of
vouchers.
How
many
we
currently
have
we
currently
have
about
36
project-based
vouchers
and
what
Project
based
is
there's
a
difference
between
the
voucher
being
tied
to
the
unit
and
the
Tenant,
based
where
the
vouchers
tied
to
the
applicant,
the
participant,
and
so
these
would
be
tied
to
units.
And
so
what
I'm
proposing
is
that
as
new
projects
are
being
developed
in
the
city
of
Bloomington,
I
would
like
to
work
with
developers
to
encourage
and
promote
using
housing.

today

just
a
motion
to
approve
us
pursuing
and
implementing
a
housing,
Choice
voucher,

program
and
adding
the
interest
of
doing
up

amending
our
five-year
annual
agency
and
administration
plans
and
requiring
us
to
resubmit.

homes

future
home
buyers
program
has
21
single-family,
scattered
site
property,
scattered
site
homes
that
the
HRA
owns
and
rents
out
through

program,
we
acquired
those
properties
in
1990
to
93,
until
probably
around
1995,
to
98.
and
how
we
were
able
to
acquire.
Those
properties
was
through
leveraging
public
and
private
funds.

the
mortgage
that
we
have
on
a
few
of
the
properties
with
Hennepin
County
are
the
loans
are
doing
payable
in
February
of
2023,
with
an
additional
set
due
and
payable
in
October
of
2024,
and
then
the
final
three
properties
are
due
in
2030.,
and
so
what
I
am
bringing
before
you
today
is
a
request
that
you
approve
a
resolution
that
we
are
asking
Hennepin
County
for
forgiveness
of
those
loans.
The
total
of
those
loans
is
one
million
three
hundred
ninety
nine
thousand
seven
hundred
nineteen
dollars
and
ninety
nine
cents.

be
the
total
that
we
would
be
requesting
of
Hennepin
County
to
forgive.
We
have
satisfied
the
15-year
affordability
period
that
is
instituted
by
the
Home
investment
partnership
funding,
but
we
also
want
to
be
clear
by
resolution

Hennepin
County
that
we
may
we're
going
to
maintain
these
units
as
affordable
units.
We
have
no
desire
to
sell
them
or
to
increase
the
affordability
to
a
hundred
percent
Ami.
We
would
maintain
affordability
at
80
Ami,
and
this
this
would
be
for
households
looking
to
participate,
that
it
could
not
exceed
80
Ami.

50
percent
Ami
and
with
the
market
and
how
housing
prices
have
gone
up.

want
to
be
able
to
offer
a
wider
range
of
opportunities
to
different
households,
and

what
we
are
looking

we

be
a
month's
long
process
to
forgive
these
loans
on
these
properties.

the
affordability
and
maintain
them
aligning
with
our
mission

update
that
earlier
this
year,
the
HRA
board
was
involved
in
setting
direction
for
updates
to
the
city
single
and
two
family
zoning
standards
based
on
that
direction,
and
input
from
the
Planning
Commission
city
council
and
from
the
public
staff
prepared
an
ordinance
with
many
significant
changes.
The
ordinance
is
intended
to
encourage
more
housing
options,
increase
affordability,
address
racial
Equity,
encourage
healthy
and
sustainable
communities.

staff
report
is
a
summary
of
the
key
changes
proposed
by
the
ordinance.
The
Planning
Commission
unanimously
recommended
approval
of
the
ordinance
after
a
public
hearing
on
December,
8th
and
the
city
council
will
hold

public
hearing
on
the
ordinance
on
January
9th
to
highlight
some
of
the
key
changes,
the
minimum
site
size
of
a
single
family
home.

parcel
and

parcel

recommended
changes,

changing
from
