program
funding
agreement
with
senior
community
services.

support
senior
community
services
through
funding
by
the
hra,
which
is
what
we're
seeking
approval
for
tonight,
as
well
as
to
our
cdbg
program.
So
this
is
the
second
piece
of
that
and
this
one's
on
a
calendar.
This
agreement,
you
have
already
approved
the
26
000
in
your
2021
budget.
You
did
that
last
fall,
but
this
formalizes
the
agreement.
It
also
sets
out
the
terms
and
of
a
number
of
people
served
and
how
the
payment
will
be
made.

three
things
to
share
with
you.
Number
one
is
that
senior
community
services
has
been
around
for
71
years.

We
are
a
non-profit
and
I've
been
with
the
agency
for
12
going
on
13
years,
and
when
I
first
started
your
former
bloomington
mayor,
jean
winstead,
was
on
our
board,
and
so
we've
had
a
good
relationship,
a
great
connection
with
bloomington
over
the
years
and
are
excited
to
be
here
with
you
tonight.
The
second
thing
I
want
to
talk
about
is
that
over
the
years,
senior
community
services
has
adapted
our
services
to
meet
the
needs
of
the
changing
older
adults
in
our
community
and
also
the
families,
the
family,
caregivers,
who
provide
support.

You
all
receive
this
one
pager,
and
so
I
won't
go
into
a
lot
of
detail
on
on
the
services
but
know
that
in
early
on
in
2020,
when
coveted
hit,
we
immediately
started
to
adapt
and
respond
and
john
will
talk
more
specifically
about
the
home
program
and
how
we
did
that.
But
a
big
piece
for
adapting
and
responding
in
the
other
areas
have
been
through
technology,
and
you
know
there's
this
myth
that
there
aren't.
There
aren't
very
many
older
adults
on
technology,
and
we
we
have
to
say
that
we
disagree
with
that.

Our
funding
for
our
agency
comes
about
50
from
government
25
from
fee
for
service
and
that's
the
fee
that
people
pay
on
the
sliding
fee
scale
for
those
that
can
afford
to
pay.
But
nobody
is
turned
away
for
inability
to
pay
for
the
service
and
then
the
other
25
is
from
grants
and
from
individual
giving,
and
so
I
just
would
like
to
end
by
saying
thank
you
to
bloomington.
Thank
you
to
the
bloomington
hra
for
continuing
to
prioritize
older
adults
in
your
giving
you
know.
Bloomington
is
really
a
neat
place.

you
guys
all
hear

okay,
so
you'll
see
in
the
upper
left
corner
of
the
screen
right
now
it
kind
of
outlines
our
services
and
for
those
of
you
who
may
not
be
as
familiar.

We
basically
help
people
with
lawn
mowing
snow,
shoveling,
minor
repairs,
painting,
and
then
we
also
offer
free
safety
checks.
We
do
a
lot
of
work
around
adding
grab
bars,
checking
smoke,
alarms
that
sort
of
thing.
I
think
it
probably
goes
without
saying
that
last
year
was
challenging
to
say
the
very
least.
You
know
we
got
affected
by
the
shutdown
like
everybody
else.
H
We
had
to
go
to
working
remotely
and
o'brien,
and
I
have
talked
about
that
when
we've
met,
so
we
did
that
pretty
rapidly
with
our
with
our
staff,
we
did
suspend
our
indoor
services
briefly
during
the
initial
shutdown,
and
that
was
kind
of
out
of
just
abundance
of
caution.
There
were
still
a
lot
of
unknowns
about
covet
and
kind
of
what
was
happening,
but
we
continued
the
outdoor
services
once
the
state
home
order
was
lifted.
We
resumed
our
indoor
services,
cleaning
and
repair
a
lot
of
other
senior
serving
organizations.
H
You
know
shut
down
operations
for
the
whole
year
and
they
weren't-
I
don't
think
quite
as
respect
as
responsive
as
we
were
able
to
be
so
I'm
really
proud
of
my
staff,
all
the
field
staff
workers
you'll
see
in
the
upper
right
corner.
It
says
serving
safely
through
covid,
and
that
was
really
our
mantra
is
that
we
wanted
to
be
safe.

We
helped
our
the
seniors
in
bloomington
by
giving
out
face
masks
initially,
so
when
our
workers
would
visit,
they
would
make
sure
that
the
seniors
had
face
masks.
I
don't,
if
you
remember
now,
they're
kind
of
everywhere,
with
all
sorts
of
different
logos
on
them,
but
back
in
last
year
of
this
time
march
and
april,
they
were
a
little
hard
to
come
by.
So
we
wanted
to
make
sure
that
people
had
face
masks.
H
If
they
weren't
connected
to
technology
or
had
a
strong
support
system,
they
became
even
more
isolated
because
of
covet
and
the
fear
of
going
out
and
whatnot.
You
know
I've
seen
that
getting
better
over
the
last
several
weeks
here.
But
you
know
the
social
isolation
piece
is
still
a
major
thing
that
affects
a
lot
of
the
people
that
we
serve.
You
know
a
lot
of
them,
don't
have
the
support
systems
or
they
may
be
living
alone.
Deb
mentioned
this
very
briefly,
but
we
are
applying
for
a
grant
just
as
kind
of
an
aside.
H
We
started
a
tech
pilot
program
up
in
wright
county
and
we're
going
to
be
applying
for
a
grant
in
hennepin
county
to
connect
seniors
with
technology,
and
that's
been
a
great
success
for
us.
H
It's
not
funded
directly
through
the
hra,
but
just
know
that
we'll
be
offering
that
assuming
we
get
the
grant
and
I'm
I'm
fairly
confident
we
will,
but
assuming
we
get
the
grant
we'll
be
offering
this
tech
service
throughout
hennepin
county
and
so
that'll
give
older
adults
a
chance
to
connect
with
technology,
and
I
could
always
give
you
guys
more
information
if
you're
interested
about
that.
So
I'd
like
to
take
just
one
more
minute,
if
I
could,
are
we
okay
on

getting

I
always
like
to
just
share
a
little
personal
story.
Kind
of
give
you
a
flavor
for
what
we
do
kind
of
beyond
the
descriptions
and
the
you
know
the
numbers
and
all
that.
So
we
are
very
fortunate
to
have
an
awesome
couple
who
lives
in
bloomington,
retired
couple
and
they've
been
volunteering
with
us
a
little
over
two
years
now
and
they've
done.
I
think
I
looked
up
their
records
before
the
meeting.

They've
done
like
120
jobs
over
those
last
couple
years,
and
so
the
the
the
they
had
written
a
description
of
kind
of
what
they
do
and
their
husband
and
wife
team.
He
tends
to
do
most
of
the
repair
work,
although
she
kind
of
helps
in
the
yard
too,
but
she
likes
to
go
along
with
and
just
talk
with,
the
person
kind
of
while
he's
doing
the
work,
it's
kind
of
how
they
operate.
So
it's
really
great.
We
don't
have
any
other
couples
that
volunteer
together.

Besides
these
two,
usually
they're,
just
individual
volunteers
who
are
going
in
the
home,
I'm
just
going
to
read
just
a
very
short
thing
of
what
she
wrote
to
us.
It
really
touched
our
hearts
when
she
wrote
this
note
to
us.
So
she
says
when
my
husband
and
I
signed
on
to
the
home
program.
It
was
because
we
wanted
to
give
back
for
all
the
good
fortune
we've
had
in
our
lives.

What
we
didn't
expect
was
that
the
seniors
we've
helped
have
helped
us
just
as
much
newly
retired.
We
were
unsure
of
how
to
fill
our
days
with
something
both
meaningful
and
rewarding
each
and
every
time
home
sends
us
out
to
help
someone.
We've
been
met
with
a
lovely
senior.
Who
is
grateful
for
the
help
and
generous
with
their
time?

H
H
There
are
many
other
friends:
we've
had
the
good
fortune
of
meeting
and
each
one
has
enriched
our
lives.
We
are
grateful
to
the
home
program
for
giving
us
new
friends
and
a
more
meaningful
and
rewarding
life,
and
I
often
say
when
I'm
describing
the
home
program
that
it's
easy
to
describe
it
in
the
nuts
and
bolts
of
what
we
do
around
people's
homes.

But
it's
really
about
that
social
connection
and
I
think
that's
what
at
senior
community
services
we're
all
about
is
connecting
with
people
connecting
volunteers
to
people
we
we
connecting
to
older
adults,
but
it's
about
that
human
connection.
That
really,
I
think,
is
what
brings
me
to
work
every
day
and
I
think
I
can
speak
for.
My
co-workers
is
really
what's
rewarding
for
us
just
to
see
how
we
can
make
friends
and
make
those
connections-
and
you
know
we're
fixing
the
dryer
mowing
the
lawn
while
we're
doing
that.

So
that's
a
really
great
opportunity
for
us-
and
I
really
appreciate
the
city
partnering
with
us
and
allowing
us
to
help
seniors.
I
think
really.
Kovit
has
really
brought
to
the
forefront
us
seniors
in
our
society.
Where
sometime,
I
think
you
know
seniors
tend
to
remain
in
the
background,
but
the
young,
the.
What
do
you
call
it?
The
blessing
out
of
covet
if
there
is
a
blessing
now
the
covet,
I
think
deb
would
agree
with
this-
is
that
we've
had
some
additional
dollars.

We've
had
some
additional
ways
to
help
people
this
year.
So
I'm
you
know
it's
a
silver
lining,
that's
the
word
I
was
looking
for.
The
silver
lining
out
of
all
of
this
is
that
we've
been
able
to
touch
people
in
new
ways
and
help
them
in
different
ways.
So
thank

think

volunteered
have

individual
stories
of

how

much
need
there

out
there
for
connection
as
well
as
the
physical
or
whatever
other
kinds
of
help,
and
I
also
have
a
question
I
believe
in
our
packet.

there's
an
agreement
that
has
quite
a
few
edits,
and
I
assume
that
that's
just
you
know
catching
up
with
getting
things
right.
But
if
you

you

I
see
chair
thorson
has
joined
us,
commissioner
olson
the
large
number
of
edits
were
made
as
a
result
of
a
few
things.
First
of
all,
this
agreement
had
not
been
reviewed
for
a
number
of
years
by
our
general
counsel,
but
it
also
comes
in
line
with
the
cdbg
funded
side
of
the
home
program.
So,
as
I
mentioned
in
the
beginning,
we
provide
funding
both
through
the
cdbg
program,
which
is
the
city
funding
and
also
through
the
hra.

So
when
this
this
contract
went
through
revisions
at
the
city
attorney's
office,
they
made
a
substantial
number
of
changes
and
when
carla
reviewed
it
on
behalf
of
the
ihra,
she
also
made
those
changes
to
bring
them
into
into
compliance
so
that
they
agree
with
each
other
and
have
the
same
language.
So
we
don't
anticipate
having
such
dramatic
amounts
of
changes
substantially.
It's
all
the
same,
but
it's
just
a
matter
of
the
language
that
the
attorneys
approve.

that,

it's
a
couple
days
ago,
that
I
read
it-
that
the
staff
report
said
that
there
were
62
households
in
bloomington
that
were
provided
assistance
by
the
home
organization
and
is
that
correct.

And
that
seems
to
me
shockingly
low
and
I
wonder
what
we
can
do
to
get
the
word
out,
because
I
know
that
there
are
so
many
seniors
today
who
were
on
waiting
lists
to
go
into.

We
we
have
over
the
years
been
more
program
people
than
marketing,
but
what
we
have
discovered,
discovered
and
and
to
your
point,
is
that
you
know
the
programs
are
great,
but
how
can
we
reach
the
people
that
really
need
the
service,
and
how
can
we
incorporate
some
for-profit
thinking
if
you
will
into
our
the
way
that
we
do
things
with
marketing,
and
so
I
am
pleased
to
say
that
I
have
hired
a
marketing
coordinator
that
started
back
just
back
in
october,
and
part
of
her
charge
is,
as
is
helping
to
get
the
word
out
to
the
folks.

would
benefit
most
from
our
services.
Now
you
know,
there's
a
lot
of
ways
to
get
the
word
out
through
technology,
but
not
everybody's,
not
everybody
uses
technology.
We've
worked
with
brian
to
go
through.
Is
it
the
local
tv
station
to
do
we've?
We've
we've
been
interviewed
in
the
past.
We
would
love
that
opportunity
to
do
that
again.

marketing
coordinator
is
going
to
connect
with
the
the
city
newsletter
to
see
if
we
can't
get
an
article
in
there
more
on
a
regular
basis
if
possible,
and
if
there's
any
way
to
get
like
our
materials
into
like
a
utility
bill
for
seniors
or
some
other
way.
We
would
love
that
opportunity.

connected
with
metro
meals
on
wheels
or
with
meals,
on
wheels
in
bloomington
to
get
information
to
those
folks.
So
we've
tried
some
some
things,
but
we're
really
ramping
up
to
have
a
more
systematic
approach
to
it.
So,

those
are
just
some
of
the
ideas
that
we
have
and
that
we
are
definitely
open
to
suggestions
that
you
have
for
us.

hard
to

it
remotely
sometimes

technology
issue
they're
having

we've
done
everything

using

remote
to
the
tv
to
like

maybe
you

you're
switching
to
a

computer

cloud

we've
done
it
already,
and
we've
only

running

grant

about
eight
months
now
and

can't
find

type

that

counties

organization
serve.

But
the
bulk
of
the
work
we
do
is
in
hennepin
county
so
that
expanding
up
kind
of
northwest
there
was
just
within
the
last
couple
years,
but
we
had
an
existing
grant
and
we
were
able
to
get
an
extension
to
it
to
try
the
technology
piece
so
and
with
having
the
coordinator
up
there
with
the
technology
background,
it
seemed
like
a
natural
place
for
us
to
kind
of
test
it
out
and
see,
but
because
it's
been
so
well
received
now
yeah
we're
looking
at
doing
more
of
it.

Add
that
some
of
our
other
programs,
like
medicare
partners,
which
is
helping
people,
get
access
to
health
care.
That's
a
statewide
program,
caregiver
support
services.
We
do
in
wright,
county
hennepin,
carver
and
scott
and
connection
we're
redeveloping
that
right
now
we
went
from
9000
caregivers,
using
it
to
coordinate
care
for
their
loved
ones
to
over
20
000,
and
so
now
we're
redeveloping
that,
so
it
can
handle
up
to
100
000
people
using
it
and
we're
developing
apps
for
it
and
connection
isn't
limited
by
where
a
person
lives.

fact

during
kovid
you
took

extra
steps
and
really
just
hearing

interactions

really
important

this
time
is
just
having
that
connection
people
feeling
connected.

I
really

appreciate
that,
because
that
our
our
elderly
community
really
needs
that
and
it's
hard
to
get
in
reach
to
them.

supportive

this
program,

also
just
a
suggestion
to
maybe
for
advertisement-wise
as
something
that
just
came
to
me,
is
it's
later
in
the
year,
but
as
a
black
captain,

passing

brochures

captains
for
national
night
out,
and
we
could
like
give
it
to
our
neighbors
at
national
night
out
as
well,
just
kind
of
a
maybe
an
idea
of
reaching
out
to
the
community.

that
was

hoping
that
we
can
get
back
to
some
more
in-person
things
like
we
used
to
do
a
lot
of
outreach
through
like
the
senior
center,
and
you
know
not
being
able
to
do
the
events
in
person
last
year.

marketing
negatively,
not
that
we
didn't
adapt,
but
it's
hard
to
make
up
for
some
of
those
in-person
events
that
we
didn't
have
access
to.

I'm
hoping
as
things
you
know
open
up
in
this
year
that
we'll
be
able
to
get
back
to
some
of
those
in-person
events
deb
and
I
dab
probably
remembers
walking
in
the
bloomington
parade.
We
did
that
a
couple
years
where
we
had
a
big
banner
and
we
passed
out.
You
know
I
think
stylist
pens
is
when
we
did
it,
so
that
was
really
fun
and
there
were
a
lot
of
older
adults
along
the
parade
route
and
hand
out
brochures
directly
to
them.

I
really
miss
that
person-to-person
interactions,
I'm
sure
all
of
you
do
have
been
affected
by
covet,
but
I'm
really
looking
forward
to
getting
back
to
some
hopefully
in-person
events,
because
I
really
enjoy
going

those.
