impactful

program

fulfills
the
mission
of
the
HRA.

changes
are
here

proposed
and
respectfully
submitted
to
the
HRA
board
for
your
due
consideration.

removal

consideration
of
mortgage
equity,
the
exemption
of
all
homeowners
from
the
consideration
of
mortgage
Equity
will
go
a
long
way
in
reducing
inequities
in
the
outcome
of
decisions
on
home
improvement
loans,
with
a
potential
impact
on
housing,
stability
and
affordability.
In
the
long
term,
the
multi-tiered
equity
consideration
has
Exempted
homeowners,
age,
55
and
above
from
the
equity
test,
while
subjecting
all
orders
to
the
Criterion
has
led
to
an
equitable
outcome
and
hence
untenable.

referrals

professionals

away

process

applications.

desperate

eligible

programs

funding

are
environmental
review

reimburse
people

was
already
completed
prior
to
applying
for

are

funding

they
have
to

pre-items
done

work
has
to
be
checked
throughout
the
process
and
then
signed

for

annual
housing
report
for
2022.
As
you
all
I'm
Michelle
Lincoln
I
started
in
January.
I
am
a
long-range,
planner
and
I.
Also
am
a
planner
for
HRA
I'm
really
happy
to
be
at
the
city
of
Bloomington.
I'm
excited
to
be
a
part
of
what
comes
next
and
all
the
work
that
you're
doing
and
all
the
possible
work
that
hopefully
I
can
bring
to
you
all.

So
in
the
demographics
of
the
city
of
Bloomington,
we
are
continuing
to
grow
in
2021.
The
census
has
reported
that
we
are
almost
at
90
000.,
Metropolitan
Council
forecast,
put
us
over
90
000
in
the
coming
decades,
so
that'll
be
exciting.
Lots
of
new
people.
For
us,
our
average
household
size,
Citywide
is
2.38.

Our
households
with
children
are
25
percent.
We
have
20
over
65
and
our
median
age
is
42.2,
so
our
average
household
size
is
smaller
than
the
region.
We
also
have
less
children,
we
have
about
the
a
little
less
or
excuse
me,
a
little
more
residence
over
65
and
we
are
older
than
the
region
and
this
gap
between
the
region
and
us
is
continuing
to
increase.

For
our
existing
household
or
excuse
me
existing
housing
stock,
we
are
50
single
family
homes
and
then
a
third,
a
little
32.5
percent
is
multi-family
and
then
also
we
have
condos
townholds
the
co-hops
at
less
than
10
percent.
Then
we
have
miscellaneous
residential
miscellaneous
residential,
includes
duplexes
triplexes
adus,
strange
situations
where
a
garage
may
be
half
living
unit,
half
Workshop.

the
2021

You
may
notice
a
fairly
big
jump
in
comparison
to
recent
years.
This
is
because
in
Spring,
2022
environmental
health
had
a
code
amendment
that
all
licensed
group
homes
are
now
can
need
rental
licenses,
so
there's
a
little
bit
of
a
jump
there
because
we're,
including
already
existing
uses
into
that
rental
license
program.
So
that's
my
explains
that
jump
there.

Also
you'll
notice
here
that
there's
some
large
disparities
in
home
ownership
across
racial
and
ethnic
demographics
and
you'll
see
that
white,
Hispanic
and
white
non-hispanic
are
have
home
emotional
rates,
home
ownership
rates
larger
than
the
city
of
Bloomington.
Then
we
have
black
or
African-American
at
the
bottom
at
32,
30.2
percent.

This
is
our
income
and
employment
for
the
area,
so
you
can
see
in
2020
we
had
a
pretty
big
event
happen
which
actually
pushed
our
unemployment
rate
up
to
7.6
percent,
but
we
have
actually
in
2022
according
to
Minnesota
deed.
They
we've
actually
brought
our
employment
unemployment
down
to
2.7
percent,
which
was
below
even
2019..

Also,
our
incomes
have
increased
over
the
last
13
years,
which
is
good
and
we
have
kept
pace
with
the
trends
across
the
region,
but
we
are
still
trailing
behind
Hennepin
County
and
the
region
as
a
whole.
There's
a
lot
of
things
that
kind
of
go
into
that
it
could
be
where
our
workers
work
and
where
our
workers
live.

So
in
considering
housing
costs
burden,
housing
cost
burden
is
more
than
30
percent
of
their
income
goes
towards
housing
costs
in
the
city
of
Bloomington.
If
you
are
baking,
35,
000
or
less
you're
extremely
cost
burden.
Most
of
the
pop
a
lot
of
our
population
in
those
income
brackets
are
caught.
Housing
costs
burdened
census
data
does
not
break
down
by
severe
cost
burden,
which
is
50
or
above,
but
at
the
regional
level
it's
11.9
percent
of
people
in
our
region
are
severely
housing
cost
burden.

It's
also
something
important
to
notice
or
to
highlight
is
that
HRA
operates
on
40
housing
cost
burden
in
order
to
have
access
and
distribute
the
opportunities
and
funds
that
are
available
in
the
city
of
Bloomington,
which
is
really
important
in
kind
of
helping
in
that
Gap,
where
it's
either
you
are
and
or
you're
severe,
so
we're
operating
in
a
great
place
in
order
to
address
people
who
may
need
that
additional
help,
and
also
to
note
that
it
means
based
on
the
graph.
You
have
a
huge
drop
off.

Also,
something
to
note
from
assessing
is
that
the
10-year
market
analysis
has
shows
that
a
part,
the
apartment,
Market
properties,
have
decreased
in
value,
but
this
has
not
led
to
a
decrease
in
rents.
Rents
have
increased
overall
4.3
percent,
even
though
properties
overall
property
value
has
decreased
by
4.5
percent,
so
other
measures
will
need
to
be
like
likely
need
to
be
implemented
in
order
to
make
sure
that
people
who
live
in
Bloomington
have
access
to
housing
they
can
afford.

For
new
development
in
2022,
we
have
created
almost
over
1500
units
in
one
form
or
another,
whether
they
are
completed
as
in
they
opened
in
2022
they're
under
construction
in
2022,
or
they
were
approved
in
2022,
which
means
that
they
have
a
building,
pertinent
permit
or
they've
Advanced
to
the
application
process.
They
are
in
our
pipeline
four
total
units
below
market
rate.

We
have
350
one
of
those
1500
units
which
is
about
23
percent,
affordable,
the
I
say
total
units
below
Market,
because,
according
to
Hud's
70
Ami
is
not
an
affordable
category,
but
it
is
part
of
the
units.
The
agreed
income
limit
for
the
units
that
we
have
so
I
thought
it
was
important
to
highlight
that
there
are
other
opportunities
here
as
well,
especially
considering
income
and
general
housing
prices
across
the
city
and
the
region.

Our
total
affordable
unit
since
2020
in
our
2030
goals,
including
those
things,
those
housing
units
that
were
generated
in
some
form
in
2022,
we're
still
well
below
our
goal
or
2030
goal
for

based
on
the
housing
cost
burden

the
brackets
that
of
thirty
five
thousand
dollars
or
less.
This
is
an
extremely
important
category
for
us
to
continue
to
working
towards
achieving
this
goal.

they've
been
able
to
track
that
Bloomington
residents
have
invested
over
21
million
dollars
in
valuation
through
permitting
for
remodels
and
renovations
on
existing
single-family
homes
in
2022,
so
people
are
improving.
Our
housing

stock
and
the
quality
of
housing.

has
done
so
much
as
you've
all
been
a
part
of.
We
have
housing,
Choice
vouchers,
these
assisted
109,
new
households
in
Vash,
FYI,
emergency
and
portability,
assisted

households
with
tenant
and

vouchers,
also
for
rental
homes
for
future
by
home
buyers.
Four
households
purchase
new
homes
and
there
is
a
possibility
of
two
more
purchasing.

a
hundred
and
sixty
thousand
dollars
within

by
2025.,

that
we
can
take
this
data
of
what
was
being
created,
can't
totally
write
off

pandemic

the
market
going
haywire
and
then
be
able
to
say
what
is
that
matched
with
the
demographics
and
the
needs
we
have
already
identified.
So
we
do
not
have
something
in
the
works
now
to
get
more
aggressive
with
the
requirements.

been
going

the
wayside.

bedrooms,
because
that

high
need,
especially
for
multi-generational,
for
probably
the
lower
income
for
our
bipod
Community,

I'm
just
wondering
if
there's
any
plan
for
that
to
kind
of
bring
those
back.
