Description
September 12, 2023 Bloomington, MN Housing and Redevelopment Authority Meeting
A
A
A
A
D
we
got
a
motion
by
commissioner
Wooten
second
by
commissioner
dolblinger
to
approve
the
Tuesday
September
20
or
September
12
2023
agenda.
All
those
in
favor,
please
signify
by
saying
aye
aye
opposed
motion
passes
7-0.
A
Moving
on
to
item
three
is
the
approval
of
the
minutes.
We're
are
there
any
for
the
August
22nd
2023
HR
board
meeting
minutes.
Are
there
any
additions
or
corrections
to
the
minutes?
A
A
B
Thank
you,
chair,
huhim,
Erica,
Coleman,
HRA
administrator,
so
for
this
item
and
actually
the
next
this
board,
this
body
did
approve
the
ability
for
the
purchase,
voluntary,
voluntary
purchase
of
a
real
property
at
8313,
Blaze
Blaisdell
Avenue.
And
what
has
happened
is
we
had
a
purchase
agreement
that
is
executed
and
approved
on
both
parties,
so
buyer
as
the
HRA
seller
as
the
private
owner?
B
However,
there
have
been
some
some
matters
that
were
raised
on
the
title
evidence,
and
so
it
just
takes
a
little
bit
more
time
and
work
to
work
through
the
title
to
make
sure
it's
clear
title
when
we
purchase
this
property,
therefore
being
able
to
guarantee
or
to
provide
a
warranty
for
clear
title
when
we
subsequently
purchase
the
pr
sell
the
property,
whether
it
has
an
improvement
on
it
or
not,
and
so
what
we
need
to
do
is
we
need
to
get
a
request,
an
approval
to
extend
the
closing
date
to
happen
on
or
before
October
27
2023.
B
We
are
in
a
unique
position
to
be
able
to
work
with
these
voluntary
sellers
to
work
through
any
issues
and
still
be
able
to
provide
them
a
good
appraised
price
for
the
property,
and
so
that's
our
requesting
here
is
that
you
move
to
approve
this
First
Amendment
to
the
purchase
agreement,
and
we
say
first
just
in
case
there's
another
amendment.
We
just
say
first
for
8313,
Blaisdell,
Avenue
property
in
the
form
attached
and
authorized
execution
of
all
necessary
documents.
B
B
Are
both
properties
having
title
issues?
Thank
you,
commissioner.
Mueller
Yes.
Actually,
this
property
and
I
can
dig
more
a
little
bit
into
the
next
one.
This
property
is
a
I,
don't
know
if
they
die
without
a
will,
but
it's
heirs.
B
So
it's
not
the
original
owner
that
held
title
to
the
property.
It's
The
Heirs
of
the
original
owners
that
have
interest
in
the
property
and
we're
just
working
through
all
of
that
to
make
sure
everybody
is
notified
and
cleared
and
agreed,
and
they
have
signed
the
purchase
agreement.
The
Heirs
that
are
living.
So
not
all
the
heirs
are
living
from
the
original
owners.
A
Thank
you.
Are
there
any
other
questions?
Hearing
no
questions.
We
are
looking
for
a
motion
to
approve
the
First
Amendment
to
purchase
agreement,
to
purchase
agreement
for
8313,
Blaisdell
Avenue
property
in
the
form
attached
and
authorized
execution
of
all
necessary
documents
so
moved.
We
have
a
motion
by
commissioner
Carter
second
and
a
second
by
commissioner
Louis.
A
B
A
B
You
chair
huhim,
so
for
this
property
this
board,
this
body
did
approve
a
purchase
agreement
to
purchase
this
property
at
8935,
Stevens
Avenue
and
this
property
does
have
some
matters
that
were
raised
on
title
evidence
that
we
are
requesting
an
amendment
to
the
purchase
agreement,
extending
the
closing
date
to
take
place
on
or
before
October
27
2023,
as
well
as
authorize
any
of
the
necessary
authorized
execution
of
all
necessary
documents.
B
This
property
is
an
heir
of
an
heir,
and
so
there
are
just
working
through
that
and
the
trust
in
the
state
that
is
managing
everything
and
just
making
sure
that
we
are
communicating
and
getting
everything
clear.
But
we
are
needing
a
little
bit
more
time
to
clear
that
up
on
this
property
as
well,
so
that
we
can
purchase
it.
A
B
A
We
have
a
motion
by
commissioner
Wooten
and
a
second
by
commissioner
doblinger.
Is
there
any
discussion
hearing
no
discussion,
all
those
in
favor
to
move
to
approve
the
First
Amendment
to
purchase
agreement
of
8935
Stevens
Avenue
property
substantially
in
the
form
attach
and
authorize
the
execution
of
all
necessary
documents
signify
by
saying
I
I.
B
A
Moving
on
to
discussion
items,
item
5.1,
commissioner
questions
and
comments:
are
there
any
questions
or
comments
this
evening
hearing
none?
We
will
move
on
to
item
six,
which
is
adjournment.
We
would
need
a
motion
to
adjourn
the
September
12
2023
HRA
meeting
so
move.
We
have
a
motion
by
commissioner
Lewis
second
by
commissioner
Carter,
all
those
in
favor
signify
by
saying
aye
aye.
