amendment

hold

concurrent
meeting
with
the
Port
Authority
board
and
hear
items
pertaining
to
both
boards,
and
so
what
I
have
here
is
because
we
approve
our
calendar
in
advance
for
the
year
and
the
time
I
have
our
current
calendar
attached
this
packet,
but
then
I
have
a
proposed
calendar
that
includes
the
language
6
PM
in
council
chambers,
unless
otherwise
noted
and
then
on
the
July
11th
meeting.

now
has
the
number

and
in

key
board
meeting

and
so
I
would
be
looking
for
approval
to
make
this
amendment
and
make
this

be
our
next
meeting
and
we
would
need

able

that

under
which
we
entered
into
a
memorandum
of
understanding
that
was
mutually
created
with
the
West
Hennepin,
affordable
housing,
Land
Trust,
doing
business
as
homes,
Within
Reach.

Excuse

I
shouldn't,
say,
financing
funding
that
is
specific
to
Bloomington
for
new
construction
on
this
lot,
and
we
have
Brenda
lanawoki
here
today,
who
is
the
executive
director
just
to
provide
an
update
about
the
work
done
so
far
and
looking
forward
and
having
discussion
with
you
all
about
this
property
yeah.

remember
everyone.
This
year,
sorry
I
just
came
from
a
long
meeting
so
where
we're
at
right
now,
as
Erica
had
stated,
we
did
receive
funding.
We
received
260
thousand
dollars
as
a
grant
from
Minnesota
Housing
Finance
Agency
for
specifically
new
construction
on
that
lot.
So
that
is
the
only
place
that
we
can
use
that
we
were
prepared
to
move
ahead
with
building
a
twin
home
and
we
were
kind
of
going
down
that
route,
because
we
knew
that
with
little
effort
we
could
achieve
that.

We
will
have
some
Gap
financing
issues
there.
We
are
now,
as
I
said,
I
was
ready
to
move
ahead
with
the
twin
home
concept.
Now
that
we've
pivoted
and
we're
looking
at
the
single
families
with
the
adus
I'm
looking
at
partnering,
possibly
with
Habitat
for
Humanity,
they
would
act
as
the
Builder
if
they're
unable
to
work
just
because
of
capacity
I
would
be
looking
to
someone
like
gimmick
or
PPL
I
think
it
would
be
a
very
unique
opportunity
to
bring
in
another
non-profit
that
does
that
building
side
that
perhaps
can
leverage
some
low-cost
labor.

Where,
with
our
model
and
our
funding
sources,
we
would
have
to
do
everything
through
a
general
contractor.
So
that's
kind
of
where
we're
at
right
now
things
that
I'd,
like
the
HR
board,
to
consider
as
we
move
forward,
is
potentially
selling
a
lot
to
us
for
a
dollar
and
then
knowing
that
we
will
probably
be
coming
back
and
asking
for
additional
help
with
the
program
once
we
secure
a
builder
and
that
design
and
then
I
come
back
with
the
design
to
show
you
that
as
well.

Typically,
we
wouldn't
rent
out
just
because
the
model
is
home
ownership
and
not
for
income
generating,
but
given
that
some
of
these
may
be
family
members
that
are
purchasing-
and
something
might
happen
if
we
had
to
keep
it
as
a
rental
so
that
we
had
to
sell
both
units
at
the
same
time,
there
would
def
most
definitely
be
restrictions
around
who
they
could
rent
to
and
what
the
cap
on
the
rent
would
be.
We
would
need
to
keep
that
affordable,
because
otherwise
it
just
doesn't
work
with
our
model.

this
was
an
informational
update,
so
I.
We
really
appreciate

It
is
very
exciting,
I'll
say
it
again

keep
saying
it.
This
is
my
neighborhood,
so
it's
nice
to
finally
see
something
moving
on
this
property
and
I
know
the
neighbors
are
looking
forward
to
that.
So.

guess,
I
would
just
put
a
plug-in
for
the
state
of
homelessness
report
that
we
just
got
a
update
on
at
the
council
meeting
last
night.
If
you
haven't
read
it
yet,
it's
really
good
information.

We
did
have
a
little
bit
of
a
conversation
specifically
kind
of
around
the
number
that
was
in
the
report
for
the
number
of
homeless
people
in
Bloomington
and
also
kind
of
a
recognition
that
that
it
may
it's
more
than
likely
an
underestimate
and
an
imperfect
number,
because
they
do
the
count
in
January,
which,
of
course,
we
know.

Most
people
who
are
experiencing
homelessness
in
January
in
Minnesota
probably
have
found
shelter
somewhere
so
and
the
rules
with
the
count
are
that
like
they
can't
be
in
a
shelter
to
be
counted,
and
so
it's
just
kind
of
a
an
interesting
process
that
hopefully
Erica,
can
work
her
magic
and
get
changed
one
day,
and
then
Erica
also
mentioned
that
as
of
right
now,
with
the
school
district,
they
are
kept
they're
estimating
around
600
students
experiencing
homelessness,
which
is
much
higher
than
I.

Thank

So
there
first
of
all,
the
number
of
172,
as
commissioner
Carter
mentioned,
was
around
the
point
in
time
count,
but
also
those
that
are
receiving
services
in
shelters.
That
may
not
be
in
Bloomington
that
identified
Bloomington
as
their
last
stable
residence,
and
so
that's
just
the
people
that
are
receiving
those
services
that
got
into
the
system
to
report
that
information
and
then
Bloomington,
Public
Schools.
The
information
they
they
have
provided
is
that
they
are
working
with
about
600
students.

So
this
ranges
from
outside
unsheltered
homelessness,
to
doubled,
up
to
at
risk
of
homelessness,
to
certain
situations
that
may
not
be
healthy.
So
it's
the
whole
gamut
of
the
households
that
they
are
working
with.
It
is
around
600
for
the
district
right
now.

Participated
in
those
counts
in
the
past,
those
numbers
are
under
accounted
primarily
for
a
couple
reasons.
One
is
people
are
so
transient,
but
the
other
piece
is:
is
they
have
this?
They
have
a
choice
to
be
accounted
or
not,
and
what
I
found
this
is
my
own
experience.
Having
worked
both
in
Hennepin
and
Ramsay
is,
is
that
under
count
number
is
somewhere
between
10
and
15,
based
on
I?
Don't
want
to
be
a
part
of
the
survey.

Thank

mean,
obviously
that
feels
like
we're
ending
on
a
downer.
But
the
good
thing
is
is
I,
feel
like
the
council
and
obviously
study
leadership
to
HRA
like
we're,
committed
right
to
moving
forward
and
not
like
just
admiring
the
problem,
but
actually
doing
things
that
are
going
to
meaningfully
impact
people
who
are
experiencing
homelessness
in
a
meaningful
and
positive
way.
So.

Leadership
you
know
that
are
driving
this,
so
that
gives
hope
for
the
future.
So
maybe
that
will
be
what
we
end
on
this
evening,
because
that
was
pretty
depressing.

that's
hard!
