So
the
item
before
you
is
a
motion
to
approve
the
attached
resolution
approving
the
budget
alteration
and
adjustment
requested
by
staff.
What
this
budget
alteration
adjustment
is
is
first
off
the
House
h210
Development
Fund
of
the
HRA
requires
a
budget
alteration
of
one
million
three
hundred
twenty
two
thousand
four
hundred
twenty
five
dollars
from
debt
service
lines
to
transfers
out.
The
reason
for
this
is
that
this
is
the
payment
for
the
Knox
in
American
development
bond
that
matured
in
June
of
this
year.

originally
budgeted
in
the
principal
and
interest
line
items
which
is
incorrect.
The
so
the
budget
adjust
alteration
is
to
reclass
the
budget
to
transfers
out.
It
should
be
in
transfers
out
of
the
Development
Fund
to
The
Debt
Service
fund
for
payment.
We
do
not
record
Debt
Service
in
the
Development
Fund,
and
so
this
is
a
matter
of
making
that
alteration,
and
then
the
adjustment
to
our
h210
Development
Fund
requires
a
budget
adjustment
of
241
336
dollars
in
order
to
transfer
money
to
the
city
of
Bloomington
for
the
Knox
and
American
phase.

Park
dedication
fee
per
the
approved
development
agreement,
and
so
what
this
is
is
that
this
is
District
departments.
District
departments
are
in
the
Penn
American
district,
and
this
is
phase
three
of
the
Pan
American
District
development.
District
apartments
consist
of
248
units
in
two
buildings.
198
of
the
units
are
market
rate
and
50
units
are
affordable
at
50
Ami.
So
a
part
of
the
development
agreement
under
Section
for
public
assistance
was
that
the
HRA
agreed
to
help
pay
the
park.

Dedication
fee
the
park,
dedication
fee
total
was
a
little
bit
over
four
hundred
and
fifty
thousand
dollars.
Part
of
that
fee
has
already
been
paid.
This
is
the
remaining
of
that
fee
that
actually
was
due
December
31st
2022.
However,
it
was
not
included
to
be
rolled
over
in
Prior
year
budgets,
and
so
it
wasn't
called
out
as
an
item.
So
we
are
seeking
approval
to
make
a
budget
adjustment
to
pay
this
pre-approved
and
agreed
upon
amount
for
the
phase.

a
vacant
unoccupied
property
that
is
voluntarily
proposed
for
sale
to
the
HRA
by
a
private
owner
the
seller.
So
the
property
consists
of
two
distressed
structures,
a
main
structure
and
a
garage
situated
on
a
0.40
acre
lot,
which
is
about
17
227
square
feet,
the
site.
This
property
has
been
cited
by
bloomington's
environmental
health
division
as
uninhabitable
So.

is
estimated
currently
for
the
HRA
to
pay
for
that,
and
it
would
be
around
thirty
five
thousand
dollars
for
the
demolition.
The
removal
of
the
disease
trees,
as
well
as
the
potential
sealing
of
a
well
and
so
the
sale
would
be
contingent
upon
acceptable
title.
We
would
have
title
search
done,
so
we
have
clear
title,
and
so
we
would
also
be
looking
to
close
on
or
before
August
31st
of
this
year,
and
so
I
would
entertain.

approve
a
resolution
of
approving
the
purchase
agreement
for
8935
Stevens
Avenue
property
substantially
in
the
form
attached
and
authorized
exec
execution
of
all
necessary
documents.

Avenue
South,
which
is
also
vacant
and
unoccupied.
It
is
voluntarily
proposed
for
sale
to
the
HRA

property

a
small
structure
on
it,
which
is
about
600
square
feet,
and
it's
situated
on
a
0.25
acre
lot.
That's
11,
010
square
feet,
consideration
to
purchase
the
property
clear
the
site
and
create
a
pathway
for
affordable
Redevelopment
aligns
with
hra's
priorities
and
scope
of
work.

are
no
tenants

the
building,
and
so
given
the
status
of
the
building,
the
authority
shall
have
no
responsibilities
with
respect
to
any
relocation
benefits
and
closing
is
set
for

be

cited
that
there
is
a
small

if
it

need
to
be
removed.

would

the

be
