organized

existing
under
the
provisions

minnesota
statute,

469.001

469.047,
as
amended
known
as
the
housing
authority
act,
and
an
authorizing
resolution
adopted
by
the
city
council
of
the
city
of
bloomington,
a
home
rule,
city
and
municipal
corporation
of
the
state
of
minnesota.
In
accordance
with
the
housing
authority
act
on
november
17
2021,
the
city
manager
of
the
city
of
bloomington
issued
a
determination
regarding
conducting
meetings
by
telephone
or
interactive
technology
and
pursuant
to
the
city,
determination.

city
determined
that,
due
to
the
current
global
health,
cova
19
pandemic
and
the
conditions
in
minnesota
complying
with
the
provisions
of
minnesota
statutes.
Chapter
13
d
threatens
the
health,
safety
and
welfare
of
city
officials,
city
staff
and
the
public,
and
that
it
is
not
practical
or
prudent
for
the
city
commissioners,
as
defined
in
the
city,
determination
to
conduct
in-person
meetings
consistent
with
the
city
determination,
the
chair
of
the
board
of
commissioners
of
the
authority
issued
a
determination
regarding
conducting
meetings
by
telephone
or
interactive
technology
and
per
the
authority
determination
in
minnesota
statutes.

agreement

counsel
working
under
the

authority
shall

in

authority
this
past
year.
Our
general
counsel
have
been
very
instrumental
in
the
assistance
of
administration,
negotiation
and
program
revisions
amongst
other
services.

agreement

january
1
2022
through
december
31st
2023,
with
our
current

with
the
hra
to
deliver

activities

services
associated

grant.

of
reviewing
applications
and
making
recommendations
to

city
council
on
a
per-project
basis.
Attached
for
your
review
and
discussion
are
the
draft
revisions
for
the
policy,
approval
process
and
property
standards.

be
requesting
an
approval
of
the
attached
resolution,
recommending
updates
to
housing,
improvement,
area
policy
and
adoption
of
approval
process
and
property
standards
by
the
city
of
bloomington.
If
the
commission
is
so
comfortable

do

can

with
the
summary
document
of
the
changes
that
were
proposed
and
discussed.

clarifying
the
city's
authority
and
the
hra's
responsibility
increasing
the
minimum
support
of
property
association
members
from
60
percent
to
65
percent,
clarifying
the
review
and
appeal
process
for
the
applications
that
are
submitted,
specifying
goals
for
the
use
of
hia
financing
requiring
third
party
administrator
for
the
project.
So
someone
that
an
entity
or
and
or
person
that
does
not
have
an
interest,
a
financial
interest
in
the
project
increasing
the
bond
term
to
20
years
from
the
specified
10
to
15
years.

was
previously
in
the
the
current
policy
and
clarifying
the
city's
discretion
to
use
other
funding
sources.
If
the
city
so
chooses
clarifying
that
a
reserve
study,
hia
reserve
plan
and
financial
plan
are
required
and
the
requirements
of
those
plans
requiring
temporary
construction
financing
previously
temporary
construction
financing
was
not
allowed
under
the
current
policy
clarifying
development
agreement.
Minimum
terms
this
is
after
an
application,
would
be
reviewed
and
recommended
for
approval.

Aligning
the
application
and
deposit
fees
with
other
city
policies,
so
this
is
increasing
the
application
fee
from
five
hundred
dollars
to
five
thousand
dollars
and
increasing
the
deposit
from
seven
thousand
five
hundred
dollars
or
one
percent
to
fifteen
thousand
dollars.
And
this
is
in
alignment
with
the
other
city
policies
tiff
and
in
particular,
tax.
Increment
financing
and
affordable
housing.
Trust
fund,
revolving
loan
fund
applications,
adding
approval
process
document
and
adding
a
property
standards
document,
and
I'm
able
to
stand
for
any
questions
or
have
any
discussion
about
more
of
the
details
of
the
proposed
changes.

city
fund
discretion,
so
the
city
does
have
the
discretion
that
if
they
have
other
funding
sources
that
they
choose
not
to
bond
for
a
project
just
allowing
the
city
to
do
that,
whether
that
is
I'm
not
really
up

different
funds
that
the
city
may
have
or
different
loan
pools.
If
the
city
has
internal
funding
and
not
wanting
to
bond
for
the
full
entire
amount
of
the
hia
financing,
that's
being
requested,
they
don't
have
to,

so
it's
just

discretion
to
be
in
there.

if
a
non-credit
worthy
applicant
came
so
that
the
underlying
debt
didn't
justify
the
bonds
or
supported
the
bonds,
then
general
fund
or
other
funds
within
the
city
could
be
used
to
finance.
That
project.

I

say
that'd
be
the
per
the
discretion
of
the
chief
financial
officer
of
the
city
of
bloomington,
but
I
wouldn't
say
a
non-credit
worthy,
so
they
would
still
be
assessed
based
on
the
application
and
the
policy

the
requirements
of
that,
and
so,
if
they
meet
all
of
those
standards
and
the
minimum
project,
cost
is
250
000
and
the
city
decides
they
have
other
funding
available
and
they
don't
need
to
go
and
bond
for
it.

front

full
amount

cost,

financing
is

the

port
authority

was
amended
to
clarify
that
tax
increment
revenues
that
would

pledged

bond.

developer

county,
human
services
and
office

homelessness,
as
well
as
community
organizations
and
bloomington
public
schools
is
actually
another
one
city
finance
staff
will
request
the
transfer
of
fifty
thousand
dollars
to
the
hra
for
arpa
homelessness,
response
prevention,
services
coming
in
november
2021,
and
so
this
goes
back
to
that.

order
for
the
money
to
be
spent
and
tracked
for
the
activities
that
are
approved
by
the
city
council,
there
will
be
budget
adjustments
requested
by
the
city,
finance
office
to
the
city,
council
and
so
city
finance
will

making

request

of
homelessness.

rent

hotel
stay,

money
could
go
through
the
hra
and
through
a
request
for
qualifications,
establishing
what
hotels
in
bloomington
would
be
able
to
extend
a
reasonable
rate,
and
then

families

households

be
referred
through
the
services
they
are
already
receiving
through
bloomington
public
schools,
housing,
it's
a
very
long
name,
but
it's
the
office
of
housing,
instability
and
homelessness
and
the
social
workers
that
are
in
bloomington
public
schools.

would
be
doing
is
we
would
be
paying
for
that
stay
but
collecting
the
information
of
who
needs
that
and
needs
that
assistance
to
meet
arpa
guidelines.

people
that

at
risk

Those
are
people
that
have
a
place
to
stay
and
they

able
to
get
help
from
veep,
which
we

support
from
the
state
of
minnesota
and
from
hennepin
county.

providing

instability

doubled

highly
mobile,
so
people
that
move
quite
a
bit,
don't
necessarily

lease
in
their
name

at
risk
of
homelessness.

is

rent
assistance.

to
be
administering
rent

repeating

hra

meeting
or
january
27th,

planning
commission,
regular
meeting.

logistics
for
an
hra
board
retreat
in
the
first
quarter
of
2022,
where
we

discuss
the
work
of
the
hra
and
moving
forward

the
coming
year.

retreat
just
to
have
that
type
of
work,
study
session
and
then,
lastly,

not
