I'm
here
to
present
on
the
700
American
Boulevard
West
pre-development
agreement,
so
give
you
a
little
context
about
700
American,
you're,
probably
familiar
with
the
site,
but
it
is
located
here
by
the
REI
Bauer
hockey.
We
now
have
Top
Line,
Credit
Union
being
constructed
to
the
the
west
of
700.
American
might
be
a
little
hard
to
see
so
I'll
move
my
mouse
over
it,
but
it's
that
North
West
corner
of
American,
Boulevard
and
Lyndale
Avenue.

So
I
give
you
a
little
history
of
why
we
have
this
site
that
the
city
owns
in
2005
as
part
of
creating
the
American
Boulevard.
There
was
right-of-way
that
was
acquired
and
ultimately,
after
completion
of
that
project,
there
were
two
Parcels
that
were
created:
700,
American
and
900
American.
We
sold
those
properties.
The
city
sold
those
properties
to
frownchu
companies.
They
were
going
to
develop
a
credit
union
and
a
medical
office.
Building
the
credit
union
union
moved
forward.

That's
Top,
Line,
Credit
Union,
that's
now
being
constructed,
but
the
medical
office
they
couldn't
make
the
numbers
work
and
development
ultimately
languished
for
a
while.
So
the
city
purchased
the
property
back
and
then
in
2007.
We
put
the
property
up
again
for
our
repurchased
in
2007
and
put
the
property
back
up
for
sale,
an
RFP
where
we
selected
HyVee
the
grocery
store.

Using
that
information,
the
HRA
developed
RFP
a
request
for
proposal
and
released
it
on
September
7th
of
2020
2022.
Excuse
me
and
we've
left
it
pretty
open-ended,
but
we
identified
a
few
guiding
principles.
We
preferred
a
mixed-use
development.
We
wanted
to
highlight
that
Gateway
feature
to
the
city
and
try
to
work
with
the
neighboring
properties.
If
possible,
that
RFP
closed
on
November
1st,
we
had
three
submissions
and
staff
reviewed
them
and
ultimately
brought
two
to
City
Council
on
December
5th.

At
that
meeting
city
council,
guided
or
directed
staff
to
start
negotiations
with
Schaefer
Richardson
the
selected
developer-
and
we
moved
quickly
after
that,
because
this
parcel
is
in
a
qualified
census
tract
knowing
that
this
proposal
relied
on
housing
tax
credits
and
that
qualified
census
track
would
elapse.
If
we
didn't
do
a
resolution
of
support
in
that
year.

So
a
little
history
about
Schaefer
Richardson
they've
got
over
27
years
of
experience
in
residential
commercial,
mixed
use,
development,
they're
newer
to
affordable
housing,
they
admit,
but
they
did
have
three
completed
projects
which
impressed
us
and
they've
done
over
3
000
units
of
multi-family
development,
so
very
experienced
in
doing
multi-family
development
and
they're
working
with
urbanworks
Architects,
which
has
done
1700
units
of
multi-family
development
and
have
won
multiple
Awards
so
a
little
bit
about
project
expectations,
and
these
are
kind
of
outlined
in
the
pre-development
agreement
that
we
have
passed
out
to
you
now
this
is
draft,
but
for
the
most
part
we
think
this
is
substantially
complete.

We've
had
multiple
rounds
back
and
forth,
but
some
of
the
things
highlighted
are
153
unit
building
with
roughly
5
000
square
feet
of
commercial.
We
know
that
this
will
likely
change
as
we
get
into
the
entitlement
process.
We
look
at
some
of
the
site
constraints
related
to
parking
and
just
circulation
for
fire
access.
So
so
there
might
be
some
changes
that
happen
in
the
future,
but
this
is
what
initially
was
proposed.

our
timeline
for
the
project
right
now
safer
Richardson,
has
already
engaged
with
our
planning
department.
They've
already
started
to
work
on
the
the
site
entitlement
process.
In
fact,
we
just
had
our
parking
study
kickoff
meeting
earlier
today,
but
they
will
need
to
be
rezoned.
This
property
is
B2,
which
is
just
General.
Commercial,
doesn't
allow
residential,
but
it
isn't
a
regional
commercial
land
use
guide
plan.

We
say
by
September
it'll
likely
be
before
that
sometime
in
that
entitlement
process,
as
they
are
getting
nearer
to
the
what
the
the
final
development
will
look
like,
but
with
enough
time
that
they
can
kind
of
refine
it
if
needed,
with
neighborhood
input
as
the
near
the
end
of
that
entitlement
process,
we're
expecting
toward
fall
time
that
we'll
then
be
able
to
start
the
financial
feasibility
analysis.

start
looking
at
what
grants
they're
applying
for
they'll
start
their
applications
for
tax
credits,
so
tax
credits
are
October,
submittal
dates
might
be
earlier
and
January
January
is
the
middle
day,
so
there's
two
rounds
that
they
can
go
through.

get

sale
of
a
property.

their
entitlements
done

this

So
the
first
time
they'll
be
able
to
apply
for
tax
credits,
would
be
this
fall
round

there

spring
application

then
we're
giving
them
another
opportunity
in
the
fall.
The
fall
rounds
are
kind
of
what
they
call
the
cleanup,
where
it's
more
like
leftover
funds.
So
really
the
the
true
application
is
that
Springtime
application.

we're
hoping
that
they'll
get
that
award,
so
it
could
be
sooner
than
that,
but
if
they
don't
maybe
there's
some
opportunity
then
to
refine
but

that

them.

quickly
go
over
kind
of
the
history
of
how
it
became
Elevate,
Hennepin
from
our
open
to
business
previous
program
and
agreement.

So
our
open
to
Business
program,
the
Port
Authority,
has
been
part
of
part
of
this
program
since
2013
and
we
were
a
recipient
or
a
participant
within
this
program.
Last
year
it
was
a
partnership
between
Hennepin
County,
the
port
authority
and
the
Metropolitan
Consortium
of
community
developers,
and
what
that
service
did
is.
It
did
provide
direct
one-on-one
technical
assistance
services
to
a
potential
small
businesses
or
existing
businesses
that
needed
some
additional
assistance.

In
addition
to
our
open
to
business,
Hennepin
County
did
they
kicked
off
with
Elevate
business
and
so
Elevate
business
is
another
service
that
Hennepin
County
put
on
beyond
our
open
to
business
contract
with
mccdd.
H
This
Elevate
business
was
within
operation
from
December
2020
to
the
end
of
end
of
December
2022..
It
was
a
collaboration
between
County
and
greater
MSP
that
provided
entrepreneurial
services
and
trusted
resources
and
advisors
to
businesses
that
were
seeking
additional
assistance.
These
Services
were
free
resource
and
included
marketing,
legal
and
Technical
aspects.

In
2023
Hennepin
County
rebranded
this
to
elevate
Hennepin,
so
Elevate
business
became
Elevate
Hennepin
and
with
this
rebranding
they
then
Hennepin,
County,
Incorporated,
mccd
work
into
this
contract,
and
so
what
this
is
looking
to
do
now
is
it
is
replacing
our
open
to
business
contract
with
mccd,
and
it's
allowing
us
to
have
a
partnership
with
Hennepin
County.

So
once
again,
it's
providing
the
same
Services
free
services
to
local
businesses,
but
instead
of
the
Port
Authority
partnering
with
mccd,
it
is
now
going
to
be
partnering
with
Hennepin
County
Vicki
Gonzalez
has
been
our
representative
from
mccd,
and
that
will
still
be
our
main
first
point:
contact
for
businesses
that
are
looking
for
this
assistance,
our
contract
today,
the
agreement
that
we're
bringing
before
you
is
a
two-year
contract.
So
it
is
for
2023
as
well
as
2024..

dollar
contract

year.

twenty

next

in

Elevate
Hennepin.
So,
as
I
stated,
it's
a
one-on-one
business
advisory
Services,
it's
a
One-Stop
for
events
and
classes
with
which
Hennepin
County
and
their
advisors
and
resources
are
putting
on
it's
to
offer
a
peer-to-peer
connection,
this
personal
business
navigation.
It
helps
them
to
access
Capital
if
needed,
it's
making
sure
to
point
them
in
the
various
resources,
as
well
as
providing
additional
financial
management
for
businesses
that
need
that
additional
assistance.

Additional
County
resources
range
from
startup
businesses.
All
the
way
up
to
businesses
that
have
are
have
been
in
operation
for
a
number
of
years,
and
it's
from
small
businesses
to
businesses
up
to
just
shy
of
100
employees,
and
so
it's
a
wide
range
of
services
that
this
resource
does
offer.

Kind
of
looking
at
the
Elevate
Hennepin
impact,
so
this
is
this-
came
strictly
from
from
Hennepin
County.
So
more
than
1100
businesses
have
have
access
this
technical
assistance.
More
than
1600
are
registered
49
of
those
that
registered
identified
as
non-white
45,
divided
or
identified
as
women
and
over
60
percent
have
fewer
than
10
employees.

so
with
that,
we
are
looking
for
a
motion
to
recommend
approval
of
this
agreement
for
Elevate
business
programming
platform
with
Hennepin
County.
Once
again,
this
would
allow
us
to
continue
our
services
with
mccd,
as
well
as
to
provide
our
small
businesses
and
a
place
to
direct
resources
to
small
businesses
within
Bloomington.
Looking
for
that,
additional
assistance
and
resources,
and
with
that
I
am
open.

would

Consortium
of
Banks
and
that
for
small
types
of
credit
loans,
credit
facilities,
that'll
still
be
there.

and
so
it
just

a
natural
fit

another
amenity

sure.

repeating
we
see
this
at
this
point
as
services
that
have
already
been
offered,

expect
and
that
can
help
us
transition.

we
build
out
the
small
business
support
services
that
we
will
be
offering
and
once

Small
Business
Center

created,

hope
the
staff
there
will
have
working
knowledge
of
all
of
these
programs
available.

don't
want
to
duplicate
services
that
are
already
being
offered
in
the
area.

we
want
to
know
about
them
and
be
able
to
refer
applicants
to
them.

is
really
a
major

one
of
the
reasons
we're
expanding
the
Port,
Authorities,
scope

something

everything

pushing

word

we
are
out
in

port
began
to
evolve
its
own
work
with
the
goal
of
expanding
services

geography

I

address
later.
Additionally,
it
saw
significant
staff
changes
with
the
Port
Authority
administrator
departing
and
internal
staff
experiencing
promotions
and
shifts
next
slide
still
throughout
the
transition.

which
they
worked
with
the
HRA
for
the
establishment

a

district

assisted

for
project
adoption

our
place
making
team
was
hard
at

placemaking

art

neighborhood
and
LED
additional
Community
engagement.

as
you're
hearing,
we
have
begun
to
work
on
small
business
support,
development
retention
and
expansion.
We
have
been
partnering
with
other
divisions
and
organizations
and
exploring
opportunities
to
support
existing
and
potential
business
in
Bloomington
we've
started
the
South
Loop
business
group,
quarterly
meetings
and
explored
programs
like
Elevate
Hennepin,
a
new
facade,
Improvement
grant
program
and
the
creation
of
Bloomington
Small
Business
Development
Center
next
slide.

In
addition,
there
was
a
large
change
last
year,
rather
a
large
set
of
recommendations
that
came
to
us
by
way
of
the
hra's
assessment
that
was
completed
in
early
2022
and
from
that
assessment
the
recommendations
were
made
that
the
HRA
and
Port
Authority
will
now
work
together
to
optimize
complementary
strengths
and
services.
The
HRA
will
be
focusing
on
single-family
and
small
residential
development
and
related
programs,
while
the
Port
Authority
will
more
actively
support
business
expansion
and
retention.

Port
Authority
will
also
expand
powers
and
services,
including
creative
Place,
making
city-wide
and
the
HRA
and
Port
will
restructure
staff
to
support
these
priorities
next
slide,
and
so
now
we
are
here
in
2023,
which
will
be
our
year
of
growth
in
this
year.
The
Port
Authority
will
undertake
its
own
strategic
planning
effort
to
ensure
that
we
are
optimizing.
The
delivery
of
economic
development
services
as
we
expand
our
Network
Citywide.

We
are
now
at
5.5,
full-time
employees
and
we
may
add,
as
many
as
six
as
the
year
progresses,
but
those
hires
will
also
be
somewhat
dependent
on
the
recommendations
that
come
from
our
strategic
planning
next
slide
in
2023.
Some

the
development
work
that
will
continue
to
take
place
includes
looking
at
the
Mall
of
America
water
park,
sick
Inc
phases,
two
and
three
American
Square
phase,
two
Bloomington
Central
Station
future
phases,
700
American
and
supporting
opportunity,
housing,
ordinance
goals
and
development
negotiations
next
slide
for
business
support.

will
see
Small,
Business,
Center,
construction
and
beginning
of
programming,
best
practice,
research
on
comparable
programs
and
cities,
South
Loop
business
group,
quarterly
meetings,
facade
Improvement,
Grant,
a
welcome
to
Bloomington
strategy
development
and
additional
assessment
of
programs
and
convening
of
regional
organizations.
Again
as
we
discussed
earlier,
the
goal
is
not
to
duplicate
services
that
are
already
offered
but
to
become
familiar
with
them
and
be
able
to
quickly
refer
businesses
to
those
existing
programs.

And
finally,
we
may
have
a
special
project.
That's
dominating
some
of
our
work
plans
as
well.
We
are
still
supporting
Expo
2027
as
they
lead
into
the
final
bid
activities
in
the
next
few
weeks
and
we'll
know
by
June.
If
that's
something
the
port
will
be
working
on,
but
in
that
time,
and
perhaps
after
we'll
be
supporting
that
planning
advising
the
host
committee
and
development
strategy
and
then
planning
for
Bloomington
Legacy
development
next
slide
and
with
this
plan
we
will
remain
flexible
and
responsive
to
market
conditions.

of
the
things
I
was
mentioning
to
Holly
before
just
in
looking
through
this,
and
maybe
it
comes
up
in
the
strategic
planning
but
I
think
is,
is
a
board.
We
really
need
to
to
reorientate
ourselves
so
that
we're
looking
at
the
entire
city
and
we're
all
very
familiar
with
South
Loop,
although
it's
it's
always
worthwhile
to
to
get
out
there
several
months
and
just
see
what's
happening,
but
but
we
have
all
the
other
areas
of
the
city
I
think
Place
making
is
something
that
most
of
us
probably
wouldn't
get.

very
high
grade
on
I
know.
I
certainly
want
somebody
asked
me
what
we
were
really
doing
in
that
area
and
I
think
it's
something.
That's
really
incumbent
upon
us
to
have
a
little
better
idea,
but
so
I
suggested
to
Holly.
We
may
want
to
think
about
maybe
scheduling
some
tours
for
the
port
authority
members,
where
we
could
look
at
these
different
areas
and
say
well.
These
are
some
of
the
things
we're
thinking
about
these
are
areas
we
want
to
focus
on
and
just
kind
of
start
loading
up
our
minds.

we
start
thinking
about
these
opportunities
because
I
think
it's
exciting,
but
it
is
nice
to
you,
know
kind
of
have
some
idea
when
something's
coming
up
how
it's
going
to
fit
in
what
we
might
think
about,
and
and
sometimes
people
come
up
to
us
and
talk
about
it
and
it'll
say
well,
you
know,
maybe
that's
something
that
we
could
get
involved
with.
I,
don't
know,
I
mean
again.
So
it's
a
it's
an
impressive
plan,
there's
a
lot
of
things
going
on
and
it
will
be
interesting.

It's
it's
a
lot
of
work
for
you,
obviously
I
like
to
get
up
to
speed
and
all
this
stuff
a
lot
of
projects,
a
lot
of
moving
parts
and
then,
as
you
add,
new
staff
and
work
with
the
existing
staff
to
get
all
those
relationships
and
stuff,
it's
it's
a
huge
challenge.
So
one
of
the
things
that
I
think
speaking
for
all
of
us,
you
know
we
want
you
to
feel
free
to
call
upon
us
if
we
can
help
in
some
particular
area.

of
the
things
that's
impressed
me
with
the
port
authority
over
time
is
we
have
people
with
different
expertise
in
different
areas.
Symphony
is
most
Banking,
and
these
things
we've
had
people
that
have
been
involved
in
architecture,
Steve,
business,
mayor,
public
policy,
business
and
lots
of
others.
So
I
mean
again
to
the
extent
that
any
of
us
can
can
be
helpful
as
we
go
through
this
process,
don't
hesitate
to
call
on
us
so
other
questions

love

kind

little
mini
tours
all
over
the
city
in
our
neighborhood
nodes
and
some
of
the
kind

key
Corridor
areas
and
I
assume

this
strategic
planning
process,
there
will
be
an
assessment
phase,

we
have
done
a
lot
of
work
as
a
council
on
neighborhood
nodes,
so
prioritizing
those.

work
plans
for
the
sustainability
commission
and
the
park
arts
and
Recreation
Commission
also,
and
obviously
both
have
long
work
plans
just
like
just
like
you
folks
do,
but
I

Envision
how
that
would
tie
together
that
they
would
tie
together
in
a
number
of
ways.
The
park
system
master
plan,
the
sustainability
commission
trying
to
tie
into
as
much
as
they
possibly
can,
and
so
I
can't
point
to
exactly
where
or
how
or
when.

authority

seek
opportunities
to
work
closely
with
those
organizations.

think
it's
kind
of
a

broad
effort,
we're
making
city-wide
to
make
sure
that
our
boards
and
commissions
know
what
the
others
are
doing
and
and
assisting
and
collaborating
and
aligning
whenever
possible,
greatly
appreciate.

one
thing
that
was
interesting
to
see
in
the
plan
here
was
the
creative
Place,
making
activities
kind
of
starting
to
show
up
in
this
area
and
if
it,
if
it
hasn't
happened
already,
I
think
there's
a
opportunity
here
to
kind
of
clarify
what
the
port
board's
responsibilities
are
going
to
be
around.
That
versus
the
creative
Place
banking
commissions
responsibilities
around
that,
so
that
we,
that
everybody
knows
kind
of
what
their
Lane
is
in
regard
to
that
and
I.
D
Don't
expect
us,
for
example,
to
subsume
the
responsibilities
of
the
creative
Place
making
Commission,
because
that's
a
kind
of
a
completely
different
set
of
folks.
But,
for
example,
if
if
we
have
some
budgetary
responsibility
around,
that
I
think
it's
important
to
clarify
that
at
this
point.
So
I'd
like
to
see
something
like
to
see
something
like
that
and
then
I
think
the
other.
The
other
comment
I
have
is,
as
we
get
farther
down
the
strategic
planning
process
and
we
see
what
the
port
is
doing.

I
think
there's
also
an
opportunity,
in
particular
to
communicate
with
the
Planning
Commission
about
kind
of
kind
of
where
we're
headed
there
just
on
kind
of
an
informational
purposes,
because
it's
possible
that
we'll
kind
of
have
our
nose
in
more
things
in
the
future
and
having
the
Planning
Commission
be
aware
of
that
before
an
individual
project
comes
along
would
be
a
worthwhile
thing
to
do.

things

still
am
so
excited
about.
When
I
look
at
Bloomington
is
we
have
over
30
percent
of
the
city
in
Parkland
which
permits
you
to
develop
more
densely
because
you
have
access
to
recreational
areas
and
things
and
but
I'm
not
sure
that
we've
ever
really
systematically
looked
at
that.
So,
as
we
look
at
a
lot
of
things
and
we've
we've
been
adding
a
lot
of
apartment
units
and
things
the
placement
of
these
units
becomes
important
and
stuff,
so
I
mean
again.
A
It's
just
really
underscores
the
point.
The
mayor
is
making
about
the
importance
of
coordinating
these
things
with
different
bodies.
The
Planning
Commission
everyone
else
in
terms
of
it,
and
we
had
one
meeting
where
I
think
it
was
the
the
chairs
are
whatever
of
the
various
organizations
and
I
I
felt.
That
was
a
very
productive
meeting
that
we
had
and
so
I
would
like
to.
You
know,
encourage
that
and
then
I
think
expand.
Some
of
those
are
areas
so
well.

want
us
to
take
and
pass
the
resolution.

that

related

feel
like
with
this
kind
of
renewed
and
renewed
effort

support
not
only
small
businesses
but
Economic
Development
Across,

city

think
it
would
be
incumbent
upon
us,
I
would
say
to
really
think
carefully
and
thoughtfully
about
how
we
communicate
that
out
to
the
entire
city.

think,
for
many
years,
residents
in
Bloomington
have
felt
like
there's
just
so
much
attention
played
to
the
South
Loop
and
not
enough
attention
paid
to
the
rest
of
the
city,
and
so
you
know
what
kind
of
messaging
do
we
want
to
say
about
that
and
I
think
it's
just
going
to
be
really
important,
especially
in
the
business
Community,
for
people
to
understand
what
this
change
means
for
them
for
residents
to
understand
what
this
change
means.
So
I
just
wanted
to
add
that
great.
