Over the course of several days in mid-September Bloomington Police Department Special Investigations Unit (SIU) teamed with investigators from Eden Prairie PD, Airport PD, and Roseville PD. These investigators conducted a detail focused on customers seeking prostitution services from juvenile and adult sex workers.

of
Bloomington
I
just
want
to
say
you
haven't
seen
a
video
for
me
for
a
while,
because
I
had
rotator
cuff
surgery
about
three
weeks
ago
and
yeah
kind
of
you
know.
I'm
healing,
but
you
know
I'm
gonna,
be
here
today
for
this,
so
I
got
another
two
weeks
in
my
sentence
and
that
sling
so
we'll
see
how
it
works
today
with
some
of
the
movements
that
I
have
going
on
today.

So
that's
why
you
haven't
seen
a
video
from
me
in
the
last
three
weeks
so
with
that
before
I
get
started
today,
we're
going
to
talk
about
an
adult
in
juvenile
sex
trafficking
and
adult
prostitution
thing
that
we
did
I
want
to
thank
all
of
our
staff
who
participated
in
this
I.
Don't
think
sometimes
people
don't
realize
how
labor
intensive
these
operations
are,
especially
for
our
staff
and
the
things
that
our
staff
have
to
listen
to
and
read
when
they
go
through.

were
able
to
had
a
couple
of
victims
come
forward
who
were
trafficked
so
and
I
said
when
we
do
this.
If
we
get
one,
it's
worth
it,
so
that's
all
been
worth
it
for
us.
So
with
that
a
couple
resources
I
want
to
get
to.
If
you
are
someone
who's
been
trafficked
or
being
trafficked
right
now
there
is
a
lot
of
resources,
but
the
one
that
I
will
point
out
and
encourage
you
to
use

partnership

the
Minnesota
Department
of
Health,
so

all
right
over
the
course
of
several
days.
This
mid-september
the
Bloomington
Police
Department,
along
with
our
partners
in
Eden
Prairie
and
the
airport
Police
Department
in
Roseville
Police
Department
conducted
an
investigation
focused
on
customers
seeking
prostitution
services
from
Juvenile
and
adult
sex
workers.
The
investigators
they
created
a
detailed
advertisement
with
photos
of
an
undercover
officer
and
posted
on
websites
that
we
know
are
used
by
those
who
are
seeking
prostitution
services
from
sex
workers.
So
between
our
September
13th
and
September
20th,
numerous
adult
males
were
arrested.

All
the
persons
that
were
arrested
were
booked
into
the
Bloomington
jail
and
charges
should
be
filed
in
the
next
coming
weeks
and
wire
charges
filed
in
the
next
coming
weeks.
These
cases,
when
you
arrest
somebody
you
have
to
have
all
of
the
text,
messages
and
the
whole
nine
yards
them
exchange,
and
that's
why
it
takes
a
little
bit
longer
to
file
the
charges
against
these
people
so,
but
in
the
next
couple
weeks
these
charges
should
be
coming
during
this
operation.

arrested
14,
total
people
and
five
of
the
14
were
arrested
and
will
be
charged
with
seeking
prostitution
services
from
juveniles
in
Bloomington
I've
said
before,
Amsterdam
has
the
red
light
district.

We
do
not
have
the
red
light
district
in
Bloomington
we
have
the
orange
jumpsuit,
District
and
I
know.
Sometimes
people
are
slow
learners,
but
this
is
the
city
of
Bloomington
and
if
you
don't
know
where
Bloomington
is,
let
me

little
bit

towards
Iowa
you're
more
than
likely
in
the
city
of
Bloomington

the

always

lived
here

Minnesota,

we
do

light

bunch

people

guys

found
that
out
the
hard
way.

say

We
had
multiple
people
who
responded
to
our
ads.
Who
said
they
didn't
want,
they
made
our
decoys
anywhere
other
than
the
city
of
Bloomington,
so

word
is
getting
out
so,
but
obviously
14
people
didn't
get
that
memo
and
they
got
locked
up

guard

he
also
came
to
our
city
looking
to
engage
with
a
minor
female,
so
he's
going
to
be
charged
with
juvenile
trying
to
pursue
a
juvenile
for
sex.

he
wants
to
get
sex
from
a
security
from
a
from
a
underage
female,
so
orange
jumpsuit
for
him
too.
So
we
locked
him
up

years
old
at
Woodbury
and

Don't
know

he's

be
a
security
guard

longer
after
this,
but
you
know
there
is
a
staffing
shortage,

we'll
see
how
that
works
out

seeking
sex
from
an
adult.

wanted

pay
a
hundred
dollars
for
some
things
that
if
I

would

but
he
is

He
works
at
a
reputable
auto
body
shop.
They
repair
cars
that
have
been
damaged
well,

Martin.

Bloomington
orange

you
too

I
know
you
like
to
repair
things
that,
after
a
wreck
I'm
pretty
sure
that
you
come
to
my
city.
Looking
for
adult
women
to
have
sex

for

broke

jail.
He
wanted
to
get
arrested
so
bad.
We
stopped
this
operation
on
one
day
and
he
called
three
days
later,
insisting
that
he
meet
our
decoy.
So
we
obliged
him.
We
set
it
up
and
Mr
dazelle
he
broke
into
the
jail
we
arrested
him.
We
didn't
even
have
operations
set
up,
so
he
said
when
he
was
looking
for
a
juvenile
to
do
some
very
nasty
things
too.

So,
like
I
said,
we've
been
able
to
recover
a
few
victims
from
this.
I
mean
some
of
them
who
watch
the
press.
Conference
have
come
forward
and,
like
I
said
for
me,
it's
if
we
do
this
and
get
one
out
it's
worth
it,
but
I
can
tell
you
from
doing
this
the
amount
of
people
that
said
that
they
wouldn't
come
to
Bloomington
or
meet
somebody
in
Bloomington.
It's
made
an
impact
here
and
that's
what
what
we
really
want?

people
not
willing
to
purchase
these
services
to
come
to
our
city
or
any
other
cities
around
us
and,
like
I,
said
before,
Bloomington
has
over
ten
thousand
hotel
rooms
right
and
50
hotels,
so
I
mean
we
really
have
to
make
sure
that
we're
going
after
this,
because
people
deserve
to
come
to
nice.
Hotels
and
people
deserve
not
to
have
to
deal
with
this
type
of
behavior,
so
we're
gonna,
we're
gonna,
keep
doing
it
and
hopefully
the
next
time
I
come
up
here.
We
don't
have
anybody,
but
it's
a
reduction
from
the
last
time.

we
arrested

now
we're
at
14..
So
absolute
victims,
the
victims
when,
when
they
come
so
there's
a
whole
process
for
them
and
I,
think
the
organizations
that
help
out
with
them
try
to
get
them
the
services
that
they
that
they
need
in
terms
of
how
to
actually
come
out
of
those
situations
and
I
know
here
in
the
city,
we
don't
prosecute
victims
right.
So
those
who
are
the
actual
people
who
are
you
know,
selling
these
services
that
we
get.
We
don't.

don't
prosecute
those
folks,
but
it's
a
whole
because
each
person
might
need
something
different
right.
Some
people
have
addiction
issues
and
that's
why
they're
doing
this
so
they're
going
to
need
the
chemical
dependency
piece
so
there's
a
whole
bunch
of
services
that
need
to
go
around
these
folks.
So
the
answer
for
me
is
not
simple,
but
that's
what
typically
happens
when
they
go
to
organizations
like
Safe
Harbor,
which
is
the
website
that
I
gave
at
the
beginning.

does
this
impact
like
the
Rings,
or
they
actually
organize
sex
trafficking
operations
that
are
here
and
can
be
characterize?
The
problem
here.

happens
all
over
the
state
and
I
think
once
people
realize
that
you
could
get
caught
doing
this
I
think
it
has
an
impact
and
I
think
you
know
for
like
I
said
this
last
operation
here,
where
you
had
a
bunch
of
people
saying
they
wouldn't
come
to
Bloomington
is,
is
a
good
sign,
so
I
think
we
got
to
keep
doing
these
operations
but
I
think
Minnesota,
I,
don't
know
why
we're
one
of
the
states
for
this
I
mean
you
know
you
think
about
it.

an
airport
here
that
that's
you
know
pretty
close
to
downtown
and
whatnot
I
mean
most
metropolitan
areas.
Don't
have
airports
that
are
as
easily
available
as
I
mean
you
go
to
Denver.

know

far
that

one's
out

so
you
look
at
some
of
the
bigger
cities,
and
the
airport
here
might
play
a

part
in
it

but
I'd

guessing.

have
come
forward
out
of

them
had

conference

we

them

it's
tough

fentanyl,
but
when
you
talk
to
some
of
the
people
who
are
involved,
you

the
sex
workers
right,
not
the
people
who
are
getting
traffic
because
there's
a
difference

there's
some
people
who
do
this
willingly
and
I
think
sometimes
that
gets
messed
up
in
The
Fray.

we
start
talking
about
human
trafficking,
not
every
person
adult
that
does
this
is
is
trafficked
right,
but
the
addiction
piece
and
with
fentanyl
right
now
being
laced
to
almost
every
drug
that
you're
dealing
with
I
think
a
lot
of
that
has
to
play
with
people
choosing
this
line
of
work
and
and
I'm
going
to
say
this
again,
we
don't
have
a
red
light
district
in
Bloomington
people
want
these
types
of
services,
they
can
go
to
Amsterdam
or
you
can
solicit
your
legislature
to
try
to
change
the
law.

in

city
of
Bloomington

Plymouth
did
one
right

us

I
think
they
got
four
people
trying
to
solicit
juveniles

sex.

we
do
typically
two
or
three
a
year,
but
I
know
that
they
go
around
go
on
around
us
quite
a
bit.

you

than
to
be
doing
this

he

are
the
decisions
made
and
what
how
you
target,
how
you
set
up.

for
juveniles,
typically,
you
don't
use
hotels,
use
public
spaces
and
why
how's
the
juvenile
gonna
get
a
hotel
room
right,
I
mean
so
that's
normally,
why
you
don't
use
that
so
use
public
spaces
for
juveniles.
This
operation
was
two
days,
but
we
had
a
number
of
individuals
that
decided
to
break
into
the
jail
and
kept
calling
the
ads
after
we
had
stopped
the
operation,
so
we
had
to
oblige
them
and
lock
them
up
too,
so
that
that's
why
it
went
on
a
little
bit
longer.

guys
just
kept
responding
to
the
ad.

they
had

go

jail.
