concern
is
that
the
decisions
are
made
with
inaccurate
information,
such
as
being
told
the
use
of
the
building
was
for
a
maximum
assembly
of
200
on
Friday
that
the
use
was
from
7
AM
to
10
pm,
and
that
Ramadan
was
from
9
to
10
pm
when
assemblies
hundreds
more
in
the
use
through
the
night
and
the
uses
through
the
night.
When
a
council
member
questions
about
whether
it's
fraud,
the
former
City
attorney,
inaccurately
replies,
Hydro
Z,
the
person
who
filled
out
the
application
for
the
conditioning's
permit
probably
did
not
represent
the
building.

Yes,
the
council
did
what
they
believed
was
correct,
but
it
was
based
on
inaccurate
information.
An
example
from
2015
is,
with
the
council,
voted
on
the
new
shared
use
agreement
and
was
inaccurately
informed
that

current
agreement
did
not
include
an
easement
for
the
entrance
when
it
did,
staff
should
have
scared
staff
should
have
secured
the
easement
in
2011.

week
after
I
stated,
the
current
Council
voted
to
include
a
new
entrance
to
the
Smith
Park
parking
lot.
We
have
two
council
members
making
comments
that
it
was
for
Smith
Park.
It
wasn't
for
Smith,
Park
and
I
need
the
city
to
know
and
recognize
that
the
mayor
comments,
we
do
know
your
opinion
Sally.
We
have
heard
and
recognized
your
opinion.
It
is
not
my
opinion
in
stating.
So
is
not
accurate.
The
new
entrance
was
for
daf,
not
Smith
Park,
and
the
data
that
states
the
following
supports
that
statement.

one

agrees:
the
project
increases
the
fair
market
value
and
is
a
special
benefit
of
the
project
to
serve
daf
property.
Two,
the
northern
driveway,
should
only
allow
traffic
exiting
the
site.
It
is
recommended
that
a
new
access
Drive
will
be
constructed
for
the
Smith
Park
parking
lot.
Three,
the
mitigation
measures
would
mitigate
negative
impacts
and
should
be
implemented
regardless
of
the
level
of
student
enrollment,
make
the
northern
driveway
an
exit,
only
add
a
new
driveway
into
Smith
Park
West
lot.

mayor
closes
the
meeting
the
hearing
he
closes
it.
So
the
meeting
was
recessed
and
oh
wait
so
and
then
he
says
well,
I
think
that
you
know
they
could
pay
up
to
ten
thousand
we'll
pay
the
rest.

don't
recall
seeing
this
before
where
the
city
stops
a
meeting
and
has
staff
work
with
an
applicant
during
the
city
council
meeting
and
I
had
not
seen
it
happen
after
then,
last
week,
council
member
Martin
commented
that
he
may
have
mistakenly
may
have
mistakenly
said
they
didn't
need
to
pay
for
it.
He
then
clarified
that
he
advocated
for
the
entrance
and
the
island
because
of
a
conversation
he
recalled
where
I
was
nervous
about
so
many
little
kids
having
to
walk
through
an
active
parking
lot
for
a
daf
to
get
Smith
Park.

My
conversation
was
about
Park
patrons
walking
through
an
active
parking
lot
referred
to
daf
and
the
city
discussing
additional
parking
in
front
of
the
gymnasium,
so
that
the
current
sidewalk
would
would
have
parking
on
both
sides.
So
there's
the
large
gymnasium
and
it's
graciarian
front,
and
then
here's
the
sidewalk
and
then
here's
the
Smith
Park
parking
lot.
They
keep
discussing
putting
parking
here.
That's
why
I
got
involved
in
this.
To
begin
with,
is
we
didn't
care
that
daf
was
going
to
do
a
school
over
there?

Somebody
came
to
me
and
said
there
was
going
to
be
a
parking
in
front
of
the
gymnasium
and
I
said
no
way.
I,
remember
I,
remember
going
to
the
parking
meetings
and
that
wasn't
going
to
happen.
You
put
the
entrance
over
here
for
safety
and
there
wasn't
going
to
be
parking
there.
So
then
they're
discussing
up
a
sidewalk
going
between
two
parking
lots.
That's
my
concern
and
I've
been
from
the
beginning.

requires
curb
bump
outs
which
were
not
constructed
because
the
curb
bump
outs
interfered
with
drainage,
and
so
after
September
10
2018,
a
median
was
suggested.
Council
Martin
also
commented
that,
regardless
of
what
any
of
the
legal
stuff
says,
I'm
glad
it's
there
from
a
safety
measure,
I've
stated
previously.
The
median
is
not
safe.
The
medium
pulls
traffic
too
close
to
the
curb
where
people
wait
to
cross.
My
grandchildren,
who
were
waiting
at
the
curb,
were
almost
hit
by
a
car
driving
too
fast
I
was
asked
if
it
slowed
down.

Traffic
and
I
was
asked
this
by
a
staff
at
a
recent
thing.
They
had
at
Smith,
Park
I,
think
those
who
drive
cautiously
have
slowed
down,
but
those
who
drive
fast
still
do
I
ask
my
neighbors.
If
it
slowed
down
traffic
and
they
said
it
did
not
I
believe
the
sign
on
the
median
has
been
hit
four
times
indicating
it
is
not
safe.

city,
the
city
also
recently
added
a
stop
sign
on
the
southwest
corner,
which
would
indicate
continued
concerns
with
safety
council
member
Martin
also
commented
and
I
think
he
raised
a
very
good
point.
We
need
an
entrance
directly
off
Park
Avenue,
Smith,
Park
I
have
never
said
the
city
was
in
need
of
another
entrance
or
one
that
is
directly
off
of
Park
Avenue
to
Smith.
Park
I
did
contact
the
city
with
concerns
about
the
new
constructed
entrances
being
across
from
residential
homes
and
that
the
city
did
not
take
into
consideration
city
code.

exits.
That
will
be
constructed
across
from
residential
homes.
I
did
not
see
any
reference
to
the
city
code.
That
requires
the
drive
aisles
be
designed
to
minimize
impacts

I
did
not
see
any
data
concerning
the
residential
homes
that
will
be
negatively
impacted
by
these
added
entrances.

story

taking

why

property

get

biking
and
how
danger
it

the
traffic

intense

grandkids
take

Cross
Park
Avenue
at

second

take
the
sidewalk
to

comment

having

go
through
daf
property
for
information.
The
grandkids
do
not
access
the
park
by
using
the
entrance.
In
the
middle
of
the
block
for

information,
access
to
Smith
Park
has
always
been
through
private
property,

still
is.
The
new
entrance
is
on
the
power
company's
property,
similar
to
the
former
entrance
constructed
on
the
power
company's
property.

councilmember
Martin
I
understood
he
was
going
to
address
the
building
and
the
increasing
activity.
He
said
he
would
get
a
crosswalk
into
that.
I
said
great,
but
I
did
not
know.
Our
conversation
meant
that
councilmember
Martin
was
going
to
support
increasing
the
activity
at
daf.
He
did
not
say
that
the
CrossFit
would
be
required
with
approval
of
a
future
request
to
increase
the
use
of
the
property.
He
did
not
say
that
the
crosswalk
came
with
an
approval
to
increase
the
intensity
of
the
property
said

went
through
it

comb

understand
everything,

it
seems

like

request

department
heads

their
equivalent

for
what
they're

on

wish
list,

we
start
with
19,
some
percent
increase
to
be
able
to
meet
that,
and
then
it
gets
on
August
22nd.

goes
down
to
11.58
percent
increase
and
I
think
now
we're
at
10.5
percent
increase.

increase

this

sold

characterized
as
a
safety
budget
which
okay
there's
nobody's,
saying
we
don't
need
more
police
and
fire,
but
something's
got
to
pay
for
that
just
two
days.

days
ago,

CEO
of
FedEx
was
on
CNBC
and
he
said
that
we
are
on
the
verge
of
a
global
recession.

Jamie
dimon,
the
chairman
of
Citigroup,
in
June
a
couple
months
ago,
said
that
we're
on
the
verge
and
we
have
a
high
risk
of
a
recession.
So
if
we're
going
into
a
recession,
these
guys
know
what
they're
talking
about
FedEx
is
starting
to
close
stores,
they're
parking
airplanes
and
pretty
soon
they're,
probably
going
to
be
renegotiating
with
their
pilots.

What's

on.
Fedex
is
a
huge
Bellwether
for
not
just
the
local
or
the
U.S
economy,
but
for
the
global
economy,
and
if,
if
we're
going
into
a
a
recession,
then
why
in
the
world
are
we
talking
about
a
10.5
percent
increase
you've
you've,
you've
you've
gone
with
this
discussion
from
10
point
11.58
to
10.5,
whereas
in
the
last
seven
years,
if
you
take
the
average
of
all
the
levy
increases
it's
less
than
five
percent.

highest
increase
you
had
over
the
last
seven
years
is
5.75
percent,
so
it
seemed
reasonable
to
me.
You
know
a
resident
and
certainly
seem
reasonable
to
people
who
can't
afford
this
that
somewhere
in
that
five
to
five
and
a
half
percent,
maybe
six
percent
increase,
which
is
even
more
than
double
the
2.75
percent,
is
what
we
should
be
talking
about.

10.5
percent.

you
want
to
characterize
FedEx
and
Citigroup,
who
also
reported
like
record
profits
that
they're
not
passing
along
to
their
to
anybody,
but
their
shareholders
as
equivalent
only
because
shareholders
don't
pay
for
City
Services
and
our
job
is
to
make
sure
that
the
minimum
you
know
standard
of
living
is
maintained
and
we
they
could
cut
employees,
they
can
cut
planes,
they
can
sell
off
assets.
We
are
not
going
to
do
that
because
the
residents
of
Bloomington
have
an
expectation
that
we'll
maintain
a
certain
level
of
of
care
and
service
right.

if
we
start
at
a
baseline
and
and
to
your
point,
if
we
took
out
the
eight
or
seven
and
a
half
percent
that
was
investments
in
fire
and
police
we'd
be
right
at
the
number
that
you're
talking
about
right.
So
we
could
continue
to
operate
that
way.

are
bellwethers
of
the
economy.

guess
you

my
time
is
limited

wanted

do
that
based
on
the
modeling
we've
gotten
so

lower
than

Lowman

spoken

lot
about
in
terms
of
the
fire
department

switch

he
serves

fire
pension
and

he's
good
knowledge
of
this.

shift

ready
for
as
a
community
that
we
know

coming

from
the
paid

call
to
a
full
staff
model
over
time

is
going

costs
of
it

working

grant
funding
and
things
like
that.
We
didn't
get
a
grant
last
year.

keep

get
things
as

forward

she

be
happy
to
be
skeptical
