A
Good
good
evening,
everyone
I'll
call
this
listening
session
of
Bloomington
city
council
to
order
547
on
Monday
evening.
A
We
officially
do
not
have
anyone
who
had
called
ahead
to
reserve
space,
and
so,
as
we've
done
in
the
past,
I
think
we'll
kind
of
chill
here
for
a
few
minutes
and
see
if
anybody
shows
up
or
if
anybody
wants
to
just
do
a
walk-in
kind
of
service
and
if
they
don't
we'll
give
them.
You
know,
like
I,
said
we'll
give
them
a
few
minutes
and
then
we'll
adjourn
but
I
think
we
will
do
that.
A
reminder.
A
A
If,
if
you
would
like
come
on
in
sign
in
identify
yourself
for
the
record
and
we'd,
be
happy
to.
C
Okay
tonight
you're
talking
about
it's,
not
a
a
hearing,
but
it's
a
discussion.
I
guess
it's
a
point
two
or
number
two
item
regarding
social
media
and
comments
and
Communications
in
general.
C
A
A
That's
because.
C
For
people
to
change
their
schedules,
I
mean
if
people
have
worked
for
a
living,
it's
tough
to
get
here.
I
work,
45
years,
I'm,
pretty
much
left
this
on
autopilot
and
I've
learned
a
lot
in
coming
the
last
year,
but
I
don't
think
anybody
most
people
have
any
idea
of
the
range
of
topics
that
are
discussed
and
I
would
bet
that
80
percent
of
the
city
has
never
seen
an
agenda.
C
C
Good
example
is
when
the
smaller
life
size
came
up
and
I
wasn't
a
part
of
any
of
that.
I
just
talked
to
some
of
the
principals
that
had
kind
of
led
the
charge
and
they
found
out
about
it
on
Thursday
night
and
had
to
Marshal
all
the
forces
to
show
up
by
Monday
night.
That's
not
a
lot
of
time
to
get
a
whole
section
of
the
city.
B
And
council
members,
thank
you,
I
think
it's
a
as
the
mayor
said
something
that
we
can
think
about.
We
do
have
an
idea
of
what's
coming
more
than
just
Thursday
before
the
the
meeting,
so
I
think
is
a
possibility
that
we
could
put
like
a
tentative
agenda.
Yeah,
because
often
we
have
items
that
are
changing
at
the
last
minute,
they're
getting
or
something.
But
the
other
thing
that
we
can
do
is
also
promote
our
esubscribe
list
even
more
than
what
we
do.
B
More
than
thirty
thousand
right,
and
so
that
really
is
the
best
way
for
us
to
get
information
out
and
so
that's
another
way.
We
could
do
it
and
save
the
the
cost
of
putting
space
into
the
newspaper,
because
last
I
checked
the
sun.
Current
is
still
trying
to
make
money,
so
I
know
they're
going
to
charge
us
for
every
every
inch
that
we
use
for
for
posting
the
agenda.
B
A
And
and
I'm
I'm
going
to
push
back
a
bit
on
the
hard
to
find
the
information
so
literally
on
the
front
page
of
the
website.
If
you
scroll
down,
there's
a
link
that
says
city
meetings
literally
right
on
the
front
page
and
Patrick's
going
to
find
it
for
you
and
show
it
to
you
and
by
clicking,
because
it's
like
I
always
use
yeah
and
that's
the
one
I
always
like
I
used
to
yeah
and
to
jump
to
that.
And
then
it
shows
all
the
city
meetings.
B
A
D
E
B
F
G
Another
thing,
I
add,
is
that
I
think
part
of
the
conversation
that
we've
been
having
regarding
what
you're
saying
about
people
getting
notice
about
some
major
issue
that
maybe
a
lot
of
people
would
be
interested
in
as
trying
to
get
that
into
the
briefing
before
the
decision
is
made
more
often
than
we
have
been
in
the
past.
I
think
so
that
I
think
that
that's
a
good
point,
because
the
briefing
we
know
is
a
tool,
that's
used
by
a
lot
of
people
yeah.
G
So
you
have
got
to
be
in
with
you
as
well,
and
so
you
know
talk
about
it
during
the
process.
So
it's
less
of
a
surprise.
Once
it
gets
to
hearing
there's
a
lot
of
these
things.
We
work
on
for
a
year
or
more,
and
then
people
are
surprised
about
it.
So
I
also
think
it's
one
of
the
big
moves
we've
made
to
do
all
of
the
meetings
in
the
chambers
on
TV
yeah.
G
A
That
and
and
I
think
I
mean
all
of
this
kind
of
brings
up.
We've
got
a
lot
of
tools
in
our
tool,
Jess
and
I.
Think
that's
one
of
the
things
we're
going
to
be
talking
about
later
this
evening,
all
the
different
tools
that
we
do
have
to
try
and
be
as
open
and
as
transparent
and
get
as
much
information
into
the
hands
of
residence
as
possible.
A
Okay,
there's
ease
describe
our
website
social
media,
the
sun
current
there's
a
lot
of
different
tools
that
we
we
use
and
we
can
keep
looking
at
ways
to
use
them
because
I
know
there's
a
lot
of
different
ways
that
they
could
be
used.
Okay,.
C
And
do
you
expect
the
that
this
agenda
item
will
eventually
become
a
public
hearing
as
well?
So
you
get
formal
comment
from
the
community,
or
do
you
anticipate
this
being
once
and
done
kind
of
just
here's?
What
we're
doing
and
here's
what
we've
done.
A
C
D
Need
excuse
me
at
the
risk
of
piling
on
I,
didn't
mean
to
there's
a
short
code,
a
short
web
code
for
our
website.
It's
blm.mn
that
probably
it
takes
you
less
time
to
type
in
than
a
Google
search.
So
if
you,
if
you
want
to
bookmark
that
then
you'll
always
get
to
that
front
view
that
Patrick
showed
you
and
it's
really
easy
to
remember:
blm.mn
yeah,
okay,.
H
A
H
Thank
you
so
much,
plus
one
zero
three
one:
three
Fifth
Avenue
South
Bloomington
Minnesota,
55420
foreign.
What's
the
best
Avenue
to
work
with
as
far
as
group
homes
and
neighborhoods
and
dealing
with
issues
you
know
surrounding
it,
I
mean.
Basically,
our
backyard
is
basically
turned
into
a.
H
Yeah
a
bit
of
a
mess
just
with
behaviors,
and
so
now
people
aren't
I
mean
none
of
us
even
want
to
go
in
our
backyard.
A
So
does
your
backyard
a
butt,
the
backyard
of
yeah
all.
H
H
I
mean
a
residential
land
area
is
not
a
profit.
Center
I
mean
our
happiness
and
our
being
able
to
enjoy
our
backyards
should
not
be
dependent
on
a
company
appropriately
Staffing,
appropriately
training,
appropriately
accounting
for
the
business
that
they're
conducting
and
it
just
you
know
and
they're.
You
know.
H
B
H
Well,
I
mean
I
feel
like
they're,
absentee
business
people
because
they're
they
learn
live
in
the
North
Medford.
So
it's
like
well,
okay,
do
your
business
up
in
the
north
method
or
where
you're
close
to
it
and
you
can
respond
to
it.
But
you
know
running
your
business
out
of
North
Metro
in
South
Metro.
You
know
you're,
not
even
close.
You.
H
B
If
you
want
to
give
us
the
address,
we
can
have
our
code
enforcement
staff
follow
up
on
it
with
the
the
group.
Homes
are
really
the
local
control
over
group.
B
Homes
is
very
restrictive,
both
by
primarily
by
the
state,
so
we
are
not
allowed
to
Zone
them
out
of
existence
and
other
than
ensuring
that
they
comply
with
our
code
enforcement
rules
or
the
you
know,
they're,
not
housing,
more
people
than
is
allowed
within
the
Zone,
there's
very
little
influence
that
we
can
have
to
say
they
can't
be
here,
and
our
staff
is
really
good.
At
working
with
the
on-site
managers
make
sure
that
neighbor
issues
are
addressed.
So
if
we
can
just
get
the
information-
and
we
can
have
our
staff
follow
up.
H
With
them,
okay,
well
just
so
you
guys
know
every
it's
happening.
So
often
I've
got
a
recording,
so
you
can
enjoy
what
we
are
dealing
with.
Yeah
I
mean
like
our
summer
is
ruined
and
you
know
we
live
in
Minnesota.
We
want
to
be
outside,
I
mean
you
know
so:
I
I'll
send
you
a
recording.
So
you
can.
You
can
see
what
it's
like
to
live
in
Bloomington.
A
I'm,
sorry
that
you
have
to
put
up
with
that
I
mean
no.
Nobody
likes
that
bad
neighbors
bottom
line.
One
is
not
a
neighbor
well,
but
it's
business,
yeah
neighbors
can
be
businesses.
I
grew
up.
I
grew
up
across
the
street
from
a
business
and
was
not
a
good
good
situation.
They
were
not
good.
Neighbors.
Just
see
that
and
they've
got
they
should
that
shouldn't
happen
within
a
neighborhood
I'll
say
it
that
way:
yeah,
okay,.
B
Will
you
do
you
have
the
address
for
the
house
or
you.
A
Also,
there's
no
one
else
here:
I,
look
for
a
motion
to
adjourn
our
listening
session
and
head
downstairs
and
prep
for
the
council
meeting
Motion
in
a
second
to
adjourn
all
in
favor.
We
are
adjourned.
Thank
you
very
much.
