Selma

contracts
coordinator

public

Selma
comes

us
with
a
broad
background
in
Grants
and
contracts.
She
has
a
masters
of
Public
Health
in
health
policy
from
the
University
of
Louisville.

at

Wisconsin
Department

Health
Services
and
at
Fairview
Selma
was
at
Minnesota
Community
Care
working
on
policy
and
board
governance
prior
to
coming
to
us,
and
she
has
hit

ground

busy
time

year
for
Grants
and
contracts
in
public
health.

first
hearing
tonight

for
europolis
expansion
a
site.
Probably
all
of
us
are
very
familiar
with
and
it's
a
it's
a
physical
expansion,
but
that
actually
entails
a
number
of
zoning
entitlements
and
they
they're
listed
here,
but
very
briefly,
the
base
zoning
District
designation
for
the
site
would
stay
the
same
but
they're
seeking
to
apply
the
plan
develop
development
overlay.
Thus
to
allow
for
you
to
consider
certain
flexibility
measures,
preliminary
file,
development
plans,
the
the
physical
plans
or
the
the
building
and
the
expansion.

conditional
use
permit
is
needed
because
they're,
showing
or
depicting
a
pretty
significant
outdoor
patio
and
then
there's
some
lot.
Boundaries
that
have
to
be
adjusted,
namely
two
Parcels
have
to
be
combined
into
one
and
then
the
applicant
would
be
adding
a
little
strip
in
the
Southeast
corner
of
the
site
to
essentially
just
make
it
more
functional
functional
lot.

So
we're
reviewing
the
site
at
your
Apple
site
at
90th
and
Penn.
The
europolis
building
right
now
is
the
the
west
building
the
East
Building
is
a
vacant
gas
station.
That's
been
there
for
quite
a
long
time
and
equally
anticipating
that
to
be
removed
at
some
point,
so
we're
we're
eagerly.
You
know
very
happy
to
see
that
the
this
project
will
be
moving
forward
and
removing
that
touching
on
the
zoning.
The
site
is
zoned
appropriately
for
this
type
of
use.

It's
on
B4,
the
this
corner,
the
southeast
and
the
northeast
corner
are
all
B4
B2.
Is
the
zoning
designation
immediately
to
the
north,
where
there's
two
gas
stations
next
to
each
other,
but
it
currently
does
not
have
plan
development
overlay,
and
so
that
would
entail
if
they
wanted
to
seek
the
exact
plan
that
they're
seeking
today,
you
know
a
number
of
variances,
as
opposed
to
seeking
flexibility
where
we
have
the
ability
to
review
a
public
benefit.

So
we
we
thought
the
plan
development
overlay
route
would
be
more
appropriate,
a
few
images
of
existing
conditions.
This
was
in
the
morning
before
the
lunch
rush,
so
you
can
see
the
parking
between
the
building
and
the
street.
This
is
looking
Southeast.
You
can
see
the
vacant
gas
station
in
the
background.

Here's
the
vacant
gas
station
along
Penn-
you
can
see
the
you
know,
sidewalk,
is
in
in
great
condition
there
really
isn't
a
landscaped
or
or
pervious
Boulevard.
A
lot
of
the
area
goes
right
from
concrete
to
curb
to
street,
so
it
really
is
not
a
pleasant
or
comfortable
pedestrian
environment.
So
that's
something
we
really
honed
in
on
as
part
of
the
development
review
here.

And
so
moving
on
to
the
site
plan,
so
this
is
the
two-dimensional
site
plan
and
you
can
see
the
existing
building.
It's
an
existing
building
and
a
drawing,
and
they
are
proposing
to
add
to
the
west
and
to
the
east,
the
Westwood,
the
West
Edition,
would
add
a
trash
room
as
well.
As
you
know,
rearranging
some
kitchen
and
storage
space.
The
East
Edition
would
almost
entirely
be
seating,
and
then
you
can
see
the
outdoor
patio
and
they
were.
They
were
depicting
I
believe
it
was

outdoor
patio
seats.

So
you
can
see
that
the
part
how
the
parking
lays
out
I
do
want
to
draw
your
attention
to
the
the
sidewalk,
because
again
I
mentioned
in
the
images
that
you
know
there,
there
really
was
some
challenges
from
a
pedestrian
perspective
and
with
this
addition
there
would
be
code
complying
sidewalk,
both
along
the
entirety
or
the
site
along
West
90th,
as
well
as
Penn.
So
that's
wider,
as
well
as
establishing
at
least
a
little
bit
of
a
buffer
between
motoring
traffic
and
pedestrians.

a
closer

You
can
see
the
the
building
expansions,
the
outdoor
patio
space
and
you
know
a
Planning
Commission.
There
was
a
lot
of
discussion
on
the
pickup
window
and
because
initially
we
called
it
a
drive-through
and
the
applicant
is
adamant
that
it
is
not
a
drive-through.
It's
a
pickup,
so
folks
have
to
order
in
advance.
There
is
no
order
board
or
way
to
order
on
site
strictly
pick
up,
and
so
you
know
we
don't
have
any
particular
standards
for
a
pickup
situation
like
this.

Ultimately,
the
Planning
Commission
did
support
the
design
here,
going
back
to
curb
cuts
and
access
points.
So
the
there's
three
curb
cuts
on
the
corner,
specifically
just
at
the
gas
station
site
that
would
be
infilled,
and
so
the
the
curb
curb
Cuts
would
become
one
solid
line
of
curb
and
a
lot
of
that
impervious
surface.
Where
you
see
the
concrete
aprons
would
be
converted
into
grass
and
so
from
an
aesthetic
perspective
from
a
you
know,
someone
trying
to
catch
a
bus
or
just
walking
around
the
neighborhood
or
trying
to
go
to
europolis.

It
would
be
a
game
changer.
Frankly,
the
landscape
plan
was
is
before
you
hear
the
there's,
a
couple
inconsistencies
between
the
landscape
plan
and
the
three-dimensional
renderings
that
you'll
see
in
a
moment.
That's
pretty
that's
pretty
common,
but
suffice
it
to
say
they.
The
applicant,
isn't
seeking
any
deviations
from
Landscaping.
So
there's
a
certain
number
of
trees
that
have
to
be
planted
certain
of
shrubs.
We
call
a
three
foot
parking
lot
screen
would
be
incorporated
where
there
is
no.
There
isn't
one
today
as
well
as
Stormer
management,
exterior
lighting.

So
one
comment
we
had
on
the
on
the
building
elevations,
a
very
minor
thing
that
the
applicant
is
willing
to
change
is
there
was
some
brick
that
was
showing
being
painted.
Of
course,
that's
not
that's

permitted

city

Bloomington,
so
they
they
would
have
to
adjust
that
to
either
leave
it
as
it
is
because
it
is
Brick
today
on
unpainted
brick
or
they
could
incorporate
some
other
finish.

stucco
metal,
that
could
they
could
change
out
the
brick,
although
that
would
be
cost
prohibitive,
but
the
applicant
is
aware
of
that
and
and
they
would
make
the
change
going
onto
the
plat
briefly.
So
we
have
of
you
know.
The
gas
station
in
the
europolis
site
are
two
Parcels.
They
would
have
to
be

because
the
building
would

over
the
property
line,
so
that's
very

and
then
there's
a
little

district

the

drive-through

design
standards

apply

a
drive-through

the

a
pickup
and
a

and
a
drive-through
is

would
be
no

through

bit

the
history

get

that?
The
gas
station
being
zoned
as
a
B4.

distracting
mayor
council
members

actually
a
city
initiated
rezoning,
and
so
it
wasn't
proposed
by
the
property
owners.
At
that
time
it
was
a
city
wishing
to
proactively
change
the
zoning
designation
to
lead
towards
a
different
built
environment,
less
less
Suburban,
Urban
or
less
Suburban
character,
more
urban
in
nature,
more
pedestrian
friendly.
So,
generally
speaking,
that's
buildings
closer
to
the
street
entrances
along
sidewalks.

That
would
not
need
to
be
required
if,
if
it
were
to
have
stayed
a
B2
development
and
a
little
bit
of
a
history
before
my
time
here
at
the
city
was
there
was
there
was
some
concern
by
Property
Owners
at
it
would
stifle
development
or
expand
Mansion
under
a
B2
zoning
regime,
and
they
were.
They
were
assured
that
we
would
consider
deviations
through
a
plan
development
process
and
evaluate
whether
it
met
a
public
benefit
test,
and
that's
where
that's.

the
drive-through
window
and
what
prevents
it
from
just
being
shifted
over

a

What
controls
are
there
if
they
wanted
to
add
that
or
if,
for
whatever
reason,
a
different
business
bought
it
later
in
the
future
and
wanted
to
add
that.

council

you
know
the
because
there's
no
men
order
board
or
menu
board,
presumably
if
they
wanted
to
transition
to
a
traditional
drive-through,
they'd
want
to
add
one
and
a
drive-through
menu
board
is
a
sign,

so,
in
order
to
install
that
properly,
they
would
have
to
be
a
sign.
Permit
a
foundation
permit
an
electrical
permit
by
the
relevant
contractors
in
order
to
do
that
installation
legally.

that
would
be
one
one
key
flag
is
that
that
would
require
planning
review,
and
we
would
you
know
every
time
we
review
a
sign
permit.
We
look
at
the
site,
we
make
sure
we
understand
what's
being
proposed,
and
certainly
in
that
scenario,
because
a
drive-through
is
not
approved
and
is
it
meeting
the
standards
for
a
drive
through,
we
would
not
be
able
to
allow
the
sign
to
be
installed.

also,
you
know,
frankly,
staff
frequent
this
location,
including
in
planning,
so
we
know
it's
there
and
if
we
see
what
looks
and
feels
like
a
drive-through,
maybe
we
would
ask
questions
about
it.
So
there's
some
very
specific
regulation
type
controls,
but
then
there's
also
the
Practical
controls
of
we're
familiar
with
the
location.

guess
you

the

gist

is:
would
we
be
better
off
with
some
type
of
condition
on
there
that
if
they
ever
did
want

put
a
drive
through

intention

can
speak

that

they
get
there,
but
it
would
we
be.
Will
we
be

a
stronger
position
if
we
just
had
a
condition
that

drive-through

be

drive-through

be

fine

the

terms
of
the
Redevelopment,
because
I
know
there's

lot
of
weird
accesses
at
that
location
because
of
the
neighboring
Burger
King.

that's
changing

people

pen
will
get
into
their
90th?

that
part
changing?

people

able
to
access
the
Burger
King
from
the
west
side

property

europolis
from

east

cuts

safety
perspective,

so
yes,
you
could
use
those
axises
and
then
weave
around

site
to
go
to
Burger
King,

most
logical
route
or
the
most
convenient.
So
those
convenient
logical
access
points
are
being
maintained,
as
is.

food

people

establish

patronize

business

maximize

private
placement
with
our

advisor,
those

at
the

closing
was

change

it

city
code,
but
it
actually

impactful.

we're
dealing

city
code,
amendments
they're
very
technical
in
nature,
but
in
particular
circumstances
they
have
a
big
impact,
and
so
this
is
a
this.
Is
a
city
initiated
code,
Amendment
related
to
final
development
plan
approvals,
so
we
are
in
the
realm
of
specifically
planned
developments
and
those
plan
developments
have
expiration
dates.

you
know,
we've
heard
all
over
the
news
in
meetings
the
pandemic
related
delays.
Construction
costs
has
been
tremendously
difficult,
just
having
the
people
to
do.
The
work
is
not
a
given
and
there's
always
a
desire
for
additional
flexibility
in
the
development
process,
and
so
there's
a
few
minor
changes
that
we
are
proposing
to
chapter
21
of
the
city
code
and
that
relates
to
that
expiration
timeline.

the
entirety

the
changes
are
before
you
today
and
you
can
see
it
highlighted
here,
but
essentially
it's
just
changing
that
to
allow
one
additional
year
and
then
elsewhere,
right
below
that
section
again,
two
one
time

One

be
permitted
so
when
I
say
that
there
is
a
significant
impact
for
a
very
small
change,

note
two
that
would
be
impacted

this
change.
One
is
the
water
park
at
Mall

America
and

approval
originally
would
have
expired
in
December

2021
last
December.

the
one-year
extension
and
we've
been
working

them
constantly

so
clearly,
they've
made

good
faith
effort
and
that
one
year
extension
was
granted.

the

current
expiration
is
December
16th
of
this
year.

half
weeks,
if
the
you
know-
and
essentially
if,
if
that
additional
one-year
extension
isn't
approved,
you
know,
then
essentially
they
would
just
start
the
review
process
over
and
go
back
to
Planning
Commission
and
then
before
you

a
later
date
for

review.

the

and

So
this
originally
came
forward
as
two
separate
items.
One
was
identified
on
the
work
plan
for
this
year
and
that
was
the
town,
home
development
review
and
another
conversation
which
was
using
the
term
as
cluster
housing
kind
of
came
out
organically
of
some
of
the
study
sessions
around
the
single
and
two
family
residential
zoning
standards,
update
project.
So
we'll
report
back
on
those
two
items,
kind
of
as
a
grouping.

If
that's
okay
and
the
term
missing
middle
housing,
is
something
that's
gaining
a
lot
of
steam
and
planning
and
kind
of
land
use
policy
circles
and
what
it
relates
to
is
kind
of
how
our
cities
were
built
once
upon
a
time
and
how
our
cities
have
been
built
for
the
last
maybe
70
years
and
where
we
may
be
on
the
right
track
once
upon
a
time.
So
we'll
talk
about
that.

Just
a
couple
points
of
context.
I've
listened
to
a
lot
of
your
meetings
when
you're
talking
about
these
various
issues
in
different
contexts
and
different
policies
and
different
developments
or
Dynamics,
particularly
the
annual
assessing
report
when
they're
talking
about
single
family
and
other
residential
home
sales
and
other
things,
but
just
to
kind
of
set
some
of
the
context
for
the
discussion.
U
Over
the
last
five
years,
the
city
has
created
just
under
1500
units
of
Housing,
and
the
vast
majority
of
that
98
are
multi-family
units
which
is
not
unexpected
or
unanticipated
for
a
fully
built
out.
Community
there's
just
not
a
lot
of
available
vacant
land
for
the
development
of
other
housing
types
other
than
multi-family,
but
it's
just
important
to
recognize
that
for
any
new
housing,
that's
being
created,
it's
typically
multi-family
or
it
may
be
displacing
or
just
replacing
existing
housing
stock.
U
There's
been
an
incredible
price
pressure
on
single-family,
home
prices
and
other
home
price
and
other
residential
prices
throughout
the
Metro
Bloomington,
with
its
very
advantageous
location
in
the
Metro,
is
going
to
continue
to
experience
pressure
as
the
region
continues
to
grow,
which
we
anticipate
it
continue.
It
will
continue
to
do
so.

Another
topic
that
the
council's
discussed
a
lot
about
is
how
to
create
more
opportunities
for
affordable
home
ownership
in
in
a
new
context
and
with
the
current
Dynamic
around
condos,
just
not
being
developed
in
Minnesota,
based
on
some
state
laws
that
are
in
existence
today.
We
think
it's
going
to
be
increasingly
challenging
or
not
feasible
to
provide
affordable
home
ownership
opportunities
through
the
development
of
multi-family
housing.
So
that's
just
another
Dynamic
to
keep
an
eye
on
when
the
the
city
updated
its
comprehensive
plan
in
2018.
U
These
were
certainly
dynamics
that
were
in
existence
and
occurring
at
that
time,
as
well.
Just
to
note
that
the
city's
comprehensive
plan,
the
housing
element
calls
for
the
creation
of
a
variety
of
different
housing
types
to
meet
market
demand.
It
calls
for
the
city
to
look
at
amending
official
controls,
which
is
the
zoning
code
in
order
to
meet
market
demand,
and
it
also
calls
for
you
know,
sustaining,
naturally,
affordable,
naturally
affordable
housing,
as
well
as
creating
new,
affordable
housing
in
the
community.

U
Triplexes
quads
other
types
of
Housing,
and
one
thing
I'll
say
about
this-
is
that
these
housing
types
in
the
middle
were
very
common
in
small
mid-size
and
large
towns
and
large
cities
kind
of
heading
up
to
the
the
boom
of
suburbanization
heading
in
the
1940s
and
1950s.
And
then
this
is
just
a
housing
type,
particularly
in
fully
built
out
communities,
but
Suburban
communities
that
just
does
not
sister
has
not
been
developed
and
the
the
main
I
mean
there's
no
getting
around
that.

The
prevalent
reason
for
that
is
just
the
the
inability
or
the
the
exclusionary
nature
of
single-family.
Zoning
only
allows
one
housing
type
and
most
most
communities
in
their
single-family
Zone.
So
getting
into
more
specific
specifics
is
how,
as
it
relates
to
Bloomington
Bloomington,
has
been
somewhat
Innovative
com
by
comparison
to
some
communities.
We
have
been
historically
the
the
Bloomington
zoning
codes
have
allowed
for
two
family
dwellings
in
single-family
areas.
U
That's
not
common
in
most
Suburban
communities,
I,
don't
know
if
I
would
say,
we've
been
on
the
Leading
Edge,
but
we
certainly
have
been
supportive
with
additional
amendments
towards
Adu
development
over
the
last
several
years.
So
certainly
that's
part
of
the
conversation
and
then
just
a
point
of
kind
of
regulatory
point
about
how
the
Bloomington
zoning
code
works.
So
right
now
in
the
Bloomington
zoning
code,
you're
either
a
single
family
dwelling
or
two
family
dwelling,
an
Adu
or
you're
a
town
home.
U
So
there's
nothing
in
between
in
Prior
histories
or
iterations
of
the
zoning
code
dating
back
to
the
60s
and
70s.
There
was
actually
defined
uses
for
triplexes
and
these
other
use
types
that
all
went
away
at
a
certain
period
of
time
and
so
just
to
note
that
a
town
home
according
to
the
Bloomington
zoning
code
starts
really
it's
a
minimum
of
three
unit
development.
But
as
soon
as
you
have
three
units
that
are
attached,
you're,
a
town,
home
development
and
so
there's
kind
of
really
no
wiggle
room.

Town
homes
are
not
allowed
in
the
R1
District.
Currently
so
just
a
point
about
kind
of
and
we'll
talk
about
cottage
homes.
That's
what
one
of
the
main
focuses
is,
and
that's
that
kind
of
that
use
type
in
the
middle
there,
which
is
really
detached
smaller
dwellings
on
a
single
lot,
either
served
by
a
common
Courtyard
or
has
kind
of
shared
parking
amenities
and
other
things.
But
one
thing
about
I
will
say
about
the
regulatory
environment.
Is
that
so
I
mentioned
the
the
comp
plan
said,
create
more
housing,
variety
and
create
more
affordable
housing?
U
Well,
the
way
that
this
is-
and
certainly
this
is
not
the
sole
reason
of
why
you
know
more
infill
development
isn't
occurring.
It's
not
just
the
regulatory
environment.
There
certainly
isn't
a
robust
developer,
Market
or
group
around
that
type
of
development
and
land
is
hard
to
come
by,
but
the
regulatory
environment
doesn't
help.
So
it's
not
adding
to
a
housing
variety
and
it's
not
creating
more
affordable
housing,
so
nearby
examples
in
the
staff
research
that
was
done
a
lot
of
the
work
done
by
planner
Mallory
Rick
bile.

So
four
communities
that
we
have
found
that
allow
Cottage
home
developments,
Minneapolis,
St,
Paul,
Duluth
and
Richfield
Richfield-
has
not
done
any
Cottage
Home
Development
since
the
adoption
of
their
rules.
Some
of
that
might
have
to
do
with
just
again
lack
of
Market
response
or
just
kind
of
regulatory
challenge
or
hurdle,
but
they
haven't
done
it.
Minneapolis,
St,
Paul
and
Duluth
are
doing
some
cottage
home
development,
and
we
just
want
to
provide
you
a
couple
different
examples.
So
in
Minneapolis,
in
one
example,
there
was
an
existing
Triplex.

They
added
an
additional
dwelling
unit
and
what
I'm
trying
to
illustrate
with
this
slide
is
just
kind
of
How
It's
all
considered
Cottage
home
development,
but
there's
very
different
scenarios
that
can
play
out
and
how
it's
applied
in
a
Saint
Paul
context.
It
was
just
two
single-family
homes
on
a
single
lot,
a
larger
property
that
could
accommodate
two
single-family
homes
that
went
through
an
approval
of
a
cottage
home
development,
a
similar
circumstance
on
a
corner,
Latin,
St,
Paul,
again,
two
principal
structures
on
a
corner
lot.

The
Duluth
example
is
somewhat
unique
in
that
that
was
a
project
that
was
pursued
by
their
equivalent
of
their
HRA.
They
were
able
to
acquire
I
think
it
was
over
a
three
acre
site
and
they
created
a
cottage
home
development
that
actually
had
14
detached
small
homes
on
it.
So
pretty
interesting
approach
by
Duluth
and
all
of
these
communities
and
Mallory
did
a
good
job
of
kind
of
providing.

The
big
question
for
tonight
what
we're
really
asking
with
respect
to
cottage
homes
and
kind
of
missing
mental
housing
is
that
is
this
something
that
the
city
and
our
long-range
planning
staff
should
prioritize
as
part
of
our
2023
Planning
Commission
work
plan
which
we'll
be
bringing
to
you
in
January?
So
that's
really
kind
of
the
key
takeaway
question.
As
we
talk
about
these
housing
types,
is
that
should
we
do
a
missing
middle
housing
study?

Actually
so
we
went
through
kind
of
a
robust
process
with
the
Planning
Commission,
where
we
talked
about
a
whole
variety
of
different
performance
standards
and
Regulatory
elements
of
what
this
could
look
like
I'm,
not
going
to
do
that
with
you
this
evening,
I'm
just
going
to
stick
to
a
couple,
but
one
thing
that
I
one
thing
that
we
discussed
with
Planning
Commission,
that's
important
context
or
consideration
to
think
about
is
really
what
housing
type.
Do
you
think
missing?

Middle
or
cottage
homes
is
really
more
similar
to
because
it
might
inform
what
regulatory
approach
you
want
to
take.
So,
if
you
think
it's
more
similar
to
our
two
family
dwelling
kind
of
housing,
type
or
approach,
then
that's
something
that
lends
itself
to
being
allowed
in
R1
zones.
It
has
to
there's
some
connection
point
to
how
the
approval
process
might
play
out
or
if
you
think
this
housing
type
is
more
similar
to
a
town,
home
approach
and
we'll
talk
about
townhomes
in
a
little
bit.

Then
maybe

a
regulatory
standpoint,
you
look
to
kind
of
how
the
city
regulates

Homes,
just
something
to
think

In
your
own
mind,

this
use

is:

cottage
homes
if
the
city
were
to

them
and
allow
them
in
the
zoning
cone?

should
they
be
allowed?
Should
they
be
allowed

single-family
districts
or
similar
to
town
home?
Should
they
only
be
permitted
in
R3
or
rm12,
or
some
of
our
other
residential
zoning
districts?

It
carries
with
it
the
highest
level
of
discretion
again,
the
the
old
discretion
pyramid
on
the
right,
I'm,
just
reminding
you
of
that
so
the
city
as
well,
positioned
to
make
a
discretionary
decision
around
what
sites
are
appropriate
for
this
type
of
development
or
not,
and
then
in
the
middle
and
the
middle
would
be
a
conditional
use
permit
process,
and
this
is
what
these
other
communities
who
have
adopted.
This
use
type
are
favoring
and
so
similar
to
some
of
our
conditional
use.

Permit
applications
and
some
other
things
that
this
Planning
Commission
has
authority
to
act
on
these
communities
have
pinpointed
that
as
the
most
appropriate
level
of
approval
process.
It
certainly
could
be
subject
to
an
appeal,
so
it
could
be
heard
by
the
city
council
in
certain
circumstances
and
I
think
that
the
benefit
of
this
Pro-
maybe
this
Middle
Ground
process
would
be.
Is
that
it's
not
very
costly.

It
carries
with
at
a
lower
application
fee
and
it
is
a
little
bit
more
timely
or
faster
process
than
re-guiding
and
rezoning
so
something
to
to
consider
there,
but
it
doesn't
does
involve
a
public
hearing,
so
neighbors
do
get
notified.
They
do
get
their
opportunity
to
speak
to
kind
of
share
their
voice
about
a
particular
project.

Many
of
these
sites
are
all
the
sites
that
are
subject
to
maximum
impervious
surface
requirements,
as
well
as
setback
requirements
and
so
I
think
what
we're
seeing
in
other
communities,
not
just
in
Minnesota
but
elsewhere-
is
that
there's
some
desire
to
want
to
accommodate
this
housing
type,
but
not
do
away
with
all
of
the
other
regulatory
performance
standards
that
kind
of
Define
or
make
single-family
kind
of
the
built
environment.
The
characteristics
that
define
it.

that
respect,
so
the
just
some
takeaways
from
Planning
Commission,
Planning
Commission,
was
supportive
of
pursuing
this
and
adding
this
to
the
the
2023
work
plans.

just
want

report
on
that.
There's
a
few

about
some
other
feedback
that
they
provided
us,
certainly

west
side
of
town

were

majority

town
on
homes

Bloomington

built

1970s
and
80s,
and
you
know,
certainly,
there
was
more
land
available
for
development
on
the
west
side
at
that
point
in
time.

the
city's

home
stock

the

wanting

support

nurture

ownership
opportunities

part

dwellings

assessed

the
regional

units

pretty
significant
when
you
think
about
kind
of
the
the
value
or
how
important
Townhomes
are
to
the
city.
So
if
there's
one
thing,
I
can
stress
about
town
homes
more
than
any
other
piece
of
it.
As
far
as
for
excuse
me,
as
far
as
the
town
home
review
goes
right
now,
as
I
mentioned
kind
of
talking
about
cottage
homes,
is
the
regulatory
environment
in
the
zoning
code
for
Town
Homes
is
absolutely
100
discretionary
on
the
part
of
the
Planning,
Commission
and
city
council
right
now.

Certainly
the
the
comp
plan
gives
you
guidance
as
to
where
medium
density,
land
uses
should
be
located,
and
that's.
The
majority
of
town
homes
are
kind
of
in
that
density
range
of
medium.
But
again
getting
back
to
that
discretion
pyramid.
You
have
a
very
significant
discretion
as
to
where
sites
should
be
rezoned
or
re-guided.

So
thinking
about
sites
that
want
to
come
forward
to
rezone
the
most
common
zoning
districts
that
they
would
likely
pursue
would
be
R3
rm12.
The
R3
zoning
District
was
recently
created,
I
think
in
2015.,
and
it's
only
been
applied
to
one
site
that
I'm
aware
of
rm12
there's
a
few
other
arm
12
sites
in
town
and
there's
a
little
bit
greater
access
requirements
and
some
setbacks
and
other
performance
standards
that
are
more
equivalent
to
multi-family
our
multi-family
districts,
so
just
some
thoughts
to
consider
about
there.

So
what
so?
That's
kind
of
more
the
reactive
Point.
What
is
the
city
done
proactively?
So
as
part
of
Prior
iterations
of
comprehensive
plan
updates?
The
city
has
actually
done
some
proactive
re-guiding
to
designate
some
single-family
areas
in
the
community
as
either
medium
or
high
density
residential
in
our
comp
plan
and,
frankly,
the
we
have
not
seen
the
amount
of
Redevelopment
of
some
of
those
areas.
You
know
thinking
about
locations
that
are
at
Keynotes
on
arterial
on
collector
streets,
areas
that
have
good
access
to
transit
or
services
or
jobs.

Kind
of
all
of
the
things
that
you
would
look
at
might
be
a
good
appropriate
site
for
medium
or
high
density
housing.
The
city
has
not
gotten
a
lot
of
have
not
borne
a
lot
of
fruit
from
that
kind
of
proactive,
re-guiding
labor.
So
to
speak,
so
that's
a
tool.
That's
in
our
our
toolbox.
We
can
continue
to
deploy
it.
You
know,
I,
remember
a
conversation,
I
think
it
might
have
been
council.

Martin
talked
about
where
Townhomes
are
maybe
most
appropriate
or
it
could
be
appropriate
near
redeveloping
Commercial
nodes,
and
so
that's
a
you
know
as
we
go
through
our
next
iteration
of
the
comp
plan
at
our
next
decennial
cycle.
Maybe
that's
something
that
we
look
at
some
additional
areas
that
could
be
attractive
for
re-guiding
or
appropriate.

say
that's
not
to
say
that
it
will
redevelop,
though,
on
its
own
that's
kind
of
not
it's
not
been
our
experience
that
that
has
that
unto
itself
has
kind
of
provided
the
the
cattle
the
the
push
so
just
general
recommendations
with
Townhomes
again,
the
one
thing
I'll
stress
again
is
just
that:
it's
completely
discretionary,
where
you
think
town
home
development
is
appropriate,
currently
in
Bloomington,
typically
through
regatting
or
rezoning
action.
So
what
what
can
the
takeaways
be?

If
you
want
to
encourage
more
Town,
Home
Development,
you
can
proactively
re-guide,
where
you
think
it's
appropriate,
just
some
performance
standard
issues.
We
think
the
off
street
parking
requirement
is
too
high.
Just
on
the
basis
of
some
of
the
other
changes
that
we've
made
to
our
other
residential
land
uses
in
the
code,
we
can
assess
other
performance
standards,
certainly
there's
development,
specific
issues
that
crop
up
like
secondary
access
or
visitor
parking
or
or
setbacks
or
other
things,
and
then
I
think
you
know
it's
not
I
shouldn't
speak
for
the
HRA,
but
I.

Think
through
the
reorganization
is
that
you
know
some
of
their
focus
is
really
going
to
turn
to
a
development.
That's
less
than
20
units
around
the
community
and
Townhomes
might
be
a
good,
a
good
thing
to
pursue
with
that
kind
of
new
structure.

just
a
couple
thoughts
there,
so
I'll
just
finish
by
again
key
takeaways.

we're
looking
for
tonight
is
kind
of.

can

about
standards
if
you
want,
but
we're
looking
more
just
an
affirmative,
whether
we
should
pursue
a
missing
middle
housing
study
to
kind
of
evaluate
our
zoning
code
and
what
we
can
be
doing
to
encourage
more
of
these
housing
types
in
kind
of
infill
environments
and
then
the
second
piece
of
it
would
be
at
your
discretion
on
whether
you
think
something
something
needs
to
fundamentally
change
with
respect
to
town
homes.

Bloomington

this

this
housing
type

kind
of
re-imagined
and
re-explored.
Currently,
at
this
time
there

communities
that
are
doing
it.

I
tried
to
send
you
an
article
about
Walla,
Walla
Washington,
but
Glenn
helpfully
reminded
me
that
you're
packing
gets
her
thousand
pages
long.

so
I've
got
more
information
of
other
Town
types
that
are
doing
it
and
doing
it
successfully
and
kind
of
what
are
you
know
some
of
the
implications
of
doing
it,
but
yeah
we
would
have
to
come
back
at
a
detailed
study
if,

green
light
to
do
it
and
then
that's
where
we
can
get
into
the
Nitty
Gritty
cottage
homes
has
kind
of
been
the
focus,
but
you
know
there's
other
development
types
that
given
certain
circumstances
might
make
sense.

for

the

houses,

we

inevitability

lot

it

hesitant

permits

feels
like
it
makes
the
introduction
of
these

the
community
that
much
harder
for
the
first
couple
of
projects.

going
to
do
it,

committing

it

way
that
these
projects
move
forward
makes

most
sense
to
me
and
just
as
as
it
moves
forward.

at

lower

under

babies
per
person
on
average

they

necessarily
need
smaller
homes
in
some

this

a
product
that
meets
the
future
needs
of.

changing
demographic.

going

bit
of
different

think
they
should
be
allowed

right
within
R1

they're
already
in
R1

plan
developments
to
put
them

R1
and
I
got
the
zoning
map
up
here,
and
you

the
the
townhouses
in
my
neighborhood
are
R1
PD.

There
are

lot
of
these
smaller
formats
in
the
west
of
Bloomington,
as
was
noted
because
of
the
development
patterns
there,
and
you
know
I
know
sometimes
there's
a
perception
about
West
Bloomington
and
what
it
is.
But
it
has
significant
density
and
so
the
reason
that
I
would
say
that
we
should
permit
it
in
R1
is
because
we
have,
since
the
70s
proven
that
it
works,
and
there
haven't
been
problems
there.

based
on
getting
back
to
what
we
hear
from
the
other
last
thing,

say-

we've
talked
about
this
on
some
of
the
multi-family
developments
that
we've
seen
but
I'm
a
big
believer
in
integration

having
Cottage
house

part

townhouses
with
some
of
the
maybe
larger
single-family
homes.

disparity
within
that
area
to
bring
people
together
at
different
economic
points
of

their
life,
and
things
like

multi-family
area

we've

projects

to

but

think
getting

single-family
neighborhoods

units

these

owner
occupied
in
part
and
their

rents
are
occupied

part,
you

dividing
four
into
to
a
thing
and
saying
no
more
than

occupied
when
you
only
have
four

like
binding
people's
hands
and
other
things
like

So
there's
some
real
consideration
there,

generally

think
owner-occupied
units
will

trying
to
accomplish

affordability

agree
that
these

right
kinds

houses
to

the

about

York

places

were

these

are

valuable
homes

are
right
up
against
each
other
and
share
walls
and
all
kinds
of
things
this
doesn't
have
to
be.

to
be
connected
to
you
know
some
slip,
shot
thing
that
we're
doing.
We
can
be
really
thoughtful
about
this
and
create
real
opportunities.

arterial

collector
roads

zoning
code
as
single
family,
two
family
and
then
just
town
homes,

there's
nothing
in
between
those
the
spectrum
of
uses,
and
so
ultimately,
what
the
city
defines
is
a
town
home
development.

there's
use
types
that
are
smaller
town
home
developments
versus
medium
versus
larger,

that's
something
that
we
look

part

broader

it
was

The
city
of
Bloomington
unfortunately
had
its
first
murder
of
the
year
last
week
and
I
want
to
give
the
chief
an
opportunity
to
both
not
only
talk
about
the
incident
itself,
but
also
an
opportunity
to
commend
the
the
staff
for
the
incredible
work
to
travel
across
three
states
and
so
without
any
further
Ado.

city

acting
mayor,
just
I'll,
provide
a
brief
update.
Everybody
knows
we
had
our
City's
first
homicide,
this
past
Wednesday.
We
were
able
to
apprehend
the
person
that
we
believe
is
responsible
for
that
it
was
an
isolated
incident.
I
just
so
happened
that
the
victim,
in
this
case
frequented
the
restaurant
and
the
suspect
knew
that
and
the
suspect
came
there
to
Target
this
specific
victim
who
happened
to
be
in
this
specific
restaurant.

So
it's
just
really
unfortunate
and
our
department
really
sends
our
condolences
to
the
victims,
because
at
the
end
of
the
day
it's
about
it's
about
victims,
and
we
don't
want
people
to
be
victimized
of
crime
here
in
our
city
and
to
happen
during
Thanksgiving
was
really
tragic
and
our
staff
went
out
and
really
worked,
and
we
were
very
fortunate
to
catch
this
individual
because
they
did
every
single
thing.
You
could
possibly
think
of
to
avoid
capture
and
detection,
so
my
staff
is
phenomenal.

know

today

press
conference
where
you
went
over
more
of
the
details
and
I'm
not
sure

residents

get
their

on

press
conference
if
they
were

some
council
members
were
able
to
to
watch
it
earlier
today.
How
might
someone
go
about
doing
that.

making
sure

that
residents
are
informed

know
what's
going

That
also
helps
with
the
safety
of
folks
know,
what's
happening,
what's
taking
place
in

community

also
just
on
behalf
of
the
council,
and
maybe
the
council
may

questions

the
legislative
breakfast
meeting
with
the
Bloomington
delegation,.

then
I'll
just
want
to
mention
just
a
couple
of
things.
If
I
could
and
then
I'll
open
it
up
to
council
I
wanted
to
mention
that
just
a
couple
of
weeks
ago
had
the
opportunity
to
attend
the
National
Conference.
The
national
league
of
cities
certainly
attended
along
with
councilmember
Coulter.
A
He
actually
kind
of
turned
me
on
to
this
thing
called
veteran
Community
project,
it's
a
five
acre
kind
of
tiny
home
and
that
was
kind
of
timely
after
we
just
talked
about
the
missing
middle,
but
these
tiny
homes
about
46
of
them
by
this
non-profit
organ
organization,
is
kind
of
put
together
to
house
veterans
in
the
community,
and
it
helps
to
kind
of
set
up
as
a
transitional
for
two
years.
Folks
are
able
to
stay
in
these
homes,
both
the
veterans
themselves.

Both
thought
this
was
really
a
neat
concept
or
a
neat
idea,
and
not
necessarily
would
need
to
do
it
with
veterans,
but
it
could
be
done
with
a
number
of
different
populations,
but
just
thought
it
was
really
an
interesting
concept
of
how
they
put
it
together,
all
the
amenities
that
are
put
with
it
and
all
of
the
things
that
help
to
move
veterans
from
being
in
a
homeless
state
to
being
self-sufficient
so
more
on
that
later.
But
that's
something
I,
certainly
interested
in
future
councils.

Looking
at
that
in
terms
of
ways
to
kind
of
move
above
on,
just
you
know
also
recognizing
their
service
to
do
something
a
little
more
tangible
and
then
secondarily,
I
had
the
opportunity
today
to
spend
a
a
couple
hours
kind
of
memorializing,
the
the
end
of
what's
called
the
the
Metropolitan
Alliance
for
Healthy
Families.
We
had
our
final
meeting
there
about
15
years
of
dedication
to
home,
visiting
evidence-based
home
visiting.
We
had
the
opportunity
to
kind
of
just
to
talk
about
how
that
came
about
in
the
legislature.

Sheila
cascaden
was
sitting
right
next
to
me,
who
was
a
world
champion
of
of
that
now
and
how
important
that
is,
and
just
how
many
families
have
been
serviced
over
those
15
years,
just
an
incredible
number,
both
here
in
Bloomington
and
really
across
the
15
County
metropolitan
area
in
which
that
they
served
and
I
had
the
opportunity
to
serve
on
that
board.
For
nine
years
and
my
my
commitment
to
Early
Child
education
has
never
been
been
stronger
and
I
am
looking
forward
to
our
new
program
that
we
have.

That
will
service
even
more
young
people
here
in
the
city
of
Bloomington.
So
I
wanted
to
just
mention
that
that
passing
of
time
and
that
passing
of
that
that
board
and
looking
forward
to
what
the
new
things
to
come
and
I
see
that
council,
member
dalessandro
has
got
something.
I
want
to
bring
forward
and
want
to
allow
you
to
do
that
for
the
council
and
for
the
public.

last
meeting

a

a
special
session

acknowledge

thank

good
people

Bloomington
Federated
Women's
Club
on
November
16th
I

invited

others
at
their
60th
anniversary
dinner.

don't
know
if
you
all
know
that,
but
the
Bloomington
Federated
Women's
Club
and
here
in
Bloomington,
has
been
meeting
regularly
at
the
Minnesota
Valley
Country
Club
for
60
years
now,
and
doing
some
really
incredible
work.

they
sponsor
specifically
a
programming
at
Veep
at
Oasis
and
also
at
Cornerstone,
as
well
as
provide
scholarships
to
high
school
students
every
year.
It's
a
great
organization,
a
wonderful
group
of
women
in
our
community.
Doing
really
good
by
our
community
and
I
was
honored
to
be
able
to
speak
with
them
as
part
of
as
part
of
the
programming
that
day,
congratulations
to
them
on
60
years
of
service
to
the
community.

acting

I

also

Kansas
City
for
the
national
league
of
City
Summit,
a
really
interesting
experience.

never

never
been
to
one
before
I
was
able
to
attend
sessions
on
short-term
rental,
on
keeping
homegrown
Talent
on
addressing
the
economy
of
care
related
to
child
care,
access,
Transit,
oriented
development,
nearing
the
racial
wealth
Gap
and
addressing
Health
Equity
sort
of
post
pandemics.

lot
of
really
really
good
information
and
discussion
with
with
folks
from
around
the
city
or
around
the
country,
I,
should
say,
and
around
the
state
of
Minnesota
we
were
Minnesota,
was
well
represented
at
NLC,
so
heads
up
to
council
members

staff
I

be
passing
along
some
some
information
of
things
that
I
I
know
that
you
all
are
interested
in
related
to
some
of
those
things,
the
other.

thing
I
did
want

Obviously,
I'm
sure

all
aware

my
resignation

that

45-day
clock

we'd

will

put
that
on
folks
radar,
I
believe.

we'll

that
process
