finance
department
we're
going

a
report
from
our
external
auditor
for
2021
and
then
a
recognition
for
some
of
our
for
our
finance
staff
on
an
outstanding
achievement.

Consent
business
is
relatively
short,
councilmember
d'alessandro
will
handle
the
consent
business.
This
evening
we
have
under
hearings,
resolutions
and
ordinances.
We
have
nine
hearings
officially
scheduled,
but
items
4.1,
4.2
and
4.3.
What
we
are
going
to
do
is
open
them
and
hold
them
open
until
june
27th.
If
we
could,
those
hearings
regard
the
charter.
Commission
changes
to
the
city
charter
city
charter
amendments
and
to
approve
them.

also
have
public
hearings
on
a
couple
of
new
licenses
and
a
couple
of
other
items
so
and
then
under
organizational
business,
we've
got
a
number
of
things
under
organizational
business,
which
is
basically
our
our
study
session
equivalent
in
our
city
council
meetings
and
what
I
would
suggest
council
if
you're,
okay
with
it.
I
would
like
to
move
item

our
public
safety
update.

we're
going
to
have
a
discussion

our
facilities,
maintenance,
services,
evaluation,
which
is
an
important
thing
that
we've
got
going
on
and
go

our
city,
council
policy

issue

labor
negotiation

paso
county
sheriff's
office

colorado
springs

colorado

laurel

highland

laurel
is
not
on
the
job
assisting

residents
of
bloomington,
she
enjoys
cooking
and
vegetable
gardening

you'd
like

this
item

The
audit
is
for
the
residents
and
the
city
council.
We
as
a
finance
department,
just
help
facilitate
that
off
audit
and
prepare
the
work
papers.
They
audit
us
and
prepare
the
information
for
you.
So
here's

the

audit
results
for
this
year
were
very
good,
and
I
can
start
off
with
this
that
this
audit
process
is
an
extensive
audit
process.
We
start
the
city
audit
back
in
january,
doing
our
preliminary
audit
procedures,
including
testing
of
our
controls,
and,
as
I
stand
here
today,
we
are
finishing
up
the
last
items
and
should
be
issued
tomorrow,
given
that
everything
goes
perfectly
well.

So
as
part
of
that
particular
requirements,
we
do
test
the
city's
internal
controls
that
I
mentioned
as
part
of
our
process.
We
we
issue
your
compliance
with
variety
of
laws
and
regulations
that
relate
to
that
financial
report.
We
are
required
to
audit
your
compliance
with
minnesota
state
statutes.
There
is
a
list
of
laws
that
are
provided
by
the
office
of
the
state
auditor,
so
we
don't
audit
every
minnesota
state
law,
just
the
ones
that
are
provided
on
the
list
and
then.

As
part
of
that
process
issue
an
opinion
on
the
internal
controls
specifically
related
to
the
single
audit
of
federal
awards,
those
grants
and
the
in
the
compliance
relay
related
to
that.
So
as
part
of
my
audit
process,
we
do
issue
a
number
of
documents.
The
first
one
is
the
audited
opinion
on
that
annual
comprehensive
financial
report.
We
were
able
to
issue
an
unmodified
or
a
clean
opinion.
This
year
was
again
the
opinion
you
were
looking
for
a
positive
result
in
that
area.

The
the
state
laws
of
the
state
of
minnesota
require
the
city
to
to
pay
its
annual
obligations
within
35
days
of
either
receipt
of
the
invoice
or
the
receipt
of
the
services
depending
which
comes
later
so
as
part
of
our
sampling.
We
did
note
two
two
payments
out
of
the
25
that
were
selected
that
did
meet
that
timely
threshold.

I'll
always
say
this
in
any
sort
of
presentation,
if
you
heard
from
me,
an
audit
is,
is
a
learning
experience
and
and
audits
come
with
findings.
So
sometimes,
when
you
have
a
result
like
this,
it's
not
really
shouldn't
be
the
focus
of
the
finding.
But
what
should
be
the
focus
is
the
corrective
action.
How
are
we
going
to
correct
this?
Moving
forward?
The
city
has
issued
and
and
drawn
up
a
corrective
action
plan
specifically
to
this
particular
area,
as
we
dived
into
this
particular
area
in
the
audit
it.

It
was
an
understanding,
and
it
was
actually
understood
internally
that
this
might
be
already
a
concern
in
the
finance
office.
There's
some
personnel
matters
that
were
occurring
in
the
accounts,
parallel
area
that
frankly
had
been
vetted
and
talked
through
internally
before
we
even
got
here
at
the
audit.
So
when
we
started
going
through
these
testings
and
brought
these
two
items
forward,
we
were
provided
with
a
corrective
action
that
had
had
already
been
talked
through.

That
immediately
made
me
feel
much
better
about
the
situation,
given
the
circumstances,
so
that
corrective
action
certainly
has
already
resolved,
given
the
circumstances,
so
the
second
one.
Lastly,
on
the
page
again,
I
mentioned
we
issue
an
opinion
on
the
single
audit
of
federal
awards,
and
we
did
have
a
finding
in
that
particular
area
this
year,
specifically
to
one
of
the
grants
that
we
audited.
In
this
case,
the
community
development
block
grant
the
cdbg
grant
in
terms
of
our
testing
in
the
cdbg
area.

There
is,
and
was
this
year
a-
I
would
call
it
a
new
test
that
was
came
out
of
the
federal
government
and
that
related
to
reporting
and
the
in
the
reporting
requirements
of
the
cdgtv
program.
The
fact
that
you're,
a
direct
requirement
or
direct
aid
recipient
required
you
to
report
into
a
system
of
those
subrecipient
amounts.
Any
amounts
that
you
forwarded
on
to
other
other
agencies,
other
departments
and
that
particular
reporting
did
not
occur
in
this
in
this
particular
grant.

In
the
testing
that
we
did
so
again.
The
corrective
action
plan
in
this
case
is
to
understand
the
requirement
requirements
understand
what
you
are
to
be
submitting.
It
isn't
that
we
that
none
of
the
reporting
was
done.
It's
just
one
aspect
of
the
reporting
didn't
occur
and
thus
the
changes
were
made
and
and
in
the
future
the
reporting
will
be
done
correctly.

And
some
of
the
some
of
the
time
that
timely
payment
of
invoices
can
can
revolve
around.
We
were
in
the
midst
of
this
whole
thing.
There
was
a
pandemic
happening
right,
so
some
of
this
could
can
be
looked
at

standpoint

invoices
that
could
come
in
and
and
be
delayed
from
the
vendors
as
well
and
without
documentation
and
without
any
sort
of
documentation.
Internally,
that
oh
yeah,
we
might
have
gotten
this
late.
There
really
isn't
any
way
to
know.

In
some
cases,
did
you
get
it
laid
or
what
was
the
nature
of
it?
All
we
have
in
front
of
us
is
an
invoice
and
a
check,
but
we
did
recommend
in
many
cases,
if
you
do
see
payments
of
this
nature
to
document
why
we
got
it
late.
There
are
a
lot
of
payments.
A
city
makes
that
aren't
made
within
35
days
the
result
of
a
situation.
A
construction
contract
is
probably
the
best
example.

So
continuing
on
my
report
also
does
provide
a
number
of
areas
that
we
communicated
to
staff
specifically
around
the
scope
and
timing
of
the
audit.
Everything
was
good
from
the
from
that
perspective.
Everything
went
as
planned.
We
didn't
have
to
change
our
services
and
the
scope
of
our
services
at
all,
and-
and
certainly
there
are
formal
required
communications
that
came
out
of
this
process,
but
don't
need
to
touch
on
that.

So
in
my
in
my
report
of
audit
results,
we
do
provide
some
some
information
on
the
financial
results
of
the
year
really
providing
some
some
high
level
discussion
around
financial
results.
An
audit
does
audit
the
financial
report.
So
in
that
refinancial
report,
you'll
you'll
note
that
the
fund
balance
of
the
city
collectively
in
its
governmental
funds,
did
increase
about
13
million
this
past
year.
Most
of
that
was
in
the
construction
projects.

The
city
does
have
a
fund
balance
policy
that
guides
the
fund
balance
for
the
year,
and
these
certainly
results
of
this
year.
Do
do
you
want
to
say
or
meet
that
expectation
that
policy
and
future
budget
discussions
will
be
will
occur
that
we'll
talk
about
how
this
fund
balance
relates
to
that
fund
balance
policy.

On
the
expenditure
side,
you
can
see
some
of
the
changes
in
in
this
particular
area,
one
that
stands
out
to
me.
You
know
certainly
the
park
and
rex
area
has
rebounded
again
not
to
the
extent
that
you've
seen
previously
to
the
pandemic,
but
at
levels
that
that
are
kind
of
moving
back
in
the
right
direction.

The
majority
of
the
funds,
the
majority
or
collectively
these
enterprise
did
funds
did
increase
overall
financial
position
by
close
to
10
million
9.6
million
in
2021,
most
of
that
was
in
the
water
and
wastewater
utility.
You
can
see
almost
7
million
dollars
of
that
particular
increases
in
that
one
particular
fund.

This
graph
does
show
a
trend
line
over
the
last
five
years.
Within
that
wastewater
utility,
this
particular
fund
did
have
an
increase
in
rates
in
2021,
as
well
as
there
was
an
increase
in
overall
consumption
by
city
residents
that
is
driving
that
operating
revenue
increase,
thus
really
following
to
the
what
you
might
say,
the
bottom
line
here,
but
to
the
income
or
the
operating
income
loss
in
this
particular
fund
for
fiscal
2021.
Some
real
positive
financial
results
there.

And
we
do
provide
solid
waste
management
results
here
as
well,
and
certainly
no
concerns
real
really
in
that
area
as
well.
So
my
management
report,
I'll
wrap
it
up
here,
does
provide
a
lot
of
other
information.
You
know
audit
results
provide
some
legislative
information.
We
do
warn
the
city
through
our
report
on
other
accounting
and
auditing
issues
that
are
forthcoming.

So,
in
summary,
I
was
able
to
issue
a
clean
opinion
on
the
financial
statements.
There
were
the
two
findings
that
were
reported.
I
mentioned
the
certificate
of
achievement
in
excellence
in
financial
reporting,
which
I
think
is
the
next
agenda
item
tonight.
Certainly,
I
reflected
on
the
city's
sound
financial
conditions,
some
very
positive
results
financially.
Really.
I
just
want
to
say
from
an
auditor
standpoint:
the
city
does
an
excellent
job
of
really
assessing
their
financial
operations
and
doing
everything
the
way
that
you
would
expect
it
to
be
to
happen.

We
have
a
very
positive
audit
process,
but
it
does
come
with
a
lot
of
work,
a
lot
of
questions
on
our
end
and
your
staff
take
it
very
seriously
and
and
that's
important
to
hear
and
feel
from
me
as
an
auditor,
and
I
commend
everyone
here-
the
board,
the
council
and
all
the
administration
for
that
excellent
work.
So,

kind

go

kind

have
a
look
up
underneath
the
hood
and
see
see
how
we're
doing
one
of
the
questions
that
had
occurred
to
me
after
you've
left

time
was,

look
at
our
peers
and
you
sort
of
kind
of
mentioned
it,
how
do
we
compare
with
our
accounting
practices
if
you
kind
of
look
at
our
practices
compared
to
other
cities
of
our
size,.

I
think
when
we
look
at
even
in
staff,
when
we
look
at
size
of
operation
or
operations
within
certain
business
units
or
even
financial
results,
the
questions
we
ask
are
always
well.
How
does
that
compare
to
the
next
guy
or
the
neighbor,
and
the
reaction
is
typically
very
typically
well
that's
hard
because
there
isn't
one
like
us,
I
mean
even
the
population
figure
that
you
are
is
is
at
a
level
where
so
they
do,
they
do,
and
we
do
our
best
to
try
to
combine.

know
combine
our
results
with
maybe
the
best
next
best
equivalent.
That
being
said,
that
the
operation
here
is
exceptional,
the
staff
here
do
an
excellent
job,
there's
a
ton
of
work
and
a
lot
of
detail
that
goes
into
this
and
they're
very
much.
On
top
of
of
that
particular
aspect,
and-
and
I
hold
this
group
in
high
regard
in
terms
of
our
clientele.

and
I
think
that
our
residents,
we
don't
want
to
hear
that
yeah
and-
and
I
certainly
as
a
council-
I
imagine
other
council
members
in
marijuana
here-
that
you
know
we're
we're
doing.
I
certainly
see
that
day
in
and
day
out,
you
know
with
the
hard
work
that
they
go
through.
With
regards
to
my
last
question
here,
in
terms
of
you
know,
our
our
industry
are,
there
impacts
that
we
should
be
looking
for
from
a
financial
standpoint
as
we
kind
of
look
forward.
I
know.

That
being
said,
I
would
suggest
that
the
biggest
challenges
that
most
organizations
are
having
at
least
at
the
city
government
level,
is
in
the
grant
area.
I
already
previously
mis
mentioned
it.
It
is
regulation
overflow
when
it
comes
to
the
federal
grants
that
are
coming
out
of
the
federal
government.

And
if
you,
if
you
even
just
look
back
the
last
dozen
years,
that
didn't
happen,
it
didn't
happen
like
this
in
the
last
10
years.
It
wasn't
this
way,
so
there's
that's
just
different.
It's
a
different
environment
and
a
lot
of
change
means
it's
harder
to
keep
on
top
of
it,
so
that
is
probably
the
biggest
area
of
concern
for
all
of
us.
I
think
in
the
governmental
community.

Federal
dollars
that
they
were
somewhat
unusual
in
in
this
audit,
I
imagine
because
of
the
the
unprecedented
funding
that
you
know
was
passed
as
part
of
the
pandemic,
and
everything
like
that
was
there.
Was
there
anything
I'm
assuming
positive,
not
negative,
because
you
would
have
mentioned
it
as
a
finding,
but
anything
anything
particularly
striking
to
you
about.

Yeah,
the
the
I
would
say
that,
certainly
in
the
single
audit
federal
awards,
there
is
a
traditionally
a
consistent
pattern
to
the
programs.
We
audit
mainly
because
they're
they're,
very
consistent,
federal
grants.
Audit
audits
come
with
regulation
that
says
what
you
need
to
audit.
We
don't
get
to
choose
they.
They
tell
us
based
on
formulas
so
this
year
because
of
the
pandemic,
we're
auditing,
different
programs
which
created
different
questions
and
then
they've
never
seen
before,
which
is
where
the
challenge
comes
in.

I
would
say
that
the
staff
here
did
a
tremendous
job
given
that,
given
that
particular
aspect
that
hey
we're
asking
questions,
we've
never
asked
before
new
grants
we're
auditing
a
grant.
We've
never
had
a
grant
just
based
on
volume
or
risk
assessment
that
the
federal
government's
giving
us
and
they
succeeded
very
well
in
that
regard-
and
I
will
say
that's
not.
I
can't
always
say
that
at
audit,
specifically
in
this
area,
we
generally
have
findings
now
in
the
single
audit
environment,
because
it's
so
highly
regulated
and
the
risk
is
there
so
to
come
out.

let
me
clarify
there
was
one
finding
in
particular
in
the
federal
grant
area.
The
the
reporting
in
the
cdbg
grant
would
be
considered
a
federal
grant
that
you
received
just
to
be
clear.
There
was
findings
in
that
particular
area
and
to
me
that
was
a
minor
finding
as
a
reporting
item
nothing
was
inappropriately
spent
or
spent
did
correctly.
It
was
mostly
a
reporting
item.
How
are
you
doing
in
that
area?

I
would
say
that
you're
much
you're
very
much
on
top
of
the
your
game
in
that
area,
we
have
a
firm
of
about
100
audits
that
we
do
annually.
This
is
my
33rd
year
of
doing
audits
of
this
nature
and
the
curve
at
our
firm
has
been.

would
call
it
delayed,
meaning
if
we
get
to
a
certain
level
every
year
through
our
audit
process,
we're
we're
way
behind,
not
because
of
our
firm
in
general,
but
because
of
our
clientele
trying
to
keep
up
with
the
pace
of
play,
I'll
call
it
so
yeah.

this
past
year,
the
city
of
bloomington
has
received
had
been
the
recipient
of
the
certificate
of
achievement
in
excellence
in
financial
reporting,
for
our
comprehensive
annual
financial
report
for
our
50th
year,
that's
longer
than
any
other
minnesota
city
and,
in
fact,
on
the
gfoa
website.
There's
one
other
city
and
two
other
counties
that
have
there's
more
awards
than

for

the

cultivate

where
people
want
to
be
the
reporting
that

has
been
producing
annual
reports,
probably
since
they're

beginning
of
their
existence,
they
were
fairly
small
at
one
time.
This
is
the
first
report
that
we
have
here
that
received
an
award,
and
this
had
104
pages.
This

last
report

we
did,
the
one
that
gave
us
our
50
year
award
milestone,
and
this
report
is
237
pages.

gets
paid
without
finance
and

they
audit
all
the
payroll.
All

vendor
checks

go

is
a
lot
of
data
presented
exactly
how
we're

discuss

we

numbers

up

terms

proactive

traffic
stops
we're
almost
at
two-thirds
of
where
we
were
last
year
total
for
this
year
already,
so
our
cops
are
out
there.
Conducting
proactive,
policing
and
traffic
stops
to
continue
to
educate
residents
on
our
traffic
laws.
But
if
you
asked
me
earlier,
why
do
I
think
crime
is
a
little
bit
lower
this
year
than
last
year
and
is
trending
on
that?

So
here
this
is
an
area
where
we
will
see
an
increase
more
than
likely.
If
things
continue
on
this
trend
and
again,
the
data
here
is
a
little
bit
behind,
but
our
pursuits,
our
overall
pursuits,
are
more
likely
going
to
be
slightly
up
than
they
were
last
year.
At
the
same
time,
the
amount
of
pursuits
that
we're
canceling
will
be
up
in
that
percentage
will
still
continue
to
be
in
that
53
range.
I
believe
our
officers
do
a
great
job
in
terms
of
making
judgment
when
they
can
pursue
vehicles
and
do
that
safely.

If
things
continue
on
this
trend,
the
our
overall
calls
for
service
will
be
less
than
it
was
in
2021,
but
the
calls
at
the
mall
are
projecting
to
be
around
the
same
and
maybe
a
little
bit
higher
than
they
were
in
2021..
So,
overall,
our
call
load
appears
to
be
things
if
it
trends
continuous
trending.
This
way
our
overall
call
load
will
be
lower
than
it
was
in
any
2021
on
that
all
right
next
slide.

converter
thefts.
This
is
an
area
where
we're
going
to
see
a
significant
increase
versus
2021.
If
things
continue
on
the
current
trend,
we
are
already
less
than
100
away
from
where
we
were
all
of
last
year.
So
this
is
something
that
we
are
very
concerned
about,
and
this
is
why
our
officers
are
continuing
to
make
those
proactive
traffic
stops
out
there
to
try
to
apprehend
some
of
these
folks.
But
if
the
trend
continues,
our
catalytic
converter
thefts
will
surpass
last
year.

owners

saying
they're

target
fleets

commercial
vehicles
as

we
seeing
an
increase
across
the
board

residential

crimes

fleets
and
commercial
kind
of
juicing?
These
numbers,
as
well.

can
either
do
something
about,
or
at
least
makes
you
know,
folks
aware
of,
I
mean
obviously
getting
the
chemical
catalytic
converter
off
the
car
is
one
thing,
but
then
it
goes
someplace
and
it's
processed
and
all
that
kind
of
stuff
is
that
happening
here.
Is
that
happening
in
the
metro?
And
what
do
we
know
about
the
business
side?.

So
the
business
side-
it's
not
happening
in
bloomington,
so
we
don't
have
a
scrap
metal
plant
in
bloomington
a
place
to
process
these
cadillac
converters.
So
when
someone
steals
one
of
these
catalytic
converters,
they
are
able
to
take
them
to
a
scrap
yard
and
get
money
and
that's
how
they're
getting
paid
for
these
things
and
that's
why
people
continue
to
do
it
yeah,
a
good
someone
who
is
very
proficient
at
stealing
catalytic
converters
can
normally
be
done
within
a
minute
of
taking.

You
know
from
jacking
up
the
vehicle
to
slicing
the
catalytic
converter
and
removing
that
and
leaving
the
scene.
They
can
normally
do
that
within
60
seconds,
someone
who's
very
proficient
at
it.
So
what
we've
done
here
is
we've
been
out
getting
in
this
a
little
bit
later:
we've
partnered
with
bobby
and
steve's
to
get
the
stamp
so
right
now,
if,
if,
if
it
has
a
stamp
on
it,
the
scrap
metal
places
are
not
supposed
to
take
it
supposed
to,
but
by
and
large,
we
believe
that
most
of
these
places
are
honoring.

And
as
a
follow-up
question,
I
think
we
know
that
in
in
minnesota,
but
I
I
have
also
heard
that
a
lot
of
these
are
ending
up
out
of
state
and
is
there
an
issue
with
even
though
they're
stamped
locally
and
local
scrap
yards
aren't
particularly
taking
them?
But
if
they're
out
of
state
somewhere
say
in
wisconsin
that
they
are
yes.

But
I
want
to
emphasize
here
that,
even
though
we're
taking
in
less
firearms,
we've
had
significant
incidences
with
our
officers
in
dealing
with
people
with
guns.
Two
weeks
ago,
an
individual
at
walmart
for
a
shoplifting
call
did
not
want
to
go
back
to
prison
and
he
had
a
loaded
gun
on
him
and
he
was
attempting
to
pull
this
gun
out
and
he
was
going
to
try
to
harm
two
of
our
officers.
Walmart
lost,
lost
prevention
had
to
jump
in
and
help
at
the
end.

Individual
on
video
said
that
they
apologized
to
the
officers,
but
they
just
didn't
want
to
go
back
to
prison.
Two
weeks
before
that,
another
juvenile
on
one
of
our
retail
establishments
was
getting
picked
up
for
shoplifting
and
decided
to
run.

magazine
fell
out
of

bit

terms

weapon

officers

out

doing
proactive

all

prevalence
of
firearms
is
pervasive
in
our
society,
especially
now

choosing
not
to
follow
the
rules
of
society.
But
in
terms
of
how
we
are
bloomington,
because
our
officers
are
doing
proactive
policing,
we
may
seize
more
firearms
than
surrounding
agencies.

we
doing
about
this?
We

terms
of
our
traffic
enforcement.
We
are
utilizing
the
lights
on
program
for
those
of
you
who
do
not
know
what
the
lights
on
program
is
it's
a
program
where,
if
we
stop
somebody
for
an
equipment
violation,
we
can
give
them
a
coupon
or
voucher
to
get
their
vehicle
fixed
and
just
yesterday,
one
of
our
officers
of
color
had
stopped
an
individual
for
a
equipment
violation
and
this
individual
proceeded
to
berate
and
racially
degrade.

One
of
our
police
officers
for
four
minutes
and
our
officer
at
the
end
of
the
traffic
stop
gave
the
person
a
lights
on
coupon
and
that
changed
their
demeanor
a
little
bit.
But
it's
just
the
fact
that
officer,
even
though
he
had
to
endure
that
decided
that
it
was
still
appropriate
to
give
this
individual
lights
on
coupon,
which
is
worth
around
250
dollars
to
give
the
person
the
opportunity
to
get
their
vehicle
fixed.
So
this
is
one
of
the
programs
that
we're
out
there
doing
so
for
the
citizens
watching
this.

If
our
officers
are
out
here
conducting
these
traffic
stops
for
equipment
violations,
they
do
have
the
option
to
give
them
a
lights
on
program
and
the
lights
on
national
organization
held
their
national,
a
meeting
here
in
bloomington
about
a
month
and
a
half
ago
at
the
radisson
or
at
the
mall.
So
we
we're
doing
that
partnering
with
partnering
and
coordinating
with
neighboring
police
agencies.

have
a
meeting
on
how
to
get
my
day
straight
wednesday
with
the
surrounding
chiefs
and
deputy
chiefs,
so
we're
going
to
discuss
coordinating
efforts
for
this
summer
because
obviously
we're
all
have
the
same
concern
so
the
chiefs
from
edina
airport,
richfield,
eden,
prairie
and
st
louis
park,
and
obviously
us
here
in
bloomington
we're
hosting
the
meeting.
We
will
meet
later
this
week
to
discuss
summer
crime
prevention
strategies
and
make
sure
we're
all
coordinating
on
the
same
page.
Next,
our
special
investigations
unit
is
going
to
conduct
targeted
operations.

We've
already
started
some
of
these
on
transit.
Last
week
our
officers
boarded
the
train
and
we're
just
doing
bloomington
we're
not
going
into
minneapolis
or
going
any
other
cities,
but
officers
did
make
five
arrests
during
that
time.
One
individual
was
actively
shooting
up
narcotics
when
our
officers
arrested
them
and
another
individual
had
said
they
had
been
on
the
the
run
for
a
number
of
months
and
that
they
had
chosen
to
use
the
train
to
hide
on
because
no
one
ever
checked
them.

Obviously
we're
doing
cops
and
scoops
shop,
cops
and
scoops
coffee
with
a
cop
and
national
night
out
multiple
other
events
that
our
crime
prevention
unit
is
going
to
do
to
actively
engage
our
community
and
youth
and
again
that's
on
the
the
key,
and
that
is
the
prevention
aspect
of
this.
So
the
more
and
more
we
can
get
out
in
front
of
people
will
be
great
bobby
and
steve's.
Like
we
talked
about
doing
the
catalytic
converter,
stamping,
we
may
want
an
ordinance,
and
that
could
be
a
separate
meeting.
But
I'll
explain
you

officers
stop
someone-
and

big
old
truck
full
of
catalytic
converters-
and
they
say
these
are
mine-

don't

anything

place
to

we
could
seize

in
my
opinion
and
I'll
keep
my

education

Obviously,
our
legislative
bodies
have
decided

laws
in

to
be

education

educate
families
and
kids
on
how
to
be
safe,
around
firearms
and
how
to
safely
store
firearms,
so
they're
not
getting
in
the
hands
of
youth.

police

needed

we

hire
good

five
backgrounds
after
chief's
interview.

I
think
if
all
these
five
people
pass
backgrounds
that

us

immediate
infusion
into
our
dispatch
center

they

a
phenomenal
group.
Every
single
person
that
came
in
this
five
had
experience.

know
fingers
crossed
you
know
we
can
get

five

will
be
a
huge
boost
to
our
dispatch

positions

we're
looking
at
background
investigators
that
closed
us
here,
pretty
quick.
We
wanted

hire
outside
background
investigators,
retired
detectives
to
do
our
backgrounds
to
allow
our
detectives
the
ability
to
focus
on
their
work
and
not
doing
backgrounds.
There's
multiple
benefits
to
doing
this
that
I
could
go
into
at
some
point,
but
that's
what
we're
doing
now,
a
part-time
administrative
assistant
data
digital
evidence
technician.

think

we

good
problem
right

terms
of
our
applicant
pool.

qualified
applicants

chiefs
interviews,
more
qualified
applicants
than
we
got
a
lot
of
positions.

that's
a
good
problem
to
have
most
agencies
don't
have
that
problem,
but
nationally
and
locally.

I
mean
you're
dealing
with
a
position
where
people
need
to
fill
hundreds
of
jobs
on
bloomington
we've
been
very
fortunate
to
have
a
great
police
department
and
your
support
as
a
council
and
the
mayor
and
the
city
manager
helps
drastically
when
I'm
recruiting
police
officers,
because
I
can
tell
people
when
they
come
to
bloomington
that
the
elected
officials
and
the
city
manager
support
what
the
police
department
do
now.
That's
not
blind
support,
meaning
people
support.

phenomenal
job
and
they
have
our
philosophy
here
in
bloomington-
and
I
know
this
sounds
harsh
to
some
people,
but
if
you
break
the
law,
we're

you
up
and
that
reputation
helps

community
safe.

it's
incumbent
upon
us
to
put
things
in
place

someone

they
want
to
turn

life
around,

social
workers

with

day

officers

community
members

of
how
we
can
maintain

quality

people
need

hear

carjackings

jackets

city

up
by

had
three
here
in
the
city

bloomington
in

attorney
general
luger

prosecuting
these
and

think
today
they
announced
that
they've
as
part
of
the
joint
task
force.
They've
arrested,
97
people
that

they're
gonna
be
holding
accountable
for
their
actions.
So
we
will
continue
to
participate
where
we
need
to
be
at.
But
that's
the
numbers
where
we're
at
in
bloomington,
very
good.

high
level,
one
of
the
things
that
we
look
at
for
an
organization
that
is
performing
facilities,
management
facilities,
maintenance
is
their
their
maturity
and
we
align
with
a
capability
maturity
model
that
can
be
assessed
on
a
scale
from
a
very
initial
or
ad
hoc
performing
organization,
meaning
that
the
maintenance
functions
are
very
much
at
the
discretion
of
the
individual
technicians.
Different
supervisors
might
organize
different
ways.

There
are
a
few
areas
that
function
at
a
higher
level
where
they've
been
defined,
but
overall,
unfortunately
there
was
not
a
lot
of
rigor.
I
will
say
in
the
delivery
of
the
maintenance
function
very
high
level
of
dedication
by
the
employees.
Very
you
know,
degree
of
commitment
to
the
tasks
being
done,
but
in
terms
of
a
formality
and
a
consistency
and
again
a
maturity
of
the
organization,
it
was
in
fact
deemed
to
be
pretty
low.

But
that's
that's.
One
of
the
reasons
fea
was
called
in
is
that's
what
our
organization
looks
at
and
there's
definitely
a
action
among
all.
The
leaders
from
public
works
from
the
maintenance,
superintendent,
john
and
others
to
think
more
proactively
and
more
strategically
about
the
facilities,
maintenance
function
and
the
city
is
really
using
this
assessment
as
the
beginning
of
an
effort
to
try
to
both
improve
the
quality
of
the
facilities
that
improve
the
financial
performance
and
ultimately
deliver
on
those
safe,
healthy,
productive
facilities
that
we
talked
about.

Our
full
report
that
was
provided
provides
a
total
of
16,
very
practical
recommendations
on
how
to
improve
in
performance
over
time.
I
am
not
going
to
go
through
all
16
of
those
today,
but
I
am
going
to
highlight
a
few
that
may
be
of
particular
interest
to
the
mayor
and
council
in
terms
of
where
we
would
recommend
the
city
head
with
its
maintenance
function.

One
of
the
ways
that
we
look
at
the
the
function
is
to
try
to
benchmark
against
other
organizations
and
other
national
standards
in
terms
of
a
couple
different
areas.
One
is
in
the
area
of
of
spending
and,
if
you
think
about
the
expenditure
of
funds
to
take
care
of
buildings,
it's
a
a
really
a
necessary
cost
to
owning
a
portfolio
and
operating
that
portfolio,
but
there's
also
a
degree
of
how
well
you're,
using
the
money
that
you
have
that
comes
into
play,
and
so
we
we
look
at
the
expenditures
that
were
provided.

We
had
data,
we
were
able
to
analyze
it
and
compare
the
building
maintenance
spending,
which
includes
things
like
preventive
maintenance,
responding
to
equipment,
breakdowns
and
providing
essential
maintenance
services.
It
does
not
include
those
costs.
Do
not
include
things
like
the
utility
costs,
it
does
not
include
cleaning
costs,
so
things
like
custodial
services
are
not
include.
This
is
really
think
about
the
hard
services
they're,
really
taking
care
of
both
the
things
that
you
see
and
the
public
sees
on
a
daily
basis,
as
well
as
the
things
that
you
don't
see.

The
equipment,
that's
in
the
mechanical
rooms,
the
the
services
that
are
being
provided
behind
the
walls
and
then
covered
up
by
the
ceiling
that
you
don't
see
that
make
a
building
operate
healthy
healthily
in
it.
In
the
long
run,
and
so
looking
at
the
spending
benchmark
for
the
city
of
bloomington,
you
were
really
about
the
same
as
a
couple
of
other
cities
that
we've
recently
performed
a
city.

similar
assessment
for
a
comparable
city
in
idaho
was
just
a
few
pennies
different,
as
well
as
one
in
colorado,
again,
roughly
the
same
size
as
the
city
of
bloomington,
but
in
all
those.
So
in
that
respect
it's
good
you're,
not
really
high
or
really
low
compared
to
those
two
particular
cities,
but
also,
I
would
say
at
what
you're
getting
for
that.

Spending
in
terms
of
the
level
of
performance
is
also
worth
looking
at,
and
so
the
level
of
service
that
you're
getting
for
that
spending
is
again
comparable
to
those
cities,
but
it
may
not
be
where
you
want
it
to
be
I'll
talk

little
bit
about
service
levels
in
just
a
second.
There
are
some
other
benchmarks
that
you
see
on
there.
There
was
an
alaska
borough
that
we
recently
audited.
That
or
excuse
me
did
an
assessment
on
that
was
much
higher,
but
that's
reflective
of
cost
being
much
greater
in
alaska.

The
ifma
benchmark
that
you
see
there.
International
facility
management
association
publishes
reported
levels
of
spending
from
their
members
in
that
organization,
and
so
we
use
that
as
one
nationwide
standard
here
within
the
u.s,
and
then
you
see
a
couple
of
others
that
are
more
targeted
towards
the
education
environment,
apa,
which
is
the
association
of
higher
education
facilities.

But,
as
I
mentioned,
one
of
the
things
that
we
also
look
at
are
is
this
concept
of
level
of
service,
and
this
is
slightly
different
from
that
initial
slide.
Where
I
talked
about
maturity
of
the
organization,
because
the
capability
maturity
model
goes
from
one
at
the
bottom
to
five
at
the
top.
This
is
a
service
level
scale,
that's
published
by
a
national
organization
that
does
a
lot
of
data
and
research
on
facilities,
management
organizations,
and
they
have
characterized
the
level
of
service
for
facilities
maintenance
on
again
a
five-point
scale.

But
it
may
not
be
what
you
want
in
terms
of
the
outputs-
and
I
say
that
because
when
we
look
at
the
staffing
levels,
which
is
one
of
the
principal
drivers
of
cost
in
an
organization
with
facilities
that
does
its
own
in-house
maintenance,
like
bloomington,
does
primarily
an
in-house
workforce
again
made
up
of
very
dedicated
technicians
who
we
got
a
chance
to
interview,
many
of
and
who
want
to
do
a
very
good
job
and
in
many
cases
they
are
well
respected
by
the
by
the
customers
they
meet
there.
We
interviewed
a
number
of
departments.

We
talked
to
police
fire,
other
departments
about
maintenance
and
their
impression
of
the
technicians
themselves.
Again
very
positive,
they're,
friendly
they're
responsive
they're
doing
best
their
best
with
the
resources
they
have
and
if
we
looked
at
the
the
resources
that
bloomington
is
applying
to
the
maintenance
function.
Right
now,
we
came
up
with
an
equivalent
of
eight
positions.

Those
are
the
things
we
observed
in
both
the
the
data
we
saw,
as
well
as
the
performance
of
the
buildings,
so
again,
you're
you're,
getting
what
you're
paying
for,
but
in
many
cases
it's
a
very
reactive
environment
and
many
organizations
do
not
really
want
to
be
at
that
level
of
reactive
management.
They
would
certainly
like
to
have
a
level
of
care
that
might
be
comparable
to
that
level
three
of
service,
but
most
organizations
that
we
work
with
are
striving
to
be
at
that
level.
Two
on
that
five
point:
scale
of
comprehensive
stewardship.

So
if
you
think
about
that
term
stewardship,
that's
taking
care
of
what
you
have
well
today
and
getting
the
full
useful
life
out
of
the
assets
that
you
have,
because
you're
able
to
accomplish
all
of
the
preventive
maintenance
tasks
that
go
along
with
those
buildings,
you're
able
to
respond
to
problems.
While
they
are
still
small
problems.
So
they
don't
grow
and
create
other
problems
or
they
don't
linger
and
create
a
much
larger
capital
project.

So
with
this
idea
of
you
know
a
relatively
today
immature
organization
that
wants
to
get
more
mature
and
a
staffing
level
that
may
be
less
than
delivering
on
less
than
that
would
be
an
ideal
position
for
a
city
of
your
size.
We
made
a
total
of
16
recommendations,
but
there
are
a
couple
of
key
ones
that
I
think
would
be
of
particular
interest
to
this
group.

Improvements,
as
well
as
the
the
service
evaluation
of
the
performance
come
from
that,
in
addition
to
a
recommendation
to
hire
a
creative
position,
hiring
assistant
superintendent
facilities.
We
are
also
recommending
the
addition
of
up
to
four
maintenance
positions
to
move
towards
being
having
the
capacity
to
achieve
that
managed
care
level
of
service
that
level
three
middle
of
the
road
level
of
service
as
an
initial
step,
so
that
you
have
time
with
a
a
new,
a
new
assistant
superintendent
and
a
a
bit
more
capacity
in-house,
just
to
put
the
resources
into
running
the
organization
better.

One
of
the
things
that
we
found,
both
in
talking
to
the
departmental
staff
talking
to
the
facility's
leadership
and
talking
to
the
facilities
technician,
is
at
the
civic
plaza.
As
of
one
of
your
showpiece
facilities
really
consumes
a
lot
of
attention
and
rightfully
so
it's
it's
a
premier
place
for
the
public.
It
deserves
that
that
kind
of
higher
level
attention,
but
there
are
a
lot
of
things
that
happen
in
that
building
on
a
day-to-day
basis
that
really
aren't
building
maintenance
functions
per
se.

It's
a
cleanup
that
should
be
addressed
by
a
cleaning
function,
whether
that
be
a
contractor
in-house
staff.
It's
a
moving
function,
it's
a
setup
or
teardown
function.
So
those
non-maintenance
types
activities
consume
resources
in
a
very
inefficient
way,
because
you're
not
only
pulling
people
from
other
jobs
because
they
have
to
go
to
civic
plaza
because
it
has
the
attention,
but
then
the
resources
that
not
really
the
right
resource
to
respond
to
that
problem.

Type
recommendation
that
I
wanted
to
highlight
tonight
has
to
do
with
the
enterprise
fund
activities,
and
I
heard
and
heard
those
mentioned
earlier,
operating
on
a
different
style
of
facilities,
maintenance
in
terms
of
who
performs
options,
and
there
seem
to
be
a
recognition
that
there
are
some
things
that
maintenance
division
can
provide
based
on
their
subject
matter:
expertise
with
the
larger
building
system,
capital,
renewal
and
repair
planning,
but
they're.
Really,
the
day-to-day
running
of
the
facility
should
stay
with
those
enterprise
functions.

So
we
recommend
that
the
maintenance
division
prepare
specific
service
level
agreements
for
the
various
enterprise
fund,
activities
that
clearly
define
roles
and
responsibilities
and
who
does
what
and
the
associated
resources
and
funding
that
are
needed
to
then
make
sure
that
those
enterprise
facilities
are
also
taken
care
of
both
on
a
day-to-day
basis
and
in
the
long
run
from
the
capital,
renewal
and
repair
planning.
That
has
to
be
done
and,
as
I
mentioned
there,
there
are
other
recommendations
that
we've
made
and
these
types
of
findings
that
I
talked
about
tonight.

client
we
worked
with
recently,
who
kind
of
threw
this
back
at
me
and
said
it's
kind
of
like
the
old
fram
of
oil
filter,
commercial
and
those
of
you
who
may
remember
that
at
least
you

they
had
the
fram
oil
footer
said
you
talk
about
your
car,
you
can
pay
me
now
or
you
can
pay
me
later,
and
facilities
are
the
same
thing.
You
really
need
to
focus
an
organization
that
wants
to
take
care
of
its
facility.

a
couple

things
in
the
process
of
things,
we
had
the
draft
of
this
report
last
year
during
the
budget
process,
and
so
we
included

the
budget
for
this
year
the
hiring
of
that
assistant
superintendent
for
facilities
management,
we're

process

hiring
that
out.

should

an
amendment
to
the
pay
plan
coming
up
in
our
in
our
next
meeting
and
getting
that
person
on
board,
hopefully
by
august,
and
proceeding
on
on

staff
is
asked
to
do
setups
for
other
departments
or
reserve

rooms,

it'd

cleaner

the
organization
to
bring
that
person
on
board.

was

the
technology

out
there
to

really
reduce

expenditures

real

to
take

the

discussion

take

the
information
the
presentation

asked
and
make
sure
you
understand
the
recommendations,

recognize
that
the
the
staffing
and
the
pace
of
the
staffing
change
is
something
that
you'll
want

deliberate
about,
as
well
as
also
deciding
where
it

we
want

on
that
maturity
level

that
spectrum

maintenance.

account

organization

on

deferred
maintenance

left
over
and

the
states
and

our
universities.

cooling,
waste
management,

substantially
impact
the
type
of
training.

standpoint

of
emissions

are

individuals

being

salary

public
environment

challenge

counties
states,
because
those
individuals
who

high
level

skill

demand
in
the
private
sector.

it
does
become

bit
of
a
challenge,

perception

are
getting
more
complex
than
the

older
ones,

that's
only
going
to
be
a
piece

your

portfolio.

we

we
have
partners
in
our

center

staff
treats

center

proud
of,

may
not
be
an
immediate
visual
change
to

public

hearing

we

our
staffing

we're
going
to
get
some
benefit

the
building
conditions
themselves,
like
you
talked
about
what
we

call

facility
condition
assessment,

we

that

those
other

So
I
don't
know
whether
their
portfolio
facilities

the
whole
in
terms
of
a
condition
of
roofs
and
waterproofing
and
window
and
all
those
things
that
go
into
a
facility
condition
how
that
compares
to
bloomington,
because
so.

what
frightens
me
about
that,
when
I
look
at
an
assessment,
is
how
much
of
that
would
play
a
role
in
terms
of
how
much
maintenance
staff
you'd
need
to
have
so,
for
example,

all

buildings

newer
side,
where
most
of
those
were
redone
immediately
correct
me,
if
I'm
wrong,
my
assumption
would
be
unlike
bloomington
with
our
you
know,
our
our
capital
buildings
are
much
older.
You
would
have
to
spend
a
little
bit
less
or
maybe
I'm
making
a
wrong
assumption.

theoretically,
regardless
of
the
age
of
your
building,
if
you
have
programmed
out
from
when
the
building
was
constructed,
the
life
cycle
of
its
capital,
improvements
of
its
day-to-day
maintenance,
its
major
maintenance,
that
cost
should
only
go
up
with
inflation,
because
you've
got
that
programmed
out
over
your
whole
portfolio
and
you've
got
a
range
of
buildings
that
are
young
and
old,
and
not
every
major
maintenance
is
coming
up
in
the
same
year.
So
I
I
think
that
it
should
stay
fairly,
steady
across
that
the
difficulty
we've
got
here
in
bloomington
is
that
we've
got.

of
four
major
facilities
that
are
beyond
their
useful
life.
They're
they're
functionally
obsolete,
not
just
old
buildings,
the

heating
systems,
the
way
that
they're
laid
out
doesn't
serve
the
function
that
we

like

part.

is
part
of
the
reason
why
I
believe
in
a

maintenance

of
those
facilities,

we
don't

to
go
back
and
do
a
large
assessment

all

buildings

of

as

celebration,

that

Angelica
contante
was
a

integral
element

signature
minnesota
event
this
week
in
the
final
conference
concerts
for
conductor
osmovanska
at
the
minnesota
orchestra
and
angelica
contante
was
part
of
the
thousand
symphony
of
the
thousand,
that
included
the
minnesota
chorale
and
a
number
of
soloists,
and
it
was
a
it
was
a
tremendous
weekend.
I
I
know
they
were
very
excited
about
they've,
been
working
since
january
on
it,
and
I
was
at
the
the
final
performance
yesterday.
Two
of
our
tremendous
arts
benefactors
in
the
community.
Al
and
debbie
schneider
happened
to
be
sitting
right
in
front
of
me,
so
they
were
enjoying
the
concerts
as
well,
but
it
was
really
it
was
nice
to
see
them
performing
and
to
see
them
part
of
that
really
special
moment
in
minnesota
history.
So
congratulations
to
angelica.

They
represent
bloomington
exceptionally
well,
and
I
also
just
want
to
thank
everybody
who
came
up
for
the
opening
of
the
bloomington
farmers
market.
On
saturday,
we
had
a
great
environment
here
with
music
and
food
trucks
and
everything
all
all
that
stuff.
So
everybody
remember
that
farmers
market
is
here
on
saturday
mornings
through
october.

it's
a
great
great
place
to
hang
out.

we

vendors

actually
sold

is

very
good
problem
to

report

listening
session.
This
evening,
we
had
two
speakers
who
asked
questions.

ness
spoke
to
us
again
and
asked
questions
about
a
conditional
use
permit
from
a
decade
or
so
ago,
asking
about
some
very
specific
details
about
that
conditional
use
permit
and
we
had
a
good
discussion
and
I'm
guessing
we're
going
to
continue
that
discussion,
because
I
don't
believe
that
we
answered
the
questions
to
her
satisfaction
as
to
exactly
how
that
all
worked
out.
Mrs
pam
palmer
was
there
as
well,
and
she
was
asking
a
couple
of
weeks
back.

changed
city
code
to
remove
the
required
criminal
background
checks
for
folks
who
were
looking
to
rent
rental
property
here
in
the
city
of
bloomington,
and
that
ms
palmer
was
concerned
about
the
possible
impacts
on
crime,
did
clarify
and
point
out
that
criminal
background
checks.
We
simply
removed
it
as
a
city
requirement.
A
But
of
course,
rental
properties,
apartment
buildings
are
still
absolutely
able
to
do
criminal
background
checks
and
make
decisions
based
on
those
criminal
background
checks
of
their
potential
renters.
So
just
wanted
to
clarify
that
and
get
that
information
into
miss
palmer's
hands,
and
those
were
our
only
two
speakers
tonight.

in

conversation
we
had
a
few
meetings
ago

the
listening

resident

brought
up
concerns
about
safety
on
the
light
rail
lines.
I
appreciated

chief,

information

this

tonight

now
that
we've
got
some
more
data
points
about
what
looks
to
be
a
pretty
big
void
that
our
officers
are
filling
over
there.

I
think
you're,

we
have
a
monthly
meeting
with
our
agency
partners,
commissioner
gatel
at
hennepin
county
council
member
cummings
at
the
metropolitan
council.
We
have
raised
the
issue
previously

with
the
information
that
the
chief
provided
today,
we
will
continue
that
conversation
at
our
meeting
later
this
month.
We
certainly
want
to
make
sure
that
that
line
is
safe
for
people
to
travel
on.

I've
ridden
transit
for
years
and
have
never
felt
unsafe,
but
ridership
or
livability
type
issues.
Comfort
issues
are
an
entirely
different
thing:
whether
it's
smoking
on
the
trains
loud
music
profanity,
you
know
just
litter
trash.

mean
that
those
type
of
things
the
bottom
line
and
it's
an
uncomfortable
bottom
line,
but
it's
a
bottom
line
that,
if
you
want,
if
you
want
middle-class
minnesotans
riding
transit,
you've
got
to
address
those
things
or
it's
not
going
to
change.

west
side
of
the

town.

crash
was
caused
by
deer

not

from
resident
residents

as
those
those
deer
have
their
children
and

know,
grow
in
population,
we

need

take
it
seriously.

wildlife
encounter

the
event
with

well

the
gentleman's
tesla.

we

snapping
turtle
thing
going
on

france
and
marsh
lake,
and
everything
like

right

unfortunately
saw

run
over
