under
our
organizational
business.

update

couple

I

we're

through
our
city
government
and
through
the
services
that
we
offer
and
for
our
and
through
our
city
staff,
and
I
want

call
forward.

know

couple

were
assigned

all

to
share
with
you
some
of
our
what's
going
on
in
the
industry,
now
a
little
confession.

I
switched
a
little
bit
in
consultation
with
our
city
manager
and
I
thought
I
could
give
more
of
a
state
of
the
industry.
There's
a
lot
going
on,
there's
some
great
things
that
I
thought
you
may
be
more
interested
in,
but
this
the
annual
report,
you
did
get
it
and
we
will
there's
a
link.
I'm
gonna
show
that
in
a
minute-
and
so
if
there's
any
questions
on
that,
we
can
always
go
back
to
that.

But
anyway,
to
begin
with,
as
many
of
you
know,
we
came
off
of
our
24th
annual
diamond
service
awards,
which
we
just
had
last
sunday
and
what's
important
about
this.
For
those
who
have
never
been
it's
really
the
we
honor
frontline
service
personnel.
We
were
five
days
away
from
hosting
it
in
2020
when
we
were
shut
down
with
the
pandemic,
so
a
long
two
years,
but
we
we
relaunched
on
sunday
and
we
actually
were
excited
because
we
were
able
to
honor
the
2020
recipients.
H
In
addition,
we
inducted
five
more
people
to
the
hospitality
hall
frame,
so
it
was
a
wonderful
night
since
then,
a
lot
of
people
have
been
posting
on
the
industry
and
they
were
honored
to
be
honored
and,
more
importantly,
we
were
honored
to
honor
them.
If
you
will,
the
annual
report
I
mentioned
and
again,
there
is
a
link
there
and
it
does
have
some
great
information.
H
We
tend
to
be
high
achievers
and
positive
years,
and
so
some
of
the
numbers
were
a
little
skewed,
but
again
you've
already
had
it
and
please
look
at
it
and
call
me
if
you
have
anything.
More
importantly,
I
kind
of
wanted
to
focus
on
what's
happening
now.
What
we
are
seeing
is
that
there
is
some
positive
recovery
in
the
hotel,
primarily
the
leisure
market,
which
is
what
is
carrying
in
pretty
much
you,
the
united
states
group
meetings
are
good
news
and
some
corporate
travel
is
improving.
It
was
really
lagging
behind.
H
H
H
H
H
When
we
take
a
closer
look
at
at
bloomington,
the
prediction
from
smith
travel
research
last
fall
was
that
we
would
be
forecasted
at
about
a
58.4
end
for
this
year.
With
about
a
hundred
and
eleven
dollar
rate,
we
think
that
is
slightly
higher
currently
depending
on
the
hotel,
and
but
this
would
be
average.
Everything
is
taken
from
an
average
and
we're
thinking
that
this
may
be
even
a
little
bit
higher
we're
hoping
we've
done
a
couple
of
charts.
This
is
the
occupancy.
H
This
is
a
look
monthly
and
if
you
look
at
the
yellow
line
is
2022,
you
can
see
that
it's
trending
upwards,
we're
in
that
60
percent
mark.
I'm
happy
to
say
that
bloomington
has
been
receiving
most
of
the
recovery
to
date
versus
our
neighboring
cities
and
people
love
to
come
to
bloomington
and-
and
that's
makes
us
very
happy
when
we
further
examine
this
there's
a
weekly
room
revenue
in
this
chart.
Actually,
I
have
to
give
credit
to
your
own
shane
ruddling
from
the
city.
H
We've
been
monitoring
with
him
for
for
since
the
pandemic
and
you'll
see
again
that
this
yellow
line
is
is
starting
to
mirror
the
blue
one,
which
was
a
really
good
year.
So
we're
we're
optimistic
at
this
point
and
hoping
that
this
will
continue
one
of
the
things
that
really
helped
us
was
the
american
rescue
plan
grant,
and
I
have
to
pause
here
because
I
have
not
actually
been
in
front
of
you.
H
We
applied
to
the
city
to
receive
a
grant
so
that
we
can
continue
to
market
on
behalf
of
our
hotels
and
it's
my
chance
now
to
really
thank
you
personally,
because
this
was
you'll,
never
know
how
much
this
meant
to
us.
Our
budget
was
severely
impacted
and,
as
was
the
hotels,
our
industry
took
a
really
really
big
hit,
so
we're
stretching
it
a
long
way,
we're
being
very
careful.
We
used
some
in
2021.
H
One
of
the
first
project
was
a
brand
sentiment
study.
You
know
there
had
been
a
lot
of
social
unrest
in
the
metro
area
and
we
needed
to
understand
where
our
people
thought
of
bloomington
happy
to
report.
They
we
really
fared
well
and
maybe
another
time.
I
can
that's
another
whole
study,
but
it
was
very
interesting.
H
The
our
meetings
in
group
technology
platform,
it's
kind
of
the
heart
and
soul
of
what
we
do.
We
did
some
upgrades
the
photography
and
video
shoot.
This
is
a
key
area
for
us
because
we
use
it
all
of
our
assets
and
now
we're
updating
our
website.
Digital
is
king,
as
you
all
know,
but
photo
when
we
do
our
marketing
and
a
lot
of
our
communications
with
everything
is
very
important
that
we
have
top
quality
photo
and
assets.
Videos
on
this
is
we
want
them
to
explore
options.
We
we
entice
them
to
come.
H
We
always
give
them
a
way
to
plan
their
getaway
at
the
end
bottom
line,
it's
all
about
fun,
exploring
new
things
and,
most
importantly,
making
memories.
And
so,
if
you
look
at
this
beautiful
photography,
we
use
some
of
our
grant
money
to
update
this
in
our
assets.
There's
a
lot
of
competition
for
these
visitors,
as
you
can
well
imagine
lots
of
family
fun.
We
believe
bloomington
is
perfectly
suited
for
that,
and
our
research
shows
that
so
lots
of
fun
things
there
and,
of
course,
the
young
at
heart
for
couples.
H
Getaways
is
another
big
market
for
us,
so
we
kind
of
have
taken
the
opportunity
to
share
that.
So,
as
I
told
you,
the
pandemic
really
hit
the
travel
industry
nationally.
It
was
one
of
the
hardest
hit
industries
losing
over
600
billion
dollars
and
right
here
at
home
it
was
devastating,
as
you
know,
so,
when
we
were
starting
to
prepare
to
to
regroup
it
was
in
the
fall
of
21.
H
We
thought
our
board
of
directors
challenged
us
to
do
a
new
strategic
plan,
so
in
partnership
with
them,
we
thought
this
was
a
good
idea.
Why
many
things
had
changed
in
that
two
years?
A
lot
of
the
way
that
strategically
we
would
look
at
things
some
of
it
started
in
19,
but
that
was
important.
We
also
knew
that
from
a
staff
perspective,
we
felt
it
was
really
important
to
look
inside
before
we
went
outside.
How
can
you
know
unless
you
know
where
you're
going
and
so
working
with
a
facilitator?
H
We
really
worked
hard
to
come
up
with
a
new
model,
and
I
shared
this
with
you
tonight,
because
it
we
simplified
so
much
of
what
our
what
we
do
and
if
you
look
at
this
from
the
top
of
the
we
call
it
a
house
really
the
purpose
of
what
we
do.
We
inspire
travelers
to
bloomington
to
visit
bloomington
minnesota
the
goal
it
maximizes
the
economic
impact
to
bloomington
by
driving
hotel
stays,
and
this
was
really
an
aha
moment.
H
We
we
put
the
traveler
first
by
deeply
understanding
their
motivations
and
showcasing
the
convenience
and
fun
of
a
bloomington
visit.
We
built
these
pillars
as
the
priorities
across
the
top.
Certainly,
our
core
competency
has
always
been
marketing
the
destination,
and
that
comes
in
a
lot
of
different
ways,
but
targeting
the
travel
decision
makers
was
a
big
shift,
a
lot
from
the
pandemic.
We
saw
it
kind
of
starting
in
19
and
here's
the
invest
in
traveler
insights.
You
know
we
have
a
lot
of
research,
but
what
does
that
mean?
H
H
H
We
have
a
lot
coming
down
the
road
and
we
were
kind
of
we
lost
over
a
half
of
our
staff,
so
rebuilding
in
a
number
of
ways
was
key
focus
for
us,
so
we
built
our
marketing
plan
going
forward
to
2022
and
I
believe
that
you
all
had
a
copy,
but
just
a
couple
of
highlights
from
that.
There's
a
lot
to
unravel
here,
but
a
few
things
just
to
remember.

It
goes
across
several
different
market
segments
where
we
work
it
could
be
leisure
groups
and
meetings,
amateur
sports
and,
of
course,
internationally
having
an
attraction
anchored
in
bloomington,
like
the
mall
of
america,
is
very
important
that
we
have
a
good,
strong,
strategic
partnership,
this
maximizes
our
efforts
and
dollars
and
always
a
priority,
and
it
comes
from
their
end.
Too.
We've
been
doing
this
many
many
years
on
the
group
side.
It
was
really
important
to
understand
that
the
the
way
the
sales
process
had
really
changed
changed
more
during
those
two
years
with
people
being
at
home.
H
But
there's
really
the
old
way
of
the
sales
process
had
changed
greatly.
Certainly,
there's
a
need
for
that.
If
you
get
more
detailed,
but
it
really
became
more
digital
partnerships
with
major
vendors
and
to
keep
our
brand
in
front
of
them,
it
became
transactional
digitally
and
we
needed
to
adjust
to
that
and
and
update.
So
that
was
that
was
great
for
us.
We
had
to
update
our
our
group
creative,
simply
connected
meetings.
That's
what
we
feel
can
happen
here.
H

Also
coming
on
the
horizon
is
this
e-gaming
and
there
is
a
new
tenant
at
mall
of
america,
wisdom
gaming.
We
have
a
lot
of
partnerships
with
them.
A
lot
of
the
sports
teams,
professional
sports
teams
do
have
teams
in
the
e-gaming,
so
it's
not
betting,
but
it's
actually
playing
and
so
forth.
So
we're
very
focused
on
that.
H

Teams
and
the
organizers
can
use
our
online
system,
making
it
seamless
on
a
number
of
hotels
throughout
the
year.
It's
been
very
successful.
I
think
the
number
here
is
really.
These
are
two
major
tournaments
and
while
they
they
use
venues
in
the
metro
area,
they
do
like
to
stay
in
bloomington
and
we're
seeing
this
return,
which
is
really
really
good
news.
H
Speaking
of
sports
in
19,
at
the
end
of
19,
the
bloomington
cvb,
along
with
minneapolis
and
saint
paul
cvb's,
created
a
an
organization
called
minnesota
sports
and
events.
Why
is
this?
This
is
sort
of
it's
a
non-profit,
501
c
6..
It's
like
a
sports
commission
and
most
states
have
it,
and
if
you
want
to
play
in
the
big
leagues
and
get
the
big
things
like
super
bowls
and
final
fours
and
so
forth,
you
really
need
a
base
that
will
take
that
work.
We're
certainly
very
much
a
part
of
it,
but
it's
it's.
H
The
large
sporting
events
gives
the
organizers
the
assurance
that
there's
a
structure
that
that
all
of
it
is
really
coming
out,
instead
of
being
disjointed,
really
brings
all
the
parties
together.
So
it
has
worked
really
really
good.
A
lot
of
other
states
have
it,
and
so
it's
important,
but
here's
the
good
news,
the
mega
wins
so
far,
we're
winning
we're
on
the
right
side.
You
still
have
these
bids
that
we're
still
pending,
but
the
wins
are
coming
in
the
girls
volleyball
special
olympics.

You
know
that
was
just
announced:
big,
ten
women's
basketball
in
march
of
23
and
24
and,
of
course,
big
ten
men's
and
then
the
usa
volleyball
boys
and
of
course
our
ryder
cup
is
coming
in
29..
But
here's
the
thing,
even
if
these
are
downtown
at
the
stadiums
they
we
receive
a
number
of
room
nights
in
bloomington
and
if,
if
it
should
be
something,
that's
downtown
the
compression
of
everything
it's
huge
for
us,
so
we
always
want
to
be
in
part
of
it
and
there's
really
some
good
news.

The
other
thing
that's
coming
back
as
we're
seeing
is
the
international
market
we've
worked
in
that
for
decades
there
are
some
flight
updates,
there's
a
a
group
of
they're,
actually
international
tour
operators.
These
operators
actually
have
product
that
they
said
that
customers
come
to
them
and
we
want
to
be
part
of
that.
So
we
want
to
ensure
that
we're
part
of
it,
and
so
we
host
a
lot
of
them
here
in
minnesota.

This
campaign
will
run
from
may
through
august
and
while
we're
going
to
target
the
12
state
area,
but
I'll
come
back
to
that,
and
it's
a
lot
of
the
drive
market-
and
you
know
you
you
hear
about
here's,
a
sorry:
here's
our
top
feeder
markets,
one
of
the
things
we
looked
at
with
the
price
of
gasoline
and
so
forth.
Everything
increasing
we've
been
doing
some
research
and
getting
some
facts
that
people
are
saying
they're
still
going
to
plan
their
vacation
they're
still
going
to
go,
but
they'll
tighten
their
belt
in
in
other
areas.

While
the
pandemic
was
going
on.
Several
of
our
hotels
have
remodeled
and
that's
really
good
news,
because
that
happened
nationally.
So
we
want
to
make
sure
that
they're
up
to
speed
and
then
there's
a
product
that
has
developed
over
these
last
couple
of
years
called
under
one
roof.
You
know
that
the
mall
of
america
has
two
hotels,
radisson,
blue
and
jw
marriott,
and
we
thought
why
not
combine
them
and
see
if
they
could
work
together
to
even
attract
a
larger
meeting,
and
so
it's
called
under
one
roof.

We
did
a
research
project
and
I
think
some
of
that
we
we
shared
with
you
a
while
back
but
again
I'll,
have
to
come
back
and
give
you
the
whole
report
hands
down
the
top
things
that
come
out
in
our
research
that
people
want
to
do
want
to
see
want
to
experience.
Water
parks
is
right
at
the
top
and
so
that,
along
with
all
the
other
attractions
that
we
have,
we
feel
it's
going
to
be
a
smashing
success.

also
want
to
give

know
it's
been
a
big
project,
but
it's
going
to
be
terrific.
It's
a
strong
driver
of
travel
and
our
research
shows
that
and
lastly,
as
I
wrap
up,
you
know-
and-

maybe
many
people
have
heard
about
this-
but
we're
very
involved
in
the
initiative
to
try
to
bring
an
expo
back
a
world
expo
back
into
the
united
states.

importantly,
if
the
united
states
is
successful,
minnesota
has
already
been
selected
as
this
state
and
we're
hoping
the
site
the
most
preferred
one
is
in
bloomington,
so
that
is
kind
of
a
quick
sort
of
synopsis,
summary
of
kind
of
what's
going
on
in
our
world.

of
your

couple

visit

importance

the
economy.

did
happen

notice.
I
was
reading
through
some
literature
that
there's
a
five-star
hotel
opening
up.
I
I
think
it's
in
minneapolis
and
what
I
was
curious
about
is
what
type
of
impact
do
you
think
that
might
have
on
bloomington?
Might
that
make
it
more
attractive?
If
that
is
successful,
to
bring
more
hotels
like
that
into
our
our
immediate
marketplace?
I'm
just
curious
about
that.
If
you
had
any
comment
on
that
at
all.

I
envision
where
there's
events
downtown,
you
know
superstars,
and
that
kind
of
thing
we
actually
have
a
luxury
product
in
bloomington,
with
rjw
marriott
and,
of
course
radisson
blue.
So,
yes,
I
think
it's
always
good
and
that's
why
the
city
you
all
have
been
terrific
when
we
think
about
future
development.
You
I
feel
like
we
have
a
good
balance.
You
would
not
want
all
limited
service
and
you
wouldn't
want
all
luxury
one
of
the
things
that
bloomington
does
so
well.

Think
of
the
variety
with
44
hotels
think
about
the
variety
and
price
range
that
we
offer
to
a
regular.
You
know
a
customer
and
we
can
do
that
across
all
segments.
So,
while
you
know
it
will
take
a
certain
segment,
I
I
feel
like
we're.
Gonna
still
be
positive,
it's
a
great
place
to
be
and
stay
our
hotels
offer
free
parking.
That's
huge
and,
of
course
it's
we're
a
safe
city,
so.

quick

You
talked
a
little
bit
about
the
youth
in
amateur
sports.
Yes,
and
so
my
son
is
part
of
the
bandits,
which
is
the
traveling
baseball
team,
and
I
guess
I'm
just
curious
how
you
partner
with
some
of
the
local
youth
organizations.

them
specifically.
They
have
nine
tournament
weekends
throughout
the
summer
and
just
the
last
two
brought
in
48
teams
from
across
the
state,
and
so
I
do
see
it
as
a
huge
opportunity
and
curious
if

hotel

be

for

of
harm
to

health,
safety
and

plan
states,
the
area
to
the
east
of

station

important
connection
to
neighborhoods
and
kennedy.
High
school
attention

built
environment
is
required
to
help
create
a
comfortable,
walkable
neighborhood,

although
this
plan
maintains
what
is
present
today,
I
don't
see
that
it
does
anything
to
create
that
comfortable,
walkable
neighborhood,
that
the
plan
really
encourages,
and
so
I'd
ask
you
to
consider
that
and
then
just
maybe
one
other
observation
throughout
the
city.

We've
looked
to
limit
drive-through
lanes
in
many
zoning

should

be

and

bloomington's

with
the
local
option,
sales
tax,

covers
both

bonding

local
option
sales,
tax,
they're,
limiting
sales
tax,
and
so
those
requests
were
still
active
and
we

working
on
those
in

the

that
would

a
lot

attention

which

on
the
policies
on
kind

second

them
passive
law

policy
statements

two

transportation
ones
came
up
and

of
concern,
changes
to
the
programmatic
way
that
quarters
of
commerce
is
laid
out.
Bloomington
and

surrounding
communities
were
big
winners
in
quarter
quarters
of
commerce
a
few
years
ago,
with
the
494
funding
and
that
same
year
a
bunch,
some
of
the
other
quarters
of
commerce
money
went
to.
It
was
elk
river,
both
seemingly
metro
projects,
but
some
of
the
outstate
backers.

thought
it
all
went
to
the
metro
when,
in
fact,
the
way
the

rules
were
defined
for
quarters
of
commerce,

allocation
did
go
to
a

unquote
rural
area,
but
there's
some
that
feel

across
the
state,
and
it
certainly

those
projects

ranked
and
were
scored

shared
vehicle
policy
and
I'm
going
to
be
having
two
representatives
from
bird
who
approached
the
city
about
deploying
their
doctor.
Scooters
in
the
city
give
some
additional
slides
here,
I'll
introduce
them
later
in
the
presentation,
so
just
for
a
little
background.
Shared
vehicles
when
we're
talking
about
shared
vehicles,
we're
talking
about
dockless
scooters,
dockless,
bicycles,
those
type
of
mobility
vehicles,
options
here
for
the
city.

Essentially,
the
language
requires
that
a
provider
first
enter
into
a
memorandum
of
understanding
with
the
city
that
outlines
kind
of
the
rules
that
they
are
to
operate
within,
and
then
they
need
to
acquire
an
obstruction
permit
to
be
able
to
deploy
their
vehicles
within
the
city,
and
in
this
code
section
we
did
identify
three
distinct
districts
where
we'd
allow
these
type
of
vehicles
to
be
deployed.
Those
districts
are
the
south
loop
district
pen,
american
district
and
the
normandale
lake
district.

So
in
the
fall
of
2021,
we
were
approached
by
bird
who
was
interested
in
deploying
their
stockless
scooter
technology
in
bloomington.
We
engaged
with
bird
throughout
the
winter
and
came
to
a
draft
and
an
agreement
on
a
membrane
of
understanding
that
was
brought
before
the
council
here
on
march
28th.

Bird
came
back
and
said
after
they
kind
of
reviewed
some
of
the
constraints
that
our
current
code
and
our
policy
has
and
some
of
the
operational
issues
that
they
would
face
as
a
as
a
provider.
They
didn't
feel
that
they
could
deploy
successfully
in
bloomington,
given
our
current
code
and
asked
if
we
could
engage
the
council
to
see
if
there's
any
appetite
for
amending
or
possibly
making
some
changes
to
our
code,
that
would
make
it
more
accessible
for
them
to
deploy
their
their
vehicles
within
bloomington.

from

a
to
point

And
it's
really
because
of
this
success
and
notoriety
that
hundreds
of
cities
like
bloomington
have
come
to
trust
us
as
a
service
to
their
residents
and
visitors.

the
biggest
reason
why,
back
to
the
ductless
model,
the
biggest
reason
why
we
have
been
so
successful
is
due
to
our
dockless
model,
which
simply
means
that
the
vehicles
will
not
be
adhered
to.
A
fixed
stocking
station,

this
benefit
is
that
it
provides
the
ultimate
flexibility
for
people
to
get
where
they're
looking
to
go
without
it
necessarily
having
to
be
a
round
trip
or
have
to
deal
with
parking.

the
current
challenges
we
foresee
with
the
three
currently
approved
districts.
So
we
understand
that
bloomington
has
proposed
that
we
start
with
operations
in
these
three
currently
approved
zones
in
order
to
have
more
focus
and
control,
especially
because
this
is
your
first
time
in
having
e-scooters.

But
really
the
ultimate
goal
of
any
city
that
is
looking
to
implement
multimodal
transit,
namely
e-scooters,
is
to
provide
more
options
and
accessibility
for
residents
and
visitors.
So
fundamentally,
e-scooters
are
public
transit
and
this
should
be
available
as
a
resource
to
the
community
as
a
whole.

And
the
reason
why
I
bring
this
up
is
because
we
write
we
rely
on
this
technology
and
have
perfected
it
in
order
to
have
such
successful
partnerships
with
hundreds
of
cities.
So
this
really
just
goes
to
show
how
these
features
will
help
ensure
compliance
and
operational
excellence
in
bloomington
next
slide.

these
nests
are
defined
much
more
specifically
than
just
an
intersection
or
a
street
corner.
They
are
precise
locations
that
have
been
identified
as
safe,
attractive
and
convenient
and,
of
course,
not
blocking
ada
access,
the
sidewalk
curb
ramps,
loading
zones,
building
entrances
or
existing
street
furniture.

So
they
will
have
to
park
correctly
in
order
to
successfully
end
their
ride
and
no
longer
be
charged.
Additionally,
bird
has
proven
experience,
responding
quickly
and
efficiently
to
improperly
parked
or
idle
scooters.
So
we
use
three
one
ones
where
people
can
notify
us
of
those
issues
and
our
fleet
manager
partners
are
required
to
respond
within
two
hours.
So
a
very
quick
turnaround
and
all
in
all,
it
is
bird's
job
to
ensure
that
scooters
are
parked
correctly
and
we
will
fix
them
if
they're
not
next
slide.

every
city
that
we
operate
in,
we
share
the
most
transparent
and
robust
data
to
support
the
needs
of
local
officials
and
city
planners.
So,
in
addition
to
the
data
listed
here,
bird
will
also
provide
the
city
with
a
monthly,
updated
list
of
all
currently
deployed
vehicles,
origin
and
destination
of
rides,
number
of
rides
per
scooter
per
day,
their
unique
identification
codes
and
upon
request,
if
necessary,
user
information
related
to
an
ongoing
criminal
investigation.

all
of
this
data
sharing
is
important
because
it
shows
the
city
what
is
happening
and
how
the
scooters
are
being
utilized,
which
is
necessary
to
vet
out
the
success
of
the
program,
and
it
can
also
aid
the
city
in
any
future
non-automotive
transit
plans
and
all
in
all
this.
Real-Time
data
also
ensures
transparency
and
accountability
in
our
service.

So,
as
I
touched
on
before
bird
partners
with
local
entrepreneurs
or
businesses
that
have
experience
in
micro,
mobility,
management
or
logistics
and
they're
responsible
for
deployment,
rebalancing
charging
and
maintaining
the
scooters,
so
this
program
provides
economic
opportunity
to
people
who
are
deeply
invested
in
the
communities
they
serve.
They
are
local
and
have
a
great
sense
of
community
pride
and
at
the
end
of
the
day,
this
is
an
economic
opportunity
for
them.
So
they
probably
want
to
see
this
succeed
more
than
anyone
else,
and
really.

have
very
high
standards
on
how
they
conduct
themselves
and
manage
their
fleet,
so
this
will
help
us
get
it
right
and
at
this
point
we
have
over
900
fleet
manager
partners
across
the
globe.
So
it's
very
promising
to
know
that
this
locally
run
operating
model
is
a
big
piece
in
overall
success.

any
city
we
operate
in.

it

be
helpful
to
share
some
use
cases
of
other
cities
that
we've
partnered
with
and
again.
We
are
live
in
over

cities

bloomington
is
by
no
means
a

we've
worked
really
closely
with
the
city
to
implement
these
and
it
really
does
take
only
about
a
day
to
implement
them.

it's
very
flexible
very
on
demand
in
terms
of
how
we
implement
these
and
it's
really
no
trouble
to
turn
them
on
or
off.

the
gray
area
is
the
operating
zone,
which
does
include
the
majority
of
the
city,
but
the
city
initially
identified
the
areas
that
you
can
see
shaded
in
green
as
the
places
where
they
want
to
have
more
focus
and
control.
So
we
implemented
what
we
call
home
zones.
The
green
zones
are
the
home
zones,
so
this
is
where
the
scooters
will
be
deployed
and
where
their
rides
can
begin.

a
rider
can
take
a
scooter
outside
of
the
green
zone
to
get
to
their
end
destination,
but
rides
can
only
begin
in
those
home
zones
and
the
benefit
to
this
is
more
control
for
the
city,
while
still
not
prohibiting

riders

So
the
city
is
taking
a
very
data,
informed
approach
to
determine
how
they
will
allow
e-scooters
to
operate

a
rider
view

most
successful
programs
are
also
the
least
prohibited,
but
we
understand
that
all
cities

different
and
have
different
needs.

we
talk

changes

bird
has,
you
know,
shared
the
information
how
their
business
model
works.

operators
operate
in
a
similar
fashion,

keep

mind

we
do
make
any
changes,
they
would
apply

just
bird

with
that
and
kind

have
four
options
that
I'd
like
to
get
some
feedback
from
from
the
council
on
this
evening.

first
option
would
be
to
allow
for
shared
vehicles
to
operate
throughout
the
entire
city,
so
that
was
kind
of
the
albert
lee
approach
that
caroline
showed
before
with
the
option
to
use
geofencing
as
needed
or
as
desired
to
restrict
or
slow
down
or
you
know,
have
parking
areas
and
those
type
of
things.
So
that's
one
approach.

The
second
approach
would
be
kind
of
to
expand.
The
approved
areas
which
I'll
show
you
in
a
second
here
on
the
next
slide
to
include
an
american
boulevard
corridor,
which
we've
shown
here
a
lindale
avenue
corridor
and
a
98th
street
corridor
and
then
again
having
that
kind
of
home
zone
where
rides
could
originate
from
those
corridors,
could
travel
outside
anywhere
in
the
city
and
end
outside
of
there.

But
then
the
bird
representatives
need
to
pick
those
scooters
up
and
bring
those
back
into
those
home
zones
for
a
new
ride
to
begin
a
ride
couldn't
begin
outside
of
those
designated
corridors.
The
third
option
would
be
to
expand
the
corridors.
I'll
show
you
that
in
a
second
and
just
limit
all
rides
within
those
corridors,
so
rides
can
only
begin
and
end
within
that
defined
area.

just
expanding
on
the
already
approved
districts
that
we
have
in
our
code
currently
and
the
last
option
would
just
be
to
maintain
what
we
have
currently
just
keep
the
three
districts
as
we
have
them
in
the
code
and
move
forward
with
that.

you
if
that
is
the
decision
or
the
desire
of
the
council.
Byrd
has
indicated
that
they
do
not
find
it
viable
for
them
from
a
business
standpoint
and
they
would
not
continue
to
pursue
deployment
in
bloomington
if
we
were
to
keep
our
current
codes.

there
just

so
this

kind
of
shows
those
expanded
districts.

talking
about
so
that
first
one
the
top
kind
of
in
the
magenta.
What
that
does
is
really
take.
Those
three
currently
approved
zones
that
normandale
lake
district
penn,
american
district
and
south
loop
district
and
just
kind
of
connects
them.
It
extends
that
east
to
west
to
create
one
large
zone
along
the
american
boulevard
corridor.

Obviously
the
north
extents
are
kind
of
the
494
boundary
there
on
the
north
side
on
the
south
side,
you'll
see
for
the
good
portion,
the
good
two-thirds
of
that
eastern
side,
that's
86th
street,
which
is
identified
in
our
alternative
transportation
plan,
is
a
east-west
connector.
We
do
have
bike
lanes
that
go
along
that
that
area,
so
that
would
be
conducive
to
this
type
of
mobility
in
that
area
and
then
up
to
84th
street
and
over
normandale
lakes
district.

It's
another
option
as
well
for
consideration
I'm
kind
of
piggybacking
on
the
lyndall
avenue
retrofit
study,
so
the
idea
of
providing
more
mobility
choices
outside
of
cars
so
to
make
it
more
pedestrian
friendly,

option
out
there.

thought
you
know
extending
that
down
to
lindell
avenue
corridor
would
be
a
reasonable
place.

there
were
desires
to
change
or
amend
these
areas,
we
could
bring
those
back
to
you
and
there's
the
men,

map,

amending
the
code
every
time,
so
that'll
kind
of
be
the
approach.

that
that
we

these
areas
are
for
discussion.

obviously
they
can

feeling
uneasy

wanting

make
sure

it

do
have
150
scooters
in
the
market
and
in
brooklyn
park
we
have
225,
but
in
terms
of
the
number
of
vehicles
in
bloomington-
and
this
is
standard
for
every
city
for
every
city
we
work
with.
We
start
with
50,
so
we
have
a
very
pragmatic
and,
I
would
say,
conservative
approach
to
when
we
enter
into
a
market,
because
the
last
thing
that
we
want
is
to
have
too
many
scooters.

That's
a
really
poor
business
decision
on
bird's
part
to
have
scooters
that
aren't
being
ridden
and
we
want
to
start
slow
and
get
people
comfortable
to
the
idea.
So
before
we
would
increase
the
number
of
scooters
available
in
a
city.
We
always
look
at
ride
data
to
see
where
the
supply
and
demand
really
equal
out
to
ensure
that
it
is
an
appropriate
number
of
scooters
being
in
a
market.

So
with
that
being
said,
you
know
mayors,
I
kind
of
think
about
this.
I
think
about
our
visioning.
You
know
session
that
we
just
kind
of
came
through
and
we
talk
about.
You
know,
equity
and
inclusion,
and
that
kind
of
thing
in
terms
of
how
how
this
kind
of
works
and
then,
on
the
other
hand,
I'm
trying
to
balance
across
this
residential
thing.
I
So
I
could
think
of
how
I
would
feel
if
I
walk
out-
and
you
know
other
folks
would
feel
if
you
have
this
scooter
just
sitting
there
for
six
seven
hours
and
that's
really
where
I'm
trying
to
balance
in
my
mind,
so
I
don't
know.
I
think
I
like
the
idea
of
being
more
restrictive,
but
then
I'm
also
restricting
the
opportunity.
I
You
know
from
a
transportation
standpoint
for
a
lot
of
folks.
You
could
make
a
really
good
case
for
a
lot
of
different
areas,
so
I
reluctantly
want
to
you
know,
figure
out.
How
do
we
deal
with
the?
I
think
it's
the
residential,
you
know
checking
these
things
in
the
residential
areas,
where
I
really
have
a
big
problem
with
this.

people

what

minute

avenue,
pavement
preservation
project-
that's
occurring

that's
really
looking

the
corridor

from
86
down
to
east
old
shakopee.
What
is
the
best
use
of
that
roadway?
So
the
existing
curb
to
curb
that's
out
there?
How
can
we
maybe
look
at
reutilizing
that
roadway
and
better
accommodating
different
users
of
the
corridor?

And
then?
The
second
item
is
the
specific
intersection
of
east
old
shock
fee
and
old
cedar
avenue.
So
on
the
south
there
there
is
currently
the
skewed
intersection
that
we're
looking
at
for
safety
improvements,
and
that's
the
one
that
we're
going
to
be
talking
about
funding
for
with
an
atip
application
due
next
week,
so
that
one's
not
occurring
next
year
that
one
has
a
targeted,
estimated
construction
date
of
2027.

So
a
few
questions
were
related
to
how
are
people
currently
using
the
corridor?
It's
getting
at
the
different
modes
of
transportation?
Are
they
driving
it?
Are
they
walking?
Are
they
biking
it
and
then
also?
Where
are
the
locations
that
they
are
using
to
cross
the
corridor
if
they
are
walking
the
corridor,
not
really
a
surprise
here,
a
lot
of
the
data
has
shown
that
people
are
regularly
driving
the
corridor
versus
some
of
the
other
uses
of
the
corridor.
I
mean
the
road
carries
several
thousand
vehicles
a
day.

So
that's
not
really
a
surprise,
so,
just
because
we're
not
necessarily
showing
that
there's
a
lot
of
other
uses,
it
is
important
to
show
that
they
are
being
used.
So
there
is
a
trail
out
there
that's
being
used.
There
are
pedestrians
crossing
the
roadway,
so
those
are
some
of
the
more
more
vulnerable
users
of
the
transportation
system.
So
doing
what
we
can
to
accommodate
them
is
a
priority
as
well.

Just
what
I
was
getting
at
here
on
the
right
graphic:
that's
highlighting
the
the
various
modes
of
transportation,
if
you're
driving,
if
they're,
taking
transit,
walking
or
biking
and
the
purple
line
there
on
the
right,
that's
the
driving.
So
as
you
can
see,
as
I
mentioned,
that
that
is
the
heaviest
use
of
the
corridor.
But
again
that's
not
really
a
terrible
surprise,
but
I
mean
there
are
people
that
responded
to
the
survey.

We
did
have
nine,
both
walking
and
biking
the
corridor,
so
I
mean
out
of
the
users
that
are
out
of
the
people
that
filled
out
the
survey.
I
mean
that
is
actually
a
decent
portion
of
them
that
are
using
other
modes
of
transportation.
So
I
think
it
reaffirms
the
the
project
here
of
what
we're
taking
a
look
at
to
see.
Is
there
a
better
use
of
the
existing
roadway
for
some
of
those
users.

And
then
this
slide
is
actually
was
at
the
planning
commission
meeting
and
we
talked
about
this,
but
there
was
a
open
house
where
we
went
out
to
wright's
lake
park
two
weeks
ago
to
gather
community
input.
So
we
had
the
concepts
there
that
we
go
and
presented
and
talked
through
some
of
the
findings
of
the
analysis
we
completed
date,
and
so
we
did
get
public
input
on
concepts
for
both
old
cedar
avenue
the
corridor
as
well
as
the
intersection
down
there
at
the
south.

So,
diving
into
the
concepts
here
first,
I'm
going
to
show
the
old
cedar
avenue
concept.
So
this
is
looking
at
the
corridor
and
determining
what
we
could
do
with
that
pavement.
So
the
one
here
on
the
top
is
what's
out
there
today,
so
it's
an
existing
four-lane
roadway
with
two
lanes
of
traffic
in
each
direction.

S
This
is
what
we
would
call
a
three-lane
roadway,
so
it's
maintaining
curb
lines
for
the
most
part
in
place,
but
then
it's
re-utilizing
that
pavement
to
reduce
the
lanes
from
two
in
each
direction
down
to
one
lane,
northbound
one
lane
southbound
with
the
center
to
a
left,
turn
lane
and
that
center
with
two-way
left
turn
lane
can
provide
a
space
for
vehicles
turning
onto
and
off
of
the
corridor
to
make
their
turn.
So
they
can
decelerate
in
that
lane,
wait
as
they're
waiting
for
opposing
vehicles
to
pass
by
and
then
make
their
turn.

So
it
provides
safety
benefits
for
that
as
well
as
it
does
provide
shoulder
on
both
sides
of
the
roadway
as
well.
So
it
provides
on-street
bike
facilities.
If
that
is
a
desire
as
well,
so
there's
definitely
benefits
to
the
three-lane
concept
from
a
safety
perspective,
as
well
as
some
of
the
multi-modal
aspects
as
well.

And
so
some
more
technical
results
of
the
analysis
of
comparing
those
two
alternatives.
We
did
go
out
there
and
collect
traffic
counts
at
some
of
the
locations,
the
key
intersections.
So
we
can
understand
really
what's
out
there
today
from
a
traffic
perspective
as
well
as
then,
we
completed
traffic
forecasting
work.

One
thing
also
to
point
out
is:
there
is
currently
a
traffic
signal
at
the
90th
street
intersection.
So
if
we
do
go
to
the
three-lane
concept,
there
would
be
some
modifications
to
that
signal
and
the
meetings
that
are
in
place
there
today
just
to
basically
be
able
to
tie
in
the
three-link
cross-section.
So
that
is
something
we'd
be
looking
at,
but
I
mean
overall,
the
three-line
concept
would
provide
acceptable
level
service,
acceptable
operations
for
vehicles,
traveling
the
corridor.

So
now
I'm
going
to
jump
down
here
to
the
southern
end,
so
I
just
covered
the
corridor
part
of
the
project,
and
now
this
is
looking
at
the
intersection
between
east
old,
shakopee
and
old
cedar
avenue
on
the
southern
end.
So
this
is
the
more
imminent
project
in
or
this
is
more
the
imminent
one,
where
we're
looking
for
any
feedback
on
here,
just
due
to
submitting
of
a
funding
application
next
week,
keep
in
mind
that
this
again,
though,
won't
be
constructed
until
later.

So
what
that
does
is
it
creates
some
challenges
with
sight
lines,
particularly
with
the
two
lanes
in
each
direction,
without
any
left
turn
lane.
So
as
a
driver
is
waiting
to
make
a
left
turn
from
old
shock
fee
on
to
old
cedar
avenue,
they're
cute
in
the
lanes
they're
having
a
difficult
time
seeing
around
other
vehicles,
that
could
be
there.
So
there's
definitely
safety
concerns
with
that
geometry
and
operations,
particularly
during
the
more
heavily
traveled
peak
hours.

When
there's
more
vehicles
making
the
left
turns,
there's
more
vehicles
coming
at
them
and
they're
just
sitting
there
in
a
through
lane.
So
there
have
been
crashes
that
have
occurred
out
there
due
to
this.
So
we
are
looking
to
mitigate
that
through
the
alternatives
that
I'll
show
here
in
a
couple
slides.

So
I'm
going
to
dive
too
much
into
the
details
here,
but
these
tables
do
show
crashes
that
are
occurring
along
the
corridor
and
this
intersection-
and
you
can
see
here
at
the
very
bottom
of
each
table.
These
are
the
crashes
that
have
occurred,
so
the
top
table
is
looking
at
crash
severity.
So
that's
whether
injuries
occurred
fatalities
or
if
it
was
just
property
damage
only
meaning.
It
was
basically
just
a
car
that
had
damage
to
it
and
then
the
bottom
is
the
crash
type.

So
I
was
getting
into
more
actually
of
the
nature
of
the
crashes,
but
but
what
you
can
see
is
that
12
crashes
did
occur
at
this
intersection
over
that
five
year
period
from
2017
to
2021
crashes
were
down
a
bit
in
the
recent
years,
just
due
to
covet
and
some
of
the
lower
travel
volumes.
So
before
this
time
period
there
was
actually
more
crashes
as
well.

So
the
concept
here
on
the
left
would
continue
with
a
traffic
signal,
but
with
that
traffic
signal
there
would
be
the
addition
of
left
turn
lanes
in
both
directions
on
east
old
shakopee,
and
then
there
would
also
be
the
addition
of
the
westbound
right
turn
lane
from
old
shock,
p
to
old
cedar
avenue
and
that's
to
facilitate
the
heavy
movement
that
exists
between
90th
and
east
old
choc
p.
So
as
diversion
occurs
in
484,
this
route
typically
experiences
diversion
patterns
from
that,
as
well
as
just
some
more
of
the
daily
commuters.

So
those
turn
movements
help
to
or
those
turn
lanes,
help
to
facilitate
that
movement
and
with
those
turn
lanes
we're
helping
mitigate
the
left
turn
crashes
by
pulling
those
drivers
out
of
the
through
lanes,
while
they're
waiting
to
make
their
turn,
and
with
this
there
would
be
a
signal

you

have
the
green
arrow
and
the
drivers
would
have
the
right
way
to
make
that
so
they're
not
having
to
judge
gaps
in
oncoming
traffic,

be
particularly
challenging
during
the
peak
hours.
So
that
concept
would
perpetuate
the
signal,
but
there
would
definitely
be
improvements
to
that
to
help
mitigate
the
issues
that
were
seen
out
there
today
and
then
the
alternative
here
on
the
right
would
actually
be
creating
two
intersections
that
in
place
of
the
one
that
exists
today.

there
would
be
the
roundabout
that
would
be
a
three-legged
roundabout
shifted
to
the
northeast
of
where
the
intersection
is
today
and
then
there
would
be
a
stop
controlled
intersection
between
old
shock
being
old
cedar
there
on
the
south.
So
that's
where
the
stop
sign
is
old
city
driving
down
the
south
would
actually
tee
up
into
that
intersection
when
it
come
to
a
stop
sign
and
then
they
would
judge
gaps
in
traffic
and
then
make
their
respective
movements
so
the
trail
crossing
and
this
concept
would
remain
at
that
size
resolution.

We
would
be
looking
at
doing
some
enhancements
for
that
crossing,
though,
if
this
alternative
does
move
forward,
whether
it's
any
rrfps,
so
the
flashers
or
raised
medians
refuge
islands.
So
we
would
definitely
be
looking
at
enhancements
for
that,
recognizing
that
there
is
that
pedestrian
crossing
there,
but
this
does
help
facilitate
some
of
the
traffic
volumes.
But,
as
you
can
see,
there
are
some
additional
right-of-way
impacts,
as
well
as
some
access
challenges
just
due
to
really
this
area
being
fully
built
out.

As
I
mentioned,
the
access
with
the
roundabout
is
more
challenging,
particularly
with
the
apartments
there
on
the
western
side.
Currently
in
that
parking
lot,
that's
their
only
access,
so
there
are
restrictions
as
to
how
they
would
then
have
to
exit
their
apartments
and
then
head
either
north
or
east.
There
would
be
challenges
with
that
just
due
to
the
medians
that
exist
there.
So
access
is
a
bit
more
challenging
with
the
roundabout.

So
there
are
some
trade-offs
with
both
concepts
in
terms
of
a
multi-modal
aspect.
Both
alternatives,
though,
do
look
at
mitigating
the
safety
concerns
that
are
there
today.
So
the
left
turning
crashes,
we
are
seeing
that
both
alternatives
do
address
that
need,
so
the
primary
needs
of
safety,
as
well
as
maintaining
mobility,
are
addressed
with
both
alternatives
here,
so
they're
both
viable
options.
In
that
sense,
and
then
I
was
looking
at
a
bit
more
of
the
secondary
measures
to
differentiate
them.

to
not
keep
everyone
too

What
we're
looking
to
do
here
is
refine
the
concepts
based
on
any
input
we
receive
and
just
further
those
to
make
sure
that
really
what
we
show
is
the
recommended
alternative

submitting

hip

parking

roundabout
granted
than

multi-lane,

the
uncontrolled
crossing
of

pedestrians

with
the
trail,

with
the
signal
that
would
remain

signalized
crossing,
so
they
have
a
dedicated
movement.

are
definitely
our
trade-offs
for
the
pedestrians
in
that
sense
that
there
are
aspects
of
each
that
provides
benefits.

it's
less
conclusive.

say
with
that

the
channel
has
returned

at
designing
those
as
pet
friendly
as
possible.

geometric
design
of
those
has
definitely
changed
over
time

they've

nearing

more
to

vehicles
