my

we
haven't
heard
from
in
the
past
now
when
we
move
to
a
listening
session
format
and
talked
about
it.
We
talked
about
a
lot
of
the

goals,
ways
that
we
can
improve.

two

the
main
things
that
we
talked
about
were
to
make
it

have
greater
engagement.
We
wanted
to
make
it
more
of
a
conversation
we
talked
about
here
on
public
comment

where,

official
rules

we
were
not
able
to
comment
or
to
go
back
and
forth
or
to
respond
to
folks
who
were
speaking
during
public
comment.

wanted
to
make
it
more
of
a
conversation,

opportunity
to
ask
questions.

hear
from
about

our
budget
and
our
Levy
increase
and
a
variety
of
things
that
we
would
expect

hear

sessions

date

meeting

had
laid
out
and
frankly,
I'm

been
happy
with
the
way

listing
sessions
have
gone,

they've

positive,

productive

We've
seen
a
lot
more
unique
folks,

there

those
folks

not
want

come

to
have
that
conversation.

thing,
though,
that
I
would
like
to
see
us
do
kind
of
a
stretch.

did
do
that
with
the
knock
commission
that
I'm
a
part
of
we
switched
from
having
stuff
during
the
day,

then
we
had
once

quarter

one

later

middle
of
the
week
and
we
did
see
a
vast
majority.
You
know
we
saw
just
a
very
different
group
of
people
that
showed
up
so
I
wonder
if
the
council
mayor
you'd,
be
interested
in
trying
that
out.

think
that's
a
good
suggestion
and
we
have
talked
about
that
in
the
past.
Just
our
Council
meetings
in
general,
Monday
nights
at
at

30
might
not
be
the
best
time
for
a
lot
of
folks
and
I
understand
that
we
do
have

call-in
option
we
give,
which
gives
people
an
option.
But
I
do
like
the
idea
of
perhaps
I,
don't
know
monthly
I,
don't
know
bi-monthly,
maybe
it's
quarterly.
However,
it
works,
but
to
maybe
change
it
up
to
change
the
time
to
change.

Frankly,
the
location,
maybe
it's
an
opportunity
opportunity
to
take
a
show
the
show
on
the
road.
Maybe
it's
an
opportunity
to
to
do
something
else,
to
to
try
and
give
people
more
of
an
opportunity
to
talk
to
the
council.

would
perhaps
do
is
turn
to
our

veruga
and

we
could

co-ed
team
to
put
together
some
options.
How
we
might
do
this
and
might
do
this
best
to
reach
the
diversity
of
folks
that
we
were
hoping
to
reach
when
we,

we
made
some
of
these
changes,

that's

excellent

town
halls
for
each
of
our
district
council
members
over
the
last
few
months.

look

next
year

start
planning

council
wants

it's
a
good
time
to
think
about
how
you
do
it
as
a
group,
not
just
as
individuals
as
well.

educational
aspects

limits

Opportunity
with
the
city
council
can
really
provide

proponent

session

completed
and
before
we
come
down
here.

window

in
council

able

or

couple

kind

maybe

question

regarding
the

resolution
action
items
and
what
we
might
be
doing

that

it
relates

2023
work
plan
or

that
kind

thing.
But
it's
a
it's
exciting
development
we
know
here
in
the
the
city
of
Bloomington
that
are
are
building
infrastructure
in
our
transportation.

Souvenir,
council
members,
council,
member
dalessandro,
so
these
recommendations
are
specifically
going
towards
MnDOT
and
how
they
can
change,
make
changes
within
the
agency.
As
far
as
collaboration
opportunities,
there
are
two
work
groups
and
the
work
group
focusing
on
vehicle
miles.
Traveled
reduction
and
expanding
Transportation
options
has
one
of
those
strategies.
That's
focused
on
interagency
collaboration
and
specifically
working
with
local
governments
around
setting
goals
and
then
also
doing
putting
together
tool
kits
for
engagement
and
education.
So
I
see
those
really
nicely
tying
into
some
of
the
work.
I
That's
planned
next
year
around
setting
greenhouse
gas
emission
goals
for
the
transportation
sector,
working
on
the
active
Transportation
plan
and
starting
to
bring
some
of
these
pieces
together
and
then
being
able
to
work
with
MnDOT.
And
if
these
recommendations
go
forward
and
and
they're
implemented
as
written,
it
looks
like
mndout
staff
will
be
reaching
out
to
us
and
other
cities
to
work
on
some
joint
goals
for
vehicle
miles,
traveled
reduction
and
then
also
looking
for
opportunities
to
do
Outreach
with
the
community
that
we
can
help
with.
I
So
those
are
a
few
of
the
main
things
that
I
see
us
being
able
to
work.
Specifically
on
with
midot,
but
that
being
said,
there's
also
all
the
electrification
work
and
many
other
things
that
we're
working
on
is
the
city
right
now.
But
with
these
recommendations,
I
would
say
really
those
education
and
goal
setting
ones
are
what's
what's
on
the
docket
for
next
year,.

it'll
be
interesting
to
see
that
and
then,
of
course,
the
vehicle
thing,
the
implication
of
that,
of
course,
being
that
I'm,
assuming
that
the
list
of
state
fleet
vehicles
for
which
we,
which,
which
we
take
advantage

get
discounts
and
things
like
that,
will
add
a
lot
more
EVS
to
them.

get
this
working

way
it
is

that

happy
to

to

in
going

and

wanted
to
move
forward
with
a
a
discussion
about
all
properties
and
a
mandate.

where
we
went
to
Planning
Commission
with
a
study
item
and
then
in
November
we
did

legal
review
and
then
went

and

a
racial
Equity
impact
analysis
and

talk

little
bit
more
about
those
and
then
December

Currently,
our
city
code
identifies
catering
businesses
as
permitted
uses
in
the
i1
I2
and
I3
zoning
districts,
but
not
in
our
fd2
zoning
District
catering
businesses
are
similar
to
restaurants
or
food
manufacturing
uses
which
are
permitted
uses
in
the
fd2.

Item

exterior
storage,
the
city
has
exterior
storage
standards
for
residential
and
Industrial
zoning
districts,
but
those
standards
are
rather
limited
in
our
commercial
and
business
zoning
districts.
The
city
has
recently
seen
issues
with
businesses
storing
outdoor
merchandise,
so
this
would
create
standards
to
help
our
enforcement
Division
and
alleviating
some
of
those
issues.
So
this
would
take
similar
standards
to
our
residential
and
Industrial
zoning
districts
and
apply
them
to
our
commercial
districts.

Our
senior
parking
standard
for
party
room
requirements
with
our
multi-family
parking
updates.
The
city
did
remove
party
rooms
from
the
calculation
for
multi-family.
However,
the
party
room
requirement
for
senior
and
accessible
housing
was
not
updated
at
that
time,
so
we
are
suggesting
that
we
remove
the
requirement
for
senior
housing
to
match.

Work
vehicle
parking
storage:
this
is
a
current
planning
practice
where
we
count
work.
Vehicle
parking
needs,
above
and
beyond
the
off
street
parking
requirements
for
for
commercial
uses.
That
has
never
been
reflected
in
city
code
and
relatedly.
The
off
street
parking
ordinance
does
not
have
Provisions
specifying
that
cart,
storage
and
snow
storage
areas
within
parking
lots
do
not
count
towards
anyway,
the

part

the
parking
standards.

analysis
is
a
process
that
helps
the
city
of
Bloomington
to
consider
a
racial
Equity
outcomes
when
shaping
policy
systems
and
environments.
It
is
a
dedicated
process
to
weave
racial
Equity
into
our
everyday
decision
making.
This
was
the
first
year
that
we've
done
an
reia
as
part
of
our
miscellaneous
issues
ordinance
and
at
first
we
as
staff,
were
kind
of
challenged
by
the
Paradigm
of
we
have
miscellaneous
issues.

That's
shown
on
the
map
on
the
presentation,
and
you
will
see
those
areas
highlighted
in
blue,
the
darker
blue
and
then
even
the
aquamarine
color,
those
are
census,
tracts
shown
and
in
this
map.
The
other
guideline
were
policies
that
influence
an
individual's
Mobility
prospects,
especially
in
tangible
ways
like
access
to
small
business
and
entrepreneurial
activities,
and
through
this
process
we
found
that
by
removing
barriers,
our
catering
in
the
fd2
and
body
art
ordinances,
had
potential
to
support
entrepreneurial
activity
and
support
bypoc
owned
and
operated
businesses.

also
did
an
analysis
of
clusters
of
single-family
lots
that
have
elevated
percentages
of
impervious
surface,
and
that
is
the
map.
That's
shown.
Underneath
at
the
bottom
of
the
slide,
these
findings
revealed
that
there
are
indeed
Equity
implications
for
policies
which
dictate,
when
you
can
add,
accessory
structures
to
your
property,
and
this
is
tangentially
related
to
our
tent
code,
and
but
it
also
has
implications
for
other
ordinances,
specifically
single
and
two
family
standards
which
will
be
coming
in
the
next
few
months.

analyzes,

you

doing,
these
miscellaneous
ordinance
changes
and
what
I
really
appreciate
about
the
catering

greatest
barriers

benefit

providing

these

conversations

mean

those
communities
who
have
had
the
greatest
and

most
people
will
benefit
greatly
in
general,
so
just
really
exciting.
To
see
that

around

understanding
is
it's
already
prohibited
and
we
were
actually
modifying
the
language.
The
accept
by
special
permission

the

the

change

could
perpetuate
inequities.

the

read

segment

we

Bloomington
Ferry
Road,
which
you

see

southwest
corner

town
there

specifically,
the
segment
of
Bloomington
Ferry
Road
will
be
from
West
106th
Street
to
Pioneer
Trail.

is
the
segment
that
is
outlined
in
red
the
segment
in
Blue
by
the
Pioneer
Trail
portion,
as
well
as
the
Bloomington
Ferry
Road
between
old
shock
and
West
106th
Street.
We
had
planned
on
including
that
as
part
of
this
year's
PMP
project,
we
are
seeing
some
pretty
significant
pavement
distresses
within
both
those
segments
in
blue
that
we
would
like
to
take
care
of
with
next
year's
PMP
project.
So
for
the
the
focus
of
the
concepts
that
I
will
be
presenting
on.

specific
to
West
106th
Street
to
Pioneer
Trail,
so
this
segment
of
Bloomington
Ferry
Road
was
originally
constructed
in
1979.
The
existing
cross
section
is
a
four-lane
divided
roadway
with
a
center
median.
This
segment
has
very
adequate
multimodal
facilities.
We
have
a
five
foot
concrete
sidewalk
on
the
east
side,
as
well
as
a
10-foot
multi-use
path.
On
the
west
side
from
a
safety
standpoint,
the
segment
does
not
have
any
major
safety
concerns
regarding
the
movement
of
pedestrians,
bicyclists
or
motorists.

segment
has
also
been
on
our
PMP
overlay
radar
for
the
past
few
years
and
I
know.
My
colleague
was
here
a
few
weeks
ago
to
go
over
the
PMP
Street
Improvement
project,
so
I
know
everybody
is
familiar
with
our
PCI
index
and
this
Corridor
in
question
has
a
PCI
of
about
50,
which
puts
us
right
in
that
40
to
60
overlay
range.

saw
Peak
our
Peak
volumes
in
the
late
80s
got

you

that
bottom

lane
of

in
either
direction
and

would

Northbound
direction
of

bike
lane
and

one
southbound
direction
of

look
at
making
the
necessary
improvements
to
the
segment
and
we'd.

construction,

estimate
of
nine
hundred
and
thirteen
thousand
dollars
with
the
primary
different

what
the
increase

striping

the
signal
stay

move

the

heads

is
the
intersection,

change

West,
106th
and
Pioneer

staff
has
been
kicking
around
would
be
the
inclusion

roundabouts

if
Council
decided
to
move
forward
with
this
concept,
staff
would
continue
investigating
the
intersection
control
and

ultimately
bring
that
forward
in
to

city
council
held
a
closed
meeting

purpose
of
doing
the
annual
end-of-year
performance
evaluation
for
the
city
manager,

Jamie
vibrugi,

all

and
as
I'm
sure,
a
lot
of
folks
in
the
community
know.
The
city
council
were
responsible
for
exactly
one
employee
in
this
city,
and
it
is
our
city
manager
and
obviously
is
that
responsibility.

One
of
our
responsibilities
is
to
do
an
annual
employment
evaluation
and
for
everyone's
information
there
is
an
official
employment
agreement
between
the
city
and
the
city
manager.
It
defines
the
terms
and
conditions
of
employment
per
Minnesota
law,
because
some
people
have
asked
about
this
as
well
per
Minnesota
law.
The
city
council
meeting
can
be
closed
for
the
purpose
of
discussing
an
employee's
performance
and
and,
as
I
said,
we
we
met
on
December
12th
for
the
better
part
of
about
two
and
a
half
hours.

a
result,
the
council
and
Mr
verbrugge
have
agreed
to
amend
terms
of
the
employment
agreement,
which
can
be
summarized
as
follows.

will
be
amended
to
the
term
of
2023
section

salary
will

would
add

twenty

hundred
dollar
per
calendar

our

spoke
of
some
issues
that
she
and
her
her
partner,

Metheny,
we're
having
with
the
city
of
Bloomington
and
the
Bloomington
Police
Department
regarding
nuisance
calls
from
Neighbors.

had
some
questions
about
about
an
issue
regarding
an
employee,
a
conditional
use
permit
and

photos
and
websites.

management
organization,

meeting

heard

it,

so
I'm

curious

we
could
just
chat

briefly

everybody,
since
it's
something
I
think
that
we're
all
kind
of
appointed
to
by
virtue
of
our
station
is
that
correct.

work
around
Council
Members,
so
the
Richfield
Bloomington
watershed
management
association.
It's
it's
a
watershed,
as
the
name
implies.
It's
a
watershed,
management,
association
or
organization.
The
the
board
for
that
organization
are
the
two
city
councils
of
Richfield
and
Bloomington,
and
the
Staffing
work
basically
trades
back
and
forth
between
the
two
cities
on
a
yearly
basis
and
the
we're
part
of
that
Watershed.
We
have
issues
we
meet
once
a
year.
It's
usually
in
March
play
your
cards
right
and
you
could
be
president
of
the
organization
next
year
and
you
think
I'm.

is

like
other
Watershed
organizations,
it's

won't
say
it's
a
perfunctory
organization,
but

it's
an
organization
that
kind
of
looks
over
and
makes
sure
that
the
Watershed
is

protected

offers

lot
of
information.
We

once
a
year
we
get
together
and
learn
some
things
and
approve

budget

move
forward

it.

really

excited

serve
our
neighbors

Bloomington

different

work

local
governments

so
uniquely
personal

we've
all
gotten

phone
calls
literally
about
potholes
in
people's
streets,
but
it's
uniquely
important
mayor
as
you've
noted
before
very
often
when
state
and
federal
officials
are
slow
to
respond,
cities
get
things
done
and
I'm
immensely
proud
of
the
work
that
we've
done
over
the
last
five
years.

opportunity,
housing
ordinance
our
work
on
racial
Equity,
our
Park
system,
master
plan,
earned
sick
and
safe
leave
our
community-based
strategic
plan
and,
finally,
beginning
the
serious
work
needed
to
modernize
our
fire
department
on
top
of
navigating
a
global
pandemic
and
the
aftermath
of
George
Floyd's
murder.
Now,
obviously,
there
have
been
missteps
and
missed
opportunities
along
the
way,
as
there
will
be
with
any
Human
Institution,
but
that
is
quite
the
record
of
accomplishment,
and
it
really
is
something
to
be
proud
of
more
than
anything,
though.
At
this
moment
the
feeling
I
feel
is
gratitude.

some
incredible
elected
officials,

this

sorry,

Martin

lessons

lesson

does
is

important

it

otherwise

confidence
