the

and
it

agenda
this
evening
under
introductory
items
we
have
an
introduction
and
a
swearing-in
of
some
new
firefighters.
This
evening,
we've
got
two
proclamations
tonight,
one
for
National,
Night
Out
and
the
second
for
a
public-private
partnership
with
the
U.S
Army
Reserve
office.

gonna
get
an
update
on
item
2.4
of
our
Bloomington
tomorrow,
together
strategic
plan
and
item
2.5,
our
office
of
racial
Equity,
inclusion
and
belonging
will
offer
their
2023
work
plan
and
update
item.
Three
is
our
consent.
Business
councilmember
has
our
consent
agenda
this
evening
under
item
four,
our
hearings,
resolutions
and
ordinances.

we've
got
a
public
hearing
regarding
the
regarding
rezoning
and
preliminary
and
final
plant
development
for
a
property
at
81,
1801
and
1851,
American
Boulevard,
and
then
a
resolution
regarding
the
local
option,

tax
projects-

this
is
where
the
change
came
in
item
five.
Originally,
it
was
listed
as

were

to
go
into

surprises
me:
nobody
wants

stick

the

the

council
meeting,
always
a
disappointment,
but
we'll
get
them
next

guess
two
proclamations
this
evening
first
is
item
2.2
is
to
which
is
a
proclamation
for
National,
Night
Out,
which
is
coming
up
here
shortly,
and
it's
always
one
of
the
one
of
my
favorite
nights
of
the
year
in
terms
of
City
celebrations
and
and
events,
always
such
a
great
time
coming
up
on
August,
1st
and
I'll
just
fill
you
in
on
the
details
in
the
proclamation.

It's
always
just
such
a
wonderful
time
and
looking
forward
to
it
very
much.
So
thank
you
to
all
of
our
police
officers
thanks
to
our
fire
department,
our
crime
prevention,
Association
and
our
folks
with
the
the
First
Responders
who
take
part
as
well.
They
all
come
together
to
make
such
a
great
time,
and
so,
if
you're,
if
your
neighborhood
has
not
yet
signed
up
for
National,
Night,
Out
I,
think
we
missed
the
deadline.
But
I
bet.

This
is
regarding
a
private
public
partnership
with
the
U.S
Army
Reserve
office,
and
this
is
the
Bloomington
Police
Department
entering
into
this
partnership
with
the
office
of
the
chief
Army
Reserve,
and
the
goal
is
to
assist
soldiers
and
their
families
in
overcoming
barriers
to
obtain
meaningful
employment
or
educational
opportunities
and
support
them
in
a
lot
of
different
ways.
So
this
is
another
a
great
forward-looking
project
by
the
Bloomington
Police
Department
and
I'm
glad
they
had
the
opportunity
to
do
this
public-private
partnership.
A
Now,
therefore,
I
timbassy,
mayor
of
the
city
of
Bloomington,
proclaimed
that
the
city
of
Bloomington,
Police
Department,
is
a
proud
supporter
of
the
usar
by
assisting
soldiers
and
families
in
overcoming
barriers
to
obtain
meaningful
employment
or
education.
Opportunities
to
support
Mission
Readiness
goals
enhance
their
financial
stability
and
create
connections
within
this
community
dated
the
24th
day
of
July
2023.,
as
I
said.
This
is
another
great
example
of
our
Bloomington
Police
Department,
their
involvement
in
the
community.

It's
a
it's
a
perfect
opportunity
and
a
perfect
partnership
between
two
great
organizations
to
to
try
and
help
the
soldiers
who
have
served
this
country
and
now
that
they're
back
from
their
deployment,
have
an
opportunity
to
to
work
with
the
Bloomington
Police
Department
and
look
for
educational
employment
opportunities,
so
very
good,
again,
hats
off
to
our
Bloomington
Police
Department
for
working
with
these
folks.
Those
are
our
two
proclamations
for
this
evening.
I
They're
going
to
hopefully
feel
that
oh
we'll
get
to,
hopefully
how
they
will
know
that
it's
happening
in
a
second
and
then
another
thing
I
like
to
mention
about
the
priorities.
Is
that
they're
interdependent?
So
you
can't
really
achieve
one
without
the
other,
so
you
can't
have
a
healthy
Community.
Unless
people
are
feeling
connected,
you
can't
have
a
Equitable
economic
Community
unless
there
is
components
of
Health
involved
in
that
too
so
they're
all
dependent
upon
each
other
and
then
lastly,
I
wanted
to
talk
about
the
outcomes.
So
the
Strategic
plan
follows
some.
I
If
then
logic,
so,
if
we
want
to
be
a
healthy
Community,
then
we
should
see
improved
human
health,
and
if
we
want
to
see
improved
human
health,
then
we
should
do
a
food
access
plan.
So
there
are
logic
threads
throughout
the
entire
strategic
plan
that
you
can
track
and
follow
on
a
dashboard
and
am
I
able
to
click
onto
the
dashboard
from
here
now.
I
That,
okay
anyways,
so
on
the
dashboard,
there
are
three
strategic
priorities:
theoretically,
you
can
click
the
hyperlink
in
the
title
and
you'll
be
able
to
go
through
it.
So
if
you
have
that
shared
with
you,
I
encourage
you
go
through
that,
oh
maybe
you're
not
gonna
be
able
to
get
onto
it
all
right.
Yeah
I'll
keep
I'll
stall
for
a
second
I'll.
I
Get
to
the
second
two
points,
real
quick,
then
so
the
function
of
the
tool
is
for
the
council
here
and
the
community
to
follow,
along
with
the
actions
being
taken
and
the
goals
for
this
strategic
plan
and
as
some
story
lines
for
how
this
may
play
out.
Maybe
you
know
constituents
or
residents
who
are
concerned
about
climate
change,
who
are
concerned
about
business
ownership
or
feeling
that
they're
not
connected
with
their
neighbors?
This
is
a
resource
for
them
to
be
able
to
access
the
work
that
we're
doing
a
lot
of
people.
I
Don't
know
what
the
local
government
is
doing.
Here's
something
you
can
always
refer
back
to
say
this
is
where
you
can
learn
about
what
the
city's
doing
this
is
where
we're
at
with
our
goals,
and
so
that's
always
a
good
fallback.
Any
update,
okay,
we're
not
going
to
be
able
to
walk
through
it.
I,
don't
think
that's
unfortunate,
but
as
a
general
overview,
you
can
see
that
there
is
status
of
the
plan.
I
That's
based
on
the
timelines,
there's
about
five
status
indicators
on
track,
which
means
we're
hitting
all
of
our
timelines
minor
disruption,
which
means
we
just
maybe
missed
one
timeline
and
then
major
disruption
means
we've
totally
missed
three
or
four
Milestone
timelines.
Then
there
is
completed.
We've
hit
all
the
different
Milestones,
nothing
more
to
come,
it's
done
and
then
there's
upcoming
and
discontinued,
which
unfortunately,
one
of
those
was
alignment
with
the
Expo.
So
that
is
why
you
see
a
tiny
little
gray
block
on
that
little
circle
on
the
dashboard.
I
Oh
boy,
okay,
so
the
next
thing
I
want
to
talk
about
is
the
report.
Hopefully
you
have
that
in
front
of
you
and
I
wanted
to
add
a
little
overview
of
what
has
happened
over
the
last
three
months.
This
past
quarter.
First
of
all,
there
was
eight
percent
progress
made,
which
means
roughly
16
Milestones
have
been
checked
off,
and
so
these
are
usually
pretty
major
actions
that
need
to
be
accomplished.
Usually
a
team
of
people
working
on
them
and
there's
about
22
initiative
owners
is
what
we
call
them.
I
So
these
are
people
leading
these
projects,
checking
off
those
boxes
and
since
the
last
quarterly
report
there
was
40
percent
of
the
projects
were
upcoming.
Now
it's
at
20
percent,
and
so
that's
a
big
up
in
the
workload.
However,
we're
still
roughly
at
the
same
number
of
on
track,
it's
a
tiny
four
percent
less
about.
So
that's
really
impressive.
That
people
are
able
to
manage
that
workload
as
well
as
they
have
been,
and
then
another
kind
of
culture
overview
on
the
BTT
is
we've
done
presentations
to
all
the
different
divisions
in
the
city,
updated
them?
I
I
The
welcome
to
Bloomington
Design
Group
is
our
initiative
owner.
There
she's
hit
two
Milestones
ahead
of
schedule,
one
of
them,
so
that's
a
major
win
there
congrats
the
solid
waste
reduction
plan
has
hit
three
Milestones.
The
Small
Business
Development
Center
has
hit
five
and
the
business
relocation
policy
has
now
hit
their
sixth
Milestone.
So
lots
of
progress
made
in
all
those
different
areas
I
mentioned
before,
and
then
how
to
read.
The
report
is
You'll
Always
Find.
I
The
first
couple
pages
are
overview
on
a
plan
level
wide
and
then,
as
you
flip
through,
it
is
more
specific
to
just
the
initiative.
There's
a
bar
in
the
top
left
corner
that'll
refer
to
what
priority
it
falls
under
and
then
always
look
at
the
status
indicated
in
color
the
checklist
and
then
that
narrative
report,
that's
added
by
the
initiative
owner.
I
Oh,
it's
that
way
right
there
we
go
okay,
so
what's
next
for
invisio,
that
is
the
software
that
the
Strategic
plan
lives
on.
That
dashboard
is
there's
kind
of
three
areas
that
we're
focusing
on
right
now,
and
that
is
a
boards
and
commissions
work
plan
dashboard.
So
the
planning
dashboard
has
already
been
created,
but
we're
trying
to
consolidate
them
all
in
one
spot,
so
people
can
figure
out
what
sort
of
work
our
boards
and
commissions
doing.
I
The
second
area
is
departmental
dashboards
right
now,
I'm
working
on
a
park
system,
master
plan,
dashboard
and
then
the
third
area
is
that
we
are
beta
testing
in
Vizio's,
new
project
management
dashboard,
and
so
this
is
kind
of
a
key
area
to
focus
in
on
right
now
we're
doing
project
management
training
in
the
city.
In
addition
to
that,
we
also
have
the
potential
vote
for
the
Bloomington
forward
sales
tax,
which
will
be
potential
three
large
projects.
That
would
be
great
to
track
the
progress
on
and
keep
the
residents
informed
on
what
we're
doing
there.
I
And
then,
what's
next
for
the
BTT?
Well,
there
are
already
some
new
initiatives
being
added,
two
of
which
are
the
mobile
Health
Hub
and
the
mental
health
pop-up
program.
Also
some
shout
outs
behind
me
and
as
a
heads
up
on
what
that
means
for
the
BTT
dashboard
is
when
new
initiatives
get
added,
it
widens
the
pie,
so
there's
more
Milestones
altogether,
which
means
the
ones
that
have
been
accomplished
so
far.
I
If
it
says
18
progress,
when
we've
added
two
more,
it's
gone
to
17
because
there's
another
10
new
Milestones,
so
it
may
look
like
we're
going
backwards,
but
it's
only
because
we're
widening
the
scope
second
area
is
we're
increasing
our
engagement,
both
internally
and
externally.
So
we're
meeting
with
the
community
core
planning
team,
this
quarter
they're
going
to
review
and
check
whether
we're
on
track
for
the
right
direction.
I
Third,
in
accordance
with
the
schedule,
there'll
be
another
quarterly
report
in
October
and
fourth
at
that
report,
I
want
to
show
a
draft
of
the
outcomes
report
I
mentioned
last
time,
that
is
more
Based
on
data
and
metrics.
So
this
is
a
lot
more
action
based
that
one's
gonna
be
a
lot
more
data
driven
as
far
as
where
are
we
at
right
now
and
by
the
fourth
report,
the
last
quarter.
Hopefully,
new
data
will
be
out,
so
we
can
add
that
into
that
outcome.

It's
been
live

a
while

dashboards,
it's
not

brand
new,
but
it's
not
it's
not
old,
either
just
wondering
what
kind
of
engagement
rate
it's
had
and
what
the
feedback
has
been
from
the
general
public
on.
I
This
yeah,
so
as
of
the
last
time
I
checked
about
three
weeks
ago,
we've
had
around
550
views
of
the
dashboard,
which
is
pretty
good
for
being
three
months
and
starting
to
do
more
Outreach
on
that,
I
would
like
to
see
it
in
a
couple.
Thousands
eventually,
but
could
you
repeat
the
second
part
of
your
question
again.

mentioned

presentation
that
there's
kind
of
a
logic
that
kind
of
works
its
way
down.

starting
from
the
Strategic,

Mission
all
the
way
down

values

types

so
then,
when
we
get
to
a
situation,
I
don't
want
to
necessarily
look
at
one
specific
one
where
we
see
it
discontinued.
What
how
should
I
look
at
that
you

Is
that
a

failure
in
the
logic
is
that
you

opportunity.

piece

say
about

initiative
is
discontinued
is
perhaps
at
the
community
card
planning
team
decided
that
doesn't
align
with

values

exception

reason
why
that
was
discontinued
is
simply
because
we
did
not
have
the
decision
making
power
to
start
it
off.
So
once
it
was,
we
didn't
win
the
vote.
We
just
simply
had
to
discontinue
from
there
in
other
instances
where
we
might
see
that
happening.

It
will
be
a
value
disconcordance
with
what
we
have
set
for
Equitable
access,
embracing
diversity,
and
things
like
that.
So
if
it
doesn't
hit
those
guidelines
and
I'll
go
through
the
check,
then
it
might
be
discontinued,
that's
what
they
can
expect.

As
far
as
that
goes.

who's
doing

is
that,
like
an
inside
the
city,
that's
an
administrative
function.

we
have
a
commission
working
on
that?
Like
is
the
Human
Rights
Commission
working
to
help?

ahead

get
started.

with
just
a
little
bit
of
brief
context
about
sort
of
the
history
of
our
work.
I'll
talk
about
what
we
do
and
how
we
do
it
and
then
I'll
spend
some
time
talking
about
the
value
that
this
work
brings
to
the
organization
and
so
they'll
take
about,
like
maybe
five
minutes
or
so,
and
then
we'll
jump
into
the
actual
presentation
and
describe
provide
some
progress
reports
on
some
of
the
initials
from
the
racial
Equity
business
plan.

historical

office

inclusion

we
were
established
in
June
2022,
which
was
just
last
summer,
and
although
we
are
recently
established,
this
work
Builds
on
a
long
history
of
equity,
inclusion,
work
in
the
organization
dating
back
as
far
as
the
2017
racial
Equity
vision
statement
that
was
adopted
by
the
council
at
that
time.

work
that
we
do
in
our
office
is
to
bring
that
mission
and
sort
of
vision
into
reality.
So,
in
order
to
create
a
Bloomington
that
is
vibrant,
safe
and
healthy,
a
place

people

able

thrive.
We
create
and
lead
and
manage
Equity
inclusion
work
in
the
organization,
and
so
on.

we

to

work

engagement.

the
horizon,

that'll
just
be
sort
of
a
cliffhanger
that
you
will
receive
in
your
one
weekly.

with
the
fun
things.
The
first
thing
that
we're
going
to
talk
about
here
tonight
is
one
of
the
things
that
we're
doing
in
the
category
of
Workforce
diversity
and
and
thank
you.

things

in

the

reflects

diversity

community

breadth
and
depth
of
our
organization.

summer,
I
stood
here
and
I
talked
about
some
of
the
Innovative
recruitment
strategies
that
we
were
utilizing
in
the
organization
and
we
got
really
excited
along
over
the
data
and
seeing
how
that
we
were
making
progress
in
that,
and
so
that's
great
we're
excited
about
it.

also
the
project
manager
for
the
bloom
in
Bloomington
internship
program
for
its
inaugural
year,
so
this

first
year.
Bloom
is
a
youth
Workforce
Development
program
that
is
offering
young
people
between
the
ages
of
16
and
24
a
chance
to
get
professional
internship
experience.
Our
mission
is
to
support
and
grow
a
more
diverse
and
accessible
workplace
for
our
community
by
matchmaking.
These
young
future
professionals,
with
Employers
in
local
government,
the
non-profit
sector
and
the
private
sector.

So,
as
you
saw
in
the
video
These,
interns
are
hard
at
work.
I
wasn't
given
a
whole
lot
of
time
to
speak,
so
I
can't
go
over
all
of
the
accomplishments,
I'm
happy
to
do
that
at
a
later
time.
But
I'll
give
you
some
high
level
takeaways.
First
off,
we
brought
on
board
a
total
of
12
interns,
so
seven
college
and
five
high
school
aged
students
and
we
place
them
with
seven
employers
across
the
city
of
Bloomington.

like
to
thank
these
employers
specifically
and
explicitly
for
supporting
our
program
because
they
offer
a
rich
and
multi-disciplinary
experience
for
these
young
people,
specifically
our
two
private
sector
Partners,
which
is
the
Mall
of
America
Corporate
Offices,
and
the
Larkin
Hoffman
law
offices
located
here
in
Bloomington,
and
then
we
have
five
offices
within
the
city
that
are
supporting
interns
as
well.
This
includes
the
office
of
racial
Equity
inclusion
and
belonging
the
assessing
division,
the
public
works
department,
the
HR
public
health
department
and
the
Community
Development
Department.

Furthermore,
the
success
of
this
program
does
not
rest
on
the
shoulders
of
one
or
two
staff
members,
but
requires
buy-in
from
across
the
city.
So
I'd
like
to

one
of
the
things
that
we've
heard
from
many
of
the
supervisors
in
the
organization
is
that
as
people
are
applying
for
jobs
in
the
city
of
Bloomington,
they
sort
of
listed
or
highlighted
the
city's
Equity
inclusion.

Work
is
sort
of
a
motivator
for
why
they
would
like
to
work
here
and
all
City
applications.

believe
is
question
number

asks.
Why
did
you
apply
for
this
job
or
why
would
you
want
to
work
in
the
city
of
Bloomington,
and
so
we
reached
out
to
our
HR
a
data
Research
store
near
Matthew
Schultz,
and
we
pulled
the
data
from
those
questions
from
all
of
the
applications
from
July
2022
up
into
January
2023.

So
it
was
about
a
six
month
period
of
information
and
we
were
excited,
affirmed
and
motivated
to
see
how
many
people
highlighted
the
equity
inclusion.
Work
is
sort
of
one
of
the
reasons
why
why
they
would
want
to
work
for
the
city
of
Bloomington
you'll
see
one
of
those
quotes
here
on
the
screen
and
if
you
click
a
few
more

will

we
really
see
sort

the
value
of
doing
this
work

connected

we're

the

Focus

which

inclusive

that
we're
doing

that

day-to-day

we
had
it
as

required
component,
but
this
year

decided
to
transition

certificate

program
that
is
not
required,
but
really
wanted
to
highlight

emphasize
on
the
value
and
commitment
and
dedication
that
our
employees
will
support
this
work
and
I
apologize

ways

we've
one

things

we're
doing
in
the
organization
right
now
to
provide
sort
of
more
meaningful
access
to
opportunity
is
looking
at
sort
of
how
we
engage
our
community
and
what
sort
of
language
and
translation
services
we
provide.
So
in
the
next

there
should
be
some
information
about
that
and
I'm
going
to
turn
it
over

To
just
give
a
really
quick
update
on
this,
because
I
know
you've
heard
about
some
of
this
and
then
we'll
keep
moving

exciting
piece
about
our

Access
plan
policy
is
that,
since
it
has
been
reviewed
and
approved
this
year
earlier
this
year
in
2023,
we've
been
able
to
roll
out
trainings
across
the
city
with
our
city
employees
to
talk
about
what
are
some
meaningful
access
for
our
limited
English
proficiency,
individuals,
also
known
as
leps,
and
so
since
rolling
out
the
policy
and
rolling
out
the
trainings.

It's
been
really
supportive
and
how
our
community,
who
are
limited
English
proficient,
can
then
have
access
to
meaningful
Services
programs
and
activities
that
we
put
throughout
the
city,
and
one
key
thing
I
want
to
highlight
here-
is
that
I
attended
a
conference
welcoming
interactive
a
couple
months
ago
and
from
that
conference,
I
was
able
to
connect
with
other
key
municipalities
who
had
a
language
Access
Network.
Who
does
this
work
on
a
24
7
basis
initially
and
I
brought
that
idea
back
to
Minnesota
and
connected
with
our
counties
and
other
Municipal
cities
to
ask.

we
have
a
minister
soda
language,
Access
Network,
where
we
all
can
collaborate
and
connect
and
partner
to
continue
doing
this
work
so
that
we're
not
Reinventing
the
wheel
and
with
that
I
found
out
that
no,
we
don't
have
one
so
what
the
city
of
Bloomington
and
what
our
office
had
done?
Is
we
co-founded
and
collaborative
with
other
Minnesota
municipals
across
the
state,
a
state
of
Minnesota,
to
create
a
Minnesota
language,
Access
Network,
so
we
can
continue
to
partner,
continue
to
collaborate
and
not
reinvent
the
wheel.

highlight

that
we
learned
in
conversations
with
our
city
clerk
actually
today
is
that
the
Innovative
sort
of
strategies
and
sort
of
technology
that
we
have
that
allows
people
who
are
coming

receive
passports

get
real-time
translation
through
the
program.

Impact
assessments
won't
spend
a
lot
of
time
on
this
because
you
all
know
what
those
are
you
reread
them
in
your
packet
and
but
one
of
the
things
that
I
will
highlight
here
is
that
there's
a
number
of
racial
Equity
impact
assessments
that
we're
engaging
in
throughout
the
organization
and
that
work
has
been
recognized
both
on
a
local,
Regional
and
state
level.
And
so
this
is
really
getting
at
that
benefit
of
improved
decision
making,
because
we're
working
with
staff
to
take
the
time
to
stop
and
think
through
so
decisions
that
they're
making.

sort
of
do
that
through
the
lens

equity
inclusion.
What
we
found
in
many
cases
accelerate
helps
to
identify
issues
as
it
relates
to
other
things
as
well
and
so

believe
in

months

now

presenting
on
the
work
of
the
racial
Equity
impact
assessments
that
we're
doing
in
Bloomington.

department

access

Health
Services
to

needs
to
meet
new
and
emerging
public
health
challenges.

Enlisted
the
help
of

table

community
organization
who

well
placed
and
connected

hold
intentional
social
interaction

communities

by
issues

mental
health,

youth,
renters,
older
adults,
people
affected

members,
among

themes

conversation
were
mindfulness.

health,
addressing
cultural
stigma,
spiritual
health
as
it
relates
to
mental
health
and
addressing
toxic
masculinity
and
their
words,
which
we
know
just
means
more
Mental,
Health,
Services
and
conversations
for
men
and
boys.

Some
of
the
resources
that
community
members
uncovered
that
they
needed
were
helped
to
walk
through
the
process
of
getting
resources,
including
insurance
and
just
navigating
forms
and
online
resources.
A
lot
of
people
mentioned
that
they'll
be
stuck
on
the
phone
for
hours
and
still
not
get
to
the
person
that
they
need
to
reach
in
order
to
help
them.

low
cost
and
free
resources
as

Translation
and
language
support
were
a
huge
topic
of
conversation
and
also
transportation
to
sent
Mental
Health
Resources
a
few
locations
that
community
members
recommended
that
we
host
these
pop-ups

nursing
homes
and
schools.
Recognizing
that
our
seniors,
our
elders
and
our
youth
are
the
ones
that
need
these
conversations.
The
most
and
they
need
the
resources
the
most
in
our
community
and
I
will
pass
it
over
to
Grant.

we
repurposed
it
to
make
you
happy

your
preconceived
notion
of
the

So
instead
of
telling
people
that
they're
racist
or
that
they
don't
like
people
or
any
of
those
things,
we
just
say
your
community
is
constantly
changing
and
you
need
to
learn
a
practice
to
be
authentically
welcoming.
You
notice
we're
having
language
support.

make
sure
that
we
were
providing
access
to
somebody
who's
in
a
wheelchair
when
we
started
asking
you
know
like:
where
should
we
go
or
how
do
you
want
to
identify?

people

don't

a
sign
for
me.
We
didn't
say:
oh,
we
don't

a

We

let's
make

it
shows

practice

little

people

a
part.

different
is
that
the
topic
of
mental
health
was
approached
from
the
lands
of
community
and
all
of
the
people
in
the
room
who

invited
to
give
the
city
and
City
Partners
feedback
on
what
that
means
to
them.
And
what

resources
that
they
need
and
how
we
can
support
them,
and
access
and
Mental
Health
Resources.

shouldn't
be
a
one

done
the
way
things
happen
in
community,
especially
communities
of
color
things
travel
by
word
of
mouth
until
someone
really
experiences
it
and
then
they're
telling
their
neighbor
and
they're
telling
their
family,
member

friends
along,
and
that's
how
you
get
people
to
really
understand
and
know
that
they
are
truly
invited
to
the
table.

talk
a
lot
about
having
to
drive
either
to
Brooklyn,
Park
or
Minneapolis

that's
another
reason
why
this
work
has
to
continue.
We
don't
want
our
community
having
to
leave
Bloomington

access

resources

strategic
plan
and
our
motto
and
our
goal
in
our
vision
is
to
be
that
remarkable
community
in
a
place
where
people
want
to
be
and
those
community
members
that
we
heard
from
tonight.
They
want
to
receive
resources,
but
they
want
to
do
that
in
Bloomington,
because
Bloomington
is
a
place
where
they
are.

projects

fruition

things
that
we've
heard
a
lot
from
many
different
people
in
our
community.

young
people

getting
involved

engaged

the
government
and
there's
actually
a
little
bit

apathy?

learned
that
even
in
recruiting
for
the
bloom
and
Bloomington
program
is

people

misconception
young
people,
especially
about
what
government
is,
and
so
when
we
were
going
into
schools
and
said
hey,
would
you
want
to
have
a
government
job
they're
like
no
I?
Don't
like
politics
and
I
was
like
well
yeah
I
sleep.

want

build
a
cohort
model,
Within
These,
youth
that
apply
to
the
fellowship
and
they
will
be
able
to
be
supported,
guided
and
mentored
to
develop
and
execute
a
youth,
focused
voting
event
to
promote

assist
fellow

voting
purposes
and
reduce
those
barriers
that
we
still
find
with
youth
participation.
In
voting,
we
will
have
monthly
leadership,
development
and
engagement
workshops
through
the
emphasis
of
voting
participation
and
mentorship.

happening

that
program

that

so

last
time
we
spoke,
we
talked
about
the
welcome
to
Bloomington
Design
Group
that
again
occurred
in
October
to
February
and
within
that
Design
Group.
When
the
group
met,
we
were
able
to
come
up
with
five
key
initiatives,
so
you
can
see
listed
here
on
the
slide
and
I
won't
go
to
end
up
with
that.

key
members
of
residents
and
Community
Partners
mentioned
that
they're
so
excited
that
we
have
a
welcome
to
Bloomington
program
and
that
they
haven't
heard
many
cities
do
this
and
through
that
it
creates
an
excitement

people

want

continue
to
live,
work
and
play
in
Bloomington,
and
so
with
that
I
want
to
invite
our
two
guests
here
to
introduce
themselves
and
talk
a
little
bit
about
first,
the
implementation
team
and
then
the
value
of
having
a
welcome
to
Bloomington
program.

of
the
welcomed
in
Bloomington,
Design,
Group
and
then
I'm
also
currently
part
of

welcome
to
Bloomington
implementation
team.
So
I
was
really
excited
to
be
part
of
the
conversations
during
the
Design
Group
phase
last
fall
and
winter
brainstorming
and
kind
of
that
consensus
process
where
we
were
able
to
come
up
with
our
five
initiatives
that
you
see
there
on
the
screen.

one
of
our
during
our
first
meeting
of
the
implementation
team
in
June
of
this
this
past,
you
know
this.
Past
month
we
were
taking
a
look
at
the
new
Resident
meetings
and
really
trying
to
think
about.
Where
do
we
want?
Our
new
Resident
means
to
take
place,
and
so,
when
determining
that,
we
took
a
look
at
we
utilized
maps
of
Bloomington
to
really
make
sure
there
was
a
nice
Equitable
spread.
It
was
pretty
spread
evenly
throughout
Bloomington.

wanted
to
make
sure
that
locations
were
really
accessible
for
all
of
our
new
residents,
and
it
was
really
important
to
us
that
when
we
focus
on
new
residents,
we're
looking
at
the
whole
scope
of
new
residents,
homeowners
and
renters
alike,
it
was
really
important
that
we
were
bringing
new
residents
to
welcoming
and
inclusive
spaces,
and
we
also
wanted
to
highlight
the
rich
diversity
that
we
have
here
in
Bloomington
of
educational,
public
and
cultural
spaces.
And
so
some
examples
of
you
know
what
our
recommendation
locations
for
those
meetings
would
be.

things
like
the
Oxford
Public
Library,
Civic
Plaza
here
and
Normandale
Community
College,
so
I
really
look
forward
to
continuing
this
process.
We
actually
have
our
next
meeting
tomorrow
evening
and
so
we'll
be
ready

reflect
on
the
work
we've
done
so
far
and
to
continue
its
implementation
phases,
and
we
really
know
that
we
can
create
this.
This
really
unique
experience
here
in
Bloomington
for
new
residents,
as
well
as
a
foster
that
connectedness

community
that
we
know
that
we
have
here

welcome
different
communities,
cultures
and
understand
us

what
we
need
when
we
participate
together
together
is
always
a
win-win
situation.

feel

inclusive

Bloomington

a
dynamic

Just
thinking

Mall

America,
one
of
the
most
visited
designations
in
Minnesota

volunteer
for
the
Mac,

Multicultural
advisory
committee.

when
they
talk
about
statistics.
We
know
the
most
of
the
Agreements
are
not
from
the
resident
of
Bloomington.

we
started
working
in
this
list
of
initiatives,
the
dynamic
was
an
experience
combining
or
aspirations
desires,
activities
that
we
can
create
together.
The
listing
we
create
include
new
Resident
meetings
is
an
excellent
way
to
welcome
them
to
communities
and
provide
them
essential
information
about
the
new
environment.

research
Fair
always
help
residents,
discover
value

resource

density
have
and
also
we
can
create
a
stronger
community
through
the
networking.

of
my
favorite
lists
was
the
working
in
a
cultural
Fair.
Why?
Because
we

celebrate
diversity,
a
promotes
in
diversity,
promotes
understanding,
appreciation
and
respect
to
all
the
communities.

things

doing
in
the
sort

focus
area

authentic
Community
engagement
is
that
we
have
created
a
community
of
practice
within
the
organization
and
so
we've
reached
out

staff

either

authentic
Community
engagement
or
Community.
Engagement
is
a
core
component
of
their
work
and
for
those
who
do
that
type
of
work
in
the
organization
and
we
bring
them
together
on
a
quarterly
basis
to
see
our
best
practices.

One
of
the
really
cool
things
that
we're
doing
with
that
cohort
is
that
everyone
is
going
to
have
a
buddy,
and
so
at
the
last
meeting,
you'll
see
there's
a
quote
here
on
the
screen
from
one
of
the
participants
and
they
talked
about
how
they
had
been
working
in
the
city
for
eight
years
and
had
for
the
very
first
time
met
the
person
who
that
been
corresponding
with
for
eight
years
in
person
which
we
were
like
wow.
But
there
were
a
lot
of
those
moments
in
that
meeting,
and
so
we've
created
a
calendar.

So
people
can
talk
about
all
the
events
that
they're
engaging
in
and
share
that
information
with
people
we're
creating
a
one-pager
so
that
when
people
go
out
to
share
information
about
their
program,
they
can
also
have
a
comprehensive
overview
of
what's
happening
in
the
city
and
then
a
buddy
system,
which
is
we've
asked
each
person
who's
a
part
of
this
cohort
to
introduce
sort
of
their
buddy
to
someone
in
their
Network
and
vice
versa.
And
so
we're
really
excited
about
what's
happening
there.

recognize
that
this
type
of
work
brings
that
value
of
more
Innovative
and
collaboration
and
then
also
having
a
much
more
engaged
employee
base
and
then,
lastly,
just
something
to
keep
in
mind
welcome
week
is
coming
up

that
we
have
planned

friends
to
migrate
to
their
locations

Turtles,
you

year
on
purpose,
because
they
have
to
go
back
to
where
they
were
hatched
in
order
to
then
lay
their
eggs.
So
it
really
matters
that
we
don't
impede
their
progress,
but
it
sounds
like
we.

don't
really
make
it

kind

funnel
them
into
certain
areas.

a

clarity

exactly

we
know
about
the
program

we

turtle
expert

also
note
that
our
trial
was
done
with
some
silt
fencing
to
see
how
this
would
work

depending

the
year,
it
may
be
worse,
sometimes
not
as
bad
issues
with
turtles
Crossing,
Bush,
Lake
Road,
and
that
they
either
are
have
a
fairly
High
mortality
rate
where
they're
killed
or
another
kind
of
a
traffic
concern.

that
folks
stop
to
try
to
help
the
turtles
across
and
it's
a
very
kind
of
busy
roadway?
So
we've
been
talking
about
this
for
several
years
we
tried
using
existing
culverts
with
silt
fence,
to
ask
the
guide
and
I.
Don't
think
we
had
detailed
data
about
the
turtles
nor
any
survey
from
the
turtles
or
anything
like
that,
but
we
had
we
kind
of
empirically
our
staff
felt
that
there
was
a
reduction
in
the
amount
of
of
conflicts
with
the
turtles
that
were
crossing.

This
is
a
technique
that
is
used
across
the
country
and
so
those
folks
that
are
kind
of
experts
in
this.
This
is
one
of
the
recognized
ways
to
to
help
reduce
mortality
of
the
turtles.
As
we
talk
about
it,
it
certainly
is
a
barrier
to
the
extent
that
it
has
to
funnel
peop
all
the
turtles
to
specific
Crossings
and
they
can't
cross
wherever
they
want,
but
our
staff
feels
that
the
kind
of
the
reduction
in
the
mortality
rate
is
kind
of
offsets
that
that
disadvantage
that
they
have
to
have
to
go
to
The
Crossings.

So
this
is
a
program
that's
offered
by
the
federal
government,
a
grant
program.
It's
rather
small
our
project.
You
know
typically
for
chasing
federal
dollars,
it's
about
a
three
hundred
thousand
dollar
project
and,
as
with
any
Federal
grant,
there's
a
fair
amount
of
overhead
and
extra
work
that's
attached
to
it,
but
we
felt
that
this
would
be
a
good
way
to
address
this
kind
of
ongoing
concern.

would

we
can
expand
this
program
at
some
point,
maybe
on
France
Avenue
as
well.
I,
don't
know
if
we've
talked
about
it
at
all,
but
the
mortality
rate
on
France
was
pretty
bad

of

four-story,

unit,
apartment
building,
I'm
sure
you're
familiar
with
the
site.
This
is
the
southwest
corner
of
Knox
and
American,
and
this
is
a
this
is
a
very
prominent
important
Corner
within
the
city.

within
our
Pan
American
District
plan
district
and
I
have
a
couple
pictures
here,
but
it's
really
important
because
the
Orange
Line
brt
station
is
at
the
site
on
the
East
End
of
the
site.
So
Transit
is
certainly
on
our

minds
as
we
review
any
sort
of
development
proposal,
a
couple
images
of
the
existing
conditions
on
site.
You
see
the
district,
which
is
a
recently
completed,
four-story
apartment
building
by
the
same
developer
as
your
your
reviewing
tonight
and
that
in
the
foreground
or
on
the
left
side
of
the
image.

that
Orange
Line
brt
station
right
along
Knox
and
then
the
district
in
the
background,
essentially
just
looking
the
other
way

towards
Best
Buy
into

the
orange

amount
of
on-street
angle,
parking,
that's
18th
and
a
Half
street,

some
of
that

development

elements
that
we
are
asking
for

action

is
re-guiding
or
a
comprehensive
plan

colorful,

meaning
in
terms
of
what
sort
of
land
uses
actually
occur
in
the
real
world.

currently
the
site
is
guided
for
Community
commercial,
and
so
that
makes
sense

us
for
retail,
maybe
for
some
mixed
use.

what's
being
proposed
is
high
density,
residential
and
that's
appropriate
because
the
the
development
before
you
is
a
100
residential
application,
and
so
in
order
to
have
100
residential
project.
The
high
density
residential
is
really
the
appropriate
land
use
designation
and,
along
with
that,
we're
asking
you
to
take
action
on
rezoning
that
corresponds
with
that
comprehensive
plan.
Amendment
currently
the
site
is
a
is
C5,
is
the
base
zoning?
That's
a
commercial
district.
One
site
has
is
already
a
planned
development.

One
side
is
not
and
what
is
being
proposed
is
for
both
sites
to
be
zoned
rm100.
So
this
is
the
first
arm,
100
property
that
would
exist
in
in
City
Bloomington,
so
the
100
stands
for
maximum
of
100
units
per
acre.
That's
pretty
high
density.
What's
being
proposed,
tonight
is
55
units
per
acre,
which
is
still
very
significant
and
within
the
range
of
that
zoning
District,
and
so
here
we
have
the
site
plan.

You
see
a
rectangular
building
very
much
pushed
towards
80th
and
half
Street,
which
is
the
guy
which
it
does
follow.
The
guidance
and
the
Pan
American
District
plan
and
then
also
the
building,
is
located
quite
close
to
Knox
Avenue.
So
we
have
those
reduced
setbacks
to
create
more
of
an
urban
environment
along
Knox,
Avenue
and
80th,
and
a
Half
street
one
element
that
does
require
some
flexibility
is
a
reduced
landscape,
yard,
Along
American
and
normally
we
have
a
pretty
pretty
significant
20-foot
landscape
yard.

The
applicant
is
looking
for
flexibility
on
that
and
it's
pretty
logical
why
they
would
ask
for
these
setbacks,
because
when
we
look
at
the
Red
Lobster
immediately
to
the
West,
it's
actually
a
little
bit
narrower
than
when
the
applicant
is
is
proposing.
So
that's
what
and
what
you
see
on
the
image
is
what
a
seven
foot
Boulevard
and
a
roughly
a
little
less
than
five
foot
setback
looks
like
and

listening
session
earlier
tonight
we
had
two
speakers
we
heard
from
Sarah
Klein's
house

tan

speaking
on
behalf
of
the
resident
Arts
organizations
here
in
Bloomington,
and
they
had
heard
our
discussion
within
the
past
month
or
so.
Regarding
the
funding
for
Arts
organizations
and
those
organizations
had
the
the
request
to
continue
a
conversation.
They
want
to
be
able
to
offer
feedback
for
the
Arts
funding
process.
A
They
were
encouraging
the
city
to
maintain
the
existing
allocation
and
we're
encouraging
the
city
to
allocate
all
funding
dollars
each
year.
So
the
discussion
went
forward
that
we
were
going
to
continue
the
discussion
and
the
conversation
about
how
we
can
best
make
this
the
most
effective
and
practicable
application
process
for
our
Arts
organizations
as
they
apply
for
for
City
funding
on
this.

was
Mr
Dale
Johnson.

session
this

The
one
thing
that
I
wanted
to
talk
about
for
our
Council
policy
and
issue,
update
I
wanted
to
give
a
shout
out
to
our
park
and
rec
staff,
specifically
for
the
programming
that
has
gone
on
through
the
summer,
and
then
we
still
have
coming
up
in
the
summer.
I
mean
just
in
the
past
couple
of
weeks
or
so
the
the
midweek
market
and
music
here
at
Civic
Plaza,
the
the
Marshall.

No,
not
the
Marshall
Tucker
Band,
the
Lamont
Cranston
band,
was
over
at
the
Band
Shell
this
this
past
week.
There
are
more
concerts
through
the
rest
of
the
summer
and
it's
just
a
fantastic
opportunity
not
only
to
hear
good
music
and
get
out
and
enjoy
the
weather,
but,
to
you
know,
build
community
and
to
see
your
neighbors.

if
you
come
up
here
and
let
your
kids
run
around
I
mean
it's
just
a
fantastic
thing
and
I
know:
a
ton
of
work
goes
into
that
and
I
think
the
park
and
rec
staff
has
done
an
outstanding
job,
putting
together
these
programs,
the
amenities
to
go
with
the
programs,
including
the
food
trucks
and
the
working
with
Nine
Mile
Brewery
and
with
North,
Star,
Tavern
and
so
on.
So
many
Community
Partners
involved
in
this,
and
it's
just
it's
fun
stuff
and
it
makes
Summer
special.

cooped
up
way
too
long
during
the
cold
months,
and
so
during
these
nice
months
we
like
to
get
out
and

park
and
rec
has
done
a
great
job
for
us,
so
hats
off
to
park

rec

can't

enough

great
work
down

that
was
that

my

thing

different
this

years
is
the
way
it's

causing
this

when
folks
look
at
dead
trees,
I
know
we
see
those
dead
trees
across
both
residential
I
know.
We
had
the
park
the
the
golf
course
situation
that
the
gulf
walked
us
through.

that
sure

so
we
have
a
couple
things
that
are
going
on
the
emerald
ash
borer
is
significant.
This
is
probably
the
peak
of
EAB
in
the
community.
We've
been
advising

council
for
several
years,
and
we've
been
budgeting
for
this
period.
Knowing
that
we're
going
to
have
a
lot
of
removal.

At
this
point,
it's
probably
going
to
die,
and
we
have
our
forestry
folks
are
both
focused
on
public
property
and
then
trying
to
respond
to
calls
to
private
property
and,
frankly,
the
amount
of
work
just
maintaining
our
public
is
we
don't
have
the
capacity
to
respond
to
a
lot
of
the
private
and
we're
trying
to
we're
trying
to
keep
up
with
that.
We
Council
knows-
and
matter
of
fact
earlier
this
year
made
some
changes
to
how
we
assess
the
trees.

So
when
we
have
contract
removal
that
we
give
people
some
more
options
and
being
able
to
extend
out
their
payments
for
the
contract
removal
now,
the
thing
that
has
changed
a
little
bit
is
that
the
prices
from
the
contractor
have
gone
up
substantially.
It
used
to
be
that
the
price
for
utilizing
the
City
Contractor
was
often
better
than
you
could
get.
Is
it
just
a
private
homeowner
right,
so
a
lot
of
homeowners
just
sort
of
opted
to?

Let
us
do
it
for
them
and
then
assess
them,
and
that
isn't
really
the
case
anymore,
because
the
the
cost
for
tree
removal
has
has
gone
up
substantially.
Councilmember
Lowman,
Sheridan
email
with
me
today,
where
the
woman
was
advised
that
it's
five
thousand
dollars
to
re
to
remove
her
tree,
and
that's
not
unusual
if
the
tree
is,
is
placed
in
a
difficult
location
on
the
property
and
they
have
to
bring
in
a
crane
or
a
boom
or
something
it
drives.
The
cost
up
pretty
substantially
if
they
have
to
drop
utilities
right.

So
the
answer
is,
frankly
we're
swamped
and
it's
not
just
EAB.
It's
also
heat
and
drought
over
the
last
couple
years.
So
the
there
are
trees
other
than
the
ash
that
are
dying
and
it's
the
it's
the
strain
of

climate
over
the
last
couple
years.
That's
doing
that
as
well,
so
we're
out
there
working
we'll
we'll
respond
when
we
just
a
little
bit
slow
in
responding

and
if

community

such
a
regulation
to
apply
it
to
their
public
spaces.

that
that'll

discussion

important
for

to
