had
some
technical
difficulties

apologize

pull

a
council
meeting
today.
So
we're
going
to
start
a
meeting
as
we
always
do
with
the
pledge
of
allegiance.
If
you

members

the
city
council
with
us
this
evening
and
council
member
coulter
is
joining
us
remotely
from
a
public
location
and
because
of
that
we're
gonna
have

but

need

three
public
hearings
that
have
actually
been
opened
and
continued
a
couple
of
times
for
changes
to
our
charter
city
charter
and
the
reason
we've
had
to
delay
them.

couple
of
times
is
because
we
need
all
seven
folks
available
to
vote
on
them.
We
have
a
number
of
public
hearings
on
on
sale,
intoxicating
liquor,
license
applications
and
then
a
the
for
item.
4.9
is
actually
a
public
comment
regarding
an
amendment
to
the
on
sale,
liquor
license
at
nine
mile
brewing.

to
our
organizational

our

before

second
and
part
three
series
of
the
updates
from
our
racial
equity
action
teams.
I,
before
I
introduce
the
racial
equity
action
teams.
I
want
to
just
give
a
little
brief
contest
for
why
this
work
is
important
and
also
how
we
approach
that
work.

so
we
recognize
that
there
are
many
different
groups
and
identities
that
have
been
marginalized
and
in
the
work
that
we
do.
We
prioritize
those
things
and
we're
really
intense
about
making
sure
that
the
work
that
we're
doing
is
something
that
advances
all
the
different
groups
that
have
been
marginalized,
but
by
while
doing
and
then
doing
that
we
also
really
focus
on
prioritizing
racial
equity
work
and
the
reason
why
we
do
this
because
you'll
see
in
the
next
slide
and
you've
heard
me
say
this
before
right.

Just
a
little
bit
of
context
about
how
we
came
to
have
racial
equity
action
teams
in
the
city,
and
so
our
work
in
the
city
of
bloomington
is
categorized
into
two
different
categories.
Our
internal
work
is
guided
by
racial
equity
business
plan.
Our
external
work
is
really
focused
through,
or
has
to
say,
is
guided
by
our
racial
equity,
strategic
plan
and
so
the
internal
work,
which
looks
a
lot
which
focuses
a
lot
on
things
like
workforce
diversity,
making
sure
that
we
have
an
inclusive
culture,
ensuring
that
our
policies
and
practices
and
procedures
are
equitable.

know
that
investing
in
racial
equity,
inclusion
and
belonging
is
not
only
something
that
helps
people
on
an
individual
basis
and
sort
of
impacts
individualized,
but
this
work
is
important
for
all
of
our
community,
everyone
at
community-
and
so
that's
important,
I
think-
to
acknowledge-
and
if
there
are
people
who
are
listening
in
for
the
first
time
and
are
interested
in
learning
more
about
how
that
is
or
why
that
is.
They
can
always
contact
me.
So
with
that,
I
am
going
to
turn
it

We
know
that
we
all
have
different
perspectives
based
on
our
life
experiences
that
we've
had,
and
one
thing
that
we've
we've
learned
along
the
way
is
that
when
you
give
someone
a
voice
specifically
around
these
these
topics,
they
may
not
have
the
experience
that
everyone
has,
but
as
long
as
you
find
a
identity
that
they
identify
with
that,
they
can
relate
to.
It
definitely
opens
eyes
and
it
definitely
engages
people
to
start
having
those
conversations.

We
hired
blaine
kelly,
who
has
done
some
work
previously
with
the
city
of
bloomington,
and
we
wanted
him
to
bring
his
intersectionality
course
and
talk
to
us
a
little
bit
about
how
different
identities
that
people
identify
with
and
how
do
the?
How
does
that
correlate
with
the
topic
of
racial
equity?
So
blake
kelly
did
an
awesome
job
for
us.

We
worked
with
faith
closely
to
evaluate
and
look
at
a
diversity
calendar
so
that
we
can
incorporate
that
into
our
our
daily
work
life
right
now.
It's
available
on
the
web.
We
have
plans
to
actually
integrate
that
into
our
office.
365
deployment,
as
you
may
very
well
know
already
that
we
are
going
through
that
process.

we're
looking
forward
to
finalizing
that,
hopefully
in
the
next
couple
weeks
and
that's
going
to
be
a
calendar,
that's
actually
going
to
promote
awareness
on
different
celebrations
and
holidays
that
the
community
celebrates.
So
we
want
to
definitely
include
our
staff
in
understanding
some
of
those
celebrations
and
and
feel
as
part
of
the
community
to
celebrate
those.

then
I
don't
know
if
you
can
put
the
presentation
up
there
for
just
a
second.
So
those
are
some
of
the
items
that
we've
we've
had
the
privilege
to
work
on.
I'm
going
to
highlight
a
couple
of
the
things
that
we
are
excited
about
for
the
upcoming
year
and
here's
some
of
the
the
two
items
that
we're
looking
to
be
working
on
and
actually
prioritize
throughout
the
year
and
and
hopefully
next
year
as
well,
we're
looking
to
assist
in
developing
a
new
rfp
standard
to
be
more
equitable
and
inclusive.

It's
not
a
initiative
that
we
are
leading,
but
we're
hoping
to
be
partnering
up
with
other
departments
to
actually
lead
in
creating
our
new
rfp
standard,
we're
also
looking
to
develop
a
mentorship
program.
It
has
never
had
any
type
of
mentorship
program
or
internship
program
for
that
for
that
matter
as
well.

So
we're
also
not
the
leaders
in
that
we're
looking
to
collaborate
with
other
departments
and
actually
create
a
framework
or
a
process
that
we
can
actually
use
to
bring
in
new
new
people
and
and
actually
have
them
look
at
what
it
is
really
about
in
a
city
government
type
organization.
So
those
are
a
couple
of
the
things
that
we're
actually
we're
super
excited
about.
We
hope
to
start
working
on
those
later
this
year
and
look
to
see
what
new
changes
come
about
about
that.

jenna
smith,
I'm
one
of
the
recreation
supervisors
here
for
the
city
of
bloomington,
and
I'm
also
the
current
chair
for
the
park
and
recreation
reit
team.
I
would
also
like
to
point
out
the
other
members,
many
of
whom
who
are
here
today.
We've
got
ann
catchery,
susan
foss,
gene
sannon,
jill
murphy
and
leah
hughes,
and
so
over
the
past
couple
years.

Parks
and
recreation
has
worked
to
enhance
the
partnerships,
program,
opportunities
and
re-evaluate
the
processes
and
general
way
of
doing
things
to
strive
towards
more
equitable
and
diverse
programming
events
and
opportunities.
In
order
to
achieve
the
types
of
progress,
programs
and
services
that
we
want
to
deliver
to
our
community.
We've
listened
to
the
voices
of
our
community
residents.

We
forged
new
relationships
that
we
didn't
have
before
new
partnerships
and
we've
introduced
new
opportunities
that
have
never
been
done
before.
The
next
few
slides
indicate
a
sampling
of
the
things
that
parks
and
recreation
has
done
in
our
department
in
order
to
advance
racial
equity
and
inclusion
in
our
park
programs
and
beyond.
So
the
first
slide
that
we've
got
is
our
diverse
programs
and
events.

So
there's
the
on
the
one
music
festival,
which
is
a
collaboration
with
chadwick
niles
mark
and
the
avant-garde
or
guard
group
in
in
collaboration
with
the
bloomington
arts
in
the
parks.
This
music
festival
featured
lots
of
different
types
of
music
like
r
b
neo
soul,
reggae
afrobeat,
along
with
a
touch
of
spoken,
word,
poetry.

Another
thing
that
we've
done
to
increase
diversity
was
to
enhance
the
diverse
populations
of
the
vendors
that
we
have
at
the
bloomington
farmers
market,
so
net
we
are
now
at
one
third
of
the
vendors.
Are
you
know,
diverse
members
of
the
bipot
community,
other
things
that
we've
done
to
enhance
diversity
in
our
programs
and
events
are
having
these
diverse
performances.
So
you'll
see
three
of
the
different
ones
that
we've
done
recently
on
here,
all
of
which
either
are
focusing
on
jazz
and
focu,
recognizing
the
female
producers
that
have
done
that.

We've
got
the
thread:
dance
company
that
contemplates
the
hopelessness,
hope
and
honoring
lineage,
no
matter
where
we
come
from
and
the
avant-garde
group
which
we
do
have
more
collaborations
for
that
one.
Coming
next
year,
the
next
slide
we
have,
we
have
our
cultural
programs
and
events
that
we've
worked
on.
So
we
have
the
dakota
language
camp.
This
is
something
that's
been
going
on
in
bloomington
for
over
10
years,
but
this
takes
a
unique
approach
to
learning
the
dakota
language
for
both
dakota
and
non-dakota,
youth
and
adults.

The
dakota
camp
provides
an
introduction
to
one
of
minnesota's
native
languages.
We've
also
got
the
formation
of
a
dakota
bloomington.
I
will
butcher
this.
If
I
try
to
say
this,
so
I'm
going
to
respect
the
heritage
and
continue,
but
this
is
a
formation
between
dakota
people,
the
city,
bloomington,
historical
society
and
the
pond
dakota
heritage
society,
which
is
creating
an
opportunity
for
people
to
be
able
to
collaborate
and
ensure
the
equity
and
accuracy
in
programming,
exhibits
and
telling
the
story
of
bloomington's
indigenous
people
in
their
own
words.

We've
also
expanded
our
indigenous
and
cultural
programming
at
the
pond
dakota
mission
park,
and
this
includes
enhanced
vendors
at
our
river
rendezvous
program.
That's
coming
up
in
september
and
a
native
lacrosse
program
that
has
been
introduced.
We've
also
previously
had
our
viva
festival
latino
event,
and
this
was
to
support
and
showcase
our
vibrant,
latin
and
caribbean
cultures
through
music
arts
and
culture,
and
then
we
also
have
educational
partnerships
with
the
balamed
dance
festival,
and
this
is
a
partnership
of
latin
dance.

The
next
slide
that
we've
got
talks
about
our
equitable
access
and
programming,
and
so
we've
got
our
mobile
recreation
programming,
which
is
a
free
program
that
is
designated
through
different
sites
throughout
bloomington,
and
so
anybody
is
welcome
to
join
any
of
those
events
to
come
and
play.
We
have
lawn
games.
We
have
different
sports
that
we
play.
We've
got
a
lot
of
different
activities
for
kids.

I
increased
our
programs
in
the
valley
view
area
in
the
moya
park
area
continuing
on
in
different
east
side
locations,
instead
of
just
having
all
of
our
events
over
on
the
west
side
at
places
like
normandale
lake
we've
also
gotten
a
partnership
with
the
bloomington
ice
garden
in
public
health
to
utilize
ship
funding.
In
order
to
be
able
to
make
the
learned
escape
program
over
at
big
a
little
bit
more
equitable
we've
also
got
an
outdoor
soccer
program
going
on.

That
is
at
no
cost
to
our
participants,
allowing
people
who
have
not
been
able
to
participate
in
soccer
leagues
like
this
because
of
the
high
fees
to
be
able
to
participate,
because
there
is
a
grant
that
covers
their
their
fees.
We
also
continue
to
provide
fee
assistance
through
a
lot
of
different
youth
programs
garden
plots
things
like
that
for
those
who
qualify
based
on
their
income,
we
do
have
hopes
to
continue
to
grow
our
equitable
reach
with
this
program.

A
lot
of
the
language
has
also
been
changed
in
terms
of
our
training
to
modify
the
language
that
we
use
in
terms
of
like
apparel
and
especially
when
it
comes
to
swimsuits
and
things
that
are
appropriate
to
make
it.
Gender
inclusive.
We've
also
been
part
of
hosting
the
pride
festivals
for
last
year
and
this
year.
This
is
an
excellent
opportunity
for
the
lgbtq
plus
community
to
be
able
to
honor
and
celebrate
their
contributions
in
advancing
equity
and
justice.

then
we
also
continue
to
have
partnerships
with
other
cities
like
the
city
of
richfield
and
the
three
rivers
park
district
to
provide
new
opportunities,
such
as
the
dios
de
los
nino's
event
that
was
held
last
year.
We
provide
the
explorers
camp
with
three
rivers,
and
three
of
us
has
also
done
outreach
programming
that
has
been
free
in
many
of
our
park
locations
in
the
past,
and
so
looking
forward,
parks
and
recreation
department
is
continuing.

funding
opportunities

enhance
our

for
bloomington
parks
and
recreation
that
we

what

I
have
here
is
it's
the

came
up
with
the
goals
that
we
came
up
with
last
year
in
our
racial
equity
action
team.
As
far
as
recruitment,
we
called
it-
it's
not
just
something
for
today,
because
obviously
we
want
to
recruit
now,
but
we
also
want
to
recruit
in
the
future
police
there's
not
as
many
police
officers
anymore.

I
have
been
to
one
or
two
law
enforcement
colleges
since
last
year,
myself
and
we
go
to
like
they
have
open
house
events,
but
we
want
to
expand
more
than
that.
But
one
thing
that
we're
coming
up
with
now
and
chief
kind
of
put
up
a
new
position
as
a
training
and
recruitment
officer.
So
that's
something
brand
new!

That's
going
to
come
to
our
department
that
I'd
like
to
work,
hand
in
hand
with
them
and
that's
the
go
they're
going
to
be
able
to
go
out
and
recruit
more
than
what
we
have
time
for
now
continue
to
use
our
cso
program
to
bring
in
qualified
candidates
early
one
thing
that
we've
done
with
that
now
and
it's
not
just
our
ratio,
equity
action
team,
but
we
do
have
a
hand
in
it.
When
we
discuss
it
is
we
now
have
cadets?

So
when
we
hire
we
don't
necessarily
have
csos
anymore.
We
have
cadets.
So
when
we
hire
somebody,
we
bring
them
up
from
the
ground
all
the
way
up.
They
start
with
the
basics
of
learning
how
to
there's
a
loose
dog
on
the
corner
over
there.
They
need
to
go,
get
that
and
figure
out
what
to
do
with
the
dogs,
but
they're
also
continuing
to
learn
the
geography,
the
radio
etiquette
and
then
we
have
they
go
into
training
now
more
towards
geared
towards
they're,
going
to
be
police
officers
now.

So
that's
the
whole
premise
of
the
cadet
program
develop
relationships
with
the
ball
of
america,
identify
quality
candidates
from
their
security
program
kind
of
pluck
the
best
of
mall
security.
If
we
can
they
a
lot
of
mall
security
goes
on
to
be
police
officers
throughout
the
metro.
We
have
tons
of
them
here
that
work
in
bloomington,
but
it
seems
like
they've.
Most
of
them
have
gone
elsewhere
and
then
come
back
to
bloomington
and
I
kind
of
pitched
it
as
let's
take
the
best
ones.

Now,
don't
let
somebody
else
train
them,
we
can
train
them
ourselves
from
within
and
they
turn
out
to
be
good
officers,
hopefully
so
what
we've
done
with
that
is
we've.
Actually
I
actually
work
at
the
mall
now
so
that
helps
it's
a
lot
easier
to.
I
can
see
who
I
like
myself
and
then
build
relationships
with
people
at
the
mall
like
lieutenant
and
stuff,
that
we
could
trust
that
they
know
what
we're
looking
for.

So
we
did
pluck
one
he's
actually
in
our
cadet
program
right
now
and
then
sounds
like
we
might
have
another
mall
security
that
should
be
working
for
us
soon.
If
all
goes
well,
so
that's
good
the
long-term
goals.
This
is
something
that
I
really
love
and
coaching
youth
sports
develop
relationship
with
the
community,
youth
and
parents
early,
and
it's
finally
come
to
be.

what
we
want
to
do
with
the
coaching
part
is
we're
going
to
show
up
in
normal
clothes,
we're
not
going
to
try
and
dupe
anybody,
but
I
coach,
I
coach
sports
in
my
hometown
and
I
coach,
my
kids
sports
and
I
coach
with
a
guy
for
a
year
before
he
knew
what
I
even
did
for
a
profession
and
it
didn't
matter
and
then,
throughout
the
years
coaching
kids,
they
find
out.
Oh
you're,
a
police
officer,
and
they
they
just
don't
look
at
you
because
most
people
address
us
as
hey.

That's
desmond,
he's
a
police
officer.
It's
like
well
I'm
more
than
a
police
officer.
So
hopefully
the
parents
and
the
kids
can
they're
going
to
form
their
own
opinion.
They
might
not
like
us,
or
hopefully
they
love
us
and
then
at
the
end
of
the
year.
The
plan
is
to
maybe
have
like
a
party
or
get
together
and
we
all
show
up
in
uniform,
but
then
they
see
oh
police
officers.
You
know
what
we
we
liked
him
and
now
we
still
like
him.

though
he's
a
police
officer,
you
know
so
whatever
they
have
in
their
mind.
Maybe
we'll
change
some
things,
or
maybe
we
won't,
but
we're
going
to
do
the
best
we
can
with
that.
So
that's
an
exciting
thing

involved

the
community

out

the
bloomington
athletic
association,

and

in
and
introduced
myself
and
the
whole

was
like
yeah

some
examples
of
our
of
of
where
we're
trying
to
focus
on
delivering
services
equitably.
The
disease
tree
removal
program
trying
to
include
mechanisms
such
as
financial
assistance
in
the
form
of
payment
plans
offered
for
removals
of
trees
on
private
property
due
to
disease,
as
well
as
the
the
tree
sale.
That's
been
that's
been
ongoing
for
some
time,
but
an
opportunity
for
residents
to
purchase
trees,
replacement
trees
at
cost.

a
couple
other
areas
of,
or
initiatives
that
we're
working
on.
Like
many
of
the
teams
here,
implementing
the
racial
equity
impact
assessment,
we've
got
a
couple
of
those
underway
right
now,
including
the
micro
mobility,
ordinance
modification
or
the
scooter
program,
time
of
sale,
energy,

thc,
which
is

those

have
heard
about
it

I'm
glad,
they
enjoyed
the
vacation
over
the
fourth

weren't
paying
attention
to
media
with
edibles
being
legalized
in
the
last
legislative
session
and
the
potential
for
what
legalization
of
of
thc
and
other
products
like
that
potentially
have.
Cities
are
scrambling
right
now,
frankly,
to
understand
the
regulatory
environment
and
the
licensing
requirements
and
all
of
those
other
issues.

So
the
the
league
of
minnesota
cities
is,
is
actively
convening
on
this,
as
are
a
number
of
other
groups
and
we're
going
to
be
participating.
In
those
conversations
we
have
a
couple
in
the
next
week
alone,
so
I
anticipate
there
will
be
a
fair
amount
of
new
information
in
the
next
several
weeks
that
we
will
be
acting
upon
and
when
we
have
better
information
about
recommendations
for
how
to
proceed.
We'll
report
back
to
the
city
council
on
how
we're
going
to
do
that.

If
you
will
to
understand
what
we
might
do
differently
in
terms
of
road
management,
et
cetera,
et
cetera,
I'm
just
wondering
if
that's,
if
there's
a,
if
there's
an
impact
there,
I
you
know,
as
we
have
not
yet
brought
forward
some
of
the
learnings
from
that
session
for
action
or
anything
like
that.
Just
was
curious
about
whether
or
not
we've
stepped
in
front
of
that
somehow
or
if
we
were
making
the
assumption
that
that's
a
2024
and
beyond
item
anyway,
and
so
therefore
not
really
relevant.

regard
to
the
discussion
around
how
to
fund
parks
projects
or
natural
resource
projects
in
pavement
management
projects,
one
of
the
things
that
we
discussed
with
the
council
during
those
sessions
was
the
the
lead
time
for
planning.
Those
projects
doesn't
put
us
in
a
position
this
year
to
start
redir,
considering
redirecting
some
of
those
funds,
because
they
won't
be
projects
until
2024,
which
is
kind
of
the
point
you're
making.

only
other
item
that
I
wanted
to
bring
up,
mr
mayor
was
just
a
quick
question
about,
and
I
know,
city
manager,
you
and
I've
had
a
chance
to
talk
one-on-one
about
this
with
just
some
of
the
we
we
have
not.
We've
not
actually
had
a
revisiting
if
you
will
of
some
of
the
licensure
and
other
requirements
associated
with
some
of
our.
You
know
commercial
licenses,
and
I
know
that
it
was
kind
of
today
based
on
the
the
work
that
we
did
with
nine
mile.
I
For
example,
it
was,
you
know
the
process
of
getting
that
stood
up.
Nine

there's
learnings
from
that?
If
you
will
and
there's
some
things
that
are
just
you

worth
maybe
revisiting

a
efficiency
perspective

plan,

next
year's
work
plan
to
kind

do
a
deep
dive
into
some
of
that
code
review?
How
long
has
it
been
since
we've
looked
at
those
areas?

good
direction
for

to

we're

assessments

issues.

consider

we
work
on

small
business
development
project
and
things
like
that
expediting
