Bloomington Minnesota City Council Meeting

C
B
Coulter
aye
loman,
I
martin
hi
nelson,
all
right.
A
Motion
carries
6-0.
We
have
an
agenda
for
this
evening.
Next.
Item
on
our
agenda
is
item
5.1,
a
proclamation
for
national
suicide
prevention
week
and
world
suicide
prevention
day,
an
important
topic
here,
and
it's
something
that
the
city
of
bloomington
has
been
working
very
hard
on
and
continues
to
work
hard
on
public
health.
Our
emergency
preparedness
staff
are
our
public
health
nurses.
Our
bloomington
police
department
has
over
half
of
his
officers
trained
in
crisis
intervention
training,
our
communications
and
information
technology
staff
are
working
to
promote
suicide
prevention
on
the
city's
website.
A
So
it's
something
that
we're
working
hard
to
to
tackle
and
to
take
on,
and,
as
I
said,
it's
an
important
subject
and
we're
going
to
be
hearing
here
shortly
from
dan
riedenberg,
who
is
the
director
of
the
suicide
awareness
voices
of
education?
D
Good
evening,
thank
you
mayor.
Can
you
all
hear
me.
D
D
D
We've
lost
783
people
in
the
last
year
every
year,
we're
losing
that,
but
right
here
in
the
city
of
bloomington,
just
to
give
you
some
idea
of
those
really
at
risk.
Our
youth
with
the
minnesota
student
survey,
25
percent
of
fifth
graders
25
percent
of
fifth
graders,
said
they
worry
a
lot
of
the
day.
D
30
percent
of
11th
graders
identify
having
a
mental
health
problem.
One
half
say
that
they're
depressed
or
hopeless
and
30
percent
said
that
they
seriously
considered
suicide
in
the
last
60
days.
This
is
a
major
issue.
This
affects
not
just
our
youth,
but
it
affects
our
adults
as
well.
D
Our
seniors,
our
military
and
our
veterans,
just
this
afternoon,
I
spoke
with
the
26
year
old,
who
is
struggling
with
alcohol
use,
struggling
with
depression
and
anxiety,
unable
to
get
out
of
their
house
and
needed
help
and
resources,
and
just
how
to
get
started,
we're
very
fortunate
to
be
located
right
in
the
city
of
bloomington.
D
I
hope
that
you're
all
proud,
as
members
of
the
city
council,
that
save
suicide
awareness
voice
of
education
is
one
of
the
world's
leading
suicide
prevention
organizations
and
it's
based
right
in
your
city
every
day,
even
during
this
pandemic,
when
we
were
designated
as
as
an
essential
organization
by
the
governor,
we
are
day
in
and
day
out,
saving
lives.
We
are
doing
everything
we
can
to
prevent
tragedies
from
happening,
educating
the
public,
educating
through
training
of
professionals,
and
we
are
there
as
a
resource
for
those
who
have
been
impacted
by
suicide.
D
D
We
know
that
in
the
national
strategy
for
suicide
prevention,
we
know
in
all
the
international
charters,
but
I'm
really
really
honored
that
the
city
of
bloomington
for
the
last
several
years
has
issued
a
proclamation
recognizing
world
suicide
prevention
day.
Just
last
week
I
was
on
a
telephone
call
with
leaders
in
dakota
county
and
one
of
the
people
on
the
call
said.
Wouldn't
it
be
great
if
we
could
get
somebody
in
dakota
county
to
issue
a
proclamation
for
world
suicide
prevention
day?
D
I
can't
tell
you
how
proud
I
was
and
honored
to
be
able
to
say
that
for
the
last
several
years,
dakota
county
can
do
that,
because
the
city
of
bloomington
has
done
the
same
thing
year
after
year.
You
have
demonstrated
leadership.
We
need
this
top
down.
We
need
it
throughout
the
county
and
through
all
our
residents
and
because
of
the
mayor,
the
city
council
and
the
work
that
you
do
to
take
the
time
to
recognize.
This
really
important
day
is
now
spreading
to
other
cities
and
other
counties
throughout
the
state.
D
D
A
Well,
thank
you
dan.
Thank
you
for
your
work
and
your
organization's
commitment
to
this
very
important
topic
and
and
for
your
commitment
here
within
the
city
of
bloomington
and
across
minnesota.
It's
greatly
appreciated
council
any
comments
or
questions
of
mr
reidenberg.
A
If
not
I'll
say
thank
you
once
again,
and
we
are
I'm
very
happy
to
do
this,
I'm
I'm
happy
that
we
can
contribute
to
the
work
that
you're
doing
and
proud
of
the
work
that
you're
doing
and
look
forward
to
seeing
you
again
next
year
at
this
time.
Thank
you.
Thank.
A
With
that
we
can
move
on
to
our
consent,
business
and
our
consent
agenda
this
evening
was
scheduled
to
be
presented
by
council
member
carter
and
she
is
out
of
town.
She
thought
she
was
going
to
be
able
to
join
us
and
might
have
been
oversold
on
the
place
that
they
are
vacationing
their
wi-fi
capabilities.
I
don't
think
they're
working
as
well
as
what
they
were
advertised
and
so
she's
not
able
to
join
us.
A
Unfortunately,
and
so,
just
as
a
quick
pinch
hit,
I
will
take
on
the
consent,
business
and
and
offer
up
the
consent
agenda.
I
have
heard
a
hold
on
item
6.8
for
a
correction.
There
console
any
additional
holds
for
this
evening,
seeing
none.
I
will
move
item
6.1
through
6.7
of
the
consent,
business.
C
A
C
C
A
E
Yes,
thank
you,
mr
mayor.
It's
a
small
thing,
but
these
are
the
council
meeting
minutes
from
the
last
few
meetings
that
we've
had
and
I
just
wanted
to
clarify
on
july.
20Th
excuse
me
july
20th
during
our
policy
and
issue
update.
I
and
I
asked
about
information
regarding
the
trump
administration,
ending
the
affirmatively,
furthering
fair
housing
rule
and
that
has
been
corrected
and
and
will
reflect
that
in
the
minutes,
but
I
just
wanted
to
clarify
unless
there
be
any
confusion
about
that.
So
with
that
I
will
move
item
6.8.
A
A
G
Thank
you,
mr
mayor
and
council
members.
Good
evening
we
had
four
residents
who
addressed
the
council
at
our
previous
council
meeting.
Only
two
of
those
asked
questions
that
I
thought
should
have
a
follow-up
one.
G
Ms
michelle
justin
asked
for
an
update
on
the
rope
that
was
found
in
a
firefighter's
locker
a
couple
months
ago,
and
for
that
response
there
there
isn't
much
that
we
can
say
the
investigation
was
turned
over
to
the
fbi
and
there
we're
not
privy
to
the
information
that
the
fbi
has
gathered
as
part
of
that
information
as
part
of
that
investigation,
and
so
we're
awaiting
the
outcome
and
we'll
certainly
be
sure
to
share
that
once
it
is
public
information
and
the
other
question
came
from
sharon
billings
and
that
was
concerned
for
pedestrian
safety
at
84th
street
and
thomas
avenue.
G
South
our
traffic
engineering
folks
are
working
on
this
one
still
and
we'll
have
a
response
back
to
ms
billings.
Here
shortly.
She
was
asking
to
investigate
the
feasibility
of
adding
a
stop
sign,
so
we're
busy
pulling
any
crash
data
or
traffic
data
that
we
have
for
that
area
and
we'll
report
back
to
miss
billings.
When
we
have
that,
that's
all
I
have
to
report
mr
maher.
A
G
That's
a
good
point,
mr
mayor,
and
for
residents
watching
we
do
have
a
number
of
tools
that
we
can
utilize,
either
in
the
way
of
education
or
awareness
or
enforcement
when
it
comes
to
speed
or
safety
issues
in
neighborhoods.
So
I
always
encourage
residents
to
either
send
an
email
here
to
the
city
staff,
the
police
department
or
your
council
member,
and
we
will
make
sure
that
we
figure
out
the
appropriate
response
for
the
concerns
you're.
Having.
A
A
Again
they
should
be
items
that
are
not
on
the
agenda
and
we
limit
them
to
five
minutes,
just
to
make
sure
that
it's
it's
equal
and
equitable
for
everybody
who's
speaking
and
we
generally
don't
respond
immediately
to
any
questions
unless
they're
they're
basic
kind
of
questions
that
we
can
respond
to
very
quickly
and
easily.
A
We
usually
wait
for
the
next
public
meeting,
where
mr
verbuge
provides
the
the
feedback
as
he
just
did,
and
so
there
won't
be
any
feedback
by
the
by
the
city
council
and
will
you
are
here
to
listen
to
members
of
the
public,
and
this
is
our
public
comment
period.
So
I
know
that
we
had
one
person
call
in
miss
danielle
garbina
called
ahead
of
time
and
wanted
to
reserve
a
spot.
So,
ms
wilson,
if
we
could
call
that
up,
please.
H
F
Good
evening,
thank
you,
mayor
and
council
members.
At
the
last
meeting
a
resident
requested,
the
council
revisit
their
vote
for
rcv,
and
the
council
did
not
even
discuss
it.
After
speaking
at
the
council
meeting
this
resident
emailed
council
and
received
a
reply
that
the
request
to
revisit
the
quote
needed
to
be
made
at
the
next
meeting,
it
was
apparently
this
council
member
did
not
hear
the
resident's
request
tonight.
F
Darath
rook
is
not
adjacent
to
an
arterial
or
a
collector
and
is
about
nine
acres
is
approved
for
three
uses,
and
yet
the
city
approved
an
expansion
to
180
students
after
the
city
was
sued
by
martin
luther
manor.
For
denying
a
request
to
expand
regardless
of
the
city
won,
the
city
changed
the
city
code
to
assure
uses,
maintained,
low
density,
neighborhoods
and
required
institutional
uses,
be
adjacent
to
the
arterial
or
a
collector,
which
would
make
life
church
and
dar
el
brook
non-conforming
properties
and
therefore
occupy.
F
F
It
also
puts
the
trip
count
over
1
000
trips,
which
is
what
was
is
permitted
for
a
property
that
is
adjacent
to
an
arterial
or
collector.
On
july,
2nd,
the
mayor
stated,
I
remember
the
2019
discussion
regarding
the
proposed
expansion
at
success
academy.
I
continue
to
agree
that
any
new
changes
in
november
in
the
number
of
students
will
require
significant
operational
changes
at
dar
el
farouk
end
quote,
there
were
no
significant
operational
changes
at
dar
el
farouk
daryl
fruit
is
a
non-compliant
and
overused,
and
I
am
requesting
council
revisit
their
vote
again.
Thank
you.
H
A
A
We
have
plenty
of
time
left
and
we'll
leave
it
open,
but
we'll
move
on
with
our
business
and
double
back
to
this
here
in
just
a
moment
and
just
in
response,
ms
garbina,
the
the
appropriate
time
to
revisit
what
you
brought
up
would
be
in
organizational
business
and
the
city
council
policy
and
issue
update,
item
9.4,
and
so,
if
a
member
of
the
council
wishes
to
revisit
that
item
at
the
expansion
of
daryl
farooq,
that
would
be
the
appropriate
time
for
the
council
to
bring
that
up
at
that
time.
A
So,
just
to
let
you
know
that's
where
it
would
fall
in
the
agenda
coming
up
so
so
we
will
leave
the
public
comment
period
open
and
we
will
move
on
to
item
8.1,
which
is
a
public
hearing
for
a
new
on-sale
intoxicating
liquor
license
application
for
cw's
bar
and
grill,
and
I
am
looking
for
mr
junker
there.
I
think
he's
here
with
us
this
evening,
mr
junker
good
evening.
I
Miss
mayor
and
council
good
evening,
oh
yeah,
our
first
one
here
is
cw's
bar
and
grill.
This
isn't
a
long-standing
existing,
a
location
that
we've
had
licensed
for
many
years.
This
restaurant
did
close
earlier
this
spring
though,
and
so
we
do
have
a
new
owner
kind
of
doing
some
remodeling
getting
ready
to
open
up
as
a
new
cw's
bar
and
grill.
A
A
A
C
A
A
C
C
C
I
Yes,
mr
mayor
and
council
again,
this
is
similar
to
the
last
one.
This
is
a
previously
licensed
location
that
unfortunately
closed
a
while
back,
but
new
owners,
new
concept
just
talking
one
of
the
owners
today,
construction's
a
little
bit
behind
schedule,
but
hoping
to
open
here,
hopefully
october
and
yeah
kind
of
interesting
concept
to
look
forward
to.
A
C
C
C
A
C
A
C
A
So
we
had
all
we
all
received
the
applications.
A
couple
of
weeks
back,
I
believe
for
our
applications
for
the
human
rights
commission.
We
have
five
applicants
and
two
openings
and,
as
I
said,
these
are
young
adult
members
to
the
human
rights
commission
and
we
have,
as
I
said,
five
applicants
two
to
to
be
appointed.
A
So
what
I
would
like
to
do
is,
as
we
have
in
the
past,
we'll
do
the
voting
one
by
one
and
as
as
we
go
through.
If
we
get
to
members
who
are
who
receive
a
majority,
they
would
be
appointed
and
if,
if
we
don't
get
to
a
majority,
we
can
eliminate
folks
who
have
not
received
votes
or
received
only
one
vote
and
then
narrow
this
down
a
bit
and
council.
Are
we
amen
amenable
to
that?
We've
used
that
process
in
the
past.
A
I
think
pretty
pretty
effectively
all
right,
so
councilmember
colter
a
question.
E
Sorry,
mr
mayor,
just
a
quick
one,
I'm
just
wondering
I
more
recent
practice
has
been
that
either
we
would
hear
directly
from
the
chair
of
the
commission
or
you
would
reach
out
to
the
chair
for
feedback
on
reappointment
of
incumbent
members.
I'm
just
wondering
if
we've
gotten
any,
if
you've
gotten
any
feedback
in
that
regard,.
A
I
agree
council
member
coulter.
We
we
have
taken
that
up
recently
and
I
will
acknowledge
I'll
admit
that
I
I
did
not
do
that
with
with
the
hrc.
I
know
we
did
hear
from
the
sustainability
commission,
member
or
chair
about
the
members
on
the
sustainability
commission,
but
I
did
not
reach
out
to
the
human
rights
commission
about
the
reappointment
of
the
the
two
incumbents
on
this
that
are
before
us.
A
A
If
the
council
would
so
desire,
would
we
want
to
hold
this
a
week
or
are
we
comfortable
moving
forward
comfortable,
moving
forward
move
forward
all
right
very
well,
then
council,
member
martin,
you,
your
name-
has
bubbled
to
the
top
of
the
list
where
you
get
to
start
us
in
the
voting
this
evening.
A
So
if
you
could
your
two
choices
to
take
the
to
fill
the
young
adult
seats
on
the
human
rights
commission.
C
Absolutely
I
guess
I
will
vote
for
maggie
mills
and
katrina.
A
And
I
will
also
vote
for
mills
and
moberg
and
obviously
all
both
of
them
were
voted
on
a
6-0
vote.
So
I'd
look
for
a
motion
to
appoint
both
of
those
two
to
the
human
rights
commission.
C
C
B
A
Motion
carries
6-0,
move
on
to
item
9.2,
appointment
of
a
young
adult
member
to
the
park,
arts
and
recreation
commission
we
had
but
one
applicant
for
this
open
seat.
We
have
one
seat
to
fill
and
we
have
one
applicant
and
we
go
through
the
the
formal
voting
procedure
here
if
we
would
like
or
or
we
could
move
forward.
I
will
point
out,
given
some
of
the
comments
that
we've
received
recently,
that
I've
seen
on
social
media
about
some
of
our
appointments
in
full
disclosure.
A
Our
our
only
applicant
for
this
open
seat
for
grayson
cromby
is
the
daughter
of
amanda
crombie,
who
works
for
the
city
of
bloomington
and
again,
don't
want
to
want
to
make
it
clear
that
this
was
open
and
this
was
open
and
widely
advertised
and
there
were
no
other
applicants
other
than
than
grayson,
and
I
don't
want
it
to
to
play
into
any
kind
of
theories
or
or
ideas
that
were
somehow
stacking,
the
deck
here
or
somehow
doing
this
above
or
beyond.
What
should
be
done.
A
Grayson
was
the
only
applicant
for
this
open
position,
and
so
I
think
it's.
I
appreciate
her
willingness
to
step
forward,
but
I
I
don't
want
anybody
coming
back
and
coming
forward
and
saying
that
somehow
this
was
this
was
put
together
in
such
a
way
that
she
would
be
the
only
applicant
and
she
would
be
the
one
to
get
the
appointment.
So
I
just
wanted
to
be
clear
on
that.
A
Why
don't
we
officially
make
this
a
vote
and
we'll
go
through
it?
So
we'll
start
with
our
council
member
baloga
this
time
and
work
through
and
just
make
it
official
council
member
logan.
A
Council,
member
coulter
ground
beat
council
member
martin
councilmember
nelson
romby.
That's
remember
loman
crombie
and
I
will
vote
also
for
grace
and
crombie.
So
I
would
look
for
a
motion
to
appoint
grace
and
crombie
to
the
park.
Arkham
recreation
commission.
C
C
A
Motion
carries
6-0
item.
9.3
is
our
final
appointment
of
the
evening.
This
is
an
appointment
of
the
young
adult
member
to
the
sustainability
commission,
and
here
we
have
two
seats
to
fill
and
again
five
applicants
to
fill
those
seats
council,
any
discussion
or
questions.
Or
should
we
just
dive
right
into
the
voting
here?
E
Well,
I
can
actually
do
both,
but
I
didn't
so
much
have
a
question.
I
just
wanted
to
say
personally,
as
I
we
always
have
been,
but
particularly
this
year,
I've
just
been
so
incredibly
impressed
with
the
resumes
that
we've
gotten
for
these
applications
for
these
keyboards
and
commissions.
E
I
I
think
the
the
present
and
the
future
of
our
community
is
in
incredibly
good
hands
with
the
young
folks
that
we
have
stepping
up
to
serve
on
boards
and
commissions.
So
I
just
wanted
to
offer
that
and
then
I
I
will
go
ahead
and
cast
my
votes
for
zing
and
hidalgo.
A
A
A
Got
a
motion
by
council
member
coulter
in
a
second
by
council
member
baloga
to
appoint
I'm
poor
with
the
name.
I
apologize
jaijin.
A
C
A
Motion
carries
6-0.
I
also
like
to
just
echo
what
councilmember
coulter
said.
The
the
quality
of
the
applicants
is
once
again
outstanding
and
council
member
beloga,
I
think,
can
remember
a
time
when
we
actually
we
we
had
to
recruit
hard
just
to
get
applicants
for
our
boards
and
commissions
and
to
to
be
to
have
this
type
of
problem
to
to
choose
two
or
one
or
two
very
good
candidates
among
five,
very
strong
candidates.
A
It's
a
good
problem
to
have,
and
I
appreciate
everybody
who
has
come
forward
and
if
you
weren't
selected
tonight,
please
don't
be
discouraged.
There
are.
There
are
other
opportunities.
There
are
many
many
leadership
opportunities
in
within
the
community.
I
know
many
of
you
are
leaders
within
your
schools
already
and
within
the
community.
Please
do
continue
that
as
councilmember
coulter
said
we're
in
good
hands
and
and
looking
forward
to
seeing
you
step
into
leadership
roles
throughout
the
years
and
in
the
near
future.
So
thank
you
so
very
much
with
that.
H
A
C
C
I
don't
see
that
this
would
make
the
property
overused
or
non-compliant.
So
I
would
certainly
hope
we
don't
revisit
that
decision
with
the
on
the
second
item.
I
just
want
to
give
everybody
a
heads
up,
be
having
some
socially
distanced
masked
up
outdoor
listening
sessions,
just
a
chance
to
ask
questions
and
kind
of
share
your
perspective
over
the
next
few
weeks
here
check
out
my
facebook
page,
my
councilmember
martin
page.
A
I
will
chime
in
also
that
the
the
quote
that
was
read
was
not
sent
to
ms
garbino,
which
is
interesting
that
she
is
able
to
to
use
it
to
to
quote
it
word
for
word,
but
it
was
in
an
email
not
sent
to
her,
but
I
did
indeed
say:
unless
there
were
operational
changes
there
would
not
be.
It
wouldn't
be
possible
to
expand
the
uses
at
dar
al
farooq.
A
The
fact
that
there
were
operational
changes
in
their
proposal,
the
fact
that
they
were
not
they're
not
meeting
in
person
on
fridays
at
the
time
when
they
had
their
largest
traffic
concentration,
is
an
operational
change
and
made
it
made
it
a
a
plausible
and
a
passable
expansion
of
daryl
farouk.
As
council
member
martin
said,
another
traffic
study
was
done
and
it
passed
through
all
the
traffic
requirements
that
we
have
set
and
council.
Unless
there
is
someone
willing
to
bring
forward
a
revisit
of
the
darla
fruits
expansion.
A
C
A
To
to
bring
that
to
bring
we'll
bring
that
question
forward
as
well,
I
think
it
was.
It
is
out
of
sequence
and
I
think
we're
past
the
deadline
on
that,
but
we
can
bring
it
forward
asking
again
formally
and
on
the
record
council.
Is
there
anyone
who
wishes
to
revisit
and
and
reconsider
the
issue
of
rank
choice,
voting.
A
C
C
I
I
think
that
your
comments
are
accurate.
However,
I
think
we
need
to
also
add
that
it's
past
the.
A
Thank
you,
council,
member
below.
I
was
aware
of
that
as
well,
and
I
did
know
we
were
past
the
deadline,
but
I
just
wanted
to
make
it
clear
that
with
the
council
seated
in
front
of
us
here,
timing
or
not
dates,
drop
dead
dates
or
not.
There
is
no
there's
no
desire
on
the
part
of
the
bloomington
city
council
to
revisit
or
reconsider
the
issue
of
rank
choice
voting
so
but
you're
exactly
right,
council
member
below,
even
if
we
did
it,
was
past
the
deadline.
A
A
And
I,
given
the
number
of
times
that
I've
heard
from
folks
about
this
and
and
the
information
that
I've
seen
in
some
of
the
social
media
and
emails
that
I've
seen
and
received,
I
think
a
full
report
to
the
community
about
the
the
number
of
hotels
that
are
affected.
The
number
of
folks
that
are
there
what
the
police
calls
are
and
what
the
long-term
plan
is
by
hennepin
county.
And
maybe
it's
a
matter.
A
We
need
to
bring
in
some
folks
from
hennepin
county
to
have
them
outline
their
long-term
plan
for
us
or,
if
they,
if
they,
if
it's
a
short-term
plan
or
if
even
it's
a
long-term,
longer-term
vision
of
what
they
hope
to
accomplish.
It
would
be
nice
to
hear
that
and
have
that
out
in
front
of
the
community.
G
Mr
mayor
and
council
members,
we
can
certainly
do
that.
I'm
not
sure
that
we
can
turn
it
all
around
in
time
for
next
monday's
meeting,
but
we
will
do
it
for
the
september
14th
city
council
meeting
very
good
appreciate
that.
C
Thank
you
very
much
just
to
add
another
facet
to
that.
I,
I
believe,
there's
some
charitable
organizations
that
are
also
housing
folks
in
the
hotel.
So
just
learning
more
about
the
coalition
approach
and
how
they're
coordinating.
