winter,
the
Twin
Cities
metro
area
has
seen
record
snowfall
amounts
and
those
who
live,
work
or
visit.
Bloomington
can
be
assured
that
crews
are
out
no
matter
what
time
of
day
or
night,
no
matter
what
the
temperature
doing
their
best
to
make
sure
not
only
your
roadways,
but
your
sidewalks
are
clear.

A
Most
Minnesotans
are
getting
off
the
road
during
one
of
our
many
winter
storms,
Bloomington
city
staff,
in
charge
of
snow
cleanup
are
getting
on
the
large
road
paused
aren't
hard
to
miss,
but
what
many
people
don't
notice
are
the
smaller
tractors,
making
their
way
around
the
more
than
250
miles
of
sidewalks,
ensuring
they
are
cleared
and
able
to
be
used
in
our
region.
Staying
on
top
of
snow
cleanup
is
a
busy
job,
but
this
winter
has
been
especially
difficult.
The.
C
Frequencies
of
the
snow
falls
have
been
hard
to
handle.
We,
we
can't
finish
our
routes
before
we
have
to
go
back
and
start
over,
so
it's
led
to
some
frustration
with
residents
that
that
maybe
don't
understand
our
priority
system.
We
begin
the
day
of
the
storm
by
plowing.
The
walking
areas
around
our
schools
and
then
we
move
into
the
higher
traffic
roads
is
your
streets.

Change
we
made
this
year
was
to
step
away
from
using
V
plows
as
much
as
we
have
in
the
past
they're
faster,
and
we
were
able
to
get
more
done,
but
with
adding
the
equipment
we're
now
able
to
to
utilize
the
snow
blowers
which,
in
the
end,
do
a
better,
better
job
of
cleaning
the
walks.
Although
they
take
a
little
longer.
The.
C
Order
to
increase
the
level
of
service
in
our
sidewalk
plowing
operation,
we've
added
quite
a
bit
of
equipment
this
year.
That's
meant
that
it's
kind
of
been
a
work
in
progress.
We've
had
to
reevaluate
our
routes.
We
organized
our
route
to
reorganize
the
way
we
assign
equipment
and
we're
refining
that,
and
we
will
continue
to
do
that
throughout
this
season.
The.
A
Additional
machines
are
expected
to
more
than
make
up
for
the
added
time
it
takes
to
use
the
snow
blowers.
Rather
than
use
the
V
plows.
One
thing
you
can
do
to
help
make
sidewalk
snow
removal
more
efficient
is
be
mindful
of
where
your
garbage
cans
are
placed
if
they're
in
the
sidewalk,
the
plows
cannot
get
through
without
the
driver
actually
physically
getting
out
moving
them,
adding
extra
time
for
them
to
get
to
their
next
route
and
as
crews
continue
expanding
their
snow
removal
plans.
Their
efforts
aren't
going
unnoticed.

One
of
our
own
city
departments
was
recently
honored
for
a
more
environmentally
friendly
way
of
cleaning
up
Bloomington
roads
and
sidewalks.
After
the
snow
falls,
the
fresh
water
society
has
awarded
Bloomington
public
works
with
an
environmental
leadership
award
for
its
best
practice
in
snow
removal.
Street
maintenance
employees,
ken
fra,
seeing
Mike,
callous
and
Chris
Frank
were
selected
to
receive
certificates
for
their
participation
in
developing
the
new
snow
program.
Public
Works
proposed
several
changes
to
the
snow
and
ice
control
program.

This
in
turn
contributes
to
the
protection
of
nearby
bodies
of
water
and
it
may
be
winter,
but
this
city
amenity
wants
residents
to
know,
although
it's
not
golf
season,
they're
still
open
for
business,
although
the
grounds
of
duong
golf
course,
r,
minus
the
golfers
and
plus
several
inches
of
snow
staff
at
dewan
are
busy
working
in
the
clubhouse
and
inviting
everyone
out
to
see
what
they
have
to
offer
during
the
winter
months.
Most.

People
think,
because
we're
a
golf
course
that
that's
just
a
summertime
business,
but
we
actually
keep
the
clubhouse
open
all
winter
long
from
seven
o'clock
in
the
morning
to
three
o'clock
in
the
afternoon.
For
breakfast
and
lunch,
we've
got
great
food,
a
great
place
to
come
and
hang
out
a
lot
of
card
players,
bridge
cribbage,
civic.

Breakfast,
it's
anything
from
french
toast,
full
breakfast
bacon,
eggs,
sausage,
hash
browns
and
for
lunch
we
do
a
very,
very
good
soup
and
sandwich
business.
We
have
burgers
and-
and
we
will
customize
it,
we
offer
half
sandwiches
cup
of
soup
whole
sandwich,
half
a
sandwich
just
about
any
way
you'd
like
it.

winter
hours
are
monday
through
friday,
7am
to
3pm
and
as
the
weather
heads
towards
spring
and
summer
tune
in
to
Bloomington.
Today,
as
we
get
back
out
to
Duan

give
residents
some
tips
on
how
to
improve
their
golf
game
and
the
Bloomington
police
force
needs
your
help.
Members
of
the
city's
police
department
are
taking
the
plunge
into
prior
lake
on
februari
17th
to
raise
money
for
Special
Olympics
and
they
need
your
donations
to
help
the
cause
go
to
ww,
plunge
minnesota.

the
14th
year
of
the
Minnesota
Polar
Plunge.
The
original
Minnesota
jump
was
in
1998
at
como
lake
in
st.
A
Paul
in
2005
1000
plungers
raised
two
hundred
and
seventy-five
thousand
dollars
in
2008
Minnesota
had
11,
plunge
locations,
3500
participants
and
raised
seven
hundred
and
twenty-five
thousand
dollars.
Last
year
the
plunge
was
held
at
13
different
locations,
included
more
than
7,000
participants
and
raised
1.4
million
dollars.
Hopefully,
the
2011
numbers
surpassed
those
phenomenal
numbers
from
the
past
and
coming
up
after
this
short
break
we're
joined
by
public
health
specialists.

a
new,
healthy
living
initiative.
Some
people
may
not
know
about
going
on
in
Bloomington.
Welcome
Ruth.
How
are
you
doing
just
fine
thanks,
good,
ok,
tell
us
a
little
bit
about
the
ship
project.
Well,.

Shrimp
actually
stands
for
the
statewide
health
improvement
program
and
it
was
started
in
the
state
of
Minnesota.
It
was
really
the
heart
of
the
health
care
reform
initiative
in
Minnesota
enacted
in
2009.
It
began
and
it
was
a
series
of
grants
distributed
throughout
the
state
and
Bloomington
Public
Health
received
one
of
those
grants
to
provide
these
services
to
Bloomington,
edina
and
richfield.

The
purpose
of
it
is
to
really
create
environments
that
help
people
to
live
a
healthier
life,
and
so
what
we
look
at
is
you
know.
People
know
that
they
need
to
be
physically
active
and
they
know
that
they
need
to
eat
healthier
and
all
of
that,
but
sometimes
our
environment
doesn't
really
support
us
in
doing
at
we've,
become
fairly
car-dependent
meals
that
we
get
served
tendent.

You
know
we're
happier
if
they're
bigger
portions
a
lot
of
processed
foods,
those
kinds
of
things,
and
so
this
program
is
trying
to
really
make
the
Healthy
Choice
the
easier
choice
rather
than
the
default,
where
you
have
to
kind
of
go
out
of
your
way.
You
have
to
go
to
the
gym
or
you
have
to
you
know,
go
to
the
health
food
store
to
get.
You
know
healthy
foods,
that
sort
of
thing
to
try
and
make
that
part
of
our
everyday
life
I
know.

Because,
like
I
was
saying
the
physical
activity
and
diet
and
tobacco
use,
those
are
the
three
leading
causes
of
preventable
death,
and
we
have
a
lot
that
we
can
do
about
that
in
changing
our
behavior.
But
if
we
have
an
environment
that
sort
of
encouraged
us
create,
encourages
us
to
be
physically
active
to
eat
healthier,
then
that's
going
to
help
us
do
those
things
rather
than
having
to
take
the
extra
steps.
Absolutely.

We've
been
working,
we
work
in
four
different
sectors,
so
we
look
at
the
community,
the
schools,
work
sites
or
employer
areas
and
then
in
the
healthcare
arena.
So
in
the
community,
we've
been
working
with
some
of
our
city
departments
here
traffic
and
planning
to
work
with
them
in
looking
at
our
transportation
systems
so
that
they
are
reflecting
the
needs
of
all
users,
bicyclists
pedestrians,
mass
transit
as
well
as
well
as
all
of
the
other
vehicles,
and
so
to
be
looking
at
our
transportation
through
that
lens.

So
that
crosswalks,
are
you
know
more
accommodating,
there's
more
looking
to
have
more
sidewalks
bike
lanes.
That
sort
of
thing
we've
been
working
also
with
the
farmers
market
programs
and
expanding
community
gardens.
There
will
now
be
52
more
community
gardens
this
year,
been
working
with
our
schools,
then
to
increase
physical
activity
or
and
healthier
eating
there
and
in
the
healthcare
arena
we've
been
working
with
area
clinics
so
that
your
provider
is
always
addressing
those
issues.

Me
heard
about
that:
well,
we
wanted
you
know
we
got
started
in
2009
and
really
got
up
and
going
and
we
had
all
of
our
goals
and
everything.
But
now
we've
had
a
lot
of
really
great
successes,
so
we
wanted
to
share
that
with
the
community
so
its
up
on
our
website.

the
city

We
have
our
own
home
page
and
it
plays
on
there
perfect.

that

the
statewide
health
improvement
programs,
public
service
video,
and
if
you
wanted

take
a

it

We
are
joined

ruth
trip
and
you
know
tell
us
a
little
bit
about
the
kinds
of
success
that
you
have
had
with
the
ship
program.
You
know
in
the
little
over
a
year
it's
been
up
and
running
well,.

It's
really
been
great:
we've
been
working
with
a
number
of
our
partners,
the
school's
the
city
departments,
to
get
these
things
going
and
so
I
think
I
mentioned
earlier.
We
have
52
more
community
garden,
plots
that
are
going
to
be
available
this
year
that
I'm
working
together
with
the
park
and
rec
program.
We
have
22
childcare
providers
in
the
area
that
are
working
with
the
children
who
attend
their
to
increase
physical
activity
and
they're
healthy
foods
eating
healthy
foods.

We
have
four
schools
that
are
working
really
hard
to
integrate
more
physical
activity
into
the
school
day
for
children
and
have
to
school
gardens
happening
there.
So
that's
really
fun.
It
really
engages
kids
in
all
of
that
and
and
develops
those
habits
and
so
and
then
on
the
eighty-sixth
Street
I
wanted
to
mention.
We
have
four
new
miles
of
bike
lanes
along
that
street,
so
help
to
kind
of
study
that
corridor
and
and
give
some
design
input
into
that
health
impact
of
studies
that
we've
done
to
influence
that
well.

You
know
we
do
a
lot
of
work
with
the
schools
and
with
the
child
cares,
and
even
at
that
youngest
age
in
the
child
care.
You
know
that's
when
children
are
really
learning
those
things
making
decisions
about
foods
that
they
like
or
don't
like,
and
you
know
if
people
have
seen
like
the
jamie,
oliver
type
shows,
and
you
find
that
children
don't
know.

know
that
what
a
potato
is
I
know
what
french
fries
are
think,
so
so
giving
them
more
exposure
to
different
food
foods,
building
physical
activity
into
their
regular
time
there
and
at
school
that's
helping
them
just
sort
of
develop
those
habits,
they
take
it
home.
They
share
those
things
with
their
family
and
it
starts
to
build
that
sort
of
pattern
early
on,
and
we
also
find
in
schools
that
a
number
of
the
things
that
we're
doing
around
physical
activity
at
schools
helps
them
actually
be.

next,
for
you
guys,
it
seems
like
you,
you
have
a
lot
going
what's
what's
next.

a
lot

know
we
really
kind
of
just
hit
the
tip

the
iceberg
working

it's

projected
to
be.

somewhat
of
a
longer-term
program
and
projected
that
you
know.

we
continue

do
this
through
2015,
we
would
actually
be
saving
quite
a
bit
in
health
care
costs.

Welcome
back
last
week,
we
brought
you
the
news
from
an
informational
meeting
offered
to
educate
citizens
about
the
upcoming
changes
to
the
169
interstate
494
interchange.
Now,
we'll
take
a
closer
look
at
one
of
the
main
concerns
MnDOT
has
encountered
during
the
initial
phases
of
construction
as
well
as
go
on
a
virtual
tour
of
what
will
soon
be
the
completed.

Shows
a
rendering
of
the
future
interchange
as
you
can
see,
it's
a
lot
different
than
what's
currently
there.
We
have
multiple
flyover
ramps
that
will
allow
direct
access
between
160
and
494
without
having
the
traffic
signals
that
tend
to
lead
to
the
congestion
that
we
see
at
the
interchange.
The
three
traffic
signals
which
are
at
two
at
494
and
then
one
at
Highwood
drive
those
three
traffic
signals
will
be
removed
and
that
will
allow
free-flowing
movement
throughout
the
interchange.

also
are
completely
reconstructing
the
frontage
road
system,
so
the
local
roads,
to
the
north
and
to
the
south
will
be
reconstructed.
As
you
can
see,
we
have
sort
of
a
ring.
Road
system
will
be
building
a
new
washington
avenue
bridge
over
four
94,
and
the
frontage
road
system
itself
will
go
to
the
north
and
south
will
be
beneath
169.
So
people
can
use
the
frontage
road
system
now
without
actually
having
to
access
the
freeway
one.

Education
classes
will
be
offered
before
the
new
frontage
road
opens
up.
We'll
keep
you
updated
right
here
on

those
classes,
as
well
as
the
overall
progress
on
the
169

494
interchange.

pawn
shops

other
secondhand

Dealers
has
been
passed
by
the
City
Council
recently
associate
city
attorney.

First
change
is
that
they're
required
to
put
up
new
science
in
their
places
of
business
that
require
that
notify
the
seller,
that
they
must
be
selling
their
own
property.
They
can't
be
selling
someone
else's
property.
The
other
changes
mainly
involve
photographic
evidence
right
now
we
allow
a
number
of
precious
metal
dealers
and
other
places
to
turn
over
their
product
very
quickly
instead
of
having
a
14-day
hold
period
so,
but
the
trouble
with
that
is
we're
losing
evidence
of
possible
stolen
goods.

Current
bloomington
ordinance
doesn't
require
the
photographs
and
it
doesn't
require
the
signage
that
tells
sellers.
You
must
be
selling
your
own
property.
That's
the
major
difference
is
that
most
shops
will
have
to
find
some
way
to
photograph
the
person,
who's
selling
and
the
items
that
they're
selling
a
number
of
places
already
have
security
systems
in
place
that
do
this.
It's
not
for
a
majority
of
our
businesses.
It's
not
a
major
change.

We're
hoping
we'll
be
able
to
prosecute
a
number
of
cases.
The
other
thing
is
that
we
do
have
these
current
requirements
in
place
for
pawn
shops,
so
we
are
trying
to
bring
our
second
home
good
dealers
are
precious
metal
dealers
and
our
pawn
shops
all
up
to
a
level
playing
field
where
everyone
has
to
play
by
the
same
rules
and
the
pawn
shops
I've
had
no
problem
with
these
photographic
requirements
for
the
past
three
years.

City
Council
may
find
businesses
up
to
two
thousand
dollars
if
they're
found
to
be
not
following
the
new
guidelines
and
later
suspend
or
revoke
licenses.
If
they
come
across
repeat
offenders.
This
was
effective
the
first
week
of
februari
and
if
you're
between
the
ages
of
15
and
21,
here's
a
chance

unwind

peers,

the
2011
youth
leadership,
retreat

This
event
is
free
of
charge,
includes
dinner
and
transportation
from
the
high
schools,
then
later
to
the
bus,
wrote
at
the
end
of
the
night
and
earlier
in
the

the

ice
gardens
and
moving
along
90th
street

normandale
community
college,
for
