An update on the Organized Trash Proposal by Mayor Gene Winstead.
A
There's
a
lot
of
information
out
there,
a
lot
of
misinformation
out
there
on
what
the
city
is
looking
at
and
proposing
to
do,
and
so
the
subject
matter
is
trash.
But
it
is
organized
an
organized
trash
collection
system.
The
understand,
too,
that
the
city
has
been
in
an
organized
trash
collection
system.
Since
the
mid-90s
we
have
had
it
set
up
where
we
have
licensed
haulers
within
the
city,
and
we
have
days
of
the
week
that
they're
allowed
to
collect
trash
in,
and
so
we
work
to
keep
it
organized
in
that
fashion.

So
it
is
just
something
that
has
gone
and
grown
over
time,
and
so
it
was
a
few
years
ago
that
we
started
to
hear
things
about
holy
cow.
There
seems
to
be
an
awful
lot
of
trucks
on
our
street
on
trash
day.
What's
happening
what's
going
on?
Well,
it
is
this
evolution
of
the
industry
that
more
trucks
need
to
be
added
to
do
the
trash
collection,
recycling
composting
and
pick
up.
So
it's
gone
from
there.
So
we
started
hearing
about
it.

We
started
attempting
to
learn
what
it
all
means
and
how
this
could
be
rectified
the
different
problems.
So
it's
probably
been
a
couple
years
ago
now
that
we
arted
checking
into
the
the
process
and
what's
going
on,
and
we
figured
out
that
well,
there's
a
few
things
that
we
should
attempt
to
accomplish
if
we're
going
to
go
forward
with
a
more
organized
trash
collection
system
with
the
city
of
Bloomington.

So
we
set
up-
and
we
talked
about
this-
we
came
up
with
some
goals,
while
the
one
of
the
first
goals
was
really
to
reduce
the
noise
and
the
litter
caused
by
trash
day.
Pickup
and
the
noise
primarily
comes
from
the
vast
number
of
trucks
now
running
up
and
down.
Every
residential
street
in
the
city
of
Bloomington
and
I
need
to
note
that
we're
talking
about
residential
pick
up
your
neighborhoods,
your
homes
and
all
that's
going
on
there
there's
a
litter
problem
in
whether
it's
it's
it's
exacerbated
in
your
neighborhood
or
not.

can't
tell
you,
but
on
trash
day,
you'd
be
surprised
how
much
litter
ends
up
in
the
neighborhoods,
because
the
way
the
trucks
pick
it
up
and
how
it
blows
away-
and
it
goes
from
there
and
so
now
trash
day
is
turned
into
litter
day.
Within
the
community
also
as
well
as
with
this
many
trucks
on
the
road
and
I
think
you
can
understand
that
safety
is
a
concern
going
forward.

But
to
tell
you
the
truth,
there's
more
we
can
do
and
we
can
do
it
through
education
and
a
better
organized
system
that
we
can
recycle
more,
and
that
is
just
good
for
all
of
us
and
it's
the
appropriate
and
proper
thing
to
do
one
of
the
goals
to
really
has
to
be
waste
reduction.
How
we
can
just
do
a
better
job
of
less
waste
in
general
so
and
we
want
to
go
with
that.
These
are
all
environmental
impacts.

We've
looked
at
it
and
we've
seen
that
the
rates
being
charged
by
the
independent
haulers
by
the
private
companies
in
the
city
of
Bloomington
vary
tremendously
from
people
who
have,
let's
say,
shopped
and
bid
and
gotten
their
rates
down
from
their
private
haulers
they've,
gotten
it
down
to
a
lower
price
and
others
who
maybe
haven't
paid
attention
or
they
haven't
taken
to
the
buyer.
Beware:
a
theory
of
shopping
for
a
trash
collector
is
they're
paying
exorbitant
amounts,
and
this
is
based
on
information.
We've
garnered
from
a
consultant
that
we
brought
on
board.

Who
could
compare
the
rates
within
the
city
of
Bloomington?
Compare
the
rates
to
what
people
are
playing
pain
and
other
communities
for
similar
st.
trash
collection
services
and
things
like
this,
and
it
really
varies
between
each
and
every
one
of
the
companies.
The
bills
that
you
pay
for
your
trash
collection
go
from
wow.
How
do
they
do
it
that
cheap,
too
wow?

How
can
they
gouge
the
residents
of
the
city
of
Bloomington
to
that
degree
for
their
trash
pickup,
and
it
does
run
within
each
and
every
one
of
the
hollers
that
are
within
the
city
of
now?
We've
seen
a
great
disparity
in
their
pricing
structure,
as
well
as
great
disparities
in
the
pricing
structure
between
the
different
haulers
and
how
much
they
charge
each
and
every
one
of
you.

So
one
of
the
things
that,
as
we
look
at
we're,
looking
at
to
figure
out
a
way
to
make
this
be
economically
most
advantageous
for
you,
the
residents
and
the
people
of
city
of
Bloomington.
The
road
impacts
are
tremendous.
They
can
be
demonstrated,
you
can
show
it
and
it's
not
like
you,
see
it
every
day
as
the
truck
comes
up
and
down
it.

are
big
heavy
trucks
who
have
the
bogie
wheels
when
they
start
to
drag
those
wheels
around
those
cul
de
sacs
you'd
be
surprised
how
much
they
can
scuff
take
and
drag
and
wear
that
pavement
and
it
does
happen,
and
it
is
a
real,
real
concern.
So
one
of
the
goals
we
have
is
to
reduce
that
within
the
city
of
Bloomington,
and
we
could
do
that
if
we
can
reduce
the
number
of
garbage
hauling
trucks
on
the
streets
throughout
there.

So
as
we
go
forward
is
what
we
have
done
is
there
is
some
state
mandated
legislation
that
we
have
to
follow
some
rules
and
the
first
one
thing
was
to
get
ahold
of
all
the
local
licensed
haulers
in
the
city
of
Bloomington
and
see
if
they
could
come
up
with
a
plan
for
us
to
meet
these
goals
and
come
together
in
a
collaborative
way
to
service
the
city
of
Bloomington,
with
trash
make
sure
that
the
service
standards
are
high
in
all
areas.
We
could
see
to
it.

Now
one
of
the
things
you
need
to
be
very
aware
of
is
we're
not
talking
about
the
city
of
Bloomington,
buying
trash
trucks
and
hiring
people
and
setting
us
up
and
have
this
be
a
city
service.
That's
done,
and
so
these
are
the
plans
that
we're
working
on
at
this
point
in
time.
But
it's
really
to
accomplish
these
goals,
and,
what's
funny
is
what
we've
heard
from
people
is
saying?
Well,
why
would
you
want
to
work
and
fix
a
plan?
That's
not
broken.
It
works
in
the
city
of
Bloomington,
now
well,
I.

Think
we've
heard
enough
from
people
and
the
math
has
worked
its
way
through,
and
things
like
that.
It's
demonstrated
that
the
existing
system
that
we
have
now
is
not
working
in
the
city
of
Bloomington
and
we
have
to
do
something
to
rectify
it.
Now
you
may
see
it
in
your
own
area
in
your
own
neighborhood
or
it
seems
to
be
working
fine,
but
we're
going
to
be
making
a
decision
and
moving
forward
on
something,
that's
good,
really
for
the
entire
city
of
Bloomington.

That
can
really
satisfy
the
needs
of
most
of
really
all
the
residents
of
the
city.
So
it's
an
area
we're
working
on.
It's
a
it's
really
garnered
a
lot
of
emotion
from
a
lot
of
people,
but
you
have
to
understand
that
we're
looking
at
it
from
all
aspects
or
if
we
get
a
plan-
and
we
can
put
together
that
meets
these
goals
and
needs
I,
think
we'll
go
forward
with
it.
It's
not
done
yet
we're
working
in
that
direction.
