First,
we
bring
you
the
buzz
for
the
week
of
December
13th
through
the
19th.
To
start,
we
have
a
wrap
on
some
of
the
decisions
that
came
out
of
the
December
4th
City
Council
meeting
rates
for
garbage
and
recycling
cart
service
are
increasing
slightly.
There
will
be
a
2
percent
increase
on
cart
services
and
a
$3
increase
per
tonnage
for
disposal
that
three
dollars
will
be
aggregated
into
the
final
price,
meaning
each
household
will
only
pay
about
forty
to
seventy
five
cents.

The
price
is
still
cheaper
in
comparison
to
those
that
did
voluntarily
provide
information
to
us
regarding
what
they've
charged
so
the
rate
increase
is.
It
varies
from
40
cents
to
about
75
cent
increase,
so
we're
hoping
that
that
rate
increase
will
not
impact
families
as
much,
and
it
will
still
provide
a
good
quality
service
and
also
still
provide
the
services
that
we
intended
to
have
prior
to
the
program
starting.

At
that
same
at
Council
meeting
the
Human
Rights
Commission
made
two
presentations.
One
was
the
Omar
Banda
route
award
given
to
a
person
or
group
that
has
made
a
significant
contribution
to
ensuring
human
rights
of
people
in
Bloomington,
this
year's
award
went
to
artistry.

Have
a
deep
conviction
that
the
arts
are
not
just
a
frill
or
a
fluff
they're,
really
part
of
what
makes
life
meaningful
and
that's
true
for
everyone
and
I
think
that
the
Human
Rights
Commission
clearly
recognized
that
as
well.
That
access
to
the
arts
is
something
that
should
be
part
of
every
person's
life.
That's
just
baked
into
our
mission
into
our
history,
and
so,
even
as
we,
on
the
one
hand,
pursue
artistic
excellence,
and
we
work
to,
for
example,
engage
our
region's
most
talented
artists.

Root
award

made
a
Human
Rights
Day
proclamation
December
10th
is
International
Human
Rights
Day,
when
people
are
meant
to
reflect
about
the
meaning
importance
and
need
for
human
rights.
The
Human
Rights
Commission
annually
recognizes
the
anniversary
and
invites
its
residents
to
continue
to
work
toward
making
Bloomington
a
model
for
fair
and
equal
rights
for
all
people.
Speaking
of
the
City
Council,
one
of
its
strategic
priorities
is
environmental
sustainability.

is
looking
to
set
energy
goals
for
the
community
and
your
input
is
needed.

know
how

and

about

Bloomington

14th
community
selected
to
participate
in
this
survey
in
Minnesota
since
2014?
Finally,
a
heads
up
about
a
scam
for
water
testing,
a
number
of
residents
have
reported
people
coming
to
their
homes
regarding
water
testing.

They
say
they
are
on
behalf
of
the
city
and
the
water
is
unsafe.
They
also
test
the
water
sneaked
something
into
the
glass
and
tell
the
resident.
The
water
is
dangerous.
These
people
then
try
to
sell
a
new
filter
or
parts
for
water
heaters.
It
appears
they
are
targeting
people
who
speak
English
as
a
second
language.
