Description
Bloomington Community Budget Advisory Committee Meeting
A
A
And
welcome
to
the
community
budget
advisory
committee
meeting
of
wednesday
october
28th,
we'll
start
with
the
approval
of
the
agenda.
Do
I
hear
a
motion
to
approve
the
agenda.
B
A
Moved
it's
been
moved
and
do
I
hear
second?
Second,
it's
been
moved
in
seconded
that
the
agenda
be
approved.
All
those
in
favor
say
aye
aye.
All
those
opposed
the
motion
carries
next
up.
Is
the
minutes
minutes
of
the
last
meeting.
Do
I
hear
a
motion
for
their
approval
so
move
it's
been
moved
a
second.
C
A
D
Good
evening
committee
members
this
evening
there
is
just
a
memo
for
item
4.1
information
and
updates,
and
the
two
items
in
the
memo
are
the
community
survey
results
which
were
emailed
out
to
you
and
there's
some
highlights
that
were
printed
out
and
put
on
your
tables
and
then
also
some
information
about
a
history
of
budget
budgeted
full-time
positions
from
2008
to
2020..
A
I
had
asked
for
the
headcount
history
because
I
thought
that
was
a
useful
thing
to
just
go.
Look
at
if
people
had
questions
about
where
we
were
working
in
the
budget,
it's
a
good
reference
to
look
there
and
just
at
the
summary
level.
You
know.
In
the
past
12
years
it's
gone
from
563
to
585,
authorized
employees,
and
that's
the
budget
book
number,
which
I
think
is
the
most
readily
available
of
the
numbers
that
we
have.
That.
A
Provided
not
hearing
anybody
with
questions,
I'm
going
to
check
mark
that's
a
4.1
and
we'll
move
on
to
4.2
I
had
distributed
in
the
actually
came
in
the
mail
on
should
have
been
tuesday
morning
a
draft
report
to
the
city
council.
What
I'd
like
to
do
and
chris,
if
you
could
make
me
a
presenter,
so
I
can
share
what
I'd
like
to
do
is
walk
through
that
and
gather
folks
input
on
that.
C
A
A
Okay,
so
is
there
any
feedback
or
input
on
the
first
page,
there's
a
box
in
the
table
that
there's
some
information
that
the
staff
is
going
to
provide
on
the
kind
of
combined
impact
that
we're
going
to
put
in
there.
But
I
wanted
to
see
if
folks
had
any
input
on
this
page
that
they
wanted
to
add
or
change.
E
E
D
Co-Chairs
and
member
gibbs,
we
should
have
that
information
by
the
end
of
this
week.
We
don't
have
it
for
this
evening,
but
we
will
have
it
before.
The
final
report
is
published
for
the
november
9th
city
council
agenda.
A
Okay:
okay,
we'll
turn,
then
to
the
second
page
and
I'll
just
kind
of
scroll
up
here
and
if
folks
have
comments
or
questions
on
that
happy
to
take
that
in.
A
A
And
then,
finally,
we
will
go
on
to
page
four,
and
one
thing
I
did
is:
I
went
back
through
and
tried
to
look
at
all
of
my
notes
to
make
sure
that
I
captured
all
of
the
parking
lot
items
and
I
wanted
to
see
if
there
anybody
noticed
anything
that
they
thought.
That
was
in
the
parking
lot
that
we
that
didn't
get
recorded
there,
that's
kind
of
a.
Is
there
something
missing
question?
A
C
A
Which
is-
and
I
that
was
the
next
thing
I
was
going
to
ask
people
to
look
at-
is
I
the
only
change
that
we
had
from
the
spreadsheet
they
have.
We
had
last
week
was
the
dividing
the
arts
grant
into
three
buckets
and
spreading
it
out,
and
so
I
picked
positions
in
roughly
the
middle
of
each
of
the
second
and
third
scenarios
in
there
in
order
to
lay
that
in
there,
and
I
wanted
to
make
sure
that
the
rest
of
the
committee
was
okay
with
where
I
landed.
A
A
Okay,
so
at
this
point
what
I
want
to
hear
is:
if
anybody
has
any
objections
to
us
adopting
these
two
documents,
as
the
report
to
the
city
council
now
would
be
the
time
to
bring
that
forward.
Otherwise,
what
I'm
I'm
not
hearing
a
lot
of
negative
feedback
about
it,
maureen
go
ahead.
B
B
F
Mr
co-chairs
and
committee
members,
I
don't
believe
it's
accurate
to
say,
there's
no
travel
and
the
departments
when
they
when
they
submitted
their
information.
There's
there's
certain.
There
are
certain
things
that
we
send
staff
to
that
are
maybe
required
for
certification
or
they
have
participation
in
national
organizations.
A
A
Thank
you,
and
just
one
thing
to
point
out
in
here
that
that's
a
little
bit
subtle,
but
the
we
did
have
a
question
over
the
admin
department,
travel
and,
if
you
remember,
the
admin
department,
travel
got
eliminated
before
the
budget
came
to
us.
So
it
wasn't
something
that
was
in
our
list
of
things.
It
was
prior
to
it
even
arriving
it
got
eliminated.
So
if
somebody
is
looking
at
home
and
saying
all
of
these
departments
gave
up
travel,
why
didn't
the
admin
department
give
it
up?
A
We
had
akia
who
was
going
to
show
up
at
6
45,
so
I'm
wondering
if
we
should,
if
we
should
wait,
a
couple
minutes
for
a
key
to
come
or
if
we
should
just.
I.
A
F
Chair
yeah
go
ahead;
it's
not
neces,
it's
actually
nothing
regarding
the
message
in
the
in
the
final
report,
but
I
did
want
to
provide
an
update
because
I
don't
know
that
we've
shared
this
with
the
with
the
committee
regarding
the
the
use
of
reserve,
that's
identified
at
the
end
of
page
one
top
of
page
two,
the
canceled,
the
planned
capital
contribution
towards
the
valley
view
pool
vessel.
You
know
when,
when
the
committee
made
that
recommendation,
it
clearly
set
up
the
the.
F
Future
financing
decision
for
any
reinvestment
would
would
probably
have
to
be
done
through
the
sale
of
bonds
as
opposed
to
use
of
reserves.
F
One
of
the
things
that
just
occurred
recently
within
the
last
few
weeks
is,
we
actually
hired
a
consultant
to
go
out
and
do
a
physical
evaluation
of
the
of
the
pool
shell
itself,
because
it
had
been
quite
a
while,
since
we've
done
that
assessment
and
the
report
came
back-
that
the
the
the
pool
is
in
excellent
condition
and
instead
of
needing
to
be
replaced
in
about
that
time
frame,
they
said,
there's
probably
at
least
20
years
of
life
left
in
that
shell.
F
So
that
was
really
good
news,
and
so
what
seemed
like
a
pretty
consequential
recommendation
here
actually
is
matching
up
with
the
physical
needs
of
the
asset.
So
that's
that's
good
news
both
for
the
you
know
the
acceptance
of
the
council
and
the
committee
to
doing
this,
and
also
for
the
the
future
of
the
community,
knowing
what
we
have
to
do
to
invest
in
that
asset.
G
A
E
G
A
Okay,
that's
useful
input.
The
other
thing
I
noticed
is
that
the
the
summary
page
needs
to
have
the
kind
of
scenario
naming
it
applied
to
it
to
it.
It
refers
to
the
five
three
and
zero
as
opposed
to
the
names,
I
think
the
names
and
we
got
a
little
bit
of
feedback
email
that
the
at
least
from
one
person
that
the
they
like
the
old
names,
but
particularly
when
we
get
the
monthly
city,
council
and
school
thing
in
there.
A
A
Okay,
so
at
this
point
it's
the
I'm
going
to
ask
the
committee.
If
there's
anybody
who
objects
to
adopting
this
as
our
report,
with
the
input
that
we've
had
here
and
we
want
to
object.
A
Okay,
I'm
going
to
say
that
this
is
the
report
that
we're
going
to
submit
and
then
put
a
checkbox
next
to
4.2.
I
think
we
will,
if
akiha
does
show
up
before
the
end
of
the
meeting.
We
will
get
her
input
into
things
to
make
sure
that
that
she
can
sign
up
for
that
as
well.
A
So
the
next
thing
on
the
agenda
is
item
4.3,
which
is
discussing
the
concept
of
selecting
a
preferred
scenario
and
just
as
a
as
a
bit
of
background
on
this,
the
console
and
its
charter
was
pretty
specific
about
asking
us
to
deliver
three
scenarios
and
so
and
I've
I've
tried
to
keep
the
committee
focused
on
the
things
that
we
have
to
deliver
because
it,
if
you
look
at
it,
we
spent
40
some
hours
just
delivering
on
the
things
that
we
had
to
deliver
on.
A
Co-Chair
peterson,
though,
is
interested
in
seeing
if
the
committee
is
interested
in
selecting
a
preferred
alternative
and
so
the
so.
I
think
that
what
I
want
to
open
the
conversation
up
to
is
a
conversation
about
whether
we
want
to
pick
a
preferred
alternative,
and
if
we
decide
we
want
to
do
that,
then
we
have
to
have
a
conversation
about
kind
of
a
process
for
doing
that.
But
I
want
to
start
out
by
just
kind
of
opening
that
up
and
neil
do
you
want
to
talk
a
little
bit
about
your
desire
here.
G
Well
again,
I
just
come
from
the
the
idea
that
if
you
were
coming
with
a
report
to
me,
give
me
a
recommendation.
I've
read
your
report.
I
see
your
information.
Do
you
have
a
recommendation
for
me?
I
may
not
go
along
with
it,
but
give
me
your
best
shot
as
you've
spent
40
hours
and
that's
what's
leading
me
to
do
that.
G
If
we
can't
get
to
a
consensus
on
what
the
best
shot
is,
then
I
understand,
but
I
that's
just
me.
I
want
give
me
a
give
me
a
recommendation.
C
C
I
think
we've
gone
as
far
as
we
should
and
I'm
I
will.
I
will
oppose
any
priority
setting
on
one
two
or
three
or
however,
you
want
a
name.
A
Okay,
so
I'm
gonna
pause
this
conversation
here
and
we're
gonna
loop
akia
back
in
he
must
have
been
running
late
at
work.
It
looks
like
it
I'm
seeing
a
nod
there,
so
just
to
kind
of
you
give
you
a
status.
A
We
walked
through
the
memo
and
I
would
say
in
the
memo
we
didn't
change
anything
in
the
memo
on
the
spreadsheet.
We
had
a
couple
changes
the
scenario
renaming
and
making
it
be
more
obvious
where
scenario
c
ends
and
the
not
included
begins
at
the
end
of
the
spreadsheet.
A
What
we'd
like
to
get
from
you
is,
if
you
have
any
input
on
those
that
you
want
to
talk
about
tonight,
we'd
like
to
get
that
that
now,
if
you're
ready
to
be
ready
to
provide
that
and
grab
your
microphone
if
you're
gonna,
oh
okay,
you're,
okay,
okay,
so
we
also
had
a
conversation.
We
all
agreed
that
this
was
the
memo
that
we
wanted
to
go
forward
to
with
the
council.
So
are
you
in
agreement
with
that
as
well?
A
Okay,
so
I'm
gonna,
then
we
can
put
a
check
box
that
we
we're
unanimously
behind
that
as
the
proposal.
So
the
question
we're
talking
about
right
now,
just
to
fill
you
in,
is
that
we're
discussing
whether
we
want
to
pick
a
preferred
scenario
or
not.
So
that's
the
conversation.
Okay,
so
with
that
I'll
kind
of
take
it
back
up
and
see
if
anybody
else
has
input
on
that
question.
C
B
Thank
you,
mr
chair.
I
took
to
heart
neil
your
comments.
I
think
it's
best.
We
we
go
with
the
three
recommendations
with
no
preferred.
I
agree
with
john
locke's,
but
I
think
if
there
are
certain
of
the
scenarios,
a
b
and
c
that
any
of
us
feel
really
strongly
about,
we
do
have
the
option
to
send
a
note
or
contact
the
city
council
members
individually
to
express
some
of
our
thoughts
of
these
scenarios.
If
I'm
not
mistaken,
we
are
able
to
do
that.
B
So
I
think
neil
at
least
we
can
express
that
individually.
B
H
Oh
I'll
just
gently
disagree
with
my
colleagues
and
align
myself
with
the
comments
of
neil.
I
don't
see
it
as
a
political
decision.
I
feel
like
some
tough
decisions
have
to
be
made
and
we
can
provide
that
support
to
our
elected
officials
to
to
get
to
those
decisions
quicker
by
taking
a
position,
but
I
also
I
mean
we.
We
we've
collaborated
every
step
of
the
way
here,
so
it's
not
worth
dividing
the
group,
but
I
do
I
do
agree
with
neil.
I
don't
I
read
the
I
read
the
bylaws.
H
A
Okay,
so
based
on
kind
of
that
conversation,
I'm
going
to
say
that
we
we
don't.
We
don't
really
have
a
consensus
around
picking
something
I'll.
Just
restate
what
what
maureen
had
to
say
there,
which
is
what
we
talked
last
time,
is
that
people
can
feel
free
to
write
a
memo
to
the
council,
supporting
whatever
choice.
A
They
have
to
be
honest,
given
the
range
of
people
that
were
on
the
committee,
I
thought
it
would
be
much
easier
for
us
to
kind
of
come
through
and
deliver
three
choices,
because
everyone
could
see
something
that
represented
kind
of
their
particular
point
of
view
and
if
they
were
in
the
position
of
the
council
that
they
would
pick-
and
I
always
felt
that
the
the
key
to
getting
consensus
on
this
priority
was
to
take
away
the
pressure
on
us
to
pick
a
particular
one,
because
it
left
us
free
to
to
basically
say
if
this
was
picked.
A
What
would
I
put
in
that-
and
I
think
that's
why
it's
worked
as
well
as
it
has
so
with
that
I'm
going
to
put
a
check
box
next
to
4.3,
so
I'm
going
to
talk
about
kind
of
next
up,
so
we
have
the
we're,
we're
gonna
go
to
the
city
council
meeting
and
that's
the
is
that
the
ninth,
I
think,
is
it.
I
see
a
nod.
It's
the
ninth.
A
I'm
assured
that
we're
getting
the
vip
treatment
at
the
city
council
meeting
so
we're
gonna
be
right
close
to
the
beginning
of
the
of
the
meeting,
not
the
11
30
at
night
item
neil
and
I
will
go
in
person
and
present
like
we
did
before.
I
would
like
to
ask
each
of
the
committee
members
to
come
to
the
council
meeting
and
be
in
the
webcast
and
then,
after
the
after
we
get
done
at
the
city
council
meeting.
A
So
that's
what
will
happen
on
the
ninth
is.
Do
you
have
a
rough
idea
when
that'll
be
on
the
ninth?
Is
it
right
at?
Do
we
think
it'd
be
like
7,
10
kind
of
thing.
D
D
A
F
Yeah,
mr
mayor,
mr
mr
coach,
here
and
committee
members,
as
soon
as
we
get
through
all
the
you
know
the
first
couple
things
the
pledge
and
the
adoption
of
the
agenda
and
that
kind
of
stuff
we'll
have
the
committee
recommendation
right
away.
A
Yeah-
and
so
you
know
I'll-
probably
be
there
right
at
seven-
you
know
and
I'll
be
there
at
seven
o'clock
to
do
that.
So
if
you
could
come,
that
would
be
great
and
we
can
hear
you
know,
answer
questions
for
the
console
and
hear
what
they
have
to
say
about
it.
So
with
that,
is
there
anything
else
that
anyone
wanted
to
bring
up
tonight.
A
A
It
was
a
committee
that
had
some
people
that
I
knew
that
were
going
to
be
high
quality
participants,
and
then
there
were
people
who
were
people
that
I
didn't
know
and
I
would
say
without
exception,
every
single
person
on
the
committee
took
it
seriously
was
a
strong
participant,
and
I
was
I
left,
I'm
leaving
this
role
with
a
really
positive
impression
of
everybody
who
participated,
and
I
want
to
say
thank
you
for
your
diligence
and
for
kind
of
taking
this
with
the
seriousness
that
it
that
it
need
to
be
taken,
and
so
I
want
to
say
thanks.
H
A
In
particular,
we
want
to
say
thank
you
for
your
work
and
kind
of
kind
of
setting
this
up,
and
I
also
want
to
you
know
thank
the
city
manager
and
we
when,
when
we
first
talked
about
this,
we
decided
we
were
going
to
run
this
as
a
meeting
in
this
format,
and
I
know
there's
a
lot
of
machinery
that
goes
on
behind
the
scenes
to
make
to
basically
bring
up
a
commission
like
this
and
and
run
it
at
basically
the
same
kind
of
production
level
as
the
planning
commission
and
the
city
council
and
jamie
for
you
and
the
other
members
of
the
staff
who
are
involved
in
making
that
happen.
F
Thank
you
thank
you,
mr
chair
and
committee
members,
and
I'm
sure
we'll
have
more
thanks
and
praise
for
the
committee
at
the
council
meeting
and
and
after
that,
but
I
I
want
to
echo
steve's
comments
and
I
just
want
to
say
thank
you
a
very
earnest
and
and
sincere
thank
you.
We've
not
done
something
like
this
before
and
I
agree
with
steve.
It
ended
up
being
more
than
I
anticipated
it
was
going
to
involve.
F
So
thank
you
for
your
patience
working
through
that,
but
I
think
the
the
nine
of
you
have
really
demonstrated
what
authentic
community
engagement
towards
policy
development
can
look
like,
and
I
think
we
did
an
important
thing
not
just
for
this
coming
year
for
the
community.
I
think
we've
done
an
important
thing
in
modeling
how
good
community
engagement
can
work
towards
decision
making
in
the
city.
So
thank
you
for
your
role
in
that.
E
I
just
I'm
I'm
betting,
that
I
that
I
voiced
the
sentiment
of
everybody
sort
of
around
this
table
to
you
steve
and
you
neil.
That
was
generous.
Your
comments
about
us,
but
you
guys
did
the
laboring
or
work
and
it
is
really
it's
respectable
and
it's
appreciated.
A
C
I
I
You
know
thought
in
my
head
about
what
it
is
to
participate
and
be
engaged
in
your
community,
and
so
I'd
like
to
thank
the
the
committee,
the
the
staff,
everyone
for
this
great
experience,
that'll
really
kind
of
help
me
grow
as
a
person
but
also
grow
within
our
community.
So
I'm
really
glad
for
this
experience
here.
J
Awesome,
I
want
to
mention
something
too.
For
me,
it
was
a
great
experience
to
demonstrate
how
one
vote
can
change
things,
so
it
is.
It
is
very
important
and
is
for
all
the
people
who
can
see
that
you
know
every
vote,
every
discussion,
it
really
matters.
So
I
applaud
this
committee
for
me
too,
it's
a
new
process,
but
I
learned
a
lot
and
I
think
the
community
have
seen
how
much
time
we
dedicated
and
the
world
that
we
put
into
so
it
is.
It
is
a
lot
of
hard
work
and
dedication.
J
C
A
Okay,
with
that,
we
have
no
other
business,
so
I'm
going
to
declare
the
meeting
adjourned.
Thank.
