welcome
back
I'd
like
to
call
this
meeting
of
the
City
Council
to
order
its
what
I
usually
do
in
this
room,
and
things
like
that
I
think
we
have
a
quorum
here,
so
I
probably
need
to,
but
officially
here
I'm
here,
just
to
give
a
little
bit
of
a
report
on
things
that
are
happening,
obviously
in
our
region,
but
some
of
the
major
events
that
have
been
in
some
of
the
major
events
that
are
going
forward
and
so
bring
you
up
to
date
a
little
bit
on
things.
Many
of
you
are
very
familiar
with.
A
What's
going
on,
specifically
with
Super
Bowl
52,
it's
something
that
is
going
to
put
the
eyes
of
the
world
on
our
region
and
it's
an
amazing
thing
so
there's
more
to
it
than
just
a
football
game
on
a
Sunday
afternoon
in
February.
So
in
going
forward,
this
effort
has
started
more
than
about
a
year
and
a
half
ago,
first
of
all,
working
to
get
the
Super
Bowl
dealing
with
the
NFL
and
all
the
bureaucracy
that
goes
along
with
that.
To
get
it
to
come
to
our
region.
A

As
you
can
see,
it
really
tries
to
relate
that
it
is
going
to
be
a
Minnesota,
a
statewide
event,
and
they
want
to
obviously
keep
the
state
engaged.
Now,
there's
something
quite
interesting:
how
do
you
like
that?
One
who's
going
to
be
playing
in
the
Super
Bowl?
Well,
the
Patriots,
of
course,
have
been
there
for
many
time
been
dominant,
but
right.

Vikings
have
a
better
record,
so
you
just
don't
know
you
know,
there's
a
there's,
always
a
possibility,
but
it's
really.
They
started
this
and
they
started
a
clock
running
at
52
weeks
out
right
at
the
end
of
the
last
Super
Bowl
in
Houston
and
there's
been
many
many
things
going
on,
and
this
slide
just
indicates
that
there
has
been
a
whole
campaign
for
charitable
giving
around
the
Superbowl
in
the
NFL
they've
been
working
to
highlight
what
you
can
see.

The
52
themed
52
weeks
out
the
50
second
Super
Bowl,
it's
actually
a
champion
more
or
less
the
head
of
the
parade
is
Chad.
What
Greenway,
who
is
number
52
retired
now
so
they've
worked
on
that,
but
they've
worked
on
it
to
highlight
52
amazing,
Minnesotans,
52
of
Minnesota
companies
52
weeks
out,
so
they've
worked
and
they're
keeping
it
alive.

It's
not
just
a
game
on
Sunday,
obviously
they're
working
to
turn
this
into
a
10-day
festival
which
will
attract
a
great
number
of
people
throughout
primarily
the
week
or
so
before.
The
Superbowl
game
in
itself,
and
one
of
the
things
that
you
need
to
know
is
look
at
that
number.
5,000
media
will
be
in
the
metropolitan
area
over
a
week's
period
of
time,
trying
to
write
stories
about
Minnesota
and
the
minute,
the
Twin
Cities,
the
football
game
and
really
all
the
amenities
we
have
here.

So
we've
got
a
great
opportunity
to
really
sell
ourselves
to
the
rest
of
the
world,
and
the
volunteer
recruitment
has
been
amazing.
You
can
see,
there
is
10,000.
Volunteers
are
needed
to
help
put
this
on.
Those
are
in
I
hope.
Many
of
you
are
volunteering.
Now
a
lot
of
people,
volunteering
thinking
they're
going
to
get
to
be
an
usher
on
the
50-yard
line
during
the
Superbowl.
That's
really
not!
A
Yes,
there
is
a
little
bit
of
salesmanship
and
some
marketing
that
needs
to
be
done
to
have
a
Super
Bowl
hosted
in
the
winter
climate.
It's
only
happened
a
few
times.
It
did
happen
here.
50
25
years
ago-
and
it
was
successful
so
they're
working
on
that,
but
they're
really
working
to
market
it
as
the
bold
north
and
not
just
a
Super
Bowl
event.
So
there
will
be
a
lot
of
different
events.
A
There's
Super
Bowl
live,
which
is
going
to
be
just
a
series
of
activities,
and
most
of
them
will
be
downtown
Minneapolis
occupying
the
Nicollet
Mall.
Obviously,
the
game
is
downtown
Minneapolis
at
u.s.
Bank
Stadium,
and
it
will
be
the
center
of
a
tractions
and
things
like
that.
A
lot
of
concerts
lined
up
there'll,
be
a
lot
of
entertainment
related
to
the
Super
Bowl,
but
there'll
be
concerts
all
week.
Long
and
probably
the
highlight
concert
the
Monday
before
the
Super
Bowl
there'll,
be
a
tribute
to
Prince
and
I.

Think
everyone
realizes
that
that
is
one
of
the
things
that
we
view
as
an
asset
to
our
region
and
the
rest
of
the
world,
realizes
that,
and
there
should
be
a
good
early
turnout
for
that
event,
how
it
relates
to
the
Super
Bowl.
It's
only
to
be.
You
know
the
great
north.
Let's
just
put
it
there
there'll
be
a
lot
of
activities,
primarily
in
Minneapolis,
but
don't
kid
yourself,
st.
Paul's,
going
to
have
quite
a
few
as
well
as
Bloomington
will
be
going
forward
with
it.

The
winter
carnival
is
crossing
paths
at
this
time
too,
and
so
we'll
be
able
to
showcase
that
that
to
the
world,
the
pond
hockey
tournament
takes
place
during
that
week,
and
that
is
one
that
attracts
people
coming
through.
So
there's
going
to
be
a
lot
of
different
activities,
lopat
in
the
city
of
minneapolis,
which
is
what
do
you
want
to
call
it?

cross-country
race
on
cross-country
skis
also
takes
place
at
that
period
of
time.

They've
got
something
in
design
and
coming
out,
and
you
know:
st.
Paul
through
its
Winter
Carnival,
has
done
some
wonderful
ice
palaces
in
the
past
and
they
planning
on
doing
it
again
and
showcasing
one
for
this
particular
thing
too.
When
I
say
the
events
going
on,
there's
going
to
be
incredible
amount
of
vents
and
many
of
them
sponsored
by
the
NFL.
The
NFL
really
comes
together
and
has
their.
What
do
you
want
to
say?
Trade,
association
convention
meetings
and
everything
NFL
happens
during
this
week,
two
NFL
sponsored
events
are
taking
place.

There
is
the
NFL
experience
the
Super
Bowl
experience,
and
that
was
something
that
was
actually
kind
of
kicked
off
here
in
Minneapolis
25
years
ago
that
they
put
together
all
things
NFL.
They
allow
the
public
to
become
engaged
and
really
participate,
and
it
was
very
well
received.
There
is
going
to
be
a
radio
role,
it'll
be
media,
there'll,
be
media
they're
different
people
from
throughout
the
NFL,
not
just
the
teams
that
are
here
will
be
able
to
be
engaged,
and
that
has
been
a
great
draw.
A
They
set
up
on
the
restaurants,
were
able
to
come
forward.
They
bring
in
foods
from
all
the
different
cities
in
the
NFL,
and
it
turns
into
really
a
big
feast
and
quite
an
event
that
can
be
attended
by
the
public
and
it's
been
a
tremendous
fundraiser
for
NFL
charities
going
forward.
There's
an
NFL
women's
summit
that
takes
place
here
and
that
brings
in
every
woman
who's
involved,
whether
it
be
management
ownership
with
the
NFL,
and
it's
quite
extensive.
A
A
tech
summit,
things
that
are
going
on
the
end
puts
a
lot
of
energy
into
technical
issues
in
the
sport,
whether
it
be
physical
training,
and/or
equipment.
Things
like
that,
and
all
that
will
be
there
it'll
be
exposed.
People
will
be
able
to
help
and
see
some
of
that
experience.
That
they've
got
many
programs
for
kids
that
come
together
and
it's
there
they're
doing
everything
from
nutrition
awareness
exercise,
awareness
for
kids,
so
they
they
highlight
all
of
that,
and
then
there
is
the
unsung
heroes
for
the
NFL.
A
They
do
a
lot
in
the
charitable
arena
and
they'll
be
able
to
get
these
things
out
and
about
there's
a
lot
of
partner
events
too.
There's
those
who
are
here
to
more
or
less
work
non
official
NFL,
sanctioned
events,
but
a
lot
of
different
things
obviously
just
happen
in
conjunction
with
it.
There'll
be
a
club
Nomad.
There
was
a
large
Club
that
was
established
in
Houston.
That
was
very
well
attended
to
the
point
of
over
attendance
and
they
had
some
problems
and
so
that's
being
addressed
too.
A
But
it
is
a
obviously
it's
a
big
social
event
and
things
will
be
happening
there.
As
I
mentioned
concerts
there'll
be
concerts
in
conjunction
with
the
NFL,
but
there'll
be
different
concerts
throughout
the
region,
including
probably
out
here
in
Bloomington,
at
the
Mall
of
America
site
and
some
other
things
happening.
Then
the
NFL
Players
Association
comes
together
and,
as
I
mentioned,
this
is
kind
of
the
trade
show
or
the
convention
for
the
NFL
and
the
Players
Association
has
its
own
chapter.
A
So
every
player
in
the
NFL
will
be
here
which
there's
a
whole
lot
of
star
power
draw.
Therefore,
a
lot
of
people
and
so
that'll
attract
some
attention
and
then,
of
course,
how
do
you
tailgate
prior
to
a
game,
are
all
games?
Well
in
Minnesota,
you
can
see
that
we'll
be
tailgating
in
tents
and
some
kind
of
temporary
buildings,
and
things
like
this
because
tailgating
in
February
is
not
necessarily
appealing,
and
so
we
have
to
do
what
we
can
to
keep
the
tailgating
experience
enjoyable.

This
is
just
a
little
bit
of
a
depiction
of
some
of
the
activity
you
may
see
down
on
the
Nicollet
Mall
there'll
be
pavilion
set
up.
The
different
venues
will
be
putting
together
a
lot
of
things:
there'll
be
a
ton
of
them
up
and
down
the
Nicollet
Mall
ice
sculptures
things.
There
there's
a
lot
of
store
vacancies
along
the
Nicollet
Mall
right
now
because
of
the
construction.
That's
done
that
it's
supposed
to
be
completed.
A
This
November,
so
let's
go
Minneapolis
and
see
to
it
that
Nicollet
Mall
gets
completed,
but
over
the
course
of
a
couple
years
of
construction.
Some
of
the
first-floor
businesses
have
vacated
relocated
and
things
like
this,
and
so
this
times
out
really
well,
where
you're
going
to
see
a
lot
of
pretty
spectacular
temporary
venues,
whether
they
be
hospitality,
food
beverage
concert
centers
things
like
that
being
going
into
some
of
that
space
there
and
that's
coming
together,
really
well
locally.

Another
group
of
sponsors
from
the
area
that
have
put
a
lot
into
it
and
in
kind
and
different
things
that
they
can
do
so
you'll
see
to
it.
There's
a
couple
Bloomington
companies
on
that
list
also
and
then,
as
I
spoke
a
couple
times
now,
the
media,
all
that's
going
to
be
here.
These
are
the
local
media
outlets
that
are
putting
a
lot
into
it
too,
and
this
is
just
the
local
group.

So
and,
as
you
can
see,
these
are
statewide
grants
that
have
been
issued,
and
so
it's
really
to
attract
it.
There
they've
also
put
on
a
program
which
they
call
business,
connect,
there's
going
to
be
a
lot
of
Commerce,
a
lot
of
things
taking
place
when
it
comes
to
this
Super
Bowl
and
what
they
have
worked
to
do
is
to
connect
local
businesses
and
primarily
minority
businesses
that
could
have
an
opportunity
to
do
anything
from
printing
material,
catering
transportation.
You
name
it
all
the
things
around
the
Super
Bowl,
all
the
elements
that
it
takes.

The
host
committee
has
worked
with
the
NFL
to
really
allow
opportunities
for
a
variety
of
companies
throughout
here,
and
it's
really
good
to
see
that
they
really
work
to
integrate
that
into
the
community.
Okay.
So
what's
the
impact
of
all
this?
What
does
it
mean
for
us?
Well,
you
can
see
here.
This
is
kind
of
a
chart
that
talks
about
what
it
means
to
the
hotels
in
there.
Obviously,
a
lot
of
guests
coming
to
the
community,
and
things
like
that
and
oh
yeah.
A
By
the
way
hospitality
is
kind
of
a
big
deal
in
the
city
of
Bloomington,
and
so
the
last
number
I
heard
that
Bloomington
will
be
responsible
for
housing
about
60%
of
all
the
people
coming
to
the
great
north.
In
order
to
view
see,
stay
officiate
media,
the
Super
Bowl,
so
Bloomington
will
be
a
factor
of
this,
and
so
what
does
it
mean?
Well,
this
is
a
chart
on
Rev
par
revenue.
A
It
rev
power
means
revenue
per
available
room,
okay,
and
so,
if
the
benchmark
of
a
room
is
let's
say,
$100,
that's
what
the
Rev
par
would
be
for
it.
You
can
see
these
different
events,
whether
it
be
Major,
League,
Baseball,
the
all-star
game,
Final,
Fours
and
then
Super
Bowls
gone
by.
You
can
see
that
the
Super
Bowls
really
the
hotels,
so
supply
and
demand
they
sell
it
quite
a
premium,
and
it's
about
three
times
what
their
normal
room
rate
would
be,
that
they're
able
to
charge
it
in
there.

So
it
can
be
a
very
lucrative
thing
to
it.
You
know
you'll
kind
of
notice
that
Major
League
Baseball,
the
all-star
game
didn't
really
have
an
impact
and
that's
kind
of
amazing.
But
then
you
look
at
the
Super
Bowl
and
it's
it's
proven
out
that
in
Houston
and
Phoenix
a
couple
of
years
ago
it
was
just
off
the
charts
on
what
it
means.
So
that
is
something
that
can
be
beneficial
and
specifically
to
Bloomington
will
be
very
good,
and
here
again
this
is
just
depicting
in
a
little
different
way.

This
is
the
average
daily
rate
for
a
room,
and
our
rooms
probably
fall
in
line
with
what
Indianapolis
room
rate
is,
and
things
like
that
so
we'd
be
in
that
Indianapolis
and
Phoenix
range.
So
you
can
see
that
the
rooms
in
the
city
of
Bloomington,
which
have
a
average
daily
room
rate
of
probably
slightly
over
a
hundred
dollars,
will
be
able
to
see
revenues
generated
at
the
tune
of
about
$300
a
night.
So
that's
that's
good
news
for
the
hotel.
Yours.
A
That
there'll
be
at
the
two
hotels
at
the
Mall
of
America,
meaning
the
JW
Marriott
and
the
Radisson
Blu,
and
so
I
hope
there
isn't
a
skirmish
in
the
middle
of
Nickelodeon
Universe.
You
know
they're
in
ahead
of
the
game,
but
it's
kind
of
funny
and
ironic,
because
those
two
hotels
are
located
about
where
the
goalposts
used
to
be
in
the
old
Met
Stadium.
So
it's
a
little
bit
more
of
a
football
tradition
there
than
you
can
think
of.

So
one
of
the
other
noteworthy
things
is
that
the
NFL
media,
which
remember
it
goes
back
to
there,
is
about
a
5,000
media
people
attending
the
Mall
of
America
will
be
hosting
a
very
large
media
event
for
all
of
them
to
come
in
and
think
about
it.
When
you
bring
in
5,000
media
people
to
one
site
in
the
city
of
Bloomington,
things
are
going
to
be
reported
out
about
that,
and
so
we
will
be
showcased
Bloomington
and
the
Mall
of
America.

So
it's
all
there,
but
there's
some
pretty
big
names
on
that
list
and
they
put
on
some
pretty
fancy
big
parties
and
events
over
the
course
of
the
week.
So
you
know
one
of
the
things
that
I
mentioned
earlier
is
that
the
host
committee
wanted
to
see
to
it
that
there
is
a
lasting
legacy
and
they've
done
it
through
their
giving
campaign.

They've
done
it
through
the
way
that
they're
positioning
this
they've
done
it
through
the
way
that
they're
trying
to
help
the
business
community,
the
local
business
community
going
forward,
but
the
bottom
line
is
there's
400
million
dollars
in
direct
economic
impact.
That's
the
money,
that's
going
to
be
spent,
and
you
look
at
that
then
there's
five
hundred
million
dollars
in
media
that
goes
out
there.

There
are
things
that
can
happen,
so
I
do
believe
that
this
we
can't
have
some
residual
and
they'll
be
a
good
amount
of
legacy
that
comes
forward
to
it
from
it,
and
so
it's
all
good
there
anymore
information
about
the
Super
Bowl
coming
up
here
is
every
kind
of
electronic
media.
You
can
go
to
and
find
out
more
because
this
there's
a
whole
lot
more
out
there,
but
it's
going
to
be
sensational
we're
inside
of
about
five
months.
Now
it's
happened
fast,
it's
going
fast
and
it's
really
moving
forward.

can
handle
this
as
a
region
there.
You
know
we've
got
great
experience
going
back
to
the
Super
Bowl
25
years
ago.
We
pulled
it
off.
People
never
thought
it
could
happen,
but
this
has
taken
on
such
a
new
position,
a
new
life
in
the
world
even
from
25
years
ago,
but
this
region
did
a
great
job
with
the
Ryder
Cup.
We've
got
the
Final
Four
a
couple
years
out
now,
a
year
out
now
and
we've
got
a
lot
of
other
events.
A
You
know
the
Republican
National
Convention
taught
us
a
lot
too
on
how
this
region
can
act
and
respond
and
work
together
to
host
these
national
and
even
international
events,
which
then
here's
a
little
slide.
That
goes
up
there
and
healthy
people
healthy,
planet
and
you'll
see
there
the
2016
best
water
in
the
u.s.
Bloomington
Minnesota.
How
about
that.
A
Minnesota
has
got
the
best
water
in
the
u.s.
and
I
say
that
that's
the
best
water
in
the
world
then
I.
You
know,
I,
don't
I,
don't
think
that
anybody
else
in
the
world
is
going
to
beat
our
water,
but
this
the
the
top
line
there
healthy
people
healthy
planet,
is
something
that
is
out
into
the
marketplace
now
and
you'll
see
the
expo
2023
logo
up
there.
Well.

Is
happening
is,
and
many
of
you
are
probably
aware
of
it
too.
A
little
bit
is
that
the
World
Expo
World's
Fair,
it's
kind
of
known,
as
is
something
that
is
out
and
about
and
there's
an
Expo
in
2023
that
the
United
States
is
in
the
running
to
hold
there
it's
down
to
three
different
countries:
Poland
Argentina
in
the
United
States.
Well,
one
of
the
preferred
sites
within
the
United
States
is
in
Minnesota,
and
the
preferred
site
in
Minnesota
is
in
Bloomington.

So
if
you
think
about
it,
a
World's
Fair,
a
World's
Expo
coming
to
Bloomington
in
2023.
It's
still
in
the
sorting
process
the
selection
process
now,
but
there
is
a
possibility
and
a
chance
that
if
we
play
our
cards
right
and
do
some
things
properly,
that
we
can
host
a
World
Expo
right
here,
five
years
from
now
now
that
sounds
like
a
long
ways
away,
but
I'll
tell
you
it
puts
them
together
of
this
magnitude.
It
takes
five
years
and
we've
got
to
get
through
the
sorting
process,
the
selection
process.

But
the
theme
of
this
World's
Fair
would
be
healthy
people
healthy
planet
and
it's
one
of
the
things
that
we're
promoting
and
the
United
States
is
a
good
shot
of
getting
it
and
Bloomington
is
that
site
within
the
United
States,
so
that
I
don't
want
to
get
too
far
out
on
a
limb
on
this
one.
But
there
is
a
possibility
and
it's
something
that
we
will
do
our
best
and
work
toward
and
see.
If
we
can
have
it,
it
could
mean
great
things
for
the
city
of
Bloomington.

The
big
announcement
about
Amazon
looking
for
a
new
and
additional
corporate
headquarters
kind
of
scenario
is
out
there
and
they've
said
that
this
is
a
region
that
they
would
consider
looking
at,
and
so
yes,
there
is
every
available
development
group
in
this
region
is
kind
of
this
is
all
new
I
mean
this
is
fairly
new.
Not
even
a
week
old
is
trying
to
put
together
and
see
what
they
could.

You
know
look
at
what
Amazon
is
talking
about
doing
and
building
and
yes,
we
will
be
generating
that,
with
the
help
of
everything
from
Greater,
MSP
and
really
the
rest
of
the
region,
but
there'll
be
other
people
other
communities
within
our
region.
Who
will
be
looking
to
see
what
that
prize
is
so
we'll
need
to
sort
that
out.
But
here
again
it's
in
competition
with
other
areas
of
the
country.
You
know
they
Amazon
played
it
pretty
smart,
they
say
we're
a
big
deal
so
worth.
Maybe
thinking
of
you?
What
will
you
do
for
us?

Port
Authority
administrator,
we
have
visited
the
Amazon
corporate
headquarters
and
Amazon
has
a
campus,
which
includes
housing
and
all
the
amenities
in
their
corporate
campus.
There
so
I've
seen
what
they
like.
What
they've
put
together
elsewhere
in
the
country
and
specifically
Seattle
and
so
I
think
that
can
help
us.
You
know
what
we
could
maybe
put
together
as
a
package
that
might
be
enticing
to
them.

It
would,
it
would
be
a
big
fish
land,
but
I
think
that
you
might
find
other
regions
other
areas
working
very
hard
to
buy
that,
and
while
we
can
maybe
help
and
incentivize
a
few
things,
we're
not
in
a
position
like
many
of
the
other
states
are
and
it's
it
goes
to
our
state.
It
goes
to
our
city,
but
other
states
have
larger,
let's
say:
incentive
and
enticement
funds
for
companies
like
Amazon
and
so
we're
kind
of
David
and
Goliath
the
thing.

At
the
state
capital
now
yeah
there,
it
is
it's
and
my
understanding
is
that
it's
a
fabulous
design,
and
here
is
one
time
where
you
want
the
weather
to
really
cooperate,
and
that
means
be
cold
because
you
know
we've
had
those
heat
spells
in
in
February
on
occasion
and
I'd
hate
to
see
Minnesota
having
to
create
refrigeration,
to
keep
a
nice
Palace
up
in
February
at
the
State
Capitol
I
mean,
but
well
this
we
know
it's
gonna
be
cold.
So

perspective

we

creative
placemaking
Commission,
and
that
fits
in
with
what
the
mayor
is
talking
about
was
Superbowl.
Our
creative
placemaking
director,
Alejandra
palinka,
is
in
the
back
there
she's
waving.
So
if
you
haven't
met
Ally
yet
you
should
do
that.
She
and
her
commissioners
are
working
very
hard
on
activating
South
Loop
during
the
Super
Bowl
period,
so
that
we
can
take
advantage
of
all
the
people
who
are
here
and
they
will
see
what
creative
placemaking
is
all
about.

Putting
arts
and
artists
at
the
center
of
community
development
and
helping
grow
the
image
of
South
Loop
as
a
place
where
people
can
have
a
fully
rounded
experience
so
a
lot
of
exciting
stuff
going
on.
But,
most
importantly,
thank
you
for
coming
out
this
morning
and
being
an
active
member
of
your
chamber.
We
really
enjoy
doing
business
day
at
City
Hall,
it's
a
great
way
