tim
busse,
and
this
is
the
council
minute
for
the
week
of
december
27th.
Here
we
are
once
again
at
the
end
of
the
calendar
year
this
year
end
video
certainly
feels
different
than
the
video
I
did
just
12
months
ago
when
things
were
dark
and
uncertain.
While
there
is
undoubtedly
more
light
in
the
world
right
now,
we
certainly
continue
to
face
some
daunting
challenges
as
a
result
of
covet,
especially
in
our
health
care
industry.

know
some
people
are
still
struggling,
struggling
personally
professionally
within
their
families
or
as
a
result
of
a
loved
one
lost.
Please
know
that
you're
not
alone,
and
there
are
resources
available
to
help
last
year.
At
this
time
I
used
one
of
my
favorite
quotes
from
winston
churchill,
when
you're
going
through
hell,
keep
going
I'm
proud
to
say
that
here
in
bloomington
we
kept
going
despite
everything
you
all
continued
to
show
your
resolve,
your
concern
for,
and
your
commitment
to
this
community
and
your
spirit
of
determination
with
the
vaccines.

You've
heard
me
talk
about
them
before
and
I'm
not
going
to
give
a
comprehensive
list,
but
here's
a
sampling
under
the
objective
of
community
amenities
we
completed
and
adopted
the
park
system.
Master
plan
developed
an
improvement
plan
for
bloomington
ice
garden,
ensured
the
continued
operations
of
highland
golf
through
an
agreement
with
three
rivers
park
district
and
we
approved
a
plan
to
fund
future
trail
improvements
in
sidewalks
under
focused
renewal.
The
city
adopted
the
lindale
avenue
retrofit
strategy.

We
carried
it
through
2021
because
we
really
wanted
to
update
the
plan
using
an
extensive
community-based
strategy
and
covet
limited
our
ability
to
do
that,
but
I'm
proud
to
say,
work
to
update
the
city's
strategic
plan
is
now
well
underway.
Earlier
this
month
we
initiated
the
community-based
strategic
planning
process
bloomington.
Tomorrow,
together
we
formally
kicked
off
the
process
with
a
three-day
retreat
of
core
planning
team
members
to
draft
a
mission,
core
values
and
key
strategies.

Bloomington
tomorrow,
together,
is
how
we
describe
the
city's
commitment
to
working
with
the
community
in
charting
a
course
into
the
future.
We
were
thrilled
to
have
over
150
residents,
apply
to
be
part
of
this
process,
and
our
staff
worked
to
interview
every
one
of
those
people
who
scheduled
an
interview
to
select
15
residents
to
be
part
of
the
core
planning
team.
Those
15
residents,
along
with
the
superintendent
of
bloomington
public
schools,
the
mayor
and
two
council
members
and
11
city
staff
met
for
three
days.

This
core
planning
team
identified
the
mission
statement,
the
core
values,
the
strategic
objectives
and
the
strategies
that
we're
going
to
move
forward.
Our
mission
is
to
cultivate
an
enduring
and
remarkable
community
where
people
want
to
be
and
from
that
statement
is
going
to
flow
the
work
plans
that
are
going
to
achieve
that
mission
over
the
next
five
to
ten
years.
The
core
planning
team
process
utilized
a
consensus-based
decision
making
model.

Really
is
a
beautiful
mix
of
diversity,
there's
a
lot
of
people
from
a
lot
of
different
places
that
live
right
here
in
bloomington,
so
you
get
the
best
response
when
you
have
the
community
represented
in
a
meeting
like
this.
So
it's
great,
you
know,
there's
people
in
this
room
who
have
different
beliefs,
different
nationalities.
They
come
from
different
places,
different
stories,
but
we
all
call
bloomington
home,
and
so
it's
great
to
have
so
many
different
perspectives
when
it
comes
to
talking
about
the
city
that
we
all
live
in.
It's.

Steps
in
this
process
are
the
creation
of
a
measurement
team
and
action
teams
that
will
take
the
work
of
the
core
planning
team
and
build
work
plans
so
that
we
know
what
we're
going
to
do
over
the
next
couple
years
to
advance
this
mission.
The
core
planning
team
will
then
come
back
together
in
march
after
they've
received
the
work
plans,
and
then
they
will
sign
off
on
the
total
package.
They
will
recommend
that
to
the
city
manager.

Of
the
interesting
takeaways
was
a
core
value
around
this
notion
of
being
bold
and
willing
to
take
risks
for
the
benefit
of
the
community.
That
doesn't
mean
we're
going
to
go
out,
helter
skelter
chasing
opportunities.
What
it
does
mean,
though,
is
we're
willing
to
look
at
things
differently
than
we
have
done
in
the
past.
Most
importantly,
it
is
saying
we're
a
community
that
is
going
to
be
on
the
front
edge
of
doing
things
differently
to
help
define
that
future.

thing
not
covered
in
the
video
are
the
core
values
that
the
planning
team
agreed
on.
Each
of
these
core
values
intentionally
starts
with
the
words
we
believe,
because
the
planning
team
agreed
they
are
the
deeply
held
convictions
and
beliefs
that
guide
our
community
and
greatly
influence
the
work.
We
do
it's
important
to
note
that
each
word
of
these
core
values-
every
single
word
was
agreed
on
by
the
entire
group.

We
believe
that
the
community
thrives
when
its
members
share
responsibility
for
its
well-being.
We
believe
that
when
diversity
is
embraced,
the
community
is
strengthened.
We
believe
that
everyone
benefits
when
there
is
equitable
access
to
opportunity.
We
believe
that
safety
and
security
are
critical
components
in
a
resilient
and
healthy
community.
The
bottom
line
is
that
we're
off
to
a
great
start.
The
next
steps
include
an
evaluation
team
deciding
how
we
measure
success
and
an
action
team
to
set
the
to-do
list
stay
tuned.
