is
the
council
minute
for
the
week
of
july.
11Th,
it's
been
a
couple
of
weeks.
Thank
you
much
for
tuning
in
good
to
see
you
all
again
and
it's
hard
to
believe
that
we
are
at
the
calendar
midpoint
of
summer
already
get
out
and
enjoy
it.
While
you
can
folks,
it
goes
way
too
quick.
Our
council
agenda
for
this
week
was
rather
light.
We
heard
from
city
of
bloomington
racial
equity
action
teams.
A
We
made
some
small
changes
to
the
city
charter
based
on
charter
commission
recommendations
on
cleaning
up
some
language
and
we
also
approved
a
number
of
liquor
licenses.
So
what
I'd
like
to
talk
about
today
is
what
you
probably
have
heard
of,
or
seen
in
the
media
recently
minnesota's
and
the
united
states
effort
to
host
expo
2027..
I
was
part
of
a
group
recently
that
went
to
paris
to
present
to
the
bureau
of
international
expositions,
also
known
as
the
bie.
That's
the
group
internationally,
that
decides
where
expos
go.

The
group
that
we
were
with
made
a
presentation
that
was
required
by
the
bie
to
show
why
minnesota
and
why
bloomington
minnesota
is
the
best
place
for
the
expo.
The
united
states,
effort
to
land
expo
2027
is
being
led
by
a
group
called
minnesota,
usa
expo
and
the
president
and
ceo
of
minnesota
usa
expo
is
mr
john
stanek
and
he's
with
me
here
today.
John,
is
the
perfect
person
to
lead
this
effort.
John
is
a
former
hennepin
county
district
court
judge.

He
was
the
ceo
of
ronald
mcdonald
house
charities
in
the
upper
midwest
and
he's
held
a
number
of
leadership
positions
across
the
twin
cities,
a
perfect
person
with
his
knowledge,
his
experience
his
background
to
lead
minnesota
usa
expo
so
john
I've
been
talking
about
this.
It's
a
different
organization.
Minnesota
usa
expo
explain
that
a
bit
if
you
could.

Right
so
mayor
we're
an
independent
non-profit
organization.
We
have
an
independent
board
that
is
comprised
of
local,
civic
and
business
leaders
as
well
as
national,
civic
and
business
leaders.
So
we've
really
come
together
here
as
a
local
regional
economy
and
a
community,
but
also
this
is
a
national
effort.
We're
proud
to
carry
the
banner
of
the
united
states
of
america
forward
in
this,
and
so
it's
a
national
organization,
a
national
board,
independent
and
we've
got
a
great
board.
It's
very
engaged,
it's
effort,
so.

Exactly
right,
I
mean
kind
of
step.
One
in
this
is
indicating
that
the
united
states
is
interested
in
hosting
an
expo
step.
Two
is
to
file
a
formal
bid
which
we
did
in
early
june
and
that
we
were
required
with
the
other
nations
that
are
competing
for
the
specialized
expo
to
make
a
presentation
to
the
general
assembly
of
the
bie
which
we
did
at
the
end
of
june
and
then
there's
a
number
of
milestones
that
are
coming
up
too.
But
june
was
a
very
busy
but
yet
very
productive
month.
For
our
efforts.

Correct
so
there
are
five
countries
that
are
competing:
there's
malaga
spain,
there's
phuket,
thailand.
There
is
belgrade
in
serbia
and
then
there's
a
site
in
the
patagonia
region
of
argentina,
so
we're
competing
with
those
countries
for
the
opportunity
and
the
privilege
of
hosting
a
specialized
expo
in
2027.

Now
my
part
of
the
presentation
to
the
bie
was
to
talk
about
bloomington
and
the
site
specifically,
and
how
perfect
it
is
to
host
an
event
such
as
the
expo.
We've
got
the
minneapolis-st
paul
airport,
very
close
by
we're
literally
across
the
street,
from
the
mall
of
america,
and
for
that
matter,
on
the
other
side
is
the
minnesota
valley
wildlife
refuge.
The
light
rail
goes
through
here:
we've
just
got
open
land.
This
is
a
really
important
and
perfect
spot
to
host
an
event
such
as
the
expo.

Well,
and
as
you
and
others
that
were
part
of
the
official
delegation,
told
the
bie
general
assembly
mayor,
we're
expo
ready,
I
mean
we
have
a
major
advantage
over
the
other
countries
we're
competing
with.
As
you
point
out,
we've
got
a
major
international
airport
right
across
the
street.
We
have
a
very
developed
transportation
system
with
multiple
modes
of
transportation,
we're
next
to
a
beautiful
wildlife
area,
we're
next
to
the
largest.

You
know:
attraction
in
the
united
states,
the
mall
of
america-
and
we
have
this
amazing
hotel
infrastructure
that
bloomington
and
the
surrounding
region
have
built
out.
So
I
think
one
of
the
things
that
we
argued,
I
think,
with
great
success
to
the
bie,
was
that
we're
expo
ready.
We
have
a
great
theme
with
healthy
people,
healthy
planet,
which
you
know
post
covid.

Absolutely
one
thing
that
I've
been
talking
about
also
is
where
we're
standing
right
now
right.
This
is
the
site
just
to
the
east
of
the
mall
of
america,
and
if
you
look,
this
has
been
an
empty
parking
lot
and
weeds
for
30
years,
since
the
mall
of
america
was
born
right.
This
is
a
perfect
economic
development
opportunity
not
only
for
bloomington
but
for
the
entire
twin
cities
region.
That's.

Some
of
those
will
be
from
our
local
area,
but
the
bulk
of
visitors
will
come
from
a
one-day
car
drive
of
the
twin
cities
and
then,
if
you
layer
in
the
national
impact,
as
well
as
international
visitors,
the
economic
impact
of
this
will
be
significant.
We've
hired
an
independent
firm
to
do
an
analysis.
We
project
about
354
million
of
incremental
tax
revenue
from
those
people
coming
outside
the
region
into
our
community.
Bloomington
will
be
left
with
structures
in
place.

They
are,
and
I
think
that
you
know
they-
the
architects
have
really
nailed
the
vision.
You
know
there's
a
host
pavilion
that
would
be
on
this
site.
There
are
theme
pavilions
around
healthy
people,
healthy
planet.
We
will
be
welcoming
over
100
nations
from
around
the
world
to
come
in
and
exhibit
and
be
part
of
this
pavilion.

That's
exactly
right
and,
as
a
matter
of
fact,
that's
part
of
what
the
bia
expects
it's
like.
They
don't
want
to
just
have
a
90-day
party.
They
want
to
know
from
the
local
community
state
and
nation's
perspective.
How
will
this
advance
around
the
theme
of
healthy
plant
healthy
people
healthy
planet?
We
have
health
care
companies,
we
have
med
tech
companies.
We
have
food
security
and
safety
companies
that
are
well
known
in
our
state
and
region.
A
So
some
nuts
and
bolts
things
yeah,
the
expo-
would
be
hosted
here
in
2027
right
from
mid-may
until
mid-august
right
and
I
keep
telling
people
heaven
forbid,
should
we
get
in
the
way
of
the
minnesota
state,
fair,
so
we'll
be
done
by
mid-august.
It
will
certainly
impact
the
entire
region
right
and
what
our
next
steps,
where,
where
are
we
on
this,
this
long
game
that
we're
working
toward
right.

So
the
bie
staff-
that's
the
credentialing
entity,
as
you
mentioned,
is
evaluating
our
proposal.
They
will
ask
us
a
bunch
of
tough
questions
as
they
should
about.
Can
you
actually
pull
this
off?
How
will
it
work
we're
working
now,
as
you
know,
with
our
board
to
fully
engage
and
answer
all
those
questions
to
their
satisfaction?

We
will
then
be
required
to
go
back
to
the
bie
general
assembly
in
late
november
to
make
another
presentation.
So
that's
one
of
the
required
steps
in
february
of
next
year
we'll
be
required
to
hold
a
symposium
around
the
theme
of
healthy
people.
Healthy
planet,
we're
working
ahead
on
that
and
then
in
june
of
next
year
there
will
be
a
vote
and
hopefully
we
will
be
celebrating
an
award
to
bloomington
and
the
united
states
of
expo
2027,
and
that
will
be
a
great
celebration.

But,
as
you
know,
the
day
after
we
celebrate
we'll
be
rolling
up
our
sleeves
to
get
busy
to
pull
off
a
great
event,
and
thank
you
for
your
leadership
in
the
city
of
bloomington
and
the
port
authority.
You've
been
great
partners
and
it's
just
so
exciting.
I'm
a
lifelong
resident
of
this
region
to
see
what's
possible
and
how
this
positions
us
for
the
future
is
what's
really
exciting
to
me,
and
I
know
many
of
you
that
have
been
working
on
this.
