the
Bloomington
Planning
Commission,
the
Planning
Commission
is
made
up
of
seven
volunteer,
Bloomington
residents
appointed
by
the
city
council.
Right
now
we
have
four
which
is
a
quorum.
The
commission
advises
the
city
council
on
development
proposals,
development
standards,
long-range
planning
and
transportation
issues.
Our
work
is
informed
by
the
city's
comprehensive
plan,
various
District
plans
and
the
city
code
for
some
items.
The
commission
makes
a
recommendation
with
the
city
council
having
the
final
decision-making
Authority.

other
cases,
the
Planning
Commission
can
approve
or
deny
an
application
subject
to
the
appeal
to
the
city
council
for
each
action
item.
There
will
be
a
staff
report,
an
opportunity
for
the
applicant
to
present
and
then
time
for
any
member
of
the
public
to
provide
testimony.

is
the

one
public
hearing
as
as
you
mentioned,
is
for
a
number
of
applications
for
europolis
restaurant
that
we're
probably
all
pretty
familiar
with,
but
that
includes
a
rezoning
to
apply
the
plan
development
overlay
to
the
site.
Along
with
that
overlay
comes
the
preliminary
final
development
plans,
the
actual
site
plans,
physical
plans
for
the
site
conditional
use
permit,
because
there
is
a
outdoor
patio
proposed
and
what
is
often
the
case
with
expansions
and
redevelopments.

So
here
we
have
the
existing
conditions.
Europolis
is
within
this
red
outline,
but
it's
the
west
building
the
East
Building
is
a
vacant
gas
station.
That's
been
bacon
for
some
time
and
and
deteriorating,
but
we're
at
the
90th
and
Penn
commercial
node,
and
obviously
this
has
been
a
restaurant
site
for
for
several
decades
and
is
largely
stayed
the
same
over
that
over
that
period
of
time,
just
to
touch
on
the
existing
zoning.

applicant
is
seeking
the
plan
development
overlay
to
allow
the
city
to
consider
flexibility
to
to
a
number
of
standards,
but
the
base
zoning,
the
B4
District-
would
not
change
just
a
few
images
from
the
site
as
it
exists
today
you

see
europolis
in
the
foreground.

right
up

sidewalk

the

so
it
really

not

comfortable
walking
environment
for
for
pedestrians.

convenience
store

the
restaurant

striped
parking
stalls
and
then
there's
some
broken
up
concrete

asphalt

there

lunch.
Sometimes
it's
kind
of
a
look.

One
thing
I'll
note
on
this
particular
graphic
is
you
can
see
the
solid
sidewalk?
That's
both
along
West,
90th
and
Penn
Avenue
South.
We
think
that's
it's
a
really
important
feature
with
this
expansion,
because
not
only
does
the
sidewalk
not
meet
the
width
requirement
on
the
site.
Currently,
it's
also
right
up
against
the
street
in
a
lot
of
spaces.

A
lot
of
areas
so
again
more
along
Penn
than
on
90th,
but
what's
proposed,
is
code,
complying
eight
feet
wide
so
significantly
wider
and
establishing
at
least
some
Boulevard
between
the
curb
and
the
sidewalk
well,
and
also
including
a
landscape
buffer
between
the
sidewalk
and
the
parking
lot.
So
this
would
be
a
really
significant
improvement
from
the
existing
conditions.

just

In
a
little
bit
on
the
proposed
expansion,
you
can
see
that
there
is
a
a
pickup
window
on
the
south
side
of
the
building.
We
we
like
to
refer
to
it
as
a
drive-through
window,
but
we
were
corrected
by
the
applicant.
This
is
not
a
drive-through
window.
This
is
a
this
is
a
pickup
window
so
that
that's
that's
a
organizational
thing
that
the
applicant
would
have
to
manage.

the

curb
cuts

would
be
filled

you

so
the
gas
station
itself.
The
former
gas
station
site
has
has
three
access
points,
which
really
makes
some
conflict
more
likely
between
pedestrians
and
vehicles

vehicles

and
all
three
of
these
that
are
highlighted

would
be
would

filled

curbs
would
be
constructed
and
pervious.

the

Going
into
the
Landscaping
plan,
it's
really
common
that
landscape
plants
have
to
be
modified
between
the
entitlement
process
and
the
permit,
and
this

is
no
different.
But
that
said,
there
are
a
lot
of
code
complying
elements
to
this
plan.
The
shrub
quantity,
as
well
as
the
Landscaping
buffer
we'd
like
to
have
a
three.
We
call
a
three
foot
screen
along
parking
lots
between
parking
areas
and
streets.

So,
if
you're
walking
and
there's
a
headlight
in
your
face
or
of
the
driving
public,
isn't
distracted
by
by
headlights
into
the
street,
and
so
that's
that's
certainly
a
good
feature.
There's
also
parking
islands
that
are
would
be
added
with
Landscaping,
as
well
as
a
substantial
amount
of
landscaping
along
the
the
building.

sales

You
know
that's
something
that
often
it
gets
modified
of.
You

document

what
we're.
What
we're
seeing
here
is
what
would
be
a
very
attractive
brick,
patio
with
landscaping
and
they're,
even
showing
a
cutting
Garden,
so
hopefully
that
would
contribute
to
their
to
their
kitchen.

floor
plan
here
you
can
see
the
expansion
to
the
west,
where
you
have
storage
freezer
space
in
the
trash
room.
The
kitchen
would
be
expanded,
although
I
don't
believe
that
the
the
hood
systems
or
the
the
cooking
systems
would
be
expanded
significantly,
but
then
also
a
substantial
increase
in
indoor
space
bathrooms,
a
variety
of
seating
and
then
a
larger
space
for
the
serving
line.

applicant
is
looking
at
changing
the
extra
materials,
and
so
the
the
light
surface
that
you
see
on
the
graphic
or
the
rendering
is
a
Stucco
Material.
The
wood
look
paneling
would
actually
be
metal
panels,
woodlook
metal
panels,
and
so
there
those
can
be
very
durable,
a
very
durable
product
and
then
there's
a
substantial
amount
of
glass.
And
so
we
thought
that
this
was
a
really
attractive
design
that
has
a
variety
of
materials
and
height
and
variation
and
would
really
add
quite
a
bit
to
the
corner.

we
noted
in
our
review
is
that
they
would
paint
the
existing
brick
facade
and
that's
not
something
that's
permitted

likely

do
is

leave
the
brick
as
it
is.
It's
a
brick
building,
there's
no
need
to
to
paint
it.
It
seems
like
it's
in
good
condition.

in
order
to
accommodate
the
development,
the
applicant
would
be
combining
two
two
pieces
of
prop
or
two
properties
that
they
own
and
then
also
a
small
small
strip
of
land
and
I'll.

water

applicant
has
indicated
consistently
that
they
would
not
have

drive-through

food

and

pick
it
up
shortly.
Thereafter,
you
would
have
to
pre-order-
and
you
know
in
your
on
the
phone
in
the
car
or
on
an
app
and
then
the
pickup
would
be
in
the
space.

you
have
to
pre-order
then
pick
up
as
opposed
to
a
traditional
drive-through.

see

applicant

some

subsequent
operator
sees

success

a
pickup
window

we

ultimately
applicant
apply
for
what

you're
seeing

reason
we
went
with
the
online
order
pickup
window
is
that
since
covid
and
we

implied
implemented
the
system
of
online
pickups,
we
found
that
it's

significant
part
of
our
business
and
people
love
to
come
into
the
restaurant
and
pick
up
their
order,
but
in
consideration
of
families
that
are
larger
and
it's
hard
to
manage
in
our
busy
space.

It's
hard
for,
for
example,
a
mother
with
a
few
kids
to
you
know,
get
out
of
her
vehicle
across
the
busy
parking
lot
come
into
the
restaurant
and
pick
up
an
order
with
her
kids.
So
we
thought
we
can
continue
with
the
online
order
process
and
create
a
convenience
for
the
people
of
Bloomington
and
allow
them
to
get
a
confirmation
that
their
order
is
ready
and
simply
pick
it
up
from
the
window.
We
would
make
it
clear
on
the
online
ordering
system
that
there
is.
I
There
is
no
ordering
at
the
window
or
getting
in
line
they're
going
to
be
queued
to
pick
up
the
the
food
that
they've
ordered.
So
it
isn't
the
most
important
feature
of
the
restaurant
in
my
mind,
because
we
are
a
community
presence.
We
feel
like
the
the
main
goal
was
to
make
this
a
destination
for
people
either
by
car
or
bike
or
walking
that
they
can
come
and
enjoy
and
sit
whether
inside
in
our
new
dining
space
or
outside
this
online
order.
I
Pickup
window
is
mainly
a
convenience
for
people
that
don't
have
the
access
or
the
ability
to
you
know
come
into
the
restaurant
as
easily.
So
it
also
allowed
for
a
better
configuration
from
our
food
production
line
in
the
front
to
have
the
window
where
it's
at
from
just
an
efficiency
standpoint.
We
would
have
had
to
move
a
lot
of
utilities
to
make
it
work
with.
You
know,
to
add
another
two
cars
to
meet
the
standard
for
the
drive-through
parking
requirement
or
drive-through
stacking
requirement
and
and
make
that
feasible.
So
so
for
two
consideration.
I
I
Looking
at
expanding
them
to
some
degree,
but
not
significantly,
because
we
we're
very
cognizant
of
being
a
family
restaurant
where
everybody
gets
a
moment
to
recharge
and
have
guaranteed
days
off,
and
then
that
creates
a
better
customer
experience
and
interaction
between
us
and
and
our
clients.
So
we
feel
that
we
will
retain
you,
know
modest
hours,
but
improve
them
to
some
degree.
Yes,
great.
I
It's
something
I'll
discuss
with
the
architect,
but
I
feel
that,
given
that
there
won't
be
any
money
or
any
transactions
taking
place,
I
feel
it's
a
quick
handoff
to
the
customer
versus
having
to
do
an
exchange,
monetarily
and
and
any
delays
at
the
window,
so
that
that's
the
only
consideration.

different

want

have
conversations

I

encourage
staff

additional
conversations
with

applicant
about
what
this
looks
like

this

is
this
Managed

new
phenomenon.

additional
restaurants,

I've
been
to,

their
pickup

been
pedestrian
focused,

area

they
wouldn't

concern

would

take

property

development

hope

support

it's

be

great

pouring
rain

nice

have

window

something

would

use,

the
concerns,

not

know
anyone
who
doesn't
whether
it's
a
europolis
or
a
International
chain.

a
restaurant.

thoughts
on
this
from

proposal
is
as
far
as
the

building,

patio,
the
sidewalks.

are
all
things
that
I
I'm
in
favor
of

like

plan

like
the
site,
I
like
it
just
in
and
of
itself

think
I
would
definitely
want
to
see
again,
given
how
much
surf
entire
surfaces
is
paved.

would
like
to
see,
hopefully
some
infiltration
permeable

at
the
patio
or
wherever
that's
possible.

with

have

these
on

like
it's

tool

lets
us

follow
our
standards

zoning.

no
problem

projects,
but
we
have,

commercial

part

neighborhood
commercial
nodes

near
as

can
tell
from
my
review
of
the
of
our
zoning
map
is
one
of
only
two
that
was
actually
rezoned
to
B4
and
that's
others
of
our
commercial
nodes
were
not
so
I'm
really
I,
don't
know.

previous
Planning
Commission
hadn't
done
something
similar
south
of

harder
time

some

north

comfortable
standing
on

B4,
but

all
those
factors,

with
this.

dislike

single-phase
plan

application

look

question

struggling
with
that
in
a
little
bit
of
precedent
setting
as
well,

think

we

the
public
benefit
test

this

public
benefit
largely
is
there's
a
gas
station
there
we
don't
well.

a
gas
station
there
it's
vacant,
it's
been
vacant
for
a
long
time,
something
we
don't
want,
and
so
it's
getting
rid
of
that
vacant
gas
station
worth
the
compromise
of
not
having
before
well,
then
I
start
to

sense
to
me,
but
what
they
tell
me
is
that
they
have
these
neighborhood
commercial
notes
that
they
love
so
much,
and
this
application
does
not
move
us
towards
that
and
so
I'm,
not
certain
I
can
approve
this
application
tonight.

or
they
have
an
idea
for
the

former
gas
station,

led
to
what's
envisioned

B4
zoning
District
or
there
might
have
been

building
closer
to
the
street.

then
there

some
element
that
we
just
couldn't
support
a
lot
of
times.

drive-through

traditional
drive-through,
a
lot
of
conversations
of
coffee
shops
with
drive-throughs
and
other
projects
where
we
we
just
didn't,
think
we
could
support
it
and

community

walkable
destination

outside

inside

at

we
have

slightly
different,
affordable
unit
mix,
so
the
applicant
was
able
to
incorporate
more
units
that
are
affordable

residents

the
original
proposal
had
three
units.
We
were
working
with
them
to
get
five
with
the
tax
increment
financing
and
with
restructuring
some
improvements
in
their
loan
and
restructuring
with
the
income
averaging
they
were
able
to
get
up
to
nine
units.

also
increased
to
50
units
from
22
to
25
units
and
then
you'll
see
a
decrease
in
the
60
percent
area,
median
income
units
from

to
43
and
then
there's
a
slight
increase
from

units
to
50
units
affordable

it's
above
that
60
threshold,
but
it'll
still
be
a
considered
moderate
income
when
you're
at
70
area
median
income
and
so
because
of
that
they're
getting
slightly
higher
rents
that
helps
kind
of
support.

into
approving
a
tiff
District.

first
three
will
go
to
city
council

approval,

just

housing

So
to
do
that,
you
either
have
to
have

your
units
at

this
meets

development

this

increment
financing

project
