commission
advises
the
city
council
on
development
proposals,
development
standards,
long-range
planning
and
transportation
issues.
Some
of
the
items
the
city
council
has
final
decision
and
others.
The
planning
commission
will
make.
The
final
authority
will
be.
The
final

planning.
Commission
members
serve
up
to
six
three
years
at
a
time
with
a
maximum
of
six
years,
and
tonight
we
do
have
a
quorum
and
on
our
agenda
tonight
we
have
one
public
hearing
and
then
two
other
items
of
study
for
study
items.

so
the
the
one
and
only
public
hearing
on
your
agenda
tonight
is
an
interim
use
permit
for
a
temporary
pandemic
service
facility.
You
may
recall
that
late
last
year
you
reviewed
a
city
code
amendment
to
create
an
interim
use,
and
that
was
the
shortened
version
is
a
temporary
pandemic
service
facility.
But
the
title
is
a
is
a
bit
longer
and
this
specifically,
this
is
an
interviews
permit
for
a
facility
at
7,
900,
24th
avenue
south
in
within
the
mall
of
america.

have
it
outlined
here:
it
is.
We
often
refer
to
it
as
the
pork
chop
lot,
but
it
it
really
is
overflow
parking
just
on
the
north,
on
the
north
side
of
american
boulevard
and
west
of
24
24th
avenue
in
terms
of
a
the
pandemic
facility.

It's
it's
a
really
good
location,
good
visibility,
good
access-
and
this
has
been
in
operation
for
quite
some
time,
but
through
the
emergency
declaration
from
the
governor's
office
there
weren't
there
wasn't
a
particular
city
process
in
which
to
review
this
facility,
and
we
also
didn't
have
a
use
category
for
it.
So
really,
this
interviews
permit
is
to
try
and
backfill
our
review
process
and
the
applicant
has
requested
the
intermediate
permit
to
operate
the
facility
until
the
end
of
24.
2024.

Excuse
me
now
to
be
sure
if
the
pandemic
is
no
longer
a
pandemic
and
there
is
no
longer
a
need
for
this
test
testing
facility
quite
likely,
the
applicant
would
vacate
the
site,
you
know
much
sooner,
but
they
what
they
didn't
want
to
do
is
have
to
come
back
before
you
and
request
an
extension.
So
that's
why
they're
seeking
about
a
two
and
a
half
year
interviews
permit
looking
the
site
a
little
more
closely.
You
can
see
it's
in
the
northwest
corner
of
american
boulevard,
east
and
24th
avenue
south.

can
see
the
east
79th
street,
that's
actually
it.
I
believe
I
used
to
be
a
public
right-of-way,
but
then
it
was,
it
is
a
private
access
and
so
from
a
queueing
perspective
or
stacking
perspective.
There
really
is
a
tremendous
amount
of
room
for
for
vehicles
to
access
the
site
and
then
also
leave
without
causing
any
congestion
on
public
rights
of
way.

The
applicant
did
submit
a
basic
site,
circulation,
graphic
and
you'll,
see
in
the
in
the
pictures.
It's
a
it's
a
fairly
clear
sight
in
terms
of
its
operation,
but
it
generally
consists
of
two
trailers
with
two
drive-through
lanes,
one
for
each
of
the
trailers
and
folks
drive
up
at
a
predetermined
time.
They
are
tested
and
then
they
leave
so
it
when
I
was
out
on
site.
It
really
is
a
pretty
smooth
operation
where
vehicles
are
on
site
for
a
very
limited
period
of
time.

I
copied
and
pasted
the
performance
standards
certainly
not
going
to
go
through
the
standards
one
by
one,
but
you
can
see
the
the
purpose,
the
review
and
then
the
performance
standards.
We
really
try
to
be
general
enough,
so
it
could
apply
to
future
emergency
service
facilities.
Hopefully
we
don't
have
to
worry
about
it,
but
we
want
to
be
general
enough
to
apply
to
a
variety
of
situations,
but
still
allow
the
city
to
have
specific
standards
that
might
apply
to
a
given
facility,
but
unless
appealed,
the
planning
commission
is
the
approval
authority
for
this.

So
a
few
photos
of
the
of
the
image
from
earlier
today
and
you
can
see
the
two
trailers
and
then
some
employee
parking
and
then
the
two
drive
lanes.
I
think
it
was
a
little
windy,
so
it
was
knocking
over
some
parking
cones,
but
you
can
see
that
it's
it's
a
fairly
tidy
site.
I
really
didn't
observe
any
nuisance
characteristics
or
trash
or
anything
overflowing.

just
looking
straight
north,
so
this
so
folks
entering
the
site
would
enter
from
that
private
road
that
used
to
be
public
right-of-way
into
the
site
and
then
they
leave
in
the
same
in
the
same
direction.
So
this
image
is
looking
towards
interstate
494.

One
of
the
comments
we
had
really
is
related
to
the
dumpsters,
so
there's
two
there's
two
dumpsters
for
trash
and
recycling,
and
you
know
generally,
we
want
to
see
dumpsters
screen
from
from
public
streets
so
to
their
credit,
they,
like,
I
said
they
have
a
tidy
operation,
but
we
generally
don't
want
to
see
dumpsters
along
bloomington
streets.
So
one
comment
and
recommendation
is
that
they
screen
these
now
there
are
a
fair
number
of
trees
and
that
provides
a
fair
bit
of
screening,
but
it's
also
the
location
of
their
generator.

So
they
at
the
worst
case,
is
that
they
would
have
to
construct
a
you
know.
Some
sort
of
fenced
screen
area
to
you
know
to
enclose
the
dumpsters
and
then,
ultimately,
if
they
vacate
the
site
or
when
they
vacate
the
site
that
could
be
removed.

We
want
to
ensure
that
if
there's
changes
or
modifications
to
generators
or
temporary
services
that
those
are
properly
inspected
initially,
the
applicant
did
get
the
temporary
electrical
service
permit
as
well
as
generator,
but
I
do
not
believe
the
applicant
can
correct
me,
but
I
do
not
believe
that
the
trailers
themselves
related
to
sanitary
facilities
have
been
inspected.
So
we
would
like
to
see
that
get
done
in
a
reasonable
period
of
time.

So
it's
not
a
concern
given
their
hours
of
operation
in
the
summer,
but
should
they
be
operating
in
the
this
coming
fall
and
winter
we'll
want
to
ensure
that
there's
adequate
light
for
nighttime
operations.
That's
something
that
we
didn't
do
this
like
this
last
winter,
but
we
do
feel
it
is
important
to
have
adequate
light
on
site.
So
there
may
need
to
be,
if
they're
still
in
operation,
some
temporary
lighting
on
the
site
to
to
ensure
folks
know
where
they're
going
as
they
and
the
ingress
and
eras.

with
that,
we
are
recommending
approval,
so
the
planning
commission
has
a
final
authority
subject
to
an
appeal,
but
we
are
recommending
approval
of
the
interviews
permit
to
operate
the
facility
until
the
end
of
2024,
subject
to
several
conditions
attached
to
the
staff
report.

screening

a
temporary

think
we

some
flexibility
to
be
creative
on
how

screening

don't
want

permanent
improvements
on
the
site,

whether
it's
planters
or
trying
to
maybe
even
do
some
permanent
plantings
in
the
grass
area
we'll.

we
have
the
flexibility

make
sure
it's
not
visible
from
right
of
way.

location

it

code-

remember

use
table

we
addressed

it's
a
great
question:
they
they
have
a
temporary
sign
permit,
and
so
the
city
code
does
have
temporary
time.

allowances.
The
applicant
has
procured
a
temporary
sign.

planning
division
generally
doesn't
process
those.
So
I
I
don't
recall
the
date
or
their
timeline
for
a
sign,
but
they
do.
The
city
does
have
a

site
permit
process

the
applicant
has
procured
that
permit.

trying
to
remember
in
the
long
arc
of
our
various
pandemic
related
discussions,
and
I
don't
know
if
it
was
this
ordinance
or
if
it
was
a
different
ordinance.

one
point,
there
was

about
these
types
of
things
being
allowed
until
a
certain
point.
After
a
certain
marker,
whether
that
was
a
declaration
of
emergency
ended,
or
I
am
a
little
bit
foggy
on
what
it
was.

see
it

this
specific

sure
if

confusing

assume
over

holidays

past
year

potentially
two

have
not
heard

observed
any
parking
issues
even
during

holidays.

know
the
peak
times
for
the
mall
tend
to
be
around
christmas,
but
then
also
around
spring
break.

you

peak

you

about
a
couple
months
ago
and
you
know
they're.
Certainly
the
amount
of
parking
demand
rose
at
the
mall
of
america,
but
we
didn't.
We
didn't
see
it
be
problematic
that
this
particular
site
was
being
occupied
by
the
the
temporary
use.

this
overflow
site
is
usually
used
for,
like
material
storage.
Do
you
know
for
some
interior
construction
project,
or
you
know
you
often
you'll
often
see
truck
trailers
parked
on
this
site,
so
it
it.

can't
think
of
a
time
when
it
was
used
for
like
customer
parking
for
the
mall
of
america
and
so
to
date
it
has
not
been
an
issue.

in
planting

we

contribute

bloomington
to
make

2021

date

unaware
of
any
complaints
whatsoever
as
far
as
parking
traffic
flow

the
mall
itself
needing

area.

with

want
us

testing

still
needed
in

evacuated

property

the
testing

out

the
dumpsters
