commission

think
it's
in
your

but
I'm
happy
to
share
it
here
as
well.
It's
a
lot
of
slides,
but
what
you'll
find
about
me
is
that
I
don't
dawdle
on
them
but
happy
to
take
questions
either
during
the
presentation
or
afterwards.
Whatever
is
the
whatever
is
the
desire
of
the
commission?
Sure.

Some
people
ask,
you
know,
is
the
airport,
your
port,
and
while
it
certainly
is
a
port,
it
is
not
affiliated
in
any
way
with
port
authority
business.
The
port
authority
is
an
economic
development
arm
of
the
city.
It
can
operate
anywhere
in
the
city,
but
it's
traditionally
been
focused
on
the
area
that
has
the
most
developable
land
in
bloomington,
which
is
the
southwest
district.

Although
there
are
a
few
projects
that
the
port
has
been
involved
in
in
other
areas
of
the
city,
the
port
is
a
separate
political
subdivision
from
the
city
council,
so
a
bit
different
than
the
council
and
planning
commission.
It
operates
again
independently.
It
does
have
the
mayor,
it
has
to
be
on
the
port
authority
and
then
one
other
city
council
person.

There
was
a
time
when
there
was
two
other
city
council
people
on
the
port
authority
board
and
then
those
other
folks
that
are
on
the
seven
member
board
are
appointed
by
the
mayor
and
confirmed
by
the
city
council.
So
you
have
seven
people
now.
My
arrows
are
working,
go
figure
all
right,
so
we
have
financing
tools
that
the
port
authority
can
use
tax.
Increment
financing
is
by
far
the
the
biggest
one.

We
have
a
couple
of
districts
that
are
outstanding
today,
bloomington
central
station
and
then
the
mall
of
america,
tiff
districts
and
just
as
a
note
on
the
mall
tiff
districts,
those
districts
expired
in
a
sense
back
in
2016
and
18,
thereby
the
tax
base
that's
generated
at
the
mall
is
now
comes
into
the
city
of
bloomington
general
fund,
just
like
it
normally
would
so.
Those
first
25
years
of
collection
of
tiff
for
the
mall
project
from
that
portion
of
the
property
tax.

That's
paid
by
the
developer
that
goes
to
traditionally
goes
to
the
city
county
and
the
school
district
is
now
flowing
in
the
normal
way
that
it
that
it
would,
if
there
was
not
a
tif
district,
they're
happy
to
go
into
details
on
tiff.
If
the
board
wants
to
the
port
authority
does
have
a
levy
authority
as
well.
It's
the
exact
same
dollar
amount
that
the
hra
can
levy,
which
is
about
two
and
a
half
million
dollars
a
year.
However,
the
port
authority
levy
has
never
been
turned
on.
D
It
issues
bonds
against
tiff,
and
it
can
also
work
with
the
city
council
to
issue
bonds
against.
What's
what
we
call
the
southwest
development
fund
and
these
are
liquor
and
lodging
taxes
or
a
portion
of
the
lodging
tax
and
all
the
liquor
tax.
That's
collected
in
bloomington,
that's
statutorily
dedicated
to
development
in
salt
loop.

The
original
creation
of
the
statute
that
allowed
bloomington
to
collect
those
lodging
and
liquor
taxes
that
we
now
call
the
self-help
development
fund
went
originally
to
backstop
the
debt
for
the
mall
parking
ramps,
and
that's
really
what
the
port
authority
did
back
with
the
mall
project,
among
lots
of
other
things.
But
the
functional
big
dollar
thing
that
the
port
did.
D
But
that's
really
the
document
that
we're
still
focused
on
delivering
and
implementing,
and
I
won't
read
it,
but
basically,
the
mission
of
that
plan
was
to
take
a
dispersed
area
and
turn
it
into
a
walkable
urban
neighborhood.
That's
something
that
I
think
glenn
has
probably
talked
to
you
about
is
an
update
to
that
plan
at
some
point
here
in
the
near
future.

Little
projects,
the
mural
on
the
excel
substation
super
great
important
project
there
as
well
and
again,
they
do
a
lot
of
events
that
aren't
permanent
but
do
their
best
to
bring
communities
together
in
all
as
a
quick
summary
I'll
go
into
some
of
these
projects.
Here,
in
a
minute
about
1.14
billion
dollars,
worth
of
projects
have
done
just
you
know.

But
these
are
the
ones
that
are,
you
know
more
for
sure,
and
not
that
I
don't
think
the
water
park
is,
you
know,
moving
on
that
continuing
being
for
sure,
but
these
are
ones
that
have
you
know,
look
to
be
totally
funded
and
are
very,
very
likely
to
move
forward,
and
so
you
know
by
the
end
of
the
year,
we'll
have
about
1.4
billion,
at
least
that's
under
construction
and
and
that's
a
lot
of
activity
for
a
city
or
even
just
a
chunk
of
this
of
a
city.
That's
you
know.

In
theory,
a
lot
of
people
think
is
bloomington
is
built
out.
So
some
of
these
projects,
the
port
is
involved
in
others-
are
just
infrastructure
projects
and
some
are
are
just
naturally
occurring.
If
you
will
there's
even
I
included
blooming
meadows
in
there
as
well,
that's
an
hra
project,
and
so
the
port
authority
in
the
hra
kind
of
venn
diagram,
this
housing
and
economic
development
work
in
the
city.

So
that's
an
example
of
a
housing
project
that
hra
did
happens
to
be
in
the
south
district.
But
of
course
you
know,
you
literally
sit
next
to
them
and
work
on
projects
together
many
times
and
everything
we
try
to
do
everything
or
we
do
everything
over
the
council,
strategic
goals
in
mind
and
the
council's
strategic
blooming
and
tomorrow,
together,
work
is
ongoing
right
now,
which
will
in
theory,
come
up
with
a
different
set
of
strategic
goals.

One
of
the
things
we
we
do
is
keep
close
track
of
hotel
development
in
the
city
again
because
it
flows
to
that
celtic
development
fund,
which
gives
us
money
to
do
economic
development
projects
to
help
diversify
and
add
to
the
tax
base.
What's
interesting
to
me
about
this
graph
is
that
you
know
pretty
consistently
over
the
last.
You
know
five.
Six
decades,
we've
added
about
150
hotel
rooms
a
year
to
bloomington,
even
though
that
dip
in
the
2005
chunk
took
rooms
out.

If
you
drew
a
trend
line
here,
it's
still
pretty
reliable
150
rooms
per
year
and
honestly,
that
really
hasn't
sided
even
with
airbnb
and
brbo
becoming
a
thing,
although
they're
not
allowed
in
bloomington.
Yet
it
might
be
at
some
point
in
the
future.
We're
trying
to
you
know
protect
against
that
in
a
way
with
some
of
our
development
agreements,
developers
that
are
building
multi-family
projects,
but
hotel
development.
D
They
continue
to
stay
strong,
we're
getting
inquiries
from
hotel
developers
on
a
regular
basis
and
along
with
the
waterpark
project.
If
that
moves
forward,
we're
very
likely
to
have
a
large
hotel
that
would
get
built
along
with
that
one
as
well,
and
then
we
track
hotel
revenue.
Also,
this
is
a
graph
we
we
update
on
a
regular
basis.

Obviously
covet
has
been
a
major
thing
for
hoteliers
for
the
city's
general
fund
because,
of
course
not
lodging
tax
actually
goes
through
the
city's
general
fund,
in
addition
to
a
chunk
of
that
lodging
tax
going
to
the
southwest
development
fund.
So
we
watch
on
the
hotel
market
very
closely,
we're
projecting
that
2022
will
be
about
65
to
70
percent
of
pre-pandemic
hotel
revenue,
and
we
were
actually
exceeding
that
in
december
and
november
december,
until
omicron
really
hit
now
we're
kind
of
back
below
that
on
a
weekly
basis.

These
are
monthly
numbers,
but
now
you
know
the
omicron
spike
is
hopefully
headed
the
right
direction
for
lots
of
reasons.
Obviously
so,
and
then
you
know,
we
work
with
our
cvb
and
others
to
help
deliver
and
participate
in
big
events
that
happen
in
large
part,
because
you
know
things
happen
at
the
mall
and
they
happen
with
our
hotels
things
like
that,
so
instead
going
into
the
mall.
This
is
what
the
project
looks
like
today.
D
The
sears
box
is
empty
and
that's
an
ongoing
saga
between
the
owners
of
the
mall
and
the
entity
that
is
the
sears
holding
company.
Bloomingdale's
has
obviously
been
repurposed,
but
the
two
other
anchors,
nordstroms
and
macy's
are
doing
well.
The
mall,
a
bit
surprising
to
me
actually
has
bounced
back
more
rapidly
than
I
would
have
thought
traffic
out.
There
is
nearing
pre-pandemic
levels,
it's
a
little
bit
more
spiky
than
it
used
to
be
it's
busier
out
there
on
the
weekends.

Sometimes
we
exceed
2019
numbers
on
the
weekends,
but
what's
missing
out
of
the
of
the
pie,
both
on
at
the
mall
for
from
all
visits
and
for
hotel
stays,
is
the
weekday
traveler?
So
the
business
traveler
is
not
for
obvious
reasons.
It's
not
coming
and
staying
in
hotels
and
then
those
a
lot
of
those
people
will
go
and
visit
the
mall.

So
the
mall
original
phase,
we
call
that
phase
1a
the
second
phase
of
mall
of
america.
I
know
people
may
not
think
of
ikea
as
a
phase
of
them
all,
but
we
think
of
these
two
pieces
of
property
as
all
of
mall
of
america,
and
that
was
done
under
the
development
agreements
that
we
have
in
place
for
moa
and
then
reticent,
blue
on
the
south
side
coming
out
of
that
recession
from
the
708
recession.
Really
timed
that
one
well
not
saying
we
were
prescient
or
anything
like
that.

They
like
working
there,
they
like
being
able
to
pop
down
and
whatever
get
socks
on
their
lunch
break,
and
you
know
they
just
got
a
lot
of
beating
options
there
at
the
mall
and
then
what
we're
working
on
now
and
have
been
for
a
number
of
years,
but
still
forward
movement,
and
I
think
this
project
will
happen.
The
large
indoor
water
park
attached
to
the
north
side
and
spanning
what
is
the
plaza
north
of
the
phase,
one
sea
development,
big
parking
ramp
along
with
that
and
very
likely
a
big
hotel.

That's
a
little
bit
further
out
we're
not,
as
you
know,
actively
working
on
the
hotel
piece
because
we're
trying
to
get
the
water
park
done
first,
but
you
know,
I
think
it's
very
likely
that
a
hotel
will
come
along
with
it
and
then
future
phases
of
the
mall
are
just
placeholders
right
now.
You
know
literally
glenn,
and
I
probably
have
dozens
and
dozens
of
sketch
plans
for
future
phases
of
moa
and
nothing
is,
is
for
sure
until
dirk
starts.

So
just
some
pretty

the
radisson
blue
phase

the
north
side.
Again,
the
jw
marriott
beautiful
hotel-
and
this
is
a
little
bit
older.
Rendering
is
the
most
current
rendering
we
have
was
the
water
park.
But
the
latest
plans
do
not
have
these
slides
that
ex
come
out
the
backside
for
maintenance
and
aesthetic
reasons.
We've
moved
those
those
in
would
be
the
largest
indoor
water
park
in
excuse
me,
it
would
be
the
largest
indoor
I'm
going
to
wait
a
couple
slides
because
there's
different
ways.

You
can
measure
these
water
parks,
the
pool
hall
versus
total
square
footage
with
the
gross
building
area,
and
things
like
that,
the
it
has
a
couple
of
unique
design
features.
The
the
biggest
one
is
probably
the
most
obvious
right
down
the
center,
where
we
have
a
pier
that
separates
the
two
pools
that
allows
for
a
number
of
unique
benefits
for
a
big
project
like
this,
notably,
you
can
turn
that
off
turn
one
side
off
during
you
know
tues
monday,
tuesday,
wednesday.

It
also
allows
the
pool
to
be
shut
down
if
there
is
what
we
call
a
fecal
event,
which
is
never
something
that
you
want
to
have
happen
in
a
pool,
but
it
is
a
reality
on
these
things
that
does
happen
sometimes,
and
so
some
other
fancy
renderings.
This
would
be
the
view

kind
of
where
the
mall
food
court
is
in
the
third
level.
Today,.

And

neat

you
can
see
how
it
really
lays
out
with
lindell
lane

it

measurement

the
indoor
water
parks,
I'm.
Actually
these
are
all
owned
by
triple
five,

one
that
doesn't
fill
yet,
of
course,
but
the
footprint
in
the
pool
hall
and
the
pool
hall
is
really
the
measuring
stick.

you
will,
because
that's
what
you
know,
people
will
see
it's
a
couple
hundred
square
feet
larger
than
the
one
that
is
currently
out
at
american
dream
in
new
jersey
and
if
people
in
new
jersey
really
do
encourage
people
to
go
see
that
project,
because
it's
pretty
very
impressive
one
of
the
other
things
with
this
waterpark
project
you'll
see,
is
that
you
know
the
real
estate
that
you
that's
coveted
on.
These
things
is
kind
of
the
beachfront
property.

Okay,
all
right
I'll
continue
on
so
bloomington
central
station
abbreviated,
bcs,
50-acre,
transit-oriented
development.
It
was
purchased
by
the
gulf
development
back
in
2000
or
2001
one
of
the
two,
our
development
agreement
with
them
dates
to
2004
and
five,
the
first
big
phase
that
they
did
were
the
two
reflections
towers
and
terrible
timing
on
that
project.
You
know,
opened
a
big
condo
project
right
into
the
0607
recession.

From
a
from
a
city
standpoint
from
an
economic
development
standpoint,
it
was
a
great
development
from
a
business
standpoint.
It
was
you
know,
average
at
best,
just
because
of
timing.
It's
a
really
great
product.
I
think
one
of
the
planning
commissioners
on
the
phone
here
is
there
tonight
and
if
we
have
a
viewing
party
and
reflections
hello
to
you
all,
but
I
I
just,
I
think
a
you
have
a
really
great
developer.
There.
Mcguff
is
top
notch.
We
work
a
lot
with
them.
D
We've,
you
know
worked
with
them
to
build
the
other
two
residential
projects
that
we've
got
out
there,
and
you
know
we're
very
active
right
now
in
doing
the
documents
to
get
that
other
part
done,
which
would
be
another
400
unit
project
and
along
with
the
outcome
of
grocery
store,
which
is,
I
know,
a
big
amenity.
That's
that's
really
needed.
D
We've
been
working
on
that
for
well
for
a
long
time
and
on
a
bunch
of
different
sites
and
projects,
and
things
like
that,
but
it's
very
close
to
being
a
reality
now,
and
I
think
that
that
project
is
is
very
likely
to
happen,
but
the
first
big
phase
was
reflections.
Obviously
the
light
rail
made
this
all
happen.
You've
got
the
anchor
and
office
there
with
health
partners,
they're
a
good
corporate
citizen.
The
original
plan
has
been
evolving
over
time.

You
get
a
rumor
about
some
corporate
office
this
or
that,
but
cobit
has
really
put
a
damper
on
on
those
conversations,
and
so
there's
a
high
likelihood
that
yes,
we'll
build
this
residential
project
in
this
area
right
here
and
then
very
likely,
we'll
end
up
with
some
more
residential
projects,
north
of
that
probably
save
the
south
west
corner
of
the
site
for
a
little
bit
of
office.
But
you
could
see
that
transitioning
to
residential
too,
if
it
could
comply
with
the
airport
zoning
and
decibel
limitations
that
we
we
have
there.

I
know
that's
a
consideration
also,
so
we
were
just
modestly
involved
in
some
kind
of
advancing
and
some
loans
for
the
high
rates,
even
which
have
been
paid
back.
That
was
mostly
a
market
rate
project
and
then,
of
course,
indigo,
and
I
look
at
indigo
as
really
a
a
keystone
development
we
had
been
prior
to
indigo
and
prior
to
working
with
lennar
and
mc
and
mcguff
we
had
been.
I
think
we
did
two
rounds
of
meetings
with
you
know
all
the
big
residential
developers
in
the
metro.
D
You
know
all
these
projects
were
happening
in
different
parts
and
not
as
hot
as
it
has
been
in
the
past
three
or
four
years,
but
all
those
developers
basically
said
no,
it's
too
risky.
We
don't
know
if
people
are
want
to
live
in
south
loop,
and
you
know
with
all
the
work
that
has
been
done
for
the
southwest
district
plan
with
the
planning
commission
at
the
time
the
council
and
port
authority
staff,
everybody
kind
of
knew
so
to
speak
up
with
that
in
quotes.

That
residential
would
do
well
in
this
area,
but
we
couldn't
get
a
developer
to
to
agree
financially
to
do
that
until
we
worked
with
mcguff
and
then
on
our
multi-family
to
build
indigo
and
we
subsidized
indigo,
you
know
a
decent
amount
in
order
to
get
that
project
done,
but
you
know
at
that
time.
I
think
it
was
the
second
biggest
multi-family
project
single
building
multi-family
project
in
the
metro.

I
think
there's
been
some
more
that
have
been
built
recently
that
are
bigger,
but
400
units
is
a
lot
and
we
knew
that
it
would,
you
know,
prove
the
market
or
we
we
thought
very
much
so
that
it
would
and
it
did,
it
was
a
success
and
then
you
know,
obviously
the
friendly
to
the
south
of
that
is
another
evidence
of
indigo's
success
and
then
on
this
diagram.
Here
I've
got
on
the
west
side,
oops
the
the
the
project
that
hasn't
been
named.

Yet
we
call
this
the
fourth
residential
phase
over
here.
This
is
the
one
at
the
grocery
and
the
grocery
would
stood
up
in
this
corner
just
off
the
northwest
corner
of
the
park,
and
so
in
addition
to
that,
I'll
get
it
into
a
second
here,
we've
got
another
other
residential
projects
in
that
area.
I'm
sure
a
lot
of
the
planning
commission
is
aware
of
those
because
you've
seen
them.
Excuse
me
come
through,
and
so
the
family
is
opening
is
leasing.

Up,
obviously,
covet
has
impacted
that,
but
once
covered
kind
of
you
know,
once
we
started
to
know
what
covid
was
in
february
of
2021,
they
their
leasing,
really
picked
up.
You
know
people
were
like
being
in
their
parents,
bedrooms
and
lots
of
other
and
everybody's
story
is
different
and
things
like
that,
but
people
wanted
to
get
out
and
have
a
bit
more
space
and
so
leasing
picked
up
and
obviously
they're
still
leasing
but
doing
doing
well
on
that
project
and
the
fourth
phase
again,
the
biggest
thing
is
grocery
there.

Now
we
always
stock
developers
and
the
market.
Frankly,
you
know,
doesn't
want
to
deal
with
additional
costs
due
to
potentially
reduced
parking
demand
in
the
future,
but
since
we're
we're
the
public
and
we're
the
ones
that
are
paying
for
these
things
and
honestly,
we
have
a
longer
term
view
than
most
developers,
because
the
city
is
always
going
to
be.
The
city
we've
required
that
we,
you
know
if
we
put
money
into
something,
we're
going
to
think
long
term
about
how
that
parking.
What
what?

What
is
the
land
use
for
that
and
so
a
lot
of
different
strategies
on
different
projects,
but
on
the
on
the
fenly.
What
we
did
is
made
sure
that
it's
designed
with
construction
joints
and
other
things
like
that,
so
that,
if
parking
demand
goes
down
due
to
driverless
cars,
and
I
think
carriage
cars
will
change
parking
demand,
whether
it's
five
years
or
20
years
is
the
question,
but
certainly
in
the
design
life
of
this
project.
Parking
demand
is
going
to
change
and
I
think
we'll
be
happy.

When
we
look
back
and
say
we
did
something
we
knew
that
was
coming
and
we
didn't
just
admire
the
problem,
and
so
this
project
is
designed.
So
that
can
be
part
of
the
parking
can
be
removed
and
it
will
support
and
relatively
easily
be
converted
into
a
different
use
in
the
center
of
what
they
call
the
the
term
that
the
texas
key
type
design,
the
wrapped
parking.
If
you
will-
and
the
same
thing
is
true
over
on
the
fourth
phase
that
has
yet
to
be
named.

other
thing
we're
doing
like
on
the
water
park
project
again
for
that
parking
ramp,
make
sure
that
we
build
it
with
the
future
in
mind,
get
flat
floors
so
that,
if
you
do
convert
it
to
some
other
used
residential
office,
things
like
that
it
can
be
converted
that
the
floor
heights
are
such
that
you
can
do
that
and
that
they're
stopped
put
into
where
the
mechanical
runs
would
be
in
a
future
building
so
that
you
again
can
convert
without
totally.
You
know
ripping
the
whole
thing
apart.

So
this
is
an

that
we
had
put
together
the
waterpark
project
to
show
how
we
could
build
that

the

fairs
are

dubai,

we
see

that
runs

impacted
and
delayed

it's

These
are
big
projects
that
countries
really
care

delivered
in

in
over
40
years,

they've
been
happening

successfully

world

they
are
is
a
mix

fair

little
disneyland,
a
little
bit

trade
show

little
bit

diplomacy
and
they're
really
powerful
tools
in
a
lot
of
those
areas.

infrastructure,
since
most
of
this
area
is
already
developed
with

urban
types
of
uses.

it's
not
like
this
is
a
green
field
or
a
forest
that

redeveloped.

approved

we
did

changes
in

shifting
from
retail

hotel

of

is
