hearings

manager

additional

on

parking

concerned

parking
Supply
on
site

parking

we
discussed
a
group
of
rezonings
at
the
intersect
at
the
Lindell
intersections
with
86th
and
98th
Street
about
28
Parcels
in
all.
This
was
a
recommended
action
in
the
Lindale
Avenue
Suburban
retrofit
plan,
and
so
this
is
just
carrying
out
that
recommended
action.
That
plan
was
approved
back
in
April
of
2021.

are
the
parcels
under
consideration
about
11
or
I'm;
sorry,
not
about
11
around
the
86th
Street
intersection
and
17
around
the
98th
streets,
intersection
I.
Think
it's
good
to
recap.
When
this
process
began,
it
started
in
early
May.
At
that
time,
staff
had
sent
out
mailers
to
all
the
property
owners
of
those
properties
that
are
being
considered
for
rezoning
to
inform
them
of
the
kickoff
of
this
process
and
then
just
informing
them
Loosely
about
the
engagement
activities
that
would
occur.
Over
the
month
of
May
on
May
11th
staff
visited
each
property.

So
we
visited
each
property
on
May
23rd.
We
held
a
virtual,
open
house
and
then
the
following
day:
the
24th.
We
did
an
in-person
open
house,
those
open
houses,
weren't
very
well
attended,
but
we
tried
we,
we
have
received
several
inquiries
via
email
and
over
the
phone.
I
mean
they've
just
been
inquiries
about
the
process.

real
opposition
or
support
for
the
for
the
rezoning
just
inquiries
essentially
and
as
I
said,
this
is
an
action
that
comes
out
of
that
retrofit
plan
that
was
approved
back
in
April
2021
it
just
it
fulfills
The
Vision,
by
adding
more
more
opportunities
for
Housing
and
mixed-use
Development,
trying
to
create
a
more
walkable
character
along
Lindell
Avenue.
That's
the
vision
that
was
embedded
in
the
retrofit
plan,
there's
some
also
some
other
actions
or
some
planning
actions
that
took
place
that
also
support
this
rezoning.

was
a
98th
Street
Station
area
plan
where
there
was
a
group
of
Parcels
that
were
zoned
from
B2
to
B4,
and
the
comp
plan
also
supports
this
action.
As
you
know,
it
adopted,
by
extension
the
suburban
suburban
retrofit
plan
again,
there's
the
guided
land
use
of
the
parcels
being
considered.
There's
there's
a
mix,
but
it's
essentially
General
business,
Community
commercial,
there's,
one
parcel
that
is
public.

is
the
current
zoning
right
now
it
it's.
Obviously,
all
B2
since
we're
going
from
B2
to
B4,
but
nonetheless
it
gives
you
a
sense
of
the
context
of
this
rezoning
on
the
opposite
side
of
Lindale
Avenue
around
86th.
You
may
recall
that
those
Parcels
were
recently
rezoned
to
trans
transitional
industrial
from
I3.
That
was
also
a
another
action
that
was
laid
out
in
the
retrofit
plan,
again
introducing
res
a
possibility
of
residential
to
those
Parcels
or
mixed
use
development.
Specifically.
So
again,
this
is
kind
of
following
in
that
vein.

Yeah.
We
talked
about
the
current
Zoning
for
B2
That's
The
General
commercial
zoning
District
that
one
allows
certain
uses
that
would
not
be
allowed
in
the
B4
zoning.
It's
there's
an
allowance
for
pawn
shops
and
more
Auto
oriented
uses
car
washes
gas
stations
that
would
not
be
allowed
in
the
before
District
and
as
you'll
see
here,
there's
a
variety
of
goals
that
come
with
the
B4
district
and
a
lot
of
those
are
in
concert
with
the
goals
from
the
retrofit
plan.

So
it's
it's
a
very
appropriate
zoning
District
in
this
sense,
as
it
fulfills
helps,
fill
the
vision
of
that
retrofit
plan
in
comparing
the
standards
between
B2
and
B4
I've
just
highlighted
a
few,
but
here's
a
good
summary
of
those
standards,
those
that
are
highlighted
note
the
the
higher
far
or
floor
area
ratio.
If
there
is
residential
involved
in
that
development,
it
guides
parking
to
the
side
or
the
rear
of
the
building.

something
to
consider
and
you
might
know
how
a
non-conformity
is
created
or

just
that's
essentially
the
summary
of
it,
but
they
would
be
legal,
not
Conformity,
so
they
would
be
able
to
continue
in
their

expansion

would

table
its
findings
and
recommendations
to
city
council
until
next
month's
meeting
and
for
the
reason
that
Pawn
America
learned
of
this
proposed
rezoning
only
10
days
ago,
when
it
received
notice
of
tonight's
hearing
in
the
mail.

We
saw
in
this
in
the
staff
plan
or
the
staff
report
that
Mr
amler
Olson
presented
that
there
was.
There
were
a
number
of
Outreach
opportunities
or
Outreach
attempts
in
the
community.
However,
Pawn
America
did
not
receive
any
opportunity
or
did
not
engage
in
any
dialogue
with
City
staff
and
and
other
than
a
brochure
being
dropped
off
at
the
store
did
not
have
any
opportunities
for
further
dialogue
with
with
the
city.

appreciate
a
one-month
period
in
which,
to
you
know,
review
the
comprehensive
plan
review,
the
the
action
report
and
the
materials
that
were
provided
and
review
these
any
consequences
that
would
result
specifically
as
it
pertains

this
rezoning

stores
being
a
prohibited
use

Olson
talked
about.

don't
know
exactly
when
you
have
a
non-conforming
use,

you

apart
from
destruction

the

the

the
process

things

going

results

change

of
that

with

forget

the
rest

the
city
may
not.

staff

Outreach
on
what
is
the
vision

remember

2020
we
had
pop-ups
and
that

at
the
Clover
Center
talking
about
what
do
we
want
lindel

look
like

we
want
it
to
be
as
our
new
Main
Street
within
Bloomington,
and
this
is
just
a
step
in
making
that
a
reality.

commend

think

a

effect
on

the
city

Bloomington.
However,
I
do
think
that
the
idea
of
a
non-conforming
use,

legal
non-conforming
use

mean
the
pawn
shop,

example,
could
exist
for
a
very
long
period
of
time.
You
can
do
improvements,
I
mean
that's.
Why
I
asked
Mr
ramler
Olson
the
question
regarding
the
difference
between
Improvement
and
expansion.
So,
however,
you
wouldn't
be
able
to
expand
the
footprint
of
it.

But
Improvement
to,
like
you
said,
address
some
ideas
of
the
Lindell
Avenue
retrofit
plan.
You
know
what
materials
are
used,
etc,
etc.
That
can
be
changed
and
that
can
be
updated,
but
the
actual
footprint
of
the
building
cannot
change.
So
I
am
in
support
of
the
parameters
that
we've
put
around
the
legal
non-conforming
uses
in
the
fact
that
they
can
still
exist.
They
can
still
make
improvements,
but
that
they
just
can't,
for
example,
for
the
Valvoline.

rezoning
is
tough,
is
because
it
always
comes
with
consequences.
There's

is
no
rezone
that
doesn't
have
consequences
and
I
think
that's
our

job
here
sitting
on

Deus

difficult
decisions
and
weigh
those
consequences
and
whether
that
meets
the
greater
good
of
the
of
the
application
or
not
and
I
also
want
to
acknowledge
the
testimony
we
heard
tonight
that
they
are
going
to
have
a
legal
non-conforming
use,
and
we
do
think
about
that
and
it
doesn't
go
unconsidered
in
this
case.

final
decision

Planning
Commission,

is
still

doesn't

the
city
council
for
another
couple
of
weeks

encourage

strongly

Olson

with
our
city
council
members,

they

listen
to
your
testimony
and
as
the
final
decision
makers,
they

also
weigh

that

they

a
final
decision

regards

Lindell
Avenue

the
retrofit
plan.

been
very
supportive
of
it.

very
first
application,
I
saw
as
a
planning
commissioner,
three
years
ago
and
I
remain
in
strong
support
of
the
Lindell
Avenue
retrofit
plan,
and
these
rezonings
and
I'll
be
supporting
this
application
tonight.

want

touch
on
what
Mr
marker
guard
spoke
to,
which
was
the
intersection
or
the
corridor
of
94th
in
Lindale
and
a
potential
expansion
of
scope.

of
those

particular

we
are

action
on

we

make

supportive

taking

look

we're
here
just

talk
about
the
98th
Street
study
that
we've
been
working
on
for
the
past
year
or
so
at
the
conclusion
of
the
study,
we're
looking
for
a
recommendation
from
the
Planning
Commission
to
approve
this
at
the
council
meeting,
which
will
take
place
later
in
the
month,
as
stated,
but
I'm
glad
to
be
with
you
again.

Let's
see
so
most
of
us,
given
the
the
proximity
to
City
Hall
here,
most
of
us
are
fairly
familiar
with
the
98th
Street
Corridor,
the
study
area
that
we
were
looking
at
extends
from
Lindale
all
the
way
up
to
James
Avenue,
just
off
of
the
back
of
the
city
hall
here
off
the
corner
of
City
Hall
I
should
say,
and
this
The
Interchange
in
particular
has
become
quite
an
important
Transportation.
It's
always
been
an
important
Transportation
Hub
in
the
city
and
in
recent
years
it's
prominence
as
a
Transit.

Property
was
acquired,
Transit
came
forth
and
said:
oh
can
we
just
temporarily
put
a
transit
station
on
those
properties
they're
not
using
for
anything
until
you
build
those
ramps,
that's
become
the
98th
Street
transit
station.
Yet
this
plan
remains
to
build
freeway
Rams.
There
Transit
service
is
vital
to
the
city
and
I'm
just
going
to
put
that
out
there
and
the
city
is
very
supportive
of
any
increase
in
transit
service.
So
the
idea
of
removing
a
very
successful
regional
transit
station
to
build
free,
River
amps
isn't
going
to
fly
anymore.

We
need
a
new
plan
and
that
was
one
of
the
major
goals
of
the
study.
In
addition
to
that
questions
came
up.
Can
we
come
up
with
an
interchange,
design
that
doesn't
just
keep
the
transit
station,
but
could
it
support
Transit
oriented
development
above
the
transit
station,
and
this
was
alluded
to
by
Mr
ramler
Olson
earlier
Metro
transit's
interested
in
this?

The
city's
interested
in
this
Transit
oriented
development
is
primarily
residential,
but
some
commercial
as
well,
but
it's
development,
that's
oriented
to
people
who
are
largely
Transit
dependent,
they
don't
own
a
single
I
can
see,
or
they
don't
own
Vehicles,
either
by
choice
or
by
necessity.
It's
not
an
area.
That's
well
served,
but
it's
critical
for
those
people
that
don't
drive
can't
drive
that
kind
of
situation
is
ideal,
and
so
that's
what
they're
interested
in
we're
interested
in
can
we
can?

We
do
something
like
that
and
will
The
Interchange
support
it
well
to
look
at
that
right
now.
The
state
MnDOT
our
peers,
have
their
thumb
on
this
land
thinking
about
ramps
for
the
future,
so
we've
got
to
come
up
and
demonstrate
to
them
that
we've
got
a
different
idea
so
that
we
can
open
up
that
property
to
look
at
something
else.

Another
big
question:
we
talked
a
lot
about
the
Lindell
retrofit
study
that
the
the
vision
for
Lindale
Avenue
and
for
this
area
in
particular
is
development
that
is
at
much
greater
densities,
less
auto-dependent
higher
density
development
that
generates
less
equivalent
traffic
than
perhaps
single-family
neighborhoods,
but
it
still
does
develop
more
traffic.
When
we
had
that
Vision
one
of
the
questions
was:
can
this
interchange
support
it?
That
was
the
other
goal
of
the
study.

Is,
can
can
this
area
this
interchange
support
what
we
see
as
the
future
and
then
lastly,
It's
a
Wonderful
area
in
terms
of
amenities
and
the
things
that
you
can
find
there
shopping
retail
Healthcare
haircut
clothing.
Just
about
anything
you
want,
but
it's
not
actually
all
that
bike
and
pedestrian
friendly.
So
can
we
come
up
with
the
design,
long
term
that
makes
this
area
much
better,
for
the
public
maintains
vehicular
capacity
but
improves
conditions
for
walkers
for
bicyclists
for
Transit
users?

Those
were
the
high
level
goals
for
this
study
and
then
to
do
that.
We
we
had
some
goals
here
and
we've
been
working
with
our
partners.
The
engagement
on
this
one
was
extremely
important.
We
wanted
to
talk
to
people
that
use
the
area
that
live
in
the
area
that
ride
the
bus
that
that
do
all
that,
and
so
that
was
a
large
goal
and
to
do
that,
we've
got
a
lot
of
good
partners
and
we've
engaged
with
the
Minnesota
Department
of
Transportation
Hennepin
County
Metro
Transit
met
Council
and
just
a
whole
raft
of
other
folks.

We've
had
really
good
results
and
Brian
Nemeth
is
here
with
me
and
I'm
really
pleased
to
have
his
work
on.
This
he's
come
up
with
some
very
good
designs:
Advanced
thinking
about
The,
Interchange
and
because
of
his
work
and
the
coordination
we've
had
with
our
partners,
we're
looking
at
a
raft
of
projects
to
improve
conditions
to
maintain
that
interchange
in
the
future.

first
of
which
will
probably
start
in
about
2026
so
to
run
through
the
rest

the
study
and

talk

you
about
what
we
found

had
Flyers

subscription
to
get
some
of
that
engagement
out

that
was
our
a
big
portion
of
this
project
was
engaging
with
people
not
only
in
person
but
trying
to
get
some

that
online
engagement,
recognizing
that
any
of
the
engagement
opportunities
we
have

and
not
everybody
can
make
those
times
so.
Providing
those
opportunities
through
online
was
one
of
the
goals
that
we
ended
up
doing.
We
also
had
pop-up
events
at
areas
along
the
corridor.
We
had
focused
conversations
with
certain
groups.

had
some
pre-open
house
engagement
and
then
we
also
had
open
houses
going
into
that.
Specifically,
we
had
two
pop-up
events.
We
had
one
at
the
farmers
market
last
summer.
We
also
had
one
at
the
transit
station
last
fall.
This
was
more
engage
other
people
that
are
using
that
Corridor
those
Transit
users
that
are
using
the
area.
We
also
had
Focus
conversations
to
really
understand
how
the
community
uses
the
corridor.
We
had
the
Creekside
Community
Center.

We
had
one
at
Kennedy,
High,
School
and
the
summer
house,
Independent
Living,
so
making
sure
that
we're
getting
all
ages
of
people
all
racial
people
in
this
area
just
to
be
able
to
understand
how
different
people
use
this
Corridor,
then
we
also
had
two
open
houses.
We
had
one
in
in
person
one
in
December,
but
we
also
had
the
online
engagement
for
that
open
house
through
January.
We
also
had
an
open
house
this
last
summer
here
just
a
few
months
ago
in
person,
but
we
also
again
had
that
online
engagement
opportunity
available
for
that.

Just
to
give
you
an
idea
on
the
kind
of
a
user
survey
that
was
completed
on
the
corridor
early
in
the
study
was
determining
you
know.
Many
people
use
the
corridor,
they
drive
on
the
corridor.
They
use
it
on
a
daily
basis
as
the
corridor.
What
they
want
to
see
on
the
quarter,
it
you
know
indicates
really
people
will
still.
You
drive
this
Corridor
to
making
sure
so
we
need
to
make
sure
any
opportunities
or
any
changes
we
make
to
the
corridor,
still
works
for
the
people
that
drive
there.

We
have
very
a
lot
of
summary
information
on
here
on
different
aspects
of
the
corridor
that
people
liked
what
they
didn't
like
and
I'll
go
and
do
a
little
bit
more
as
we
go
into
those
Concepts.
How
we're
addressing
some
of
these
comments-
and
some
of
these
concerns
that
people
had
I
think
the
biggest
thing
that
we
came
out
of
a
lot
of
this
conversation
with
the
public.

There
are
areas
that
feel
unsafe
to
people,
so
if
we
can
improve
some
of
those
other
areas
too,
with
some
of
the
improvements
that
would
be
a
positive
again
again,
lighting
was
another
thing:
trees
along
this
Corridor
too,
just
to
make
it
more
an
inviting
corridor
going
into
jumping
into
one
of
the
the
midterm
Concepts
kind
of
will
preface
this
there's
kind
of
three
stages
of
development
that
we're
looking
at
on
this
Concepts.
There
is
stage
one
is
kind
of
in
the
near
term.
Mndot
actually
has
a
project.

Actually
they
started
out
this
summer
in
2023
with
doing
some
Ada
improvements
at
The
Interchange.
Additionally,
in
2026
they
do
have
a
project
that
will
replace
the
two
traffic
signals
at
The,
Interchange
and
they're,
also
planning
on
doing
other
Ada
and
geometric
improvements.
At
that
time,
full
extent
of
what
they're
actually
going
to
do
is
still
midnight
is
still
discussing
that
with
Hennepin
County
and
the
city
of
Bloomington.

These
second
stage
is
these
midterm
Concepts.
So
this
is
looking
at
you
know.
The
existing
bridge
at
I-35
W
want
to
go
over
35W
remaining
in
place
and
then
monitor
Redevelopment
or
development
near
Lindale,
Avenue
and
then
also
then
stage
three
is
more
of
a
long-term
concept.
This
will
be
fully
replacing
the
bridge
over
35W
and
then
because
of
the
life
of
the
bridge,
is
about
20
plus
years.
So
recognizing
that's,
not
something
that's
going
to
change
right
away,
but
what
can
we
do
in
the
midterm
is
changing
everything
else.

One
of
the
comments
we
had
was
that
there
are
limited
Crossing
opportunities
for
98th
Street
in
this
area.
So
if
you
look
at
James
Avenue
right
outside
City
Hall,
here,
that's
one
Crossing
location,
the
next
Crossing
location
toward
the
interchange
is
The
Interchange.
So
there
are
is
a
complete
lack
of
any
facilities
north
south
across
the
corridor.

In
this
area
there
are
Transit
stops
that
are
within
the
area,
so
anybody
getting
off
at
a
Transit
stop
on
the
north
side
has
to
either
Walk
East
to
The
Interchange
or
walk
west
to
James
Avenue
to
get
across
currently
the
way
it
is
so.
This
option
includes
a
new
Crossing
at
Humboldt,
Avenue,
Metro
Transit,
actually
right
now
they
stop
on
the
for
their
westbound
buses.
Stop
on
the
east
side
of
tracks.
M
With
this
we
had
conversations
with
Metro
Transit
that
they
would
actually
love
to
move
their
Transit,
stop
to
the
west
side
of
the
tracks
and
close
to
this.
This
type
of
crossing
and
also
recognizing
Hennepin
County,
had
recognize
that
this
is
an
a
great
opportunity,
because
any
public
Street
intersection
is
officially
a
by
state
law
as
a
Crossing.
So
anytime
they
can
make
an
opportunity
to
provide
those
Crossings
at
as
required
by
state
law
that
they
will
are
in
support
of
that.

So
looking
at
adding
that
and
adding
that
to
the
traffic
signal,
that
would
be
there.
So
it's
just
expanding
the
the
traffic
signal.
That's
at
that
intersection
also
improve
the
railroad
crossing
for
pedestrians
and
bicyclists.
So
right
now
the
The
Crossing
across
the
railroad
crosses
at
a
really
acute
angle.
So
if
you're
riding
your
bike,
you
could
get
stuck
in
the
tracks,
so
providing
a
better
Crossing
angle
across
those
railroad
tracks
is
an
improvement
for
bicyclist
safety.

We
also
want
to
reduce
any
reduce
and
eliminate
any
side
swipes
so
specifically
on
Old
Shakopee
Road,
as
you're
approaching
that
intersection.
It
goes
down
from
two
lanes
to
one
lane
and
then
it's
got
big
free,
sweeping
free
right
from
go
to
from
Northbound
to
eastbound,
to
98th
Street,
so
eliminating
that
actually
keeping
two
lanes
and
making
a
dual
right
turn
to
eliminate
that
the
side
swipes
that
you
get
when
you're
trying
to
merge
two
lanes
into
one
we're,
also
reducing
and
getting
rid
of
that
free
right.

That's
a
high
speed
right
turn
lane
which
will
actually
improve
actually
pedestrian
safety
going
across
that
intersection
too.
So
realigning
that
Crossing
that
crosses
Old,
Shakopee
Road
with
this
other
big
thing
would
be
a
wider
multi-use
Trail.
On
the
south
side
of
the
corridor
So
currently
there's
this
is
a
sidewalk,
but
it's
kind
of
overgrown.

Kind
of
looking
at
the
mid
area,
this
the
corridor
is
The,
I-35w
Interchange.
So
again,
as
I
mentioned
previously,
the
bridge
over
I-35w
would
remain
in
place
just
left
with
mndot's
current
Bridge
reports
indicating
that
has
20
plus
years
of
life
left
of
it,
and
it
is
actually
designed
that
we
can't
actually
change
the
structure
of
the
bridge
without
extensive
improvements
which
would
basically
require
replacing
the
bridge
so
everything
kind
of
stays
as
it
is
at
the
current
Bridge.

Looking
at
the
intersection,
though,
we
are
looking
at
revising
the
operations
at
the
the
traffic
signal
to
reduce
some
conflicts,
there
have
been
some
bicyclists
and
pedestrian
crashes
that
have
occurred
at
the
intersection
so
trying
to
improve
how
the
operations
of
the
intersection
are
occurring.
We
worked
with
Hennepin
County
on
developing
a
signal,
timing,
plan
and
operation
that
would
help
improve
things
with
that
would
be
a
separate
left
turn
phase.

I
was
looking
at
a
potential
Transit
bypass
lane
so
that
that
red
line
in
there
is
actually
a
it's
a
narrow
shoulder
that
transit
buses
could
use
to
bypass
other
vehicles
if
they
need
to
jump
ahead.
So
it's
kind
of
a
cue
jump
operation
there,
so
they
would
get
a
separate
indication
that
would
allow
them
to
be
able
to
jump
ahead
of
any
other
left
turning
traffic
for
that
southbound
left,
so
enhancing
that
Transit
also
looking
at
removing
that
southbound
free
right
MnDOT
was
all
in
support
of
removing
that
free
right.

M
Additionally,
with
this,
we
are
looking
at
some
Redevelopment
on
that
transition
station
site.
Just
to
give
you
a
background,
looking
at
a
250
space
parking
ramp,
some
additional
commercial
about
5000
square
feet
of
commercial
and
then
potentially
up
to
a
set
375
unit
apartment
building,
so
recognizing
that
we
took
that
additional
traffic
into
account
when
we're
looking
at
some
of
these
improvements.

Moving
on
to
the
Lindale
Court
part
of
the
corridor,
looking
at
again
development
Redevelopment
area,
besides
the
transit
station,
we're
also
looked
at
the
northwest
corner,
looking
at
maintaining
a
very
similar
amount
of
commercial
that
is
out
there
today
about
60
000
square
feet,
but
also
adding
in
about
300
unit
apartment
building
in
there,
so
just
making
sure
that
this
again
does
work
with
that
some
other
Redevelopment.
Additionally,
we
also
looked
at
some
potential
Redevelopment
and
looking
at
Festival
Foods
parking
lot.

Just
recognized
in
the
parking
lot
is
very
underutilized
is
looking
at
maybe
an
80
unit
apartment
building
in
that
same
site.
So
again,
looking
at
any
of
these
things
in
the
midterm
is
looking
at
some
of
these
Redevelopment
and
development
scenarios
occurring
just
to
make
sure
that
we're
not
just
handling
existing
traffic
that
we
are
looking
at.
Some
increase
biggest
change
is
that
Lindale
Avenue
are
removing
those
free
rights
again
mentioned
that
you
know
providing
a
safer
pedestrian
Crossing
for
pedestrians,
also
shorter
pedestrian
Crossings
across
both
Lindale
Avenue
and
98th
Street.

Part
of
that
is
reducing
the
left.
Turn
Lanes
on
in
98th
Street
from
a
dual
left
to
a
single
left,
people
will
say
well
you're,
reducing
capacity,
it's
not
going
to
work
as
well.
We
evaluated
it
looking
at
how
much
time
is
available
to
the
different
movements
and
recognizing
that
we
can
actually
reduce
the
number
of
left
turn
Lanes
there
without
significantly
changing
the
operations
of
that.
That
signal,
also
recognizing
that
the
left
turn
Lanes.
There
are
really
inuke.

They
are
not
used
equally
today,
they're.
Typically,
all
the
traffic
is
stacked
up
in
one
of
them
and
the
other
one
has
one
or
two
vehicles
into
it.
Depending
on
what
your
further
destination
is
down.
The
roadway
other
changes
here
would
be
just
improved:
pedestrian
ramps
improved
access
to
that
transit
station.
You
can
look
with
the
wider
Trail
on
the
southwest
corner.
We
also
are
looking
at
an
extension
of
the
trail
from
98th
Street
to
the
south
on
the
east
side
of
Lindale
Avenue
So,
currently
south
of
the
shopping
area.

Jump
into
the
long-term
Concepts
on
the
West
End,
looking
at
adding
in
a
multi-use
trail
on
the
south
on
the
north
side
of
the
corridor.
The
reason
we
didn't
do
this
in
the
midterm
is
because
this
will
require
significant
property
property
acquisition
to
obtain
the
property
to
build
that
trail.
The
right-of-way
is
rate
actually
part
of
the
sidewalk
is
currently
on
the
it's
through
easements
on
that
property,
but
there's
not
enough
current
easement
to
allow
a
trail
in
that
in
that
area.

So,
looking
at
potentially
a
trail
and
again,
some
of
those
improvements
on
that
area
also
with
that
again
would
be
the
bridge.
So
again,
this
is
20-year
plus
change
here.
Anything
in
purple.
There
is
from
the
midterm
Improvement
just
recognizing
that
anything
we
build
in
the
mentor.
We
want
to
rebuild
as
little
as
we
need
to
when
we
finally
do
build
that
bridge.

So
the
bridge,
the
big
change
here
is
adding
additional
eastbound
left
turn
lane,
as
I
think
you've
recognized
today
is
that
that
left
turn
lane
can
back
up
at
times
of
the
day,
so
allowing
that
future
eastbound
left
turn
lane.
Also,
this
meets
mndots
and
metropolitan's
council's
goal
of
maintaining
the
the
a
similar
capacity
Improvement
to
what
that
new
interchange
ramps
would
provide,
and
this
provides
the
same
level
of
service
that
they
were
looking
at
back
in
that
1990s
plan.

The
other
big
change
here
would
be
the
westbound
right
turn
lane
on
that
property
in
the
northeast
corner.
So
any
development
or
Redevelopment
in
the
Clover
shopping
center
we'd
be
looking
at
obtaining
some
extra
property.
There
there's
a
there's
a
retaining
wall
that
goes
down
to
their
parking
lot
and
that's
the
reason
really.
There
hasn't
been
any
turn
lane
there,
but
any
Redevelopment
or
development
we'd
like
to
you
know,
recommend
putting
in
a
right
turn.
Lane
provides
additional
capacity
needs
at
this
interchange.

Just
give
it
a
little
more
beyond
the
98th
Street
Corridor,
we
are
looking
at
potential
other
Crossings
of
35W,
just

Street
alignment
looking
at
a
pedestrian
bridge
across
there.
The
grades
work
really
well
for
some
kind
of
pedestrian
crossing
bridge
option
in
this
area.

you
look
at
the
railroad
and
everything
else.
That's
in
there.

wanted
and
needed
by
the
community
in
the

area,
but
it's
a
much
more
difficult
one
to
to
actually

we
are

different
options

have
this

plan

looking
at
one
Crossing
for
98th
Street

Aldrich,
Avenue,
Crossing,

Lindale
retrofoot
plan

green

this
is
a

corridor
north
of
98th.

pedestrian
scale
environment
that
will
connect
to
that
transit
station,
so
providing
that
connection
from

north
side
of
98th
Street
to
the
transit
station
for
bicyclists

there
are
Crossings
at
the
freeway,
there's
also
the
crossings
at
Lindale
Avenue,
but
providing
some
direct
connection.

looking
at
some
kind
of
either
pedestrian
bridge
or
Skyway
across
90
98th
Street
at
this
location,
so
we'll
be
looking
at
any
Redevelopment
or
development
of
that
entire
transit
station
site
would
look
into

consideration

possibly
doing
something
on
that
northeast
corner.
To
connect
into
this
area
and
again
with
anything
happening
on
the
North
side.
We'd
also
be
looking
at
trying
to
develop
into
something
into
that
side
of
the
site
too.

provide
this
connection.

long-term
plan
for
The
Interchange
preserves
and
maintain

enhances

transit
station
maintains

vehicular

for

and
allows
for

growth
due
to
development

engineering
and

measure
it

square
foot

every
square
foot

adding

that
increasing

about

right
facility
for

motor

non-motorized

flexibility

adjustments

connection

multi-use
trail

Trail

great
amenity

our
residents

in
Bloomington.
It's
a
beautiful
place
that
connects
us
to
our
neighboring,
the
cities
and

neighbor.

Nine,
Mile,
Creek,
Corridor
and

places,
so
just
love
that

you're
thinking
about
how

connect
people

Nature,

bridges
