welcome
to
the
november
18th
bloomington
planning
commission
meeting,
the
planning
commission
advises
the
city
council
on
development
proposals,
development
standards,
long-range
planning
and
transportation
issues
some
items.
The
planning
commission
has
the
final
decision
authority
on
and
others
the
city
council
will
make
the
final
decision.

The
planning
commission
is
made
up
of
seven
volunteers
that
are
appointed
by
the
city
council
to
serve
for
up
to
three
years.
At
a
time
for
a
total
or
a
maximum
of
six
tonight,
it
looks
like
we
have
six
of
the
seven
with
us,
so
we
do
have
a
quorum
and
we
have
four
items
on
our
agenda
tonight.
But
before
we
begin,
let's
go
ahead
and
stand
and
say
the
pledge
of
allegiance.

we

tonight,
I'll
just
address
the
fact
that,
given
the
rise
of
coveted
rates
in
the
state
of
minnesota,
recently
that
the
city
of
bloomington
and
the
planning
commission
have
switched
their
meeting
procedures,
we've
gone
back
to
a
virtual
format
and
for
more
information
on
that,
mr
marker
guard,
would
you
provide
that.

we
have
just
two
people
here
in
the
chambers
this
evening
and
all
of
our
commissioners.
Other
commissioners
are
remote.
We
are
technically
open
for
public
testimony,
but
people
can
also
call
in
remotely
so
to
testify
remotely
just

the
screen.

annual
review
of
the
capital
improvement
plan
for
consistency
with
a
comp
plan
and
state
statutes
actually
require
that
planning
commission
review
any
capital
improvements
for
they
use
the
term
compliance
with
a
comprehensive
plan.

Our
staff
has
reviewed
the
full
cip
and
we
believe
that
all
of
the
capital
improvements
are
inconsistent
consistent
with
and
in
compliance
with
the
comprehensive
plan.
So
staff's
recommendation
is
to
adopt
a
resolution
finding
it
to
be
in
compliance
with
a
comprehensive
plan.

note

the
record
that
the
firm
I
work
for
has

established
on-call
structural
engineering
services
contract
with
the
city
of
bloomington.
That
generally
would
be
for
small
items
and
being
with
what
we're
being
asked

tonight.

don't
think
there's
a
conflict
of
interest,
but
I
did
just
want
to
note
that
I
think
if
you
connected
enough
dots,
I
could
be
connected
to
an
item
or
two
within
this
in
the
cip,
but
it's
nothing
where
I
believe
there's
a
conflict
of
interest.

we

reviewed
the
10-year
capital
improvement
plan
for
compliance
and
generally,
this
is
what
we
find
every
year
is
very
little
for
comments
after
staff
reviewing
it
and
seeing
that
it
does
is
in
compliance
with
the
bloomington
comprehensive
pan
plan.
Again,
there
tends
to
be
very
little
for
comment
so
with
that
commission
members,
I
would
entertain
a
a,
I
guess,
an
approval
of
the
resolution.

we
have
our

planning

then

livability
standards

then
looking
forward

month
out
december
16th.
We
have
the
south
town
item
that
was
continued
from
tonight's
agenda
and
then
a
privately
initiated
city
code
amendment
and
then
finally,
a
conditional
use
permit
for
a
kids
empire
at
valley,
west
shopping
center.

update
from

Is
there

aware

any
general
discussion
items
for,
the
good
of
the

There
are
two
items
I
was
I'd
like
to
bring
up.
The
first
is.
I
would
like
to
request
a
south
loop
update
study
for
the
planning
commission.

So,
just
a
few
items
on
my
list
of
things,
I'm
thinking
about,
are
possibly
a
status
update
on
some
of
the
various
projects
that
are
happening
in
south
loop.
Maybe
an
update
on
some
of
the
vacant
sites
we're
seeing
we're
also
aware
of
a
possible
expo
coming
to
south
loop,
but
that
would
be
interesting
to
hear
about
a
few
other
things.

another
item
I'd
like
to
add
to
that
is
maybe
just
a
discussion,
an
open
discussion
from
the
planning
commission
on
how
we
think
recent
developments
is
conforming
to
our
vision
for
south
loop,
particularly
around
bloomington
central
station
and
nearby
areas.
We've
seen
a
lot
of
development
in
the
last
couple
years.
It
would
be
good
for
us
to
sort
of
check
in
with
the
vision
for
the
district
and
how
the
recent
development
is
going
and
whether
we
think,
as
staff
gets
ready
to
update
that
district
plan.
Whether
we
want
to
think
about
changing.

I
do
so
a
second

I'd
like
city
to
the
city
to
think
about.
There
was
a
lot
of
media
attention
last
week
about
the
state
of
minnesota,
possibly
legalizing
sports
gambling
in
the
state
of
minnesota,
and
we
don't
know
if
that
would
be
allowed
off
reservation
or
whether
that
legislation
would
pass.
But
I
would
be
interested
in
making
sure
that
the
city
of
bloomington
is
prepared
for
that
from
a
zoning
perspective
and
other
things.
If
that
legislation
were
to
pass.

I
think
bloomington
is
a
very
strong
candidate
for
a
future
sports
book
if
they're
allowed
off
reservation
and
where
my
head
is
at
is
that
I
want
us
to
be
ready.
So
if
that
legislation
were
to
pass,
we
are
a
frontrunner
and
prepared
to
go
and
not
starting
from
behind
as
far
as
zoning
and
other
things
that
maybe
aren't
related
to
planning
like
licensing
and
other
things,
so
I'll
leave
that
a
bit
open-ended
for
staff
to
sort
of
prepare
as
they
see
fit
and
what
they
have
time
for.
