planning
commission
advises
the
city
council
on
development
proposals,
development
standards,
long-range
planning
and
transportation
issues,
some
items.
The
planning
commission
has
final
decision
authority
and
others.

hall
for
testimony
if
somebody
wanted
to
testify
on
the
public
hearing
items,
but
you
can
also
testify
remotely
and
to
do
that,
you
would
just
dial
in
via
phone

once
you
are
there,
you
would

You
know
that
there's
still
a
need
for
these
testing
facilities
and
there's
quite
a
bit
of
demand,
but
outside
of
this
emergency
declaration,
the
city
of
bloomington
zoning
code,
doesn't
it
doesn't
have
an
allowance
for
this
type
of
facility?
So
currently
it's
not
permitted,
and
so
the
mall
of
america,
in
partnership
with
gs
labs.
They
operate
the
facility
in
the
mall
of
american
campus.
They
apply
for
the
city
code,
amendment.

Past
several
months,
but
the
application
itself
was
originally
very
narrowly
focused
for
their
operation
and
that
that's
fine
there's
nothing
wrong
with
that.
But
we
worked
with
the
applicant
and
they
agreed
to
allow
us
to
broaden
that
amendment
to
something
that
encompasses
a
greater
variety
of
potential
issues
and
as
well
as
identify.

So
what
would
happen
is
if
somebody
wanted
to
propose
a
temporary
pandemic
or
emergency
service
facility,
they
would
submit
an
application,
and
that
would
be
reviewed
by
the
planning.
Commission
planning
commission
would
have
final
approval
authority
subject
to
appeal
to
the
city
council,
so
we're
proposing
that
so
that
it's
a
quick
process,
often
thinking
ahead
to
future
pandemics
or
emergency.

then
the
ordinance
also
proposes
various
performance
standards.

won't
read
through
all
these
because
they're
in
your
packet,
but
any
application
would
need
to
meet
the
performance
standards
and
then
the
planning
commission
may
add
conditions
of
approval
beyond
beyond
those
standards.
There
are
some
findings
that
apply
to
interim
use.
Permit
that
would
need
to
be
met.

Now,
what's
different
with
interim
use
permits,
is
there
can
be
conflicts
on
the
short-term
basis
so,
for
example,
a
temporary
emergency
facility
or
pandemic
facility?
It
might
not
meet
all
of
the
standards
with
respect
to
exterior
materials
or
or
other
factors
such
as
landscaping
things
of
that
nature.
So
I
just
want
to
point
out
that
that
is
true
with
interim
use.
Permit,
so
staff
does
recommend
approval
of
the
ordinance
before
you
tonight
and
we
have
the
suggested
motion
and
we're
available
for
questions.

the
ordinance
is
really
around
the
the
management
of
trash
and
waste
that
result
from
these
types
of
facilities.
Thinking
about
you
know,
obviously
drive
through
testing
there's,
there's
bio
waste,
but
also
thinking
about
you
know.
If
there's
hazards
when,
when
there's
natural
disasters,
do
you
have
anything
in
there
about
how
trash
would
be
managed
in
a
facility
like
this.

there
isn't
there
isn't
specific
standards
related
to
different
types
of
trash
or
different
types
of
waste.
What
there
is
is
a
performance
standard
generally
regarding
waste
facilities.
Now
we
we
felt
the
need
to
make
performance
standards
that
were
generic
enough
to
apply
to
a
variety
of
scenarios.

it's
not

not
necessarily
specific
to
this
but
bullet
point

four
is:
is
there
ever
a
time
when,
when
code
would
we
would
do
something
that
is
injurious
to
the
surrounding
neighborhood

safety

welfare?
More
that
I
mean.
I
understand
that
you
know
it
makes
sense,
but
it's
it's
a
question
as
we
call
it
out,
but
is
there
a
time
when
we
would
approve
something
as
a
city
that
does
those
things.

more
of

not

right
word

use,
but
it's
more
of
a
release
valve
or
an

that
the
commission
can
use
to
not
grant
a
permit
versus.

mean
because
again
it's.
I
know
that

cases
we
have
more
discretion
than
we
do
at
other
times.
So
it's
essentially
it's
more
of
what
it
is.

think
we've
shown
that,
through
the
things
that
we've
established
with
the
state
of
minnesota
through
the
vaccination
site
here
at
the
property,
I
think
our
partnership
with
gs
labs
is
something
that
we're
proud
of.
I'm
looking
out
over
the
north
side
of
the
property,
and
I
can
see
the
the
gs
labs
operation
out
there,
and
I
see
that
every
day
and
I
see
lines
of
cars
out
there.

Unfortunately
we're
seeing
lines
of
cars
of
people
that
are
going
to
have
to
get
tested,
and
that's
just
you
know,
direct
result
of
the
current
pandemic
situation,
especially
in
minnesota,
and
the
amount
of
covet
cases
that
we're
seeing
so
we'd
love
to
see
this
continued
they've
been
a
good
partner
so
far
of
ours
out
here,
and
I
think
it's
it's
easily
located.
Obviously,
the
mall
of
america
is
a
is
a
very
known
site.
People
know
how
to
maneuver
to
here
and
can
find
it
very
easily.

I
think
it's
it's
been
a
great
addition
to
this
community
and
goes
a
long
ways
to
ensure
that
we're
doing
things
that
are
right
for
the
larger
community
in
the
greater
minnesota,
so
we'd
love
to
see
this
get
get
pushed
through
and
continue
our
relationship
with
them.
Who
and
they've
they've
already
committed
to
extending
well
into
2022
with
us
as
well.

we
currently
have
in
your
guys
area
that
we're
tracking
is
the
delta
variant.
We've
seen
the
wave
come
through
your
area,
and
now
the
omnichrome
variant
is
starting
with
our
sights
out
in
seattle,
washington,
where
we
start
to
see
more
more
cases
of
spikes,
and
we
know
just
from
tracking
our
trends
from
the
west
coast
all
the
way
through
our
sites
in
the
east
coast.

know,
there's
there's
always
an
uptick
in
washington
and
then
it
just
kind
of
flows
this
way,
so
we
absolutely
enjoy
being
partnered.

mall
of

you

the

trailers
that
we
have

professionally

dollar
trailers.

trash

clia
waived
laboratory
is
is
required
to
dispose
of
any
biohazard
trash
in
the
appropriate
way,
which
is
which

using
the
right
vendor.

I

the

commissioner
goldsman
asked
about
trash.
Certainly
that
is
something
that
I
think
any
temporary
use
tends
to
bring
up
in
questions.

to
thank
staff
for
working
with
the
applicant
to
broaden
this
out
to
something
beyond
just
pandemic
related,
as
I
think
we
talked
about
when
we
talked
about
some
of
the
temporary
pandemic,
housing
is,
does
that?
Does
that
also
include
what
could
be
natural
disasters
and
sorts
of
things
where
we
may
be
in
a
situation?
Hopefully,
we
never
are
but
have
to
provide
some
sort
of
facilities
or
services
in
that
sort
of
manner,
and
I
appreciate
the
fact
that
this
takes
that
into
account.

indoor,
entertainment

recreation
use.

property
is
10520
france
avenue
it's
the
valley
west
shopping
center.
I
think
most
of
you
are
familiar
with
this
site,
but
it's
at
the
northwest
corner
of
france
and
old
shakopee
kids
empire
is
an
indoor
play
center
for
children.
They
have
multiple
locations
around
the
country,
but
this
would
be
its
first
in
minnesota.
I
I
They
would
have
a
dance
room,
a
birthday
space,
a
pantry
space
that
would
be
used
for
storing
party
decorations,
pre-packaged
food
and
drinks
and
other
supplies,
and
just
for
the
record,
no
on-site
food
prep
preparation
would
occur
on
site
and
then
at
the
bottom.
My

I
pulled
some
pictures
from
their
website
just
showing
what
the
play
apparatus
structures
would
look
like.

did
a
wonderful
job
summarizing
the
the
request
for
the
cup
as
the
landlord
kraus
anderson.
As
she
mentioned,
we
just
finished
this
project
earlier
this
spring.
We
do
have
a
couple
outstanding
items
that
I
know
that
our
construction
department
is
working
on
getting
completed
as
quickly
as
we
can,
but
this
will
fill
the
rest
of
our
building
on
the
southern
end
cap
and
we're
very
excited
about
the
use
and
the
partnership
we've
created
with
kids
empire
at
this
site.

environment

we're

safety

facilities,
nationwide

obviously
here
in
bloomington.

areas

can't
get

not
even

pitch

get

about
once

we
do
require.
We
do
recommend,
face
masks
coming
into
the
store.

think
that
the
height
we
were
checking
temperatures

stuff,
like
that,
I
don't
think
we
we've
done
that.

think
we
got
rid
of
that.

know
that
california,
we
have
a
lot
of
the
parks.

mean
it
was
very
strict
out
here.

put
together
a
very
good
and
comprehensive
sort
of
plan
for
kovit.
You

like
I
said
you

we
recommend
masks.
We
do
some
cleaning,
you
do
have
hand
sanitizers
spaced
throughout
the

the

park
for
everybody's
use.
If
needed.
I
do
know
that
in
some
cases
we
do
spread
out
the
tables
to
give
the
distance.
You
know
we
we
try
not
to
do
that,
but
then,
if
it
is
mandated,
then
we
have
no
problems
spacing
out
the
tables.

concern

close

a
couple

be

know

in
one
of
our
more

chicago,

want

south
chicago

do.
We
did
have
some
problems,
but
we
hired
guards
and
around
the
fox
security,
but
for
the
majority
of
the
parks
we
have
about
30
parks
right
now
that
one
park
is
the
exception
to
the
rule.

children

love
to
partake
in
an
indoor
play
area
like

I'm
excited
to
see
this
coming
to
the
city
of
bloomington.
Currently
we
actually
have
other
facilities
in
the
area,
but
not
in
bloomington.
So
we
end
up
leaving
and
going
to
other
cities
to
to
get
the
the
wiggles
out,
especially
during
the
winter
time,
so
I
think
it
it
provides
a
safe
and
fun
place
for
kids
to
go.

get
the
energy
out
and
play
I
like
that.
They
are,
you
know,
gearing
towards
kids
of
under
12,
and
they
also
have
a
toddler
space
and
I
think
to
the
resident's
concerns.
You
know
that
age
gap
or
the
age
demographic
does
not
typically
have
I
I
don't
see,
concerns
with
you,
know,
crime
or
mischief.
You
know,
because
these
are
our
small
children
under
the
age
of
12
and
typically
you
know
the
core
hours
I
think
of
the
business
are
going
to
be
during
the
daytime
as
well.

little
the
type
of
activities
I
was
checking
out

website
and
the
kind
of
activities
they're
pretty
much
for
little
kids.
I
would
say
that
what
I
was
able
to
see
there,
even
though
it
says,
even
though
the
applicant
said
it
was
up
to
12
years
old.
I
see
most
of
the
activities
seem
to
be
directed
for
kids,
who
are
younger
in
age,
so
I
think
it
will
be
a
type
of
family
friendly
place
and
activity.

think
those
are
real
concerns
and
those
are
increasing
as
some
a
handful
of
people
who
have
bad
intentions
are
moving,
the
activity
is
moving
farther
and
farther
out
from
from
the
central
cities,
which
is
something
I'm
sure
our
public
safety
department
is
aware
of
and
intended
to.
I
don't
necessarily
find
that
this
specific
use
is
something
that
I
think
I
personally
would
think
raises
the
risk
level
around
that
I
think
there's
other
things
going
on
there.

also
think,
in
my
experience
in
my
professional
work
in
other
areas,
that
a
busier
shopping
center
is
better
than
a
less
busy
shopping
center
for
deterring
that
kind
of
activity,
and
so
there
are
many
other
things
in
in
that
that
that
area
of
what
is
there,
this
is
probably
one
of
the
lowest
risk
activities
that
would
draw
the
types
of
folks
who
may
cause
other
trouble.
So
I'm
all
for
having
more
density
and
more
activity,
because
I
think
again,
more
more
eyes
more
people.

deterrent
in
itself?
I
know
I
don't
remember
if
it
was
mr
marco
who
was
here
last
time
when
they
were
working
on
the
dunkin
donuts
project
or
was
another
one
of
his
colleagues.
I
remember
at
that
time.
We
talked
about
there's
a
lot
of
parking
at
that
at
that
site,
and
they
had
talked
about
constantly
monitoring
that
to
see.

you
know
over
time,
they
may
develop
some
of
the
parking
area,
and
I
would
just
encourage
him
and
his
colleagues
to
continue
to
think
about
that,
because
I
think
it's
a
it's
a
desirable
area.
It's
an
area
that
we
as

planning
commission
would
like
to
see
continue
to
thrive.

if
there
are
opportunities
to
use
that.

donuts

Our
next
meeting

january
6th

that
would
be
a
concurrent
meeting
with
bloomington
housing
and
redevelopment
authority

hra.
We
have
two
items
on
that
agenda.
First
of
all,
a
the
days
in
redevelopment
so
days
in
at
highway,
100
and
494.

there
we
have
a
comprehensive
plan,
amendment
rezoning
final
site
and
building
plans
for
a
four-story
high-density
motor
vehicle
sales
facility,
also
a
replat
of
that
property.
And
then
the
second
item
is
a
continued
discussion
study
discussion
on
our
single
and
two
family
dwelling
standards,
picking
up
where
we
left
off
at
our
last
concurrent
meeting
with
the
hra.

There
is
a
major
revision
to
preliminary
final
development
plans
for
a
two-story,
80
000
square
foot
addition
to
the
seagate
facility-
and
the
fourth
item
is
a
new
proposed
residential
project
149
units
at
8200,
humboldt
that
would
include
regarding
rezoning
preliminary
final
development
plans
again
a
four-story
149
unit
apartment
building
there
and
then
the
final
item
is
a
study
item
talking
about
the
hotel
and
office
conversion
study.
That's
one
of
the
items
on
our
annual
work
plan.
