23rd
through
january

to
align
with
the
governor's
orders.
City
buildings
will
remain
closed
to
the
public
through
at
least
the
end
of
the
year.
For
the
latest
about
what's
open
and
closed

There
are
a
number
of
city
services
you
can
access
online,
including
utility
billing.
There
are
also
some
services
you
can
do
in
person
by
appointment
only
for
a
full
list
of
options
head
to

online.

The
financial
performance
of
the
motor
vehicle
office
has
been
stressed
in
the
past
couple
of
years
in
part
because
the
fees
the
state
allows
local
offices
to
keep
for
providing
licensing
services
has
fallen
significantly
behind
what
it
costs
to
provide
the
services.
Nearby
licensing
services
for
bloomington
residents
include
ridgefield
and
southdale.

new
year
will
bring
a
new
start
time
for
all
city
council
meetings.
In
december,
the
council
approved
a
6
pm
start
time
for
all
meetings,
which
is
an
hour
earlier.
This
change
allows
more
reasonable
times
in
the
evenings
for
resident
participation
in
public
comments
and
public
hearings.
This
will
help
to
prevent
taking
up
items
too
late
in
the
evening.

city
council
meeting

is

many
challenges
and

things
like

this
year
has
been
intense
and
the
holidays
might
bring
an
added
layer
of
loneliness.
If

In
july,
the
city
started:
accepting
applications
for
the
emergency
assistance
loan
program
it
aimed
to
help
bloomington
businesses
negatively
impacted
by
coven
19..
The
program
offered
a
total
of
1.3
million
dollars
to
assist
businesses
through
the
cares
act.
Businesses
use
their
funds
on
working
capital
expenses
such
as
rent,
payroll
and
utilities.

We
were
able
to
pause.
Take
a
breath
realize
that
we
were
going
to
be
able
to
make
some
of
our
costs
that
that
again,
some
of
them
unforeseen
and
some
of
them.
You
know
that
we
realized
that
we
had
from
from
the
loss
of
revenue,
but
we
were
able
to
pause
and
make
better
decisions
and
that's
very
important
to
small
business.

I
think
that
if
we
don't
get
support
from
from
our
cities
from
the
the
state,
you
know
we
won't
be
able
to
make
it
through
all
this,
and
I
think
we
are
important
to
the
community
because
we
serve
so
many
kids
and
so
many
families
and
they're
a
big
part
of
our
lives
and
we're
a
big
part
of
their
life,
and
I
think
it's
it's
very
important
for
them
to
be
able
to
have
something
like
this
when
this
is
all
over,
and
so
I
think,
that's
really
important
that
we
continue
to
support
the
small
businesses.

think
small
businesses
are
what
makes
you
know
the
city
unique
and
different,
and
I
think
you
lose
those
those
small
businesses
and
then
you
lose
that
part
of
the
city.

total
of
152
bloomington
businesses
received
funding
through
the
program
if
you're
looking
to
give
this
holiday
season.
Feep
is
in
need
of
some
very
specific
items:
diapers
personal
care
items,
paper
products,
gluten
free
items,
whole-grain
cereal
and
paper
bags
are
on
that
list
items
they
cannot
currently
accept,
are
clothing,
winter
gear,
furniture,
medical
equipment,
toys
and
utensils
for
the

other
