Staff
had
hoped
the
population
number
would
be
above
90
000,
but
is
not
surprised
with
the
slightly
lower
count
due
to
challenges
surrounding
the
count
in
2020..
However,
the
increase
still
puts
bloomington
just
ahead
of
duluth
in
population
size
to
become
the
fourth
largest
city
in
minnesota,
behind
rochester.
B
We
also
learned
that
bloomington
is
a
lot
more
diverse
than
it
was
previously.
The
city
has
32
percent
people
of
color
that
compares
to
23
percent
back
in
2010
and
12
back
in
2000.
We
use
census
data
to
understand
the
city
and
to
understand
how
it's
changing.
We
also
use
it
for
financial
purposes.
A

revenue
is
per

based,
and
then
we
have
fees
that
are
per

based
as
well,
and
then
finally,
we
use
it
to
adjust
boundaries.
