It's
a
new
sales
tax
that
will
provide
funding
for
improving
city
facilities,
including
renovations
at
bloomington,
ice
garden,
a
new
community
health
and
wellness
center,
dwan
golf
course:
improvements
and
an
expansion
of
bloomington
center
for
the
arts.
Here's
an
excerpt

bussey
in
the
january
26

As
you
may
have
heard
me
talk
about
before
this
is
important
in
the
context
of
bloomington's
capital
investment
needs.
Many
of
our
physical
assets
in
bloomington
are
in
need
of
significant
investment
or
replacement
for
years.
One
of
the
top
priorities
of
city,
elected
officials
and
staff
and
residents
was
to
keep
property
taxes
as
low
as
possible,
which
is
a
great
goal
and
bloomington
succeeded
under
that
model
for
decades,
but
the
flip
side
was
an
under
investment
in
some
of
our
physical
capital,
our
buildings
and
now
we're
at
a
point
where
significant
reinvestment
is
needed.

So
what
would
it
cost
each
health
field
in
bloomington,
if
11
million
dollars
is
collected
through
a
bloomington
sales
tax,
bloomington
residents
would
pay
25
or
about
2.75
million
dollars,
spread
across
bloomington's
38
000
households.
That
would
be
about
72
dollars
of
additional
sales
tax
each
year
in
comparison,
if
we
decided
to
pay
for
these
facility
improvements
through
the
property
tax
levy,
the
property
tax
bill
for
a
median
value
home
in
bloomington
would
increase
by
about
two
hundred
and
ten
dollars
a
year.

are

steps
to
go
in
the
process.

The
minnesota
department
of
transportation
is
working
to
create
a
manual
that
will
guide
the
aesthetic
features
of
the
future
construction
and
is
asking
for
your
input.
You
can
share
your
feedback
by
taking
an
online
survey
now
through
february
16th.

The
visual
elements
in
the
corridor
can
be
reflected
in
the
retaining
walls,
the
bridge
structures,
noise,
walls,
bridge
railings
lighting
and
landscaping,
and
this
is
where
we
really
have
a
chance
to
make
this
project
look
great
and
visually
appealing
to
the
drivers
and
the
residents
of
the
community.

first
phase
of
the.

The
second
element
of
the
project
is
that
it'll
make
some
significant
improvements
at
the
interchange
of
35w
and
494.,
and
then,
lastly,
the
project
will
reconstruct
several
bridges
on
the
east
end
of
494
on
nikola
avenue,
portland
avenue
and
12th
avenue
to
get
ready
for
future
expansion
of
494
in
that
area
and
there's
also
going
to
be
the
addition
of
a
new
pedestrian
crossing
at
chicago
avenue.
There's
been
a
lot
of
local
agency
participation
in
this
design
process.
In
fact,
it's
been
several
years
of
meetings
already
just
planning
and
getting
ready
ready
for
this.

So
the
local
agencies
include
city
of
bloomington
city
of
richfield,
city
of
edina
and
hennepin
county,
and
this
project
is
really
intended
to
provide
great
regional
improvements
to
the
area
without
negatively
impacting
the
local
areas.
So
so
that's
why
we've
had
so
much
coordination,
so
much
discussion
about
every
little
detail
and
every
little
change
just
to
make
sure
that
we're
providing
a
benefit
to
the
users
and
the
residents
of
bloomington,
as
well
as
for
everybody
who
uses
the
494
corridor.
