develops

and
directs

operations
for
Rochester's

District
among
many
qualifications
Holly
holds
a
master's
degree
in
urban
planning
from
Harvard
University
community
development,
director
Carla
Henderson,
says
Holly's.
Past
experiences
align
with
the
city's
strategic
priorities
as
the
Port
Authority
expands
its
capacity

her
