since
we've
done
one
of
these
I
don't
know
if
you've
missed
me,
but
I've
missed
you
and
so
I
wanted
to
make
sure
we're
back
in
touch
and
I
want
to.
Let
you
know
a
couple
things.
First
of
all,
working
with
our
crack
team
and
communications
to
revamp
the
Verbruggen.
We
took
a
couple
months
off
summer
schedules
and
and
just
other
things
going
on,
but
they're
always
looking
to
improve
and
I
have
a
lot
of
opportunities
for
improvement.
A
So
we're
going
to
look
at
separating
internal
and
external
messaging
and
getting
on
a
bit
of
a
different
schedule
and
we're
gonna
give
you
an
opportunity
to
weigh
in
as
well
so
we'll
be
sending
out
an
email
that
has
information
about
that,
so
that
you
can
provide
your
inputs.
I
always
like
to
speak
to
the
things
that
are
important
to
you,
and
so
it's
important
for
me
to
know
what
you're
thinking
other
things
going
on
around
the
organization.

We
approved
a
preliminary
tax
levy
back
in
September
for
2018
that
preliminary
numbers
a
little
less
than
four
point:
nine
percent.
The
final
tax
and
budget
will
be
approved
in
December
if
you've
been
around
for
a
while,
you,
you
know
the
messaging
that
the
preliminary
tax
levy
sets
the
maximum
amount
that
the
City
Council
can
collect
from
residents
and
businesses
for
property
taxes.
They
can
decrease
that
amount,
but
they
can't
increase
it.
So
four
point:
eight
seven
represents
the
most
that
they
can
levy
on
taxes
for
next
year.

We'll
continue
to
work
over
the
next
couple
of
months
to
bring
the
budget
in
I
think
the
council
would
like
to
see
a
little
bit
more
reduction,
probably
in
the
four
to
four
and
a
half
percent
neighborhood.
If
you'll
recall,
for
the
last
couple
years,
we've
had
pretty
healthy
tax
levy
increases
of
five
point:
seven:
five
percent:
we
had
a
lot
of
needs
councils
looking
at
long
term,
infrastructure
needs
and
a
lot
of
bigger
expenses
that
had
been
deferred
a
lot
of
investments
needing
to
be
made
so
the
last
couple
of
years.

They
chose
to
do
that
now,
they're
trying
to
get
things
back
in
line
and
still
make
sure
we're
delivering
excellent
service
and
doing
it
in
the
way
that
our
residents
expect
so
you'll
hear
more
about
the
budget
and
levy
as
we
move
forward
this
fall
last
year.
We
did
a
couple
of
info
sessions
and
those
seem
to
be
well
received.
We
will
look
at
doing
those
again
this
year,
so
that
I
can
share
more
in-depth
information
with
you
about
how
the
decisions
related
to
the
budget
affect
our
operations
and
how
they
affect
you.

Another
thing
that
has
been
in
the
news
is
the
fact
that
the
city
has
a
purchase
agreement.
Actually,
the
Port
Authority
has
a
purchase
agreement
for,
what's
known
as
the
Kelley
farm
property,
the
family,
the
O'neil
family
owns
that
property.
They
call
it
the
Spruce
shadow's
farm,
that's
a
large
undeveloped
property
that
is
just
southeast
of
Mall
of
America.
It's
actually
kiddy
Korner
and
it
looks
out
over
the
Minnesota
River
Valley
from
the
bluff.
That
will
hopefully
be
the
site
of
Expo
2023,
which
the
city
is
working
with.
A
The
bid
committee
here
in
Minnesota
to
bring
an
international
specialized
exposition,
and
that
would
happen
in
the
year
2023
and
the
expo
itself-
is
a
three
month
long
event
and
it
can't
be
any
larger
than
62
acres.
These
are
the
specialized
Expos.
The
larger
Expos
sometimes
referred
to
as
world
Fair's
occur
on
the
years
ending
in
zeroes
and
five.
So,
for
example,
in
2015
it
was
in
Milan
Italy
that
was
a
six
month
affair
about
300
acres
coming
up
in
2020.
A
It
will
be
in
Dubai,
but
we're
bidding
for
the
smaller
version
and
we're
hoping
to
hear
on
November
15th
that
the
United,
States,
Minnesota
and
Bloomington
will
be
chosen
to
host,
and
the
purchase
agreement
with
the
Kelly
farm
is
intended
to
make
that
happen.
So,
hopefully,
we
will
have
good
news
to
share
with
you
just
about
six
weeks
from
now
so
stay
tuned
for
that
as
well.
The
other
thing
I
want
to
share
with
you
is
related
to
health
insurance.
A
The
City
Council
approved
the
health
insurance
contribution
for
eighteen
premiums
are
going
up
a
fair
amount
this
year
and
the
contribution
for
the
city
is
also
going
up.
Hr
will
be
putting
out
information
to
you,
so
you
know
what
those
numbers
are
and
you
can
start
to
do
your
planning
and
then
open
enrollment
will
be
right
around
the
corner.
So
look
for
information
from
Human
Resources
regarding
our
health
insurance
renewal
that'll
be
coming
at
you
in
the
next
couple
of
weeks.
