From YouTube: Boise Airport Commission Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
You
guys
hear
me
in
the
room:
okay,
your
microphone
is
muted,
so
if
somebody
can
go
up
to
that
keyboard
at
the
podium
and
unmute
the
room,
that
would
be
great.
B
B
B
I
I
got
Mike
going
in,
so
thank
you.
Yeah
he's
the
tech
he'll
be
there
in
moments.
C
Hey
Greg
I
I,
really
like
the
Foghorn
Leghorn.
B
D
F
All
right,
I
think
we'll
call
a
meeting
to
order
and
roll
codes.
The
first
order
of
business.
That's.
G
F
F
And
first
order
of
business
and
that
next
order,
businesses
election
of
the
commission
sheriff
for
the
next
year
and
vice
chair.
F
Do
I
have
emotion
or
a
nomination
Mr.
D
F
E
F
F
We're
just
going
to
clarify
that
to
clarify
her
actual
role
and
any
other
changes.
Okay
can
I,
have
a
motion
to
approve
so
second,
second,
all
in
favor
all
right,
bye.
All
right!
Thank
you.
I
You
good
morning,
I
miss
being
here.
It
feels
like
it's
been
a
really
long
time
between
having
July
off
and
no
commission
meeting,
and
then
I
was
traveling
for
work
in
August,
and
so
it's
wonderful
to
see
everyone
again
today.
While
it
seems
like
it's
been
a
long
time
since
we've
been
together,
there
has
been
a
tremendous
amount
of
stuff
happening
at
the
airport,
and
so
I
would
be
happy
to
give
you
an
update
and
answer
questions.
I
First
and
foremost,
fairly
exciting
to
me
at
least
we
have
our
new
parking
garage
that
opened
last
week
we
added
1100
new
store
new
parking
stalls
within
walking
distance
to
the
terminal.
Thank
you
to
commissioner
bill
vasconcellus
for
coming
out
and
being
there
and
I
think
also
Carrie
was
I,
can't
remember
people
traveling,
you
were
traveling,
okay,.
I
I've
seen
you
in
a
couple
of
things
recently
and
I
was
like,
which
thing
did
I
see
you
at
so
anyway.
A
huge
thank
you,
I,
don't
know
if
Jill
is
in
here
this
morning,
oh
she's,
right
there
Jill
was
our
project
manager
for
that,
so
we
actually
received
our
certificate
of
occupancy
a
few
days
early,
which
is
a
huge
relief
if
you've
ever
opened
a
new
building
and
planned
a
ribbon,
cutting
very
exciting
and
then
huge
kudos
to
Shauna
and
Michelle
for
organizing
the
event.
I
It
was
very
well
attended,
great
great
photos
and
we
are
seeing
people
use
the
parking
garage
already.
We
still
have
a
couple
little
things
that
we're
working
on
with
the
technology
related
to
parking
car
accounts,
but
that
will
be
coming
online
soon
and
we
now
have
parkings
closed
in
at
the
terminal
one.
Yet.
A
I
Our
employee
parking
garage
is
still
under
construction.
We've
talked
about
this
many
times,
we're
working
on
level
four
and
five
now,
and
we're
expecting
that
this
project
will
be
open
in
early
spring,
and
this
will
be
for
employee
parking
it'll
be
about
700
stalls.
I
I
Runway
10
right
will
be
closed
due
to
the
construction
and
then
we're
starting
excavation
this
week.
So.
I
Maxi
Lane
Alpha
3
construction
that
was
started
on
June
26th,
the
asphalt
pavement's
been
completed
and
the
markings
will
be
completed,
we're
expecting
the
full
taxi
Lane
opening
early
this
month.
I
Actually
in
November
this
is
a
tie-in
for
taxiway
Alpha.
It's
also
part
of
the
service
vehicle
service,
road,
that's
being
completed
as
part
of
this
project
and
it's
an
enabling
project
for
the
corporate
hangers
that
we're
going
to
build
over
by
where
Al
Scott
is.
I
If
you're
familiar
with
that
and
then
on
the
Southeast
side
over
by
Idaho
Department
of
Transportation,
we
are
building
a
new
access
road
that
will
go
around
that
entire
taxi
Lane.
So
that
way
in
the
future
we
can
build
more
corporate
hangers
over
in
that
area,
so
that
continues
Harvard
Street
closure.
This
is
a
project
that
we've
been
working
on
with
the
guard.
I
They
are
wanting
to
preserve
some
of
that
property
over
there
and
block
it
off
for
security
purposes.
We've
talked
to
the
commission
about
this
before
because
it
impacts
Ed
Simpson
way
and
we
are
relocating
the
Ed
Stimson
Memorial
and
we
did
get
airport
Commission
on
where
that
should
be
located.
So
that
project
is
continuing
and
moving
forward
and
very
exciting
news
to
me.
We
have
some
new
Deputy
directors,
starting,
you
all
know,
Sean
Briggs.
He
was
our
previous
business
development
manager.
I
I
We're
all
thrilled
to
have
a
dedicated
effort,
a
resource
dedicated
to
Parkland
and
facilities,
and
then
Beth
Sumner
is
joining
us.
She
is
going
to
be
replacing
Matt
Pattaya.
She
actually
is
coming
to
us.
She
has
spent
a
lot
of
time
in
the
Air
National
Guard
and
oversaw
their
civil
engineering
squadron
and
then
became
their
Vice
Wing
Commander.
She
was
full-time
over
there
and
just
over
the
last
couple
of
years,
he's
moved
over
to
HP
as
a
project
manager,
so
she
will
be
coming
to
us
from
HP
and
also
retiring
from
the
guard.
I
I
Our
terminal
maintenance,
Division
and
custodial,
which
previously
was
under
Alex
Alex,
will
still
have
lots
of
fun
things
to
do,
working
with
the
operations
team
and
also
being
our
liaison
to
emergency
services.
So
he'll
have
Airfield
maintenance
operations
and
then
he'll
be
our
liaison
to
police
fire
and
also
I.T,
and
our
duty
managers
report
to
him.
The
other
positions
in
reporting
structure
Remains
the
Same.
I
And
I
would
be
remiss
if
I
didn't
touch
on
gallon
Thunder.
That
was
just
weekend
before
last
and
it
was
very
exciting.
I,
don't
have
official
numbers
on
how
many
people
were
here.
Oh,
it
says:
120
000,
you
need
visitors,
so
that
must
be
what
it
is.
I
didn't
remember
that
specific
number
off
the
top
of
my
head,
but
it
was
the
last
weekend
in
August.
I
Our
team
worked
with
the
guard.
I
want
to
give
a
huge
shout
out
to
Alex
and
his
team
Shawna
helped
with
a
lot
of
our
promotion
on
that
there
were
so
many
people
on
our
team.
I
would
be
remiss
if
I
tried
to
Rene
if
I
tried
to
name
everyone,
but
we
did
set
up
our
own
Emergency
Operations
Center
here
in
our
building.
I
So
that
way,
if
there
were
issues
that
are
that
came
up
during
the
air
show,
we
had
a
quick
response
team,
and
so
we
had
the
airlines
in
monitoring
the
show
and
their
arrivals
departures,
because,
as
you
can
imagine,
it
requires
a
substantial
amount
of
coordination
to
close
the
airport
to
civilian
traffic
have
a
very
short
window
where
we
allow
all
the
commercial
opportunities
in
and
out
resume
the
show
and
then
do
it
all
over
again,
so
it
went
overall.
I
It
went
relatively
smoothly
from
our
perspective,
we
did
have
a
couple
of
flights
that
were
delayed
or
diverted,
and
that
was
I
think
a
miscommunication
that
they
had
internally
I.
Don't
think
that,
there's
anything
more
that
we
could
have
done
most
of
it
went
very
well.
We
did
get
a
couple
of
noise
complaints,
but
there
were
there
were
resounding
responses
to
that
and
comments
about
just
how
wonderful
it
was
to
see
the
the
air
show
and
so
yep.
I
We
got
a
couple
of
got
a
couple
of
complaints,
but
there
were
120
000
people
that
were
thrilled
to
see
it
so
huge
thanks
again
to
the
team.
We
are
going
to
be
doing
a
thank
you
for
them
coming
up,
just
as
a
token
of
appreciation
for
the
team
for
all
the
work
that
they
put
into
that
I
did
want
to
touch
on
another
thing
that
we
have
that's
coming
up.
It's
at
the
end
of
this
month.
I
Tsa
has
issued
a
national
security
Amendment,
basically
requiring
us
to
do
security
screening
of
all
of
employees,
and
it
is
security,
sensitive
information,
but
there's
a
process,
it's
random,
but
we
have
to
comply
by
the
end
of
this
month,
so
that
is
going
to
be
a
fairly
substantial
undertaking.
Again.
This
is
for
Alex
and
his
team
Jody
is
the
one
actually
spearheading
this
for
us.
There's
been
a
lot
of
discussion
within
the
industry
about
this
notice.
I
It
wasn't
even
a
notice
of
proposed
rulemaking
of
this
National
Security
Amendment,
because
it
circumvented
the
notice
of
proposed
rulemaking
process
and
it's
very
cumbersome
time
consuming.
Has
the
potential
to
be
expensive
so
anyway
more
to
come,
but
we
will
comply.
Shall
we.
I
So
parking
we
talk,
a
lot
about
parking
parking
is
very
important
to
us.
I
touched
on
the
garage
opening,
the
parking
is
just
a
reminder
is
actually
our
largest
single
Revenue
generator
at
the
airport,
so
we
are
adjusting
our
parking
rates.
We
usually
adjust
them
just
once
a
year,
so
the
rates
will
be
going
up,
effective
10-1,
which
is
our
new
fiscal
year.
I
We
also
are
in
the
process
of
selecting
a
new
company
to
manage
our
parking,
so
our
parking
is
managed
under
contract.
We
have
a
management
contract
for
that.
We've
issued
a
request
for
proposals,
we've
received
four
and
we
will
be
doing
four
interviews
and
back
later
today.
So
we
have
a
selection
committee
that
includes
several
airport
Representatives,
bye-bye
Sean,
and
then
we
have
a
representative
from
Boise
CCDC,
Capital,
City,
Development,
Corporation
and
also
a
representative
from
purchasing
on
the
panel.
I
So
we'll
select
a
new
parking
management,
RFP
provider,
it
could
be
the
same
one
I
say
a
new
one,
but
a
new
contract
term,
so
more
to
come
on
that
if
you've
flown
through
the
airport,
you
know
that
it
has
been
busy.
July
was
up.
We
were
only
up
two
percent,
but
I
would
note
that
our
capacity
was
down,
so
we
had
fewer
seats
available,
but
still
more
passengers,
so
planes
were
more
full
and
last
July
was
an
all-time
record.
I
This
two
percent
represents
about
I
think
a
little
over
ten
thousand
passengers,
so
percentage-wise,
it's
relatively
small.
A
number
of
passengers
is
still
fairly
substantial.
I
Total
passengers
nine
percent
year
to
date
so
again,
that's
nine
percent
over
last
year,
which
was
also
up
nine
percent
so,
and
that
was
compared
to
our
previous
2019
numbers,
which
was
our
busiest
year
on
record
prior
to
last
year,
and
so
we
continue
to
grow
well
ahead
of
the
national
average
about
triple
national
average.
I
So
operating
Revenue
I
will
not
read
this
to
you,
but
you
can
read
it.
I
do
have
just
a
couple
of
notes
on
it
are
landing
fees
are
up
substantially
and
that
is
primarily
because
in
our
terminal
rents
that's
up
because
of
the
new
contract
that
we
negotiated
with
the
airlines
for
our
Airline
use
and
lease
agreement,
it's
changed
the
way
that
we
calculate
those,
and
so
that
is
up
and
then
in
the
concessions.
The
reason
that
is
down
is
there
was
a
pass
through
for
the
cares
act.
I
Funding
so
I
would
say
overall
Revenue
was
up,
but
it
was
offset
by
a
grant
funding
that
we
received
during
covid.
I
So,
on
the
expense
side,
there's
some
changes.
Personnel
again
is
because
we
have
reduced
the
number
of
vacancies
that
we're
seeing
and
also
we
have
added
some
new
positions.
I
I
I
Some
improvements
at
the
RF,
the
aircraft,
rescue
and
firefighting
burn
training,
pit
pit
that
we
have
and
then
we've
replaced
some
countertops
and
changing
stations
in
our
restrooms
and
just
a
variety
of
other
things,
and
then
the
power
change
is
due
to
a
power
cost
adjustment
increase
in
our
utilities
that
went
into
effect
in
June.
So
again,
nothing
particularly
unusual
or
alarming.
There
and
that
concludes
my
report.
I'd
be
happy
to
stand
for
questions.
D
All
the
things
right,
but
so
my
question
is,
is
just
who's
covering
business
development.
Now.
I
Thank
you
for
bringing
that
up,
because
I
should
have
mentioned
that
and
I
don't
see
her
here,
but
we
actually
promoted
Amy
Snyder,
who
many
of
you
know,
she's
fabulous
she's
been
with
the
airport
20
plus
years.
She
was
our
I,
think
I
think
her
official
title
was
properties
and
contracts
manager.
Now
she's
going
to
be
the
business
development
manager,
so
she's
going
to
have
a
broader
range
of
responsibilities.
She'll
still
have
some
marketing
people
who
report
to
her.
We
have
not
we've
not
backfilled
Amy's
position
that
is
going
to
be
coming.
I
We
want
to
evaluate
really
how
do
we
want
to
structure
that
division
so
that
way
we're
best
prepared,
so
there's
an
air
service
component.
We
also
have
in
our
budget
to
add
some
marketing
skills
this
year,
so
we'll
see,
Shauna
is
still
working
on
our
marketing,
so
she
is
still
a
great
point
of
contact
for
sponsorships
promotion,
all
of
those
things
but
the
level
below
where
basically
Amy's
prior
position
and
then
the
other
positions
we're
going
to
evaluate
how
to
best
fill
them
with
what
skill
sets
and
at
what
level.
D
J
It's
been
said,
thank
you.
Mr
chair,
it's
been
said
several
times
already
how
terrific
the
gallon
Thunder
event
was,
but
if
I
could
speak
on
behalf
of
our
company
in
the
hospitality,
Community
was
terrific
and
a
terrific
addition
to
the
vibrancy
of
this
community.
J
Together
with
the
golf
tournament,
it
was
an
exciting
week
to
be
here
in
Boise
and
lots
of
things
for
people
to
do,
but
I
realize
there's
some
that
don't
like
the
activity
and
you're
going
to
get
some
complaints,
but
but
our
company
was
a
benefactor,
so
I
want
to
thank
the
entire
airport
teams
in
general
for
taking
it
on,
and
it
was
a
terrific
event.
I've
heard
nothing
but
great
things.
Thank
you.
K
We're
going
to
talk
more
about
it
in
the
future
as
soon
as
we
kind
of
recover
from
all
of
it,
but
a
huge
shout
out
to
our
brothers
and
sisters
on
Airport
team
does
not
work
without
this
relationship.
Doing
hard
things
is
stressful,
but
stressful
things
make
us
better.
I
like
to
use
a
gym
analogy.
When
you
go
to
the
gym,
you
lift
weights
and
you
strain
your
muscles.
You
do
that,
so
they
grow
and
you
get
stronger
and
truly
I.
Think
that's
the
result
of
this.
K
But
we're
excited
and
I
appreciate
the
good
opportunity
in
the
partnership
that
we
have
with
both
the
airport
in
the
city.
America
doesn't
really
know
what
their
military
does,
and
this
is
the
only
way
to
show
them
is.
We
have
to
have
to
see
it
and
maybe
try
to
put
their
hands
on
it,
because
the
American
taxpayer
has
a
right
to
Military
and
forward,
but
we
don't
do
these
things,
they
won't
know,
and
we
don't
know
they
wonder
what
they're
paid
for.
So.
K
E
E
I
D
Would
say
again
congrats
to
everyone
for
the
go
and
air
show.
That
was
a
fabulous
event.
As
you
know,
I
mentioned
at
the
last
meeting
that
we
also
support
the
Boise
Albertsons
open
and
to
this
day
we
haven't
heard
anything
but
positive.
You
know
from
the
community
and
from
both.
D
So
thanks
for
working
together
on
that
with
scheduling
and
just
general
foods
that
was
really
important
so
and
also
congrats
to
your
new
promotions
and
hires
I
know
Beth
as
well
through
leadership
Boise
through
the
years
and
she's
a
great
great
candidate
in
person.
I
can't
wait
to
work
with
her
more
in
that
capacity,
but
congrats
I
know
that
was
a
big
position
to
build.
D
Thank
you,
Mr,
chair,
I,
want
to
add
my
congratulations
as
well.
So
I
think
it's
awesome
Rebecca
that
you're
moving
forward
on
organizational
redesign
to
help
with
your
span
of
control
and
get
strong
leaders
in
each
of
those
roles
so
kudos
to
you
for
that
Sean.
We're
very
pleased
for
you.
We've
known
you
for
a
while
and
Amy
I'm
fickled,
because
yes,
we've
known
Amy
for
a
very
long
time.
So
it's
great
when
the
airport
can
promote
from
within
and
create
those
development
opportunities.
So
they
don't
have
to
leave.
D
That's
what
we
like
I
didn't
travel
in
August.
It
was
so.
D
F
Well,
we
had
a
very
exciting
two
weeks,
or
so
we,
my
wife
and
I,
were
scheduled
to
fly
out
Boise
on
Friday
the
day
they
were
having
the
rehearsals
for
the
air
show
and
I
was
getting
mixed
messages
about
whether
flights
would
be
on
time
and
I
was
a
little
worried
because
we
were
flying
from
Boise
to
Seattle
or
Seattle
to
Heathrow
London,
and
if
we
miss
that
connection
a
whole
bunch
of
dominoes
fell.
F
F
Went
smoothly
flying
there
and
we
went
on
Delta
connection
to
Seattle
and
version
Atlantic
from
Seattle
to
London.
That's
first
time,
we've
ever
taken
them
there.
There's
there's
service
on
on
the
flight
was
very
good.
The
pre-flight
discussion
about
whether
they
had
made
plans
for
the
rehearsals
that
that
wasn't
very
satisfying
but
anyway,
that
everything
went
smoothly.
F
That
first
of
all,
I
noticed
it
this
morning,
I
parked
in
there
again
when
you
get
to
the
entrance,
there's
one
sign
that
says
additional
parking
and
I
wonder
if,
if
we
should
have
something
that
says
long-term
parking,
East
garage
or
something
like
that,
because
I
don't
know,
my
wife
said:
what's
happening,
you
know
additional
parking,
so
it's
not
very
descriptive.
F
So
that
would
be
one
suggestion
and
then
the
other
question
I
have
is
so
we
we
got
our
bags
when
we
returned
and
the
only
way
we
could
figure
it
out
to
get
to
the
East
Garage
was
to
take
the
elevator
back
up
to
the
second
level
and
go
across,
and
you
know
I
I
kind
of
knew
that
but
I
don't
know
if
other
people
would
know.
A
I
Of
the
location
of
the
garage,
it
crosses
right
in
front
of
the
exit
plaza
there.
So
there's
no
there's
no
exit
from
the
first
floor,
other
than
emergency
exit
to
get
back
to
the
terminal,
and
it
is
signed
there
on
that
lower
level
that
you
can't
cross
there
and
on
those
doors,
but
all
of
it.
It
goes
upstairs
through
the
crosswalk
and
again
it's
a
traffic
safety
issue.
I
Comment
about
the
parking
I
think
the
additional
parking
sign
is
there
only
because
of
all
of
the
fencing.
So
people
understand
that
that
actually
is
open.
We
do
have
the
big
overhead
signs,
which,
hopefully
you
all
notice
coming
in
I,
think
they
look
great
and
when
we
get
the
parking
count,
figured
out
I
think
we'll
be
able
to
put
the
parking
account
stalls
available
there
on
those
signs,
instead
of
just
saying
open,
so
I
think
we'll
have
better
Clarity
moving
forward.
It's
just
no,
it's
not
quite
perfect
yet,
but
we're
working
on
it.
Thank.
E
F
Thank
you
it's
time
for
questions.
I
And
we
also
have
commissioner
nancolas
on
the
online
all
right.
D
I
We
skipped
commissioner
Nancy
if
he
has
any
comments
and
then
and
then
we
have
new
businesses.
L
C
You
and
I
and
I
do
apologize.
I
left
the
house
at
7
30
this
morning
and
made
it
as
far
as
meridian,
so
the
traffic
was
awful
and
I'm
joining
you
from
the
car,
I
just
pulled
off
the
freeway
and
so
I
apologize
hey.
C
Thank
you
to
everyone
that
participated
and
made
the
air
show
possible.
I
wish
I
could
have
been
there.
I
have
heard
all
kinds
of
Rumblings
of
awesome,
amazing,
wonderful
on
this
side
of
the
county
or
the
side
of
the
valley.
So
you
know
those
things
are
certainly
valuable
to
Boise,
but
they
have
huge
economic
impact
and
value
to
the
state
as
a
whole,
and
especially
everyone
here
in
the
valley.
So
I
apologize
for
not
being
there.
C
As
you
know,
we
raise
our
grandchildren
and
the
same
daughter
whose
children
we
raise
just
had
another
baby,
and
so
we
have
been
given
custody
of
a
six
week
old
little
girl
that
we've
had
in
our
homes
for
the
last
three
or
four
weeks,
and
so
we
were
busy
with
taking
care
of
the
legal
issues
and
all
those
things
with
that
and
I
apologize
for
not
being
there.
So
congratulations
to
Sean
Amy
Rebecca!
Congratulations
on,
like
I
said
promoting
from
within
and
the
great
team
that
you
have
put
together.
C
F
Thank
you
any
other
comments
from
the
commission.
All
right,
itd,
division
of
Air
Max.
I
It's
my
pleasure
to
introduce
you
to
Tom
Mahoney
Tom
has
been
with
the
Idaho
Department
of
Transportation
Aeronautics
division,
he's
a
he's,
a
relatively
relative
newcomer
I,
don't
remember
the
exact
date,
but
itd
is
an
important
partner
and
also
a
tenant
at
the
Boise
Airport,
and
you
may
remember,
we
moved
itd
from
right
next
to
the
terminal
to
over
on
the
South
Side,
so
I
invited
Tom
to
be
here
and
just
talk
about
the
role
of
itd
I
thought
commission
might
find
that
interesting
and
beneficial
so
Tom
with
that
happy
to
turn
it
over
to
you.
I
M
You
director
hub
for
that
nice
introduction,
chairman
and
fellow
Commissioners,
I
I,
have
to
say
there's
a
close
friend
of
mine.
My
name
is
Jamie
bosinger
who's,
the
one
who
really
twisted
my
arm
about
three
months
ago
and
suggested
to
you
Rebecca
that
that
I
come
over
here
and
talk
a
little
bit.
M
One
of
the
most
interesting
things
about
this
job
is
that
arrow
is
a
piece
I
can
do
in
my
sleep,
it's
all
the
other
stuff
and
I
appreciate
Mr
dang
olis
for
not
dumping
on
me
as
a
transportation
guy,
because
I
spend
more
of
my
time
working
on
highways
than
I
do
Aviation
I.
Think
it's
kind
of
funny
is
a
very
small
part
of
the
transportation
department.
We
go
around
the
state
every
month
and
visit
communities
we'll
do
it
next
week
in
Lewiston,
and
it's
really
fun
to
interact
with
the
public.
M
Much
like
I
find
it
interesting
that
you
spend
more
time
focusing
on
parking
than
you
do
the
rest
of
the
operation
near
the
Boise
Airport,
which
is
kind
of
comical,
but
yet
extremely
important
right
to
make
the
operation
work
and
so.
E
M
It's
really
with
great
humility
that
I
come
in
front
of
this
group,
I'm
fortunate
to
know
a
lot
of
you
already
and
thanks
for
having
me
today
very
quickly,
I
want
to
talk
about
what
Aeronautics
does.
We
have
seven
different
functions
and
there's
kind
of
an
overview
side
there
and
I'll
step
through.
Maybe
if
this
clicker
will
work.
F
L
M
M
A
very
mountainous
State
and
we
want
to
focus
on
a
couple
pieces
of
Education.
One
is
for
out
of
state
Pilots,
we're
both
in-state
and
out
of
state,
but
primarily
out
of
state
Pilots
when
they
come
here
and
want
to
go
to
our
back
country,
the
risks
and
the
opportunities
are
quite
a
bit
different,
and
so
we
do
a
lot
of
Education
in
terms
of
Back,
Country
flying
and
then
the
other
aspect
which
you
all
are
very
much
aware
of
with
the
pilot
shortage.
M
Is
we
try
to
do
a
lot
of
pilot
education
and
so
I
was
just
asked
earlier
about
the
ace
Academy.
So
we
do
a
career
entry
plan.
M
Every
summer
we
had
64
kids
apply
this
year
we
only
took
32.
We
just
only
have
so
much
capacity.
I
appreciate
the
airport
for
helping
us
with
that.
We
do
a
lot
of
things
here
on
the
airport.
The
guard
has
been
wonderful
to
go
over
there
and
spend
some
time,
and
you
know
it's
not
just
being
a
pilot
there's
a
lot
of
jobs
in
aviation.
So
we
try
to
expose
these
kids
to
a
lot
of
different
things.
The
next
slide
here
is
the
air
pool
and
that's
another
function.
M
We
do
today
is
a
perfect
example
that
top
airplane
there
is
a
King
Air.
It's
a
former
Army
C12
that
we
converted
about
20
years
ago,
and
it's
honestly
to
Wyoming
this
morning
with
a
bunch
of
Fish
and
Game
people
for
a
meeting
over
there.
It
turns
around
comes
right
back
and
then
is
taking
the
governor
this
afternoon
to
an
event
and
then
we'll
turn
around
and
go
get
both
of
those
people,
the
next
of
those
groups
in
the
next
couple
of
days.
M
So
we
do
that
for
a
lot
of
intra
State
travel
and
a
little
bit
of
Interstate
travel,
but
usually
not
very
far.
The
primary
mission
of
these
three
airplanes
is,
as
it
says,
at
the
top
there.
The
emergency
response.
That's
really
why
we
have,
and
in
fact,
if
you
look
at
the
side
of
that
King
here,
it
talks
about
it
being
owned
by
the
Idaho
State
Patrol,
because
we
got
it
through
a
federal
program.
M
It
was
called
1033
program
where
the
federal
government
will
give
excess
equipment
to
States,
but
it's
primarily
for
law
enforcement
purposes.
So
we
do
use
it
for
things
like
last
year
with
the
unfortunate
events
we
had
in
Moscow.
We
ran
a
lot
of
State
Patrol
people
spokesmen
that
sort
of
stuff
back
and
forth
between
the
University
of
Idaho
and
here
so
that
everything
was
used
heavily.
The
governor
uses
it
a
lot
for
business
travel
within
the
state
he's
very
good
about
taking
his
team
out
around
the
state.
M
He
has
his
capital
for
a
day,
which
is
a
wonderful
thing
to
take
people
from
his
staff
here
in
Boise,
the
team,
the
government
team
that
we
have
here
and
gets
mount
in
the
state
and
let's
meet
people
on
it,
works
really
well.
State
agency
travel,
that's
official
game
of
students.
Today
we
do
a
lot
of
travel.
It
turns
out
to
be
a
lot
more
economical
for
us
to
fly
people
and
to
go
out
and
buy
commercial
tickets,
which
you
know
to
get
from
here
to
Lewiston
or
something
and
you
can't
co-direct.
M
You
got
to
connect
and
all
this
and
you
start
looking
at
timing
and
hotels
and
rental
cars
and
all
that
it
just
turns
out.
If
we
can
just
fly
them
there
directly,
it
works
out
a
lot
better
search
and
rescue
the
bottom
two
airplanes.
There
is
Kodiak
on
206.,
we
have
those
equipped
with
Direction
finding
equipment,
so
we
can
go
out
and
find
missing
aircraft
and
then
also
we
can
take
those
two
airplanes
and
get
to
pretty
much
any
airstrip
in
Boise.
We're
also
responsible
for
doing
Airfield
inspections.
M
E
M
M
We've
operated
single
Pilots
with
two
exceptions:
one
for
flying
the
governor.
We
will
have
a
qualified
co-pilot
in
the
right
seat
and
then,
if
there's
higher
risk
missions,
like
maybe
we've
got
a
long
Duty
day.
Yesterday's
example:
we
had
an
early
morning
flight
and
an
evening
flight
and
we
were
pushing
14
hours
on
our
crew.
So
we
had
two
pilots
in
there
all
day.
Long
now,.
I
M
Are
versions
of
the
king
or
that
require
two
pilots?
Ours
does
not.
E
E
M
I'll
just
talk
to
this
and
and
we'll
see
what
I
skipped
here
at
the
end,
oh.
L
M
And
we
do
that
for
a
couple
reasons:
number
one:
we
need
a
little
Revenue
to
pay
for
our
Administration
and
then
even
more
importantly,
is
when
we
have
crashed
airplanes
or
I
should
say
that
we
have
missing
airplanes.
It
is
very
helpful
and
we
have
these
airplanes
registered.
So
we
have
a
current
address
phone
number
email,
whatever
try
to
help
us
find
it
search
rescue.
That
is
a
big
part
of
what
we
do.
M
You
know
there's
a
couple
different
ways
of
finding
these
airplanes
or
being
notified.
I
should
say
one
is,
if
you're
a
smarter
pilot
you're
going
to
go
from
point
A
to
point
B
to
follow
Pipeline
with
the
FAA
you.
Let
them
know
hey
I'm,
going
to
leave
Boise
at
this
time
and
I'm
gonna
arrive
in
Lewiston
hours
now
and
then,
if
you.
M
30
minutes
later,
Cafe
will
make
a
phone
call
and
it
needs
to
come
to
the
state
columns
first
for
us,
and
then
we
start
from
there.
The
other
way
is
if
a
beacon
signal
goes
off,
so
a
lot
of
us
are
carrying
around
these
406
megahertz
beacons
these
days.
Of
course,
airplanes
have
them
and
they
have
an
activation
system
such
that
they
have
a
hard
G-Force
on
them.
They
will
automatically
trigger.
M
Well
that
happens,
and
then,
of
course,
satellites
overhead
will
pick
up
the
newer
beacons
anyway
and
then
again,
State
comms
gets
the
call
we
get
the
call,
and
then
we
try
to
figure
out
where
the
airplane
is.
I
will
tell
you
that
most
of
the
calls
we
get
are
false
alarms,
so
I
I
just
have
one
request
of
the
audience,
which
is,
if
you
own
one
of
these
beacons.
M
M
M
On
and
he
monitored
the
emergency
frequency
and
just
like
we
used
to
in
the
military
right,
Mantra
guard
all
the
time
and
he
picks
up
a
guard
signal.
This
is
interesting,
he's
on
a
bike
on
the
FBA
and
he
said:
hey
hang
on
a
air
traffic
control.
I
need
to
look
into
something,
so
he
used
the
drug
to
find
a
company
and
he
flies
over
a
little
airport
in
northern
Idaho
and
identifies
it
yep.
M
M
He
drives
down
by
the
hangers
and
he
hears
and
then
contacts
me
I
contact
our
pilot.
You
know
and
get
the
whole
thing
solved
and
it's
just
funny
how
different
ways.
The
other
day
we
had
one
guy
flying
over
Mountain
Home,
Air
Force
Base,
not
talking
to
the
aircraft
controllers
down
there,
but
he's
got
an
overdue
flight
plan,
but
we're
tracking.
We
can
see
him
through
what
we
call
adsb.
So
we
know
he's
in
the
air
but
nobody's
talking
to
him.
So
we
pull
our
206
out
of
the
hangar.
M
M
If
there
is
in
fact
an
accident-
and
this
does
happen-
sadly,
a
few
times
a
year-
we
will
work
very
closely
with
local
folks
and
that's
primarily,
the
county.
Sheriffs
who
are
responsible.
State
regard
obviously
is
very
important
to
us
and
then
federal
agencies
as
well.
All.
E
M
Next
slide
airport
planning
and
development,
it's
no
surprise
to
you
with
this
report
with
all
the
business
we
have
going
on
how
important
Aviation
is
to
our
community
in
the
upper
left
there
every
10
years.
The
state
does
a
study
about
the
economics
of
Aviation
and
that's
it
for
the
state.
M
You
know
it's
hard
to
believe
that
there's
33
000
jobs
associated
with
Aviation,
but
there
are
1.3
billion
in
salaries
which
leads
to
a
GDP
of
about
2.4
billion,
and
then,
if
you
do
all
the
ripple-down
effects
of
everything,
it
comes
out
to
almost
five
billion
dollars.
So
a
very
significant
part
of
the
economy
of
our
state
is
involving
Aviation.
M
Our
role
in
that
is
in
the
upper
right
there,
financial
aid
for
public
use
airports.
The
state
does
provide
some
money
and
the
very
thing
that
the
state
does
is:
we
do
matching
funds.
Most
airport
development
is
paid
for
by
the
FAA,
with
federal
funds.
M
Big
airports
like
Boise,
you
know
we
don't
help
too
much.
Our
dollars
are
pretty
small,
but
in
terms
of
smaller
communities
they
might
get
a
grant,
let's
say
for
a
million
dollars,
but
then
they
have
to
come
up
with
a
hundred
thousand
dollar
match
10
match
and
that's
a
lot
for
a
small
community.
So
usually
we
come
in
in
the
state
in
when
he
pays
for
half
of
that,
and
then
that
makes
it
an
easier
lift
for
values
and
then
occasionally
we
have
state
funded
projects
where
we
do
all
the
funding.
M
The
other
thing
we
do
and
I've
got
a
couple
folks
from
Jacobs
right
behind
me
here.
This
tech
support
airport
Master
plans
associated
with
us
Capital
Improvement
plans
that
ties
right
in
with
what
highways
does
that's
a
very
important
part
of
our
operation
is
actually
building
our
boards
and
helping
you
don't
do
a
whole
lot
with
big
airports
like
Boise,
but
boy
on
the
smaller
ones.
It
really
does
matter
and,
of
course,
there's
a
couple
things
you
don't
normally
think
about
which
is
compatible.
M
Land
use
around
airports
both
for
the
safety
of
the
people
on
the
ground
and
the
airplanes
really
important,
and
then
pavement
I've
learned
a
whole
lot
about
pavement
since
I've
started
this
job
three
months
ago.
It's
an
extremely
important
part
of
what
we
do
in
the
bottom
left
and
I
apologize
that
doesn't
show
up
very
well,
but
airport
Airfield
inspections,
I
mentioned
a
little
bit.
I
do
about
a
three-year
cycle,
the
FAA
actually
funds
that
and
then
on
the
bottom
right.
M
Thank
you,
state
operated
airports,
so
there's
roughly
130
public
use
airports
much
more
private,
but
of
those
32
are
operated
and
managed
by
division
of
Aeronautics,
and
so
that
one
right
there
is
a
very
popular
one
called,
and
we
have
a
team
of
three
people
that
run
around
they
spend
most
of
their
summer
on
the
road,
basically
taking
care
of
these
runways.
These
airports,
for
instance,
that
one
has.
M
That's
pretty
much
it
you're
going.
Oh
untrue,
awesome
uas!
This
is
a
new
part
of
my
job.
It
is
the
wave
of
the
future.
M
M
This
is
going
to
be
a
really
interesting
change
for
all
of
us
over
the
next
few
years
for
Aeronautics.
What
we're
supposed
to
do
for
the
transportation
department
is,
is
create
the
vision.
Do
some
training
operational
requirements,
just
kind
of
try
to
pull
all
the
transportation
department
together
in
terms
of
of
these
drones
right
now
that
I
don't
have
a
person
in
the
job
so
I'm
doing
it
as
best
I
can,
but
it's
certainly
lacking
an
area
that
we
need
to
improve
on.
What
do
we
do
with
these
drones?
M
Believe
it
or
not,
a
photo
is
so
helpful
when
you're
doing
planning
and
if
we
can
just
get
a
current
photo.
And
someone
showed
me
a
plot,
the
other
day
of
potatoes,
where
they
were
taking
the
shot
of
these
test
spots
of
potatoes
every
week.
And
it
was
really.
M
To
see
the
changes
week
to
week-
and
we
do
the
same
thing
with
Highway
projects
very
helpful
to
be
able
to
inspect
and
do
it
that
way,
emergency
response,
another
thing,
big
part
of
our
job
in
Tennessee
Department,
is
responding
to
emergencies,
and
we
think
that
these
can
be
very
helpful
in
the
future
monitoring
environmental
conditions,
they're
going
to
primarily
think
of
floods,
weeds
that
sort
of
stuff
really
important.
All
right
next
slide
is
the
questions
there's
another
one
of
our
Airfield
Smith
Prairie,
just
about
40
miles,
east
of
Boise,
the
Kodiak
sitting.
M
Anyway,
with
that,
any
questions
I
can
entertain.
D
A
M
State
employees
primarily
so
we
have
three
positions,
one
of
which
is
fully
qualified
and
one's
in
training
and
one
we're
just
getting
ready
to
advertise,
for
it
has
been
a
challenge
to
find
them.
I
also
say
we
do
have
some
contract
Pilots,
but
we
typically
have
them
as
co-pilots.
So
when
we
fly
to
Governor
and
put
a
co-pilot
in
the
right
seat,
we
have
someone
who's,
basically
qualified
to
fly
the
airplane
and
land.
M
If
you
don't
expect
them
to
do
the
whole
operation,
which
is
there's
the
same
feedback
here,
so
we
have
two
of
them
and
then
I
I
fill
that
role
as
well.
They
don't
really
want
me
to
fly.
They
want
me
to
focus
on
administrative,
so
so
that's,
apparently
what
I
do,
but
that
pilot
stores
is
very
difficult
for
us.
M
We
don't
pay
nearly
what
the
commercial
airlines
will
pay,
and
so
that
makes
it
tough.
We
have
to
talk
about
quality
of
life,
I
mean
we
don't
travel,
we're
not
gone
overnight.
Very
often,
most
of
our
flights
are
in
the
state
of
Idaho
and
with
the
King
here,
I
mean.
D
Chair,
yes,
Tom,
having
known
you
as
long
as
I
have
most
people
are
probably
kind
of
surprised
in
three
months.
Your
depth
of
knowledge.
I
D
Might
be
helpful
just
for
people
to
hear
just
highlights
of
your
background,
because
the
state
of
Idaho
is
very
privileged
to
have
you
step
into
this
leadership
role
and
I'm
sure
it's
not
something
you
envision
doing,
maybe
a
couple
years
ago
or
so,
but
congratulations
and
I
think
my
opinion,
knowing
you
I,
think
you're.
Certainly
qualified
you're,
probably
vote
for
qualified.
So
please
share.
M
So
it's
it's
yeah,
it's
it's
ill
and
interesting.
We
asked
that
question
so
Alexander
told
you
some
of
you
might
know
is
former
CEO
of
pre-order
paper
boys,
Cascade
partner
McKenzie,
and
we
floated
So
Jamie
bosingers
float
in
the
middle
for
right
now.
I
did
it
10
days
ago
and
on
the
trip
out.
He
sat
right
next
to
me.
The
bus
and
talked
to
me
and
the
first
question
he
had
was
Tom
I.
You
surprised
me.
Why
did
you
take
that
job?
M
You
seem
like
more
of
a
startup
guy
and
not
a
state.
A
civil
servant
and
I
said
you
know
it's
interesting.
You
get
to
a
certain
point
in
your
life
and
you
kind
of
feel
that
you
want
to
pay
back
and,
and
so
that's
kind
of
where
I'm
at
so
my
background
very
quickly.
I
went
through
Air
Force
Academy
I,
unfortunately
had
poor
vision
and
couldn't
be
a
pilot.
An
Air
Force
pilot,
but
I
picked
all
that
up
on
on
the
side
and
so
I
wound
up
being
a
wizo.
M
So
back
in
the
day
when
we
had
f4s
here
the
guy
in
the
back
seat
I,
we
would
f11
switched
for
Mountain
Home
flew
ef-11s,
it's
the
Raider
jamming
version
with
the
Desert
Storm
and
did
that
I
went
to
cessified
school,
so
they
take
one
or
two
Navigators
a
year
to
test
part
of
school
and
go
test
airplanes
I
did
that
flew
the
Strike
Eagle
after
that,
along
with
the
f-11,
depending
on
for
about
five
years,
doing
a
lot
of
budget
stuff
a
lot
of
legislative
type
stuff
there.
M
So
that
was
really
fun.
I
married
a
doctor
got
out
of
the
Air
Force
early
and
went
to
the
Wharton
business
school
wound
up
here
in
Boise
as
they
stay
at
home
Dad
because
of
Valerie
and
started
working
with
you.
That's
where
I
met
use
with
the
Boise
Angel
fund,
and
so
I've
done
a
lot
of
startup
work.
A
lot
of
you
know
companies
that
some
done
well.
Some
have
not,
but
I'm
still
doing
a
fair
amount
of
that.
M
I
M
Very
good
helping
the
school
through
covid,
that
was
about
a
halftime
job,
but
when
that
ended,
I
thought
you
know
what
I
need
to
go
back
and
do
something
and
so
I
started.
Looking
around
and
I
love.
Aviation
I
had
flown
some
as
a
charter
pilot
instructing
at
the
ponderos
Aero
Club
for
about
25
years
now
or
20,
23
years
that
iPhones
and
Charter,
which
is
where
I
met,
steaming
both
singer.
So
I've
done
a
lot
about
country
fly
so
I
know
the
aviation
business
pretty
well
from
the
military
side.
M
I
did
an
ATP
Airline
transport
pilot
license
at
United,
didn't
work
for
them
and
I
just
went
there
for
training,
so
I
got
exposed
to
some
of
the
airline
business.
So
that's
been
really
really
good,
so
I
understand
a
lot
of
Aviation
and
then
I
understand
the
state
pretty
well,
because
I've
pretty
much
traveled
everywhere,
Aviation
wise!
M
So
that's
been
good
and
then
the
other
pieces
might
seem
a
little
bit
odd.
But
I
have
two
cousins
here
that
work
for
the
fish
and
game
department
and.
M
Of
you
know
hung
out
with
them,
let's
say
for
gosh
30
years
now
and
have
traveled
all
around
the
state
working
with
Fish
And
gaming
employees
and
so
I
knew
quite
a
bit
about
what
it
was
like
to
work
for
the
state,
and
that
actually
was
one
of
the
things
that
brought
me
back
was
I
really
enjoyed
the
people
at
the
fish
and
game
and
I'm,
seeing
that
now
in
the
transportation
department.
But
it's
been
really
fun
I'm
having
more
fun
on
on
the
highway.
M
M
All
right
well,
thank
you
all
for
having
me
and
I
must
say
going
forward
going
forward.
I
want
to
work
with
Rebecca
and
I
have
talked.
We've
met
several
times
in
the
past
three
months,
and
funding
is
one
issue,
but
then
legislative
issues
like
you
brought
up
this
security
thing
is
a
big
deal
trying
to
screen
all
the
employees.
M
You
know
what
can
we
do
to
help
with
that?
And
cyber
security
is
another
issue
that
popped
up.
There's
a
lot
of
things
that
we
can
work
more
closely
with
you
and
the
other
primary
airports,
because
it's
not
just
Boise
but.
K
Thank
you.
Our
relationship
with
you
and
your
department
is
very,
very
viable
to
us.
Everyone
in
the
room.
The
guard
does
not
like
to
take
the
lead
on
anything.
It's
not
how
our
military
works
in
the
United
States,
but
when
we
have
Tom
and
his
team
that,
like
for
a
rescue,
starts,
the
communication
starts.
The
guard
will
come
in
when
asked
when
needed,
but
we
never
like
to
take
the
lead.
But
understanding
that
is
is
a
big
part
of
how
we're
why
we're
so
successful
you.
M
Know
relationship
is
very
valuable.
Thank
you.
Thank
you
for
that.
We're
very
lucky
at
RV
pilot,
it's
Tim
Stefan,
who
came
over
to
the
VIP
tent
during
the
Arizona
I,
was
on
the
Milford,
so
I
couldn't
come,
but
former
A-10
pilot
I've
experienced
A10
pilot,
so
he
has
a
good
relationship
with
your
guy.
My
boy
does
that
help
well
for
the
search
and.
F
All
right,
I
think
it's
now
time
for
questions
from
the
Republic.
If
any
one
that
would
like
to
address
the
commission.
