F
B
Right,
thank
you
Jamie,
so
I'm
calling
this
meeting
to
order
and
we
ask
for
the
roll
call
please
here.
A
F
G
E
Many
of
you
know
a
couple
years
ago
we
added
some
new
project
managers
to
our
team
and
to
our
staff
and
two
of
our
newest
project.
Managers
are
Brett
Corporal
right.
If
you
would
stand
up
and
also
Jennifer
Moore
goes
by
Jen
Moore.
E
There
are
two
of
our
newest
project
managers
and
I'm
happy
to
report
that
they
most
recently
completed
the
aaae
ace
certification
in
environmental,
and
they
are
amongst
the
first
people
to
get
the
certification
so
great
additions
to
our
team
and
they're
continuing
with
their
professional
development
and
I'm.
E
Like
and
I
would
be
remiss
if
I
didn't
mention
Matt
Pattaya
Matt,
please
stand
for
just
a
minute.
You're
gonna
have
to
stand
later.
I
told
the
commission
via
email
yesterday
that
I
was
not
going
to
do
a
formal
recognition
today.
Today
is
all
about
Matt.
It's
all
Matt
all
day
today
as
it
should
be,
and
so
we
have
a
lunch
plan
today
for
some
of
our
team
with
Matt,
and
then
we
have
an
open
house.
So
I
hope
that
you
know
everyone
will
be
able
to
join
I.
E
E
B
Sorry
so
Dustin
cells
has
arrived,
so
I'll
yield
the
gavel
to
our
chair.
E
Good
morning
Bill
we
just
did
employee
recognitions
recognizing
Brett
and
Jen
and
then
of
course,
Matt
as
it's
his
last
commission.
We
we're
going
to
embarrass
him
later
today,
but
not
during
the
commission,
but
I.
Think
commission
members
should
feel
free
to
chime
in
with
any
of
their
comments,
and
that
is
where
we
are
on
the
agenda.
A
We
make
some
comments
for
Matt,
sure
absolutely
Matt,
happy
Matt
day.
B
Thank
you,
I
I
would
like
to
say
Mr
chair,
Matt
I've
watched
you
and
admired
you
for
all
these
years
that
I've
served
on
the
commission,
and
you
have
always
impressed
me
with
your
leadership
and
your
quiet
confidence.
Your
ability
to
resolve
issues
to
always
be
responsive
to
questions
in
a
thoughtful
way
and
I
always
add
100,
confident
that
we
were
in
great
hands
here
under
your
leadership.
So
thank
you
so
much.
B
G
Say
I've
been
on
a
commission
for
nine
years
and
during
all
that
time,
I
can't
remember
a
single
time.
We've
had
multiple
projects
taxiways
and
run
Runway
repairs
and
different
things.
You've
been
in
charge
of,
and
there
hasn't
been
a
glitch
ever
that
I
can
remember
so
just
want
to
say
a
big.
Thank
you
as
well.
Job
well
done
sorry
to
see
you
go
to
but
understand.
F
Can
you
hear
me?
Yes,
we
can.
Thank
you,
yes,
Matt.
Thank
you
for
your
service.
The
the
quiet
confidence
does
resonate
with
me
as
well,
very
competent
in
all
of
the
things
that
you
did.
We
will
miss
that
and
I
hope
that
that
leadership
trait
gets
passed
on
to
the
next
person
in
charge,
but
we
will
miss
you
Matt
and
good
luck
in
retirement.
E
E
A
lot
of
respect
for
you,
sir,
don't
give
up
the
day
job
all
right.
His
audio
is
not
working
but
I'm
sure
he
sends
his
regards
you're
getting
a
thumbs
up.
Matt.
E
If
you're
ready,
sorry
I
have
a
little
bit
of
a
cold,
but
I
am
definitely
improving
and
so
I'm.
Confident
that
I'm,
not
contagious
but
I
would
be
happy
to
roll
into
the
director's
report.
E
Assuming
I
can
get
into
work
all
right,
so
we
regularly
do
routine
maintenance
on
our
Airfield
and
runways
and
May
was
no
different.
We
have
routine
maintenance
that
we've
performed
on
a
variety
of
dates.
We
did
have
a
ga
aircraft
that
bounced,
which
makes
it
sound
fun
on
Landing
it,
but
it
sheared
off
its
nose
gear.
There
fortunately
were
no
injuries,
no
spills
and
also
no
significant
damage
to
the
runway,
but
it
did
require
us
to
close
the
runway
to
sweep
and
inspect
it.
E
So
the
public
parking
garage
continues
to
move
forward
and
we're
getting
so
close.
I
did
try
to
convince
Matt
to
stay
until
we
finished
the
public
parking
garage,
but
he
did
say
no
way
but
we're
getting
close.
We're
starting
to
put
the
signs
in
the
ceiling's
been
painted.
The
exterior
is
being
painted,
they're
still
continuing
construction
on
the
ramp
and
the
garage
entrance,
hoping
for
a
timely.
E
E
This
is
a
project
that
we're
working
on
it
I,
don't
know
why
it's
doing
that,
but
we
have
taxiway
taxi
Lane
Delta,
that's
at
the
end
of
The
Concourse,
so
it
is
I'm
sure
it's
making
things
tight
for
the
airlines
to
operate
in
and
out,
but
we
have
to
repair
the
pavement
construction
started
on
the
15th.
E
E
Memorial
Day
was
a
busy
travel
weekend
for
us.
It's
the
official,
kickoff
I
guess
the
unofficial,
kickoff
I
should
say
to
the
summer
travel
season.
We
had
strong
travel
demand,
but
our
traditional
parking
did
meet
our
travel
demand
and.
A
E
And
then
next
week
I
will
be
traveling
to
jumpstart
it's
in
Minneapolis.
This
is
an
air
service
development
planning
conference,
June
12th
through
the
14th,
and
we
have
I
believe
eight
meetings
with
Airlines.
This
is
kind
of
like
speed
dating
with
the
airlines.
You
go
in
you
meet
with
them
for
15
minutes.
You
give
them
your
pitch
about
Air
Service.
Also,
it's
a
great
opportunity
to
hear
from
our
existing
carriers
about
how
their
service
is
going,
and
so
that
will
be
next
week.
E
Normally
Sean
would
be
going
to
this,
but
he
is
out
on
paternity
leave,
so
he
will
not
be
there
so,
but
I
will
do
my
best
reputation
there.
Gallon
thunder.
We've
been
talking
about
this
for
a
while,
but
it's
right
around
the
corner.
Literally,
it
will
be
August
25th,
26th
27th,
so
we've
worked
with
all
of
our
Airlines.
There
will
be
a
temporary
flight
restriction
and
there
will
be
some
openings,
so
commercial
flights
can
come
in
and
out,
but
we
will
be
closed
to
GA.
E
This
is
really
sad:
I,
don't
know
how
many
of
you
knew
Jim
Moore
Jim
was
our
station
manager
with
Delta
for
a
long
time
use
with
Delta
for
27
years,
he's
been
at
Boise
for
14,
and
he
was
just
a
gem
to
work
with
he
passed
away
from
cancer.
It
was
relatively
quick.
He
I
believe
he
was
diagnosed
a
year
ago
a
little
over
a
year
ago
actually,
and
he
worked
right
until
the
end.
I
will
say
we
saw
him,
you
were
there
Carrie
was
it
April
Maybe.
E
He
was
at
an
event
for
Delta
and
so
we'll
miss
him,
but
I
just
wanted
to
pass
that
along
with
me
about
anyone
who
knew
him
moving
on
April
inclements
continues.
Travel
continues
to
be
strong,
we're
up
seven
percent
compared
to
April
of
22.
E
E
I
did
want
to
talk
about
revenue.
Revenue
continues
to
be
up
about
10
percent.
Some
of
the
most
significant
changes
that
you'll
see
in
this
is
the
signatory
airline
Landing
fee
category.
This
is
due
to
the
our
new
Airline
use
and
lease
agreement
negotiations,
so
that
was
very
intentional.
The
terminal
concessions,
food
and
beverage
increases
again
continue
to
Trend
up,
as
passenger
travel
continues
to
Trend
up
and
advertising.
The
larger
increases
due
to
the
fact
that
the
covid
relief
credit
being
issued
to
Lamar
without
the
relief,
the
revenues
would
still
be
up.
E
Thank
you,
and
moving
on
to
expenses.
Expenses,
of
course,
continue
to
be
up
as
well,
but
parking
management
again.
This
is
due
to
increased
shuttle.
Traffic.
Increased
credit
card
fees
also
do
in
timing
of
payments
to
our
parking
contractor
the
chemicals
it's
the
same
as
we
saw
last
time,
which
is
the
increase
due
to
our
replenishing
our
liquid
de-icing
chemicals,
the
structural
engineering.
Those
are
up
from
last
month
due
to
the
purchasing
and
installation
of
a
new
site
work
station.
It's
a
platform
that
will
manage
our
entire
fire
at
safety
network
from
one
location.
E
The
power
is
due
to
a
large
timing,
increase
or
a
timing.
Timing
of
payments,
and
then
minor
equipment
is
due
to
the
purchasing
of
some
Motorola
radios
that
we
purchase
every
couple
of
years
for
our
alert
system,
as
well
as
some
gear
motors
for
our
baggage
handling
system
and
then
some
new
furniture
for
our.
E
Thank
you.
In
every
quarter
we
look
at
our
passenger
Trends
and
how
things
are
moving,
so
you
can
see
that
our
load
Factor
continues
to
be
strong.
10
increase
in
the
average
load.
Factor
brings
us
up
to
83
that
and
keep
in
mind.
This
is,
for
the
year
ended
December
22..
These
always
lag
by
about
a
back
order.
So
we're
really
looking
at
the
end
of
22
here.
E
E
Then,
when
we
look
at
market
share
again,
you
can
see
a
couple
different
depictions.
Alaska
continues
to
be
our
market
leader
with
28,
followed
by
Southwest
at
25
Delta
at
21
United
at
14,
American
and
Aid
Allegiant
of
two,
some
of
the
other
ones,
just
a
Bello
and
spirit
and
other
very,
very
small
percentages.
E
This
is
an
interesting
one.
I
think
over
time.
We've
continued
to
see
year
over
year,
growth
in
the
number
of
seats
that
are
available
in
our
market,
and
this
is
the
first
time
and
my
recent
memory,
where
we're
actually
seeing
a
decrease
in
the
number
of
flights
but,
more
importantly,
a
decrease
in
the
number
of
seats
and
so
in
July.
In
August
and
September,
we'll
see
a
slight
decrease
in
cease,
we'll
see
if
that
actually
translates
into
a
decrease
in
passengers
or
if
it
leads
to
an
increase
in
load
factor,
it's
one
or
the
other.
E
E
E
Even
for
this
peer
group
that
we've
developed
same
thing
with
the
number
of
origin
and
destination
passengers,
only
Charleston
is
bigger
than
us,
and
then
the
airfare
is
one
of
the
lowest
it's
the
fourth
lowest
out
of
the
group,
and
then
year
over
year,
comparisons
we've
seen
significant
growth,
but
we're
in
the
middle
of
the
range
and
I
attribute
that
to
the
fact
that
I
think
compared
to
some
of
our
peers,
we
didn't
see
the
dip
that
other
airport
saw
and
we've
recovered
more
quickly,
so
I
think
by
the
end
of
22.
E
E
I
would
say
it's
probably
in
the
high
80s
would
be
the
maximum
because
you're
what
you're
doing
is
you're
taking
the
average.
So
if
you're
83
or
higher
that's
every
single
flight
being
full
every
single
time,
I
don't
think
that's
realistic,
but
certainly
during
the
peak
times
and
we've
all
flown
and
you've
been
on
a
flight
where
there's
zero
seats
available.
That's
a
hundred
percent
you're
not
going
to
get
a
hundred
percent
every
time
and
you
don't
want
100
every
time,
because
then
there
was
no
redundancy
built
into
the
system,
but.
E
I
think
the
airlines
added
flights
very
aggressively
in
Boise
during
the
pandemic
and
when
you
think
about
some
of
the
flights
that
have
gone
away
as
an
example
United's
flight
to
Houston,
which
is
going
away
only
because
of
crew
shortages
and
they've,
said
that
they're
going
to
bring
it
back
that
you
know
one
one
flight,
that's
you
know
one
flight
every
single
day,
that's
going
to
impact
Your
Capacity
same
thing
with
some
of
the
Alaska
flights
that
they
were
trying
things
to
see
what
worked
Austin
they've
tried.
E
They
tried
the
field
and
so
they've
tried
some
things.
Some
of
them
worked
and
some
of
them
didn't
and
so
I
think.
That's
why
we're
seeing
is
probably
a
big
factor.
It's
a
huge
Factor
and
I
think
that
is
definitely
a
factor
with
a
look.
That's
the
flying
that
they're
cutting
is
their
original
flying.
That's
either
done
by
Horizon
here
or
by
Skywest,
and
so
we're
seeing
that
not
just
in
Boise
but
all
over
the
country.
A
Mr
chairman,
yes,
I,
just
wanted
to
say.
Yesterday
Rebecca
spoke
at
the
transportation
panel
for
the
Idaho
Business
review
and
it's
great
it's
always
great
hearing
from
Rebecca
in
the
airport,
but
that
we
have
a
director.
That's
out
there
publicly
telling
all
the
good
news
sharing
all
the
good
news
about
the
airport,
so
good
job.
C
I
think
I
did
figure
it
out
Rebecca
and
just
a
good
bunch
of
others
before
just
really
well
done,
and
it's
just
exciting
to
see
it
continue
to
grow
but
grow
smartly.
So,
thanks
for
your
leadership
and
thanks
for
the
team
and
Matt,
it's
been
enjoyable
working
with
you
over
all
the
years.
Brother.
Good
luck
in
the
future.
F
Wanted
to
do
some
activity
that
the
Department
of
Aeronautics
did
last
month
they
hosted
an
aviation
Stand
Down,
mostly
centered
around
general
aviation,
and
they
focused
a
lot
this
year
on
instrument
flying
safety.
They
had
a
number
of
speakers
and
exercises
that
they
did
over
a
couple
of
days.
It
was
well
attended.
Almost
100
people,
100
Pilots,
came
from
the
valley,
so
the
Department
of
Aeronautics
is
doing
a
good
job
reaching
out
and
providing
training
and
Outreach
to
the
ga
community
and
they've.
F
Also
hired
him
to
the
new
administrator
position
that
recently
became
available
on
Tom
Mahoney
has
taken
that
position.
I
know
Tom
personally,
he's
a
excellent
human
background
in
military,
but
also
general
aviation
flying
as
well
so
good
work
on
the
ga
side
for
for
aviation
in
Idaho.
That's
it!
Thank
you.
E
D
Rebecca
asked
me
to
do
some:
a
construction
update,
but
I
kind
of
took
a
step
further,
just
to
kind
of
tie
it
back
to
our
Masterpiece
and
get
a
kind
of
a
broader
view
of
where
we
are
going
and
where
we
came
from
and
what
we've
accomplished
the
last
couple
years.
This
is
the
Airport
layout
plan
and
just
kind
of
show
you
some
of
the
development.
D
The
airport
master
plan
lays
out
outside
it's
kind
of
a
road
map
of
all
the
projects
we're
going
to
wind
up
over
the
next
10
years,
or
so
that
we're
going
to
be
doing-
and
this
kind
of
just
shows
you
some
better,
have
been
completed
and
that
are
going
to
be
underway.
We
completed
a
major
Crossfield
taxiway
safety
initiative,
FAS
initiative
to
get
the
Crossfield
taxiways
out
of
the
middle
third
of
the
runway.
D
They
call
it
the
high
energy
zone
for
safety,
and
so
we're
working
that
one
done.
We've
got
another
one
going
to
start
next
year,
it's
going
to
bid
in
January
next
year,
but
we've
completed
the
work,
Sierra
taxiway
extension
and
upgrade
to
accommodate
the
Amazon
cargo
and
that
will
continue
to
develop
in
the
future.
I
have
another
slide:
we've
expanded
the
diaper
over
here
on
East
Side
to
accommodate
more
Air
Care
operations.
You
guys
seen
primarily
currently
got
tax
to
Aid
November.
D
Parallel
to
the
north,
there
that
will
open
up
some
new
GA
Hangar
development
that'll
be
resume
construction
here
in
the
coming
weeks,
and
we
completed
the
summer
and
slides
on
that.
We
are
extending
taxiway
whiskey
between
the
runways
to
make
that
connection
over
there.
This
is
a
safety
initiative
that
FAA
has
funded
for
us
to
help
mitigate
this
hot
spot
up
in
here
to
allow
traffic
to
go
directly
across
rather
than
going
through
to
this
approach.
Zone
here
we've
had
issues
with
that
many
years
now.
Let's.
C
D
Rebecca
already
showed
that
taxi
Lane
Delta
here
we
did
an
apron
expansion
here
we
are
extending
this
taxiway
here
for
some
future
Hangar
development
on
the
Southeast
corner
and
actually
going
to
start
construction
here
very
soon
on
a
new
access
road
to
expand
the
area
that
we
can
develop
for
hangers.
There
perfect.
D
Protection,
Lane
Delta,
that's
what
Rebecca
mentions
completed
Paving
pedestrian
or
day
before
and
going
very
well.
This
is
needed
very
high
traffic
area,
difficult
phasing,
but
we're
able
to
get
it
done
quickly
before
this
big
rain
came
so
very
pleased
with
that.
So
Chris
actually
whiskey
a
little
bit
more
details
showing
where
it
is
connecting
to
taxiway
Hotel
over
here,
and
this
will
allow
the
Tower
of
more
options
to
move
traffic
without
having
to
take
aircraft
into
the
approach.
D
Zone
we're
also
completing
a
taxi
Lane
going
to
Nifty
ramp
relocating
it.
These
wise,
the
reserve
with
the
relocation
of
Delta,
will
be
a
direct
connection
to
the
runway,
and
Fa
doesn't
want
that,
so
we
relocated
that
it
was.
D
Tech
Square
Delta.
Currently
it
goes
diagonally
across
here
to
the
terminal
and
it's
also
in
the
high
energy
zone.
So
we
are
relocating
next
year,
we're
about
90
design
now
and
we'll
progress
with
that
that
taxi
Lane
G3
that
we
were
talking
about
that
was
stuff
out
there.
So
this
will
be
more
standard
and
complete
this
next
year.
D
D
They
want
to
bring
them
up
and
align
them,
and
so
what
this
one
here
is
about
a
1600
foot
extension
on
two
eight
left
and
then
removing
this
pavement
on
this
end
until
it
basically
just
shift
everything
to
the
east,
which
will
also
help
us
with
noise
mitigation
also,
but
with
that
a
lot
of
boxes
here
there
we
have
to
relocate
almost
all
the
nav
Aids
on
the
airport.
D
In
addition
to
that,
we
would
be
available
developing
new
flight
procedures
to
the
runway,
because
we've
shifted
it
so
far
are
so
probably
the
thing
that'll
be
driving.
The
whole
schedule
will
be
DTI,
nav,
AIDS
and
procedures.
That's
a
six
years
get
that
done
we're
starting
now,
just
completing
an
environmental
study
should
be
completed,
and
hopefully
six
months
or
so
it's
been
dragging
on,
but
that
will
we
should
be
able
to
get
under
design
of
that
work
and
get
it
started.
D
In
yellow
kind
of
going
to
kind
of
gold
color
there
showing
the
development
that
we
showed
in
the
master
plan
and
we've
kind
of
blocked
out
the
things
that
are
under
there
underway
or
completed
the
East
public
garage
new
exit
plaza
an
office
employee
garage
Rebecca
showed
you
that
completed
a
checkpoint
expansion
in
that
area
last
spring,
we're
underway
with
relocating
the
queen
Towers
from
about
this
location.
To.
A
D
And
then
we're
about
to
release
an
RFP
for
the
design
of
concourse
a
which
is
here,
including
the
apron
connection
to
the
taxiway
major
apron
expansion.
This
will
progress
after
the
con
rack,
which
will
be
scheduled
to
start
construction
in
August
this
year,
primarily
with
the
utility,
relocation
first
and
then
actual
building
construction
next
year.
D
That's
more
slides
and
detail.
We
also
have
over
in
the
cargo
area
here.
Fedex
is
in
this
area.
Airline
cargo
there
in
2027
FedEx
will
be
relocated
over
near
Amazon
and
then
we're
going
to
redevelop
all
these
leases
expired
will
be
redeveloping
this
whole
area
here
so.
D
We
complete
Concourse
a
and
then
everybody
says
well
what's
next,
where
you
go
next
well,
that's
probably
where
we'll
develop
Airline
facilities,
whether
it
be
remote
parking
or
maybe
a
remote
terminal,
I,
don't
know,
there's
a
lot
of
options
for
the
future
there.
Thank
you.
D
D
The
employee
garage
we
just
started
the
fourth
floor
of
a
total
of
five
floors.
D
The
public
garage
will
be
scheduled
to
be
complete
while
they're
telling
us
the
first
August,
but
we
think
it's
going
to
be
done,
maybe
the
end
of
July.
So
it's
right
in
that
time
frame.
That's
going
to
significantly
change
the
airport's
operation
here
with
having
we're
close
and
1150
enclosed
stalls,
so
that
will
reduce
the
speed
for
shuttling
and
then
we
can
move
employees.
D
Yeah
cooling
towers,
I
showed
you
where
they
were
basically
they're,
going
to
put
them
south
of
the
there's,
a
terminal,
building
baggage
makeup
area
in
a
line
here,
we're
actually
only
putting
in
three
that
was
our
current
name
but
that'll
take
care
of
our
Concourse
a,
but
we
put
a
fourth
in
space
for
fourth
infrastructure,
so
the
future
needs.
Okay.
D
Almost
980
some
stalls
and
then
about
200
is
oh
about
300
stalls
on
the
roof
for
staging
a
vehicles.
Rental
cars
will
relocate
their
offices
into
this.
This
building
here,
five-story
building
or
a
six-story
building
and
we'll
have
a
connected
walkway
over
to
the
conrac
facility.
D
We
were
incorporating
public
art
on
the
this
wall
here,
not
sure
what
it'll
be
incorporated
into
the
construction.
This
will
be
one
of
the
most
prominent
facilities
on
the
airport,
the
total
of
seven
stories
tall.
So
it
would
be
the
largest
facility
on
the
airport
and
it
is
planned
to
have
a
phase
two
to
expand
to
the
West
in
the
future,
probably
starting
in
27,
which
will
provide
the
quick
turnaround,
fueling
Car
Wash
facilities,
so
that
the
airlines
can
keep
everything
on
site
and
pick
traffic
off.
D
The
roadway
system
of
the
vehicle
closed
loop
right
there,
where
they
can
quickly
turn
vehicles
around
and
now
decreases
the
need
for
more
parking
stalls
if
they
can
quickly
turn
to
vehicles
around.
D
First,
aid
very
consistent
with
what
we
showed
in
our
master
plan,
a
total
of
10
Gates.
We
did
accommodate
the
ga
Back
Country
up
in
this
corner
here
currently
is
going
to
be
relocated,
so
we
it
was
a
strong
desire
to
keep
that
up
going
from
that
transfer
tourist
business
group.
So
we
have
accommodated
there.
D
We
went
a
little
wider
on
this
Concourse.
Current
Concourse
is
80
foot
wide,
we're
going
to
90
foot
wide
back
in
the
80s
when
The
Concourse
B
was
designed,
the
seven
of
three
sevenths
were
only
holding,
maybe
a
hundred
and
twenty
five
hundred
thirty
pastures,
now
they're
only
200
and
it's
the
just
the
Concourse
very
crowded.
So
we
have
the
opportunity
here
to
gain
some
width.
D
So
we
did
that
we'll
also
keep
build
into
this
shell
space
for
food
and
Retail
facilities
that
so
we
just
don't
add
it
ad
hoc
later
down
the
middle
of
The
Concourse,
so
excited.
D
D
Chicken
Lobby
expansion
with
the
a
lot
of
the
new
entrance
smoke
carry
entrance.
We
are,
we
have
a
need
for
some
additional
ticket
counter
positions.
We
don't
have
it,
but
pretty
well
maxed
out
now
and
so
we've
taken
an
existing
area
over
here
on
the
northeast
corner
of
the
ticket
Lobby.
D
These
Planters
actually
cover
a
conveyor
system
where
it
penetrates
the
floor
from
the
curbside
we
used
to
have
curbside,
which
connects
all
the
way
through
our
baggie
system
no
longer
in
use,
so
we're
repurposing
that
and
basically
putting
in
a
belt
and
we're
going
to
build
a
little
enclosure
outside
on
the
curb
and
then
reconnect
into
that
to
introduce
bags
into
the
system
we'll
get
into
eight
check-in
positions
and
we're
experimenting
with
a
common
use
design
on
the
so
that
we
can
change
out
carriers
quickly.
D
D
We're
completing
design
this
summer
and
we'll
be
going
out
to
be
at
this
fall.
Probably
Construction
might
start
construction
ramp
first
year
and
currently
it's
funded
with
POC
funding
from
the
air
carriers.
So
I.
D
D
We
really
can't
build
our
way
out
of
this
thing,
so
we
are
looking
at
trying
to
introduce
common
use
theme
both
in
the
ticket
counter
and
the
gate
podiums,
so
that
we
can
manage
the
gates
a
little
bit
more
efficiently
and
get
better
utilization
of
our
existing
Gates.
D
With
the
rental
cars
well
back
up,
SEC
with
the
employee
garage
opening
up.
Currently,
this
is
a
lot
used
by
airport
and
rental
car
and
TSA
employees
right
off
of
the
east
side
of
the
Rotunda.
We
are
we're
looking
at
creating
a
Transportation
Center
here,
we're
doing
a
little
study
for
that
to
see
what
we
can
get
in
there
thinking.
D
The
real
goal
is
to
get
the
cabs
hotel
shuttles
off
that
commercial
Lane
in
front
and
then
turn
that
into
a
pub
passenger
pickup
point
to
alleviate
congestion
on
the
lower
curb
roadway
during
peak
times.
We
get
a
lot
of
backup
there,
and
this
will
give
us
another
two
lanes
out
there
plus
I
think
it
would
improve
customer
service,
say
across
the
street.
It'll
all
be
Consolidated
one
location,
very
accessible
and.
G
D
Other
thing
it
does
is:
gets
all
that
commercial
vehicle
off
the
Loop
Road
and
alleviates
that
congestion.
Also
so
we're
just
committed
to
a
study
this
year
to
see
what
we
can
get,
how
it
would
work.
How
much
of
this
loading
dock
area
we
may
have
to
approach
into,
and
if
it
shows
that
it's
successful,
we
will
probably
initiate
the
full
design
next
year
and.
D
With
this
also
shown
here,
but
the
checkpoint
is
actually
right
here
off
the
Rotunda
and
TSA
is
releasing
new
standards
for
their
checkpoint.
This
fall
and
we
are
pretty
much
maxed
out
on
our
checkpoint.
We
really
can't
expand
anymore,
and
this
is
one
of
the
areas
that
we
are
looking
at
expanding
building
out
over
this
area
here
on
the
second
level,
to
create
a
new
checkpoint
over
here
or
more
room
to
expand
the
checkpoint.
So
that
is
another
effort
that
we'll
be
looking
at
to
checkpoint
expansion.
D
D
D
This
act
that
ads
capacity
that
we're
going
to
need
for
Concourse
a
and
then,
in
addition
to
this
one,
we
have
another
project
that
we're
adding
a
new
electric
boiler,
also
to
add
capacity
for
complex
a
but
also
to
transition
from
natural
gas
to
electric
for
sustainability.
D
I
mentioned
before
hanger
development
over
in
the
Southeast
Corner
near
Amazon.
This
Amazon,
the
new
we've
extended
the
taxi
Lane
Sierra
further
to
the
east,
as
actually
under
construction
right
now,
and
then
we
are
extending
the
access
road
and
Security
Fence
all
the
way
around
to
the
north
side.
Of
that,
that's
going
to
open
up
immediately
two
more
hanger
sites
and
then
potential.
We
could
extend
the
road
out
and
develop
a
couple
more
hanger
sites
in
this
area
here.
D
So
we'll
continue
developing
that
as
we
go
in
the
future,
we've
been
engaged
with
one
tenant
here,
but
we're
not.
They
haven't
entered
into
a
lease
yet,
but
we
have
one
tenant
and
interested
in
developing
a
large
hanger
off
the
end.
There,
oh
I'm,
sorry
I
did
one
show.
We
talked
a
little
bit
earlier
about
the
FedEx
relocation.
D
This
this
is
Amazon
and
FedEx
would
be
in
this
area
right
here
to
the
south
of
them,
and
we
would
extend
that
car
that
apron
and
this
taxi
Lane
further
to
the
South
and
just
to
be
consistent
with
our
master
plan.
This
taxiway
Lane
that
we're
extending
out
here
will
eventually
go
across
a
bridge
over
gallon
Road
and
go
to
the
third
Runway.
So
this
is
all
kind
of
creeping
out
there
towards
the
third
one.
D
So
it
looks
like
it's
going
to
be
pretty
high
there.
But
it's
the
reason,
because
we're
trying
to
get
up
on
that
bench
to
the
third
Runway
as
we
go
along.
D
This
is
a
hanger
Development
Area
number
three,
which
is
on
the
North
side
near
taxiway.
The
new
taxi
Lane
November
Al
Scott,
is
to
the
east
Airfield
electrical
bolt
to
the
west
and
then
also
Idaho
helicopter,
three
Hangar
sites.
The
taxi
Lane,
like
I
said,
is
going
to
be
completed
this
summer
and
this
North
stub
here
will
be
it's
under
design.
Now,
we'll
start
construction,
this
Summer
complete
this
fall.
D
We
are
extending
the
sewer
service
over
to
accommodate
these,
and
then
we
are
also
just
beginning
design
of
the
access
road
coming
off
the
street
to
provide
Landslide
access
here,
also
and
currently
are
engaged
in
discussions
with
two
tenants
for
these
two
buildings
for
potential
leases,
they're
interested
in
developing
containers
just
as
soon
as
we
give
it
to
site
ready.
So
it's
kind
of
exciting
times
to
open
up
new
areas,
I
think
there's
some
pent-up
demand
they're
ready
to
go.
D
This
is
something
to
spend
in
the
works.
Oh,
my
gosh
we've
been
trying
working
with
historically
Boise's
had
a
one
to
two
day:
storage
of
fuel
jet
fuel
on
site,
and
it's
always
been
kind
of
a
vulnerability.
A
supply
chain
issue
that
could
potentially
harm
us
and
we've
been
working
on
this
for
years
with
the
carriers
and
we
have
a
the
airlines-
have
formed
a
Consortium
where
they're
going
to
build
a
Consolidated
fuel
facility.
D
It's
in
design
now
and
consists
of
a
tanks
down
here
off
production,
Road
clear
to
the
east
of
the
airport,
on
Airport
property
potential
for
four
tanks.
Ten
thousand
barrels
each.
So
it's
a
very
large
storage
facility.
They
will
connect
to
the
pipeline,
so
they
can
take
fuel
off
the
pipeline.
D
But
in
addition,
they'll
have
their
own
pipeline,
which
will
go
over
to
an
airport
railspur,
that's
on
Airport
property,
and
they
will
also
take
fuel
delivery
off
a
rail
car
to
be
able
to
accommodate
six
rail
cars
there
about
32,
000,
gallons
per
rail
car
and
then
wherever
they
offload,
that
they'll
go
back
to
the
storage
tank
for
their
testing
and
before
it
goes
into
service
and
then
there'll
be
a
second
pipeline
which
will
come
all
the
way
over
to
a
truck
loading,
ramp
and
you're
just
south
of
Idaho
helicopter,
and
that
will
be
where
they'll
fill
the
trucks
up.
D
But
should
then
go
to
the
aircraft
they're
completing
their
design,
permitting
getting
all
their
permits
in
order
they
would
like
to
get
the
construction.
This
fall
I'm,
not
exactly
sure
if
that's
possible,
but
they're
moving
along
and.
A
I'd
like
to
thank
the
legal
department
that
we
also
have
some
contract
attorneys
that
were
helping
us
with
the
lease
negotiations
very
experienced,
so
we're
happy
about
that.
We
currently
have
an
appraisal,
we're
getting
the
Airfield
land
appraised
in
that
area,
so
we
should
be
getting
that
mid-month
and
they
have
their
first
meeting
scheduled
with
planning
mid-month
right
just
to
give
it's
like
a
pre-construction
meeting.
So
we're
moving
pretty
quickly,
but
we
do
not
yet
have
a
lease
so
we're
working
diligently
to
get.
D
I
think
they
have
been
doing
research
for
a
long
time
to
ask
that
we've
their
inquiry
with
I
believe
it's
a
marathon
pipeline
that
has
the
pipeline
they've
determined
that
the
pipeline
is
at
capacity.
They
can't
bring
any
more
fuel
through
it
jet
fuel.
G
E
Got
yes
to
move
forward,
I
I
think
they
recognized.
As
we
grew
I
mean
it
was
a
conversation
that
we
had
with
them
during
our
Airline
use
and
Lease
negotiations,
as
we
start
talking
about
future
facilities
and
concourses
and
they've
added
a
ton
of
flights
here
that
you
know
erase
the
question.
So
what
are
you
doing
about
fuel.
B
E
We're
like
oh
yes,
we
should
really
review
that
and
so
I
think
they
recognize
that
there's
there's
definitely
a
need,
especially
as
we
continue
to
grow
and
so
and
to
Matt's
point
I.
Think
the
additional
requirements
on
the
pipeline,
the
more
options
that
we
have
to
bring
fuel
not
just
to
the
airport
but
to
the
region,
the
better
serve
will
be.
So
you
know,
if
we're
just
tied
to
the
pipeline,
that
what
happens
if
something
happens
to
the
pipeline,
it's
good
to
have
redundancy
whether
it.
E
We're
not
the
lead
on
this
project
per
se,
because
it's
really
being
driven
by
the
Airlines
and
the
Consortium.
It's
it's
complex
to
make
all
of
these
pieces.
E
C
E
Know
it's
important,
but
there
is
engineering
firms
that
build
fuel
Farms.
There's
consultants
and
legal
Consultants
who've
negotiated
fuel
comp
fuel
contracts
before,
and
we
just
want
to
make
sure
that
one
that
we
have
fuel
supply
for
Boise.
So
we
can
continue
to
grow
and
two
that
we're
generating
the
revenue
that
we
need
to
to
be
able
to
maintain
and
invest
in
our
facilities.
D
Their
initial
development
of
three
of
four
tanks-
storage
tanks-
will
give
about
just
short
of
10
days,
but
then
they
could
add
another
10
000
Barrel
tank
in
the
future,
so
they
are
building
an
expansion
in
there,
but
you're
essentially
going
from
right
now,
it's
probably
one
day
actually.
D
E
And
then
we'll
say,
our
Airline
partners
are
making
a
substantial
investment
in
this
facility,
tens
of
millions
of
dollars
and
so
I
think
that's
also
an
indication
of
how
committed
they
are
to
Boise,
and
you
know,
there's
all
of
this
construction
side,
but
there's
also
the
legal
side.
I
mean
they
had
to
form
a
separate
legal
entity.
So.
E
Have
been
doing
their
due
diligence
and
it's
definitely
a
commitment
apart
to
our
community
and
they're,
going
to
bond
for
it
and
they're
going
to
build
it,
we're
leasing
them
the
space.
The
only
other
thing
I
would
note
is
that
we
will
have
the
ability
to
have
sustainable
aviation
fuel
at
some
point
in
the
future,
because
we
will
have
multiple
tanks
and
they
can't
be
necessarily
stored
together.
But
thinking
ahead
to
that
sustainable
aviation
fuel.
If
and
when
that
becomes
more
common,
we
would
we
would
have
that
ability
as
well.
So
one.
D
G
There,
a
private
representation
too,
so.
E
A
The
members
of
the
commission
right
now
it
is
chaired
by
Delta,
and
they
are
in
communication
with
all
the
other
air
carriers
and
cargo
carriers.
I
think
they've
been
in
communication
with
marathon
and
they've,
been
in
communication.
Definitely
with
Western
aircraft,
because
they're
there
would
be
replacing
those
tanks,
but
they
just
wanted
to
get
the
Consortium
set
up
and
right
now,
Delta's
the
primary
member
because
they're
taking
the
lead
on
the
project
but
they've
all
come
out.
C
E
The
components
and
again
it's
a
very
complex
issue,
but
one
of
the
key
components
is
that,
whether
you're
a
member
of
the
Consortium
or
not,
you
have
to
be
able
to
buy
fuel
through
the
Consortium
and
be
able
to
store
fuel
in
those
tanks.
So,
for
example,
let's
take
a
smaller
airline
that
doesn't
have
a
huge
presence
here
like
avello
or
Spirit.
They
still,
even
if
they
don't
join
the
Consortium.
One
of
the
components
of
the
legal
agreement
with
us
is
that
they
will
have
to
be
able
that.
G
A
D
Over
here
this
Firehawk
that's
an
existing
facilities
and
they
are
finding
a
proposed
hanger
here
factory.
That's
it
right
there
at
the
insert
very
similar
to
their
last
hanger.
They
built
anyway
they're
moving
along
on
that
I
hope
to
break
ground
this
year.
So
there
are
development
occurring
in
all
areas
at
the
airport,
GA
the
care
carrier.
You
know
Airfield
fuel.
D
Yeah,
it
is
very
active
in
all
areas
and
it's
just
a
reflection
of
the
airport
just
making
tired
just
given
this
presentation.
D
And
with
that
I
do
want
to
recognize
my
my
team.
You
know
you're
leaving
all
that,
but
I
I,
don't
believe
me
a
really
good
team
here
that
are
very
capable,
energetic,
they're
eager
to
jump
in
on
any
of
these
things
and
get
involved
and
they're
they're
in
good
hands.
So.
D
We
typically
two
methods:
one
is
typically
a
design
bid,
build.
We
go
through
the
city
of
Boise,
the
following
the
state
statute,
Obed
and
then
we're
also
using
on
both
the
conrack
and
the
plan
to
use
on
The
Concourse
a
a
construction
management
at
risk.
We
are
using
that
process
now
and
that's
a
negotiated.
D
We
do
on
RFP,
it's
like
the
most
qualified
contractor,
and
then
we
there's
a
State
statue
of
going
through
a
construction
manager,
so
we're
using
both
methods
on
these
large
projects
and
Airfield
stuff
is
generally
all
designed
been
built.
Just
a
little
bit
and
the
funding
sources
are
a
variety
of
FAA
grants.
Passenger
facility
charges.
D
Bonds
guaranteed
by
parking
Revenue,
you
know
conracks
CFC,
customer
facility
charges,
quite
a
variety
of
funding
sources
that
we're
using
and
that's
where
our
Kathleen,
her
team
get
involved,
figuring
out
the
funding.
G
G
G
Pretty
exciting
all
right,
I
think
we're
at
the
time
for
testimony
or
questions
from
the
general
public.
Do
we
have
anybody
that
wishes
to
address
the
commission.
