From YouTube: Boise Public Library Board Meeting
Description
December 8, 2021
A
All
right
we
are,
we
were
just
completing
the
small.
A
Today's
today's
meeting
on
wednesday
december
8th
to
the
library
board
meeting
carrie,
would
you
be
so
kind
to
call
the
meeting
to
order
sure.
C
D
D
That's
okay!
I'm
here
I
skipped
actually
galavise
westinsco
here
four
board
members,
president
gallavis
absent.
A
All
right,
thank
you.
Thank
you,
carrie
all
right
well,
good
morning.
Everyone,
we
don't
have
any
communications,
although
I
would
like
to
take
a
moment
to
congratulate
jessica
on
her
one
year
anniversary,
we're
a
few
days
behind
here,
but
if
you
haven't
had
a
chance,
she
did
just
celebrate
her
one
year
anniversary
with
the
with
the
library.
A
We
very
much
appreciate
your
leadership,
who
else
you
know
how
many
people
can
say
that
they
started
a
new
job
right
during
a
pandemic
and
had
to
do
it
remotely
and
manage
getting
to
know
her
team
understanding,
all
the
nuances
of
the
library
and
very.
A
She's
done
a
fabulous
job,
I
hear
a
lot
of
great
feedback
from
the
staff
as
well
as
outside
the
community.
So
I
just
wanted
to
take
a
moment
to
publicly
thank
jessica
for
her
efforts,
and
you
know
you
really
got
a
great
leadership
team
and
I
a
lot
of
exciting
things
are
happening
for
the
library
and
I
continue
to
see
that
we
look
forward
to
more
celebrations
with
you
as
well.
E
A
Very
nice
all
right.
Well,
thank
you
for
thank
you
for
that.
Okay,
next
up,
we
have
our
meet
meeting
minutes.
I
hope
you.
A
A
A
A
Is
it
possible
jessica
for
us
to
turn
that
volume
up
just
a
bit,
I'm
having
a
little
bit
difficult?
Okay,
not
too
much
just
imagine
if
you.
A
I
I'm
I'm
guessing.
You
can
hear
me
since
I
got
a
good
morning
back
from
tanya.
I
had
a
little
bit
of
trouble
logging
on
today.
So
please
do.
Let
me
know
if
you
cannot
hear
me
just
a
quick,
great,
just
a
quick
couple
of
hits.
We
had
our
holiday
auction
over
the
weekend
where
we
made
about
twenty
two
hundred
dollars
on
about
a
hundred
auction
lots.
I
I
want
you
all
to
know
that
the
classics
never
die.
The
most
popular
item
was
a
winnie
the
pooh
set
so
winnie
the
pooh
wins
the
day
yet
again
and
also
throughout
the
month
we
are
participating
in
the
mary
makers
market,
which
is
a
local
pop-up
craft
market
that,
for
the
second
year
in
a
row,
has
invited
us
to
have
a
display
and
sale
section
of
that
of
that
market.
I
A
Thank
you
so
much
joel.
I
I
do
it's
always
nice
to
see
the
creativity
that
your
group
has
for
the
friends
of
the
library
with
the
merry
makers
as
well.
I
know
it's
a
very
popular
event
and
great
work
on
the
auction,
as
I
saw
that
come
across
questions
from
the
board
for
jill.
G
I
A
E
E
It
has
been
just
remarkable
to
work
with
the
staff
and
with
the
community
and,
as
you
alluded
there's
just
so
much,
we've
been
able
to
do
so
much
that
I
look
forward
to
for
next
year,
obviously
continuing
to
deal
with
covet,
as
as
we
are
hoping
that
we
will
be
able
to
not
be
able
to
continue
our
expanded
services,
but
continuing
to
do
so
safely
and
then
really
focusing
on
staff
and
strategy,
so
we're
in
a
really
good
spot
for
the
work
ahead,
and
then
I
also
wanted
to
just
share
a
couple
of
thoughts
on
something
that
I
put
in
my
director's
report,
but
that
will
be
discussed
on
tuesday
at
the
city
council
meeting,
and
this
is
the
library's
request
for
an
additional
fte
position
for
a
mental
health
coordinator.
E
This
is
a
role
that,
when
it
was
first
introduced
in
public
libraries
in
the
90s,
was
pretty
controversial.
It
was
seen,
as
you
know,
that
seems,
like
you
know,
mission
creep
and
you
know
libraries
about
information,
access
and
books
and
reading
over
time
has
really
proven
to
be
an
incredibly
valuable
asset
for
our
community
and
for
the
staff
of
the
library
and
for
community
resources.
E
H
E
And
you
know,
as
we've
we've
added
resources
in
you
know
september.
The
city
council
approved
money
for
additional
security
at
our
locations,
which
is
important
to
make
our
facilities
safe,
but
that
doesn't
meet
the
needs
of
our
community
right
now,
in
particular,
people
that
are
experiencing
you
know:
mental
health
prices
in
our
facilities
and
so
having
a
resource
in
place
having
it
connected
to
the
other
city
departments
that
have
similar
functions.
C
C
E
Discussion
well,
I
think
I
think
why
now
is
a
lot
related
to
the
pandemic.
Quite
frankly,
and
the
you
know
when
you,
when
we
look
at
some
of
the
concerns
that
we
have
we're,
seeing
a
higher
incidences
of
people
experiencing
mental
illness,
we're
seeing
you
know
big
early
indicators,
you
know,
there's
a
higher
increase
in
calls
to
the
items
of
suicide
hotline.
E
We
have
more
people
who
are
experiencing
housing
and
security.
We
have
more
people
who
are
food
insecure.
You
know
there
are
a
lot
of
indicators
of
this
is
a
really
challenging
time
in
our
community
with
a
very
unequal
resources,
and
I
wanted
to
get
ahead
of
having
that
support
in
place
as
soon
as
possible.
E
E
C
E
Departments,
there's
a
there's
there,
the
point
right
now.
The
boise
police
department
has
a
couple
mental
health
coordinators
on
staff
yeah.
It
so
actually
will
have.
You
know
we
we've
aligned
it
so
that
this
person
can
be
part
of
that
peer
group
they'll
still
be
a
library
employee.
I
want
to
be
clear
about
that,
but
we
wanted
to
make
sure
we
knew
where
they
would
fit
into
with
a
support
system.
E
Okay,
does
that
answer
I
just
want
to
emphasize
you're,
not
alone
in
making
such
investments,
just
as
libraries
we're
widely
supported
throughout
the
city
right
yeah,
and
I
think
you
know
that
I
think
there
is
a
recognition
of
we're
in
a
really
challenging
time
in
me-
and
you
know
this
economy
is
working
for
people
and
there's
a
lot
of
people.
It's
not
working,
for.
E
We
want
to
make
sure
that
we're
having
the
right
support
and
we're
able
to
work
and
we're
able
to
really
make
sure
our
staff
have
the
resources
that
they
need
to
be
effective
can
be
sorry.
You
can
talk
a
little
bit
about
your
probation
with
cash
and
some
of
the
work
that
you've
been
doing
and
how
this
role
will
really
help.
Accelerate
that
sure.
H
Well
and
we
started
working
more
closely
with
catch
pre-pandemic,
knowing
that
we
have
users
in
this
building
users
of
this
library
and
our
branch,
libraries
who
do
need
some
extra
support
and
access
to
resources
such
as
housing,
food,
medical
care,
legal
care,
so
they
help
be
a
gateway
to
connect.
Folks,
so
they'll
do
site
visits,
they
get
to
know.
People
in
the
community,
we're
gonna
have
them
looked
in
as
we're.
You
know
if
this
gets
approved
and
goes
forward,
they
have
their
networks.
That
will
also
help
get
this
new
coordinator
tied
in.
H
For
that
continued
conversation,
you
know,
up
until
now,
staff
has
always
assisted
everyone
who
walks
in
the
building
with
as
many
resources
as
we
possibly
can.
We
just
need
that
next
level
to
really
get
folks
where
they
need
to
be.
G
E
Correct
phil,
so
if
we're
hearing
you
are
a
little
needed.
If
we're
hearing
correct
you
know,
this
is
a
resource
for
staff
or
resources
for
the
public.
We
see
it
primarily
as
as
resources
for
the
public,
coordinating
and
staff
support
and
training.
You
know
so
we'll
have
like
somebody
who's
engaged
with
the
public
directly.
H
E
This
position
and
say
hey:
I
need
help
filling
out,
disability
paperwork
or
I'm
looking
for
you
know
a
particular
housing
support
and
really
serving
as
that
connector
and
coordinator
role,
then
you
know
providing
services
to
the
public
in
terms
of
training
in
terms
of
site
visits.
You
know
being
available
to
go
out
with
different
likely
to
go
out
and
catch
to
talk
about
the
resources
and
then
yeah
also
then
providing
support
to
the
staff
as
well,
so
that.
C
E
Aware
one
of
the
things
that
sarah's
talked
about
is
how
you
know
she
kept.
She
keeps
in
touch
with
cash,
because
a
lot
of
these
resources
change
really
quickly
and
so
part
of
our
role
is
to
have
somebody
who's
really
knowing
okay,
you
know
housing
tonight
we
can
tap
somebody
here
or
like
here's,
where
food
distribution
is
going
to
be
next
week.
It's
a.
E
G
E
Of
it
is
there's
the
budget
and
then
there's
the
fte
request,
and
so
I
I
need
I
wanted
to
do
both
and
I
wanted
to
do
them
as
an
addition,
we're
adding
a
new
service.
I
think
you
know,
as
I
said,
I
made
the
pace
to
justify,
or
you
said
thank
you,
and
so
we
are
adding
that,
and
this
is
the
process
that
the
city
has
given
us
to.
That.
G
G
G
K
A
But,
but
really
recognizing
the
uptick
in
the
needs
within
our
community,
so
being
working
to
be
proactive
to
assist
our
communities
community
members
and
I
think
any
time
you
turn
on
the
news.
You
see
the
the
articles
you
know
talking
about
mental
health
and
it
is.
It
is
something
that
is
very
top
of
mind
for
me,
so
goodness
to
our
team
for
for
recognizing
that,
looking
for
the
resources.
K
A
A
All
right,
thank
you
right,
okay,
old
business
is
we
have
up
next
sarah
holly
chase
on
section
three
services
and
subsections
3.01.
H
Yes,
so,
starting
in
on
it's
a
big
section,
so
I'm
breaking
it
up.
We
don't
have
any
suggested
changes
at
this
time.
It
outlines
service
priorities,
service
hours
and
our
services
for
schools.
Does
anyone
have
any
particular
questions
about
any
of
them.
C
C
I
I
see
it
as
a
board
and
a
staff
that
our
first
duty
is
to
uphold
the
law,
and
our
second
duty
is
to
enhance
our
services
in
any
way.
We
think
it's
necessary
to
meet
needs
of
the
community
and
my
questions
kind
of
come
from
make
sure
that
we're
flying
with
the
law,
not
in
this
particular
case,
but
the
library's
mission
stated
in
the
service
priorities-
is
that
an
exact
version
of
the
mission
that's
propagated
elsewhere
throughout
the
library?
Oh.
H
So
that's
looking
at
we've
got
five
locations,
so
we've
got
opportunities
amongst
those
five
locations.
So
right
now,
branches
are
not
open
on
sundays,
but
the
main
library
can
be
open
on
sundays,
so
that
gives
us
non-duplicated
hours
that
so
we're
open
for
a
total
of
56
across
the
system,
branches
as
a
whole
they're
each
only
open
50,
but
the
downtown
library
is
open,
56..
C
And
services
for
schools,
I
like
the
fact
that
the
law
is
referenced
as
defined
by
title
11,
chapter
15,
boise
city
code.
I
couldn't
find
that
in
my
onboarding
book
it
doesn't
have
a
title
11.,
but
I
I
like
that
as
a
practice
as
principle,
you
can
either
include
all
the
verbiage
from
the
law
or
incorporate
it
by
reference.
C
H
Good,
that's
great
yep
and
I
do
try
and
check
those
because
the
titles
get
changed
periodically
so,
but
we'll
try
and
keep
that
up
to
date.
E
I
do
okay.
Can
we
just
real
quick,
because
I
really
appreciate
that
feedback
about
the
non-people
can
take
non-duplicated
hours?
Is
there
a
phrase
that
you
think
is
better
suited
for
that?
Because
it
is
a,
it
does
take
an
explanation,
yeah
and
maybe
maybe
maybe
it
would
be
worth
spending
some
time
defining.
You
know
we're
trying
to
make
sure
that
we're
open
hours
that
are
convenient
yeah.
I
I
don't
know
how
to
say
it.
C
E
But
I
think
to
your
point:
it
might
be
nice
to
have
a
little
bit
more
wording
so
that
it
doesn't
require
somebody
to.
C
C
C
K
K
C
K
Advice
is
that
it's
probably
best
to
not
be
more
specific
than
necessary.
Okay,.
C
E
I
guess
this
is
how
we
describe
the
fact
that
we
are
opening
to
five
lake
city
hall,
but
we
are
open.
You
know
we
start
at
10
and
we
go
to
six
or
eight,
because
that's
actually
when
people
have
told
us
it's
more
confusing
for
them
to
be
able
to
come
and
add
in
weakness
hours.
So
maybe
it's
more
about
the
intent
than
the
formula.
A
Very
good
good
yeah,
great
content,
brian,
thank
you
for
going
through
that
right.
Anything
else.
Sarah!
Thank
you,
okay!
Thank
you,
sir.
I
appreciate
that.
A
J
Sorry
we're
in
different
locations,
so
it's
a
little
tricky.
I'm
eliza
ruby,
I'm
an
information
services
librarian
here
at
the
main
library.
So
I
mostly
work
on
second
and
third
floors
here
and.
F
My
name
is
maggie
dumont
and
I'm
the
a
branch
librarian
at
bound,
the
bound
branch,
so
we're
going
to
kind
of
break
it
up
into
past
present
and
future
and
kind
of
give
you
guys.
The
rundown
first
of
all
the
ubn
program
started
off
as
a
six-month
program
in
2020,
when
we
were
going
to
include
a
launch
party
and
book
swaps
and
other
in-person
events
and,
of
course,
kovid
made
that
impossible
for
us.
F
So
we
kind
of
left
the
program
up
on
our
website
with
zero
promotion
and
it
just
kind
of
became
a
passive
program
that
was
just
kind
of
available
for
the
patrons
to
find
on
their
own,
and
we
still
had
three
people
contact
us
that
they
finished
the
program
and
we
had
a
lot
of
staff
excitement
about
it.
So
we
decided
to
make
it
a
system-wide
year-long
program
and
that
ended
up
being
a
reading
challenge
of
50
books
in
52
weeks,
one
from
each
category
that
we
had
devised.
J
So
that
brings
us
to
this
past
year,
so
ultimate
book,
nerd
2021
was
our
first
full
year
of
the
challenge,
and
so
we've
had
monthly
newsletters
that
go
out
with
book
recommendations.
We've
done
book
talks
on
youtube.
Each
month
we
release
at
least
a
few
of
those
in
all
different
age
groups.
We
made
it
the
the
challenge
so
that
we
have
a
teen
and
adults
challenge
and
then
a
kids
challenge
with
a
few
different
challenge:
categories
to
cater
to
the
ages.
J
We've
had
so
much
support
from
all
of
the
staff.
Here
it's
been
amazing.
Everyone
was
so
on
board
and
so
excited
to
have
a
creative
outlet
this
last
year,
so
we've
had
carousels
on
our
website
that
have
been
focused
on
ultimate
book.
Nerd
we've
had
featured
lists
on
overdrive,
we've
had
so
much
help
with
personalized
pics
the
email
service
that
we
provide
book
recommendations
through
a
lot
of
recommendations
have
gone
through
there.
We've
had
staff
doing
readers
advisory
at
the
desk
for
this.
So
just
a
huge
amount
of
support,
and
it's
been
amazing.
J
Six
months
in,
we
decided
to
do
a
survey
and
see
what
what
support
people
who
are
participating
in
the
challenge
needed
and
if
they
were
on
track
to
finish
just
to
kind
of
get
a
feel
for
us
how
we
were
doing
on
it.
Just
because
we
haven't
hadn't
had
much
feedback
at
that
point
and
a
huge
amount
of
feedback
was.
We
want
more
community
support
in
this.
J
We
want
more
places
to
ask
questions
and
ways
to
find
books,
and
all
of
that,
so
we
were
able
to
start
a
facebook
group
for
anybody
who
wanted
to
participate
in
that
group
and
it's
just
the
boise
public
library,
ultimate
book
nerd
facebook
group.
We
have
over
a
hundred
people
in
that
group
now
and
I
think
that
they
are
probably
the
most
active
group.
I've
been
a
part
of
like
this,
which
is
amazing.
We
have
people
who
ask
questions
and
post
and
celebrate
when
they
finish
their
challenges.
J
They
respond
to
our
questions
so
that
we
can
help
give
them
more
feedback
and
more
book
recommendations,
and
all
of
that
we
did
get
some
local
press
on
it
too,
which
was
really
exciting.
We
got
interviewed
by
ktvb
which
that
one
ended
up
not
airing,
but
that's.
Okay.
We
also
got
interviewed
by
george
prentice,
with
boise
state
radio
for
his
morning
show,
which
was
so
much
fun
that
one
aired
a
couple
months
ago
now
couple.
J
So
yeah
we've
had
some
some
amazing.
You
know
community
support
on
this
too.
It's
been
so
great,
we've
had
so
far.
I
think
we
are
now
officially
at
45.
People
have
finished
the
ultimate
book,
nerd
challenge
and
let
us
know
so
that
they
can
collect
on
their
swag
once
that
gets
ordered
and
the
first
person
finished
late
may
early
april.
J
She
is
a
powerhouse
reader
she's,
one
of
our
homebound
folks,
and
so
I
it
sounds
like
she
gets
like
75
books
a
month
from
our
homebound
librarians,
which
is
amazing.
She
yeah
for
the
for
the
translated
book.
She
read
an
italian
and
english
book,
so
she
was
reading
it
in
both
languages
instead
of
just
the
translated
version.
J
So
when,
when
people
finish-
and
they
let
us
know
that
they
finish,
they
just
complete
a
quick
form
online
to
let
us
know,
and
we
email
them
with
a
certificate
to
tell
them
how
incredibly
proud
we
are
that
they
have
done
this,
because
it
is
a
huge
accomplishment
to
read
50
books
in
all
50,
like
50,
very
different
categories,
and
so
we're
just
we're
so
proud
of
them.
So
we
want
them
to
know
so
we
give
them
a
gift
certificate
or
not
a
gift
certificate,
just
a
just
a
certificate.
J
My
words
today
and
then
we
are.
We
are
making
t-shirts
for
everyone
who
finishes
so
once
once
we,
our
completion,
form
closes
after
the
first
week
of
january.
We
will
order
custom
shirts
that
are
that
only
the
people
who
finish
this
year
will
will
have
we're
also
working
on
printing
out
special
edition
library
cards.
So
they'll
have
an
ultimate
book,
nerd
library
card
that
they
can
can
flash
around.
As
as
with
bragging
rights
attached
to
that
yeah
yeah
josh
chappelle
has
been
helping
us
with
that.
J
We're
really
excited
about
that
one.
We
have
been
getting
a
ton
of
feedback
too.
We
we
are
doing
an
end-of-year
survey
as
well
just
to
see
what
we
can
do
to
improve,
and
so
we've
gotten
a
lot
of
amazing
ideas
for
challenge
categories
for
this
next
year.
We
have
so
many
people
saying
just
thank
you
like.
I
would
never
have
read
this
genre
or
this
author,
I've
found
so
many
new
authors.
F
My
favorite
response
is
just
do
it
again
that
one
was
my
favorite,
so
our
biggest
change
for
next
year
is
that
we
are
going
to
be
moving
virtual,
we're
going
to
be
using
bean
stack,
which
is
something
that
we
purchased
for
a
summer.
Reading
people
can
still
use
whatever
method
they
want
to
track
and
we
will
have
an
option
to
register
for
paper
packets
and
those
will
be
available
at
the
branches
that
they
choose.
J
And
we
do
want
to
say
too
really
quickly.
We
did
get
a
lot
of
support
from
from
the
board
and
from
administration
and
everything
about
partway
through
the
year.
We
did
have
a
couple
challenge
categories
that
pushed
the
limits
a
little
bit
for
some
comfort
zones
for
some
parents
in
the
kids
challenge
and
they
they
brought
their
concerns
to
the
board,
and
you
were
all
so
supportive
of
us
and
letting
us
continue
on
with
our
with
our
challenge.
So
we
wanted
to
to
say
thank
you
for
that
as
well.
We
really
appreciated
that
support.
F
J
Yes,
thank
you
thank
you
for
reminding
me
jessica.
So
we
people
have
been
sharing
their
trackers
with
us,
because
they're
so
proud
and
we've
been
asking
for
people
to
share
what
they've
been
reading.
So
the
one
that
jessica
is
handing
out
right
now
just
got
to
me
in
the
courier
today
from
our
collister
branch,
someone
made
their
own
little
book
with
all
of
their
challenge
categories
that
they
read
and
little
notes
in
there
about
what
they
liked
and
disliked
about
each
book.
It's
just
it's
the
best
example.
J
I'm
so
happy
that
that
got
to
me
today
so
that
you
could
see
it
because
it's
it's
just
it's
so
perfect
and
we've
gotten
a
lot
of
excel
spreadsheets.
I
think
I've
probably
gotten
about
15
trackers
so
far
from
people
sharing
them
with
us.
E
Yeah,
thank
you
yeah,
so
I
just
you
know.
This
is
one
of
the
things
I
really
wanted.
Oh
you
get
a
chance
to
meet
eliza
and
maggie
who
put
this
together.
E
This
really
did
grow
out
of
community
feedback
of
wanting
more
diverse
perspectives
and
voices
and
asking
the
library
to
help
with
that,
and
I
wanted
to
raise
it
because
we
are
seeing
in
the
library
feel
a
real
uptake
in
challenges
to
books
and
challenges
to
different
genres
or
authors
in
reading,
and
this
is
what
I
think,
boise
has
really
told
us,
as
a
library
and
our
staff
really.
Clearly
we
want
that
diverse
perspectives
and
we
value
diverse
voices
and
want
to
have
you
know
in
a
ultimate
bookmark
challenge
with
50
categories.
E
We
really
expect
to
see
that
diversity
and
perspective
and
voices,
and
so
we'll
get
you
the
materials
for
for
next
year.
We'll
make
sure
you
have
those
ahead
of
time,
so
you
can
see
them
and
we're
going
to
be
really
continuing
because
of
the
feedback
that
we
are
getting
in
the
community
about
how
valuable
the
library
is
and
helping
people
read
and
expand
the
authors,
the
stories
that
they
hear.
A
Great
effort,
maggie
and
eliza
loved,
seeing
all
of
the
social
media.
H
A
Does
that
does
that
come
with
check-ins
check-ins?
Are
you
reading
your
books.
A
A
For
your
efforts
and
for
sharing
what
a
great
success
it
was,
we
look
forward
to
to
kicking
that
off
for
2022
as
well.
Thank.
F
A
Okay.
Next
up
is
fiscal
year
2021
year
in
budget
review,
and
we
have
our
very
own
kerry
davis
that
is
going
to
be
reviewing
the
budget
outcomes
and
you
should
have
a
copy
of
it
in
your
packets.
D
Thank
you
tanya.
Yes,
in
your
packet,
you
should
have
a
end
of
your
savings
and
revenue
calculation
worksheet,
and
this
is
basically
outlies
how
we
ended
the
year.
D
So
we
took
in
20
000
more
in
revenue,
but
I
wanted
to
since
we
have
new
members.
Let
them
know
that
that
doesn't
mean
that
the
library
personally
took
in
revenue
of
12
million
dollars.
A
large
portion
of
that
is
actually
the
general
fund
dollars
that
we
get
from
the
city
of
boise
and
the
reason
that
we
took
in
more
revenue.
D
Most
of
that
was
due
to
the
fact
that
we
had
received
more
reimbursements
than
we
had
planned
from
our
system
share
from
our
consortium,
members
and
the
courier
service
that
we
have
with
our
consortium
members,
and
we
also,
we
did
have
a
little
bit
of
we
didn't
receive
as
much
revenue
as
we
had
planned
because
we
were
closed
due
to
covid.
So
we
haven't
received
as
much
and
especially
in
copier
fees
that
we
had
seen
in
the
past.
D
We
were
49
000
short,
we
did
receive
a
little
bit
of
fines,
paid
revenue
just
bringing
in
some
past
revenue
for
fines
that
were
still
outstanding,
even
though
we
are
fine
free
now,.
D
So,
as
far
as
our
expenditures,
the
large
portion
of
our
net
expenditures
that
we
had
remaining
was
from.
As
most
of
you
had
noticed,
from
personnel
savings,
we
were
on
a
hiring
freeze
until
at
least
march
of
this
past
year
and
in
march
we
were
actually
given
approval
to
hire
just
some
crucial
positions
and
then
later
were
opened
up
for
all
of
our
positions.
C
E
We
did
not
have
the
hours
open
to
the
public
in
the
same
way,
but
we
were
running
curbside
service.
We
were
doing
the
computer
lab
was
going
and
then
we
were
also
doing
a
lot
of
answering
reference
questions
and
online
on
my
work
and
that
you
know
the
pain
point
of
you
know
when
covet
hit.
The
city
put
a
blanket.
E
Not
having
any
idea
what
the
you
know,
what
the
impact
of
coven
was
going
to
be,
and
we
have,
we
definitely
have
had
a
pain
point
of
you
know.
How
quickly
can
we
get
some
of
those
key
positions
identified
that
we
needed
to
be
able
to
ask,
for
you
know
we'd
like
to
have
the
higher
increase
lifted
for
these
key
positions
and
then,
as
it
became
clear
that
the
economy
is
going
to
recover
faster
than
we
expected
in
boise
to
have
that
hurry
face
lifted.
E
A
To
your
point,
right
to
our
our
staff
at
the
library
has
felt
that
impact
of
the
higher
you
know
the
trying
to
fill
the
positions
and
such
and
so
together.
They've
worked.
It's
just
it's
incredible
to
watch
how
the
staff
has
worked
together
that,
despite
those
challenges,
has
still
continued
to
make
sure
that
the
services
are
provided
to
the
customers
or
to
the
patrons,
and
just
everything
continues
as
best
they
could
go
along.
E
That's
why
we've
actually
been
really
cautious
and
adding
back
open
hours.
You
know
public
in
the
building
we've
done.
We
did
that
a
couple
times
over
the
year,
but
only
when
we
knew
we
had
the
staff
capacity
in
place
to
really
make
sure
that
we
would,
when
we
expanded
those
services,
we
would
if,
if
we
had
a
group
or
a
location
that
you
know
either
was
ill
or
was
taking
care
of
kids,
or
you
know
that
we
would
not
have
to
close
that
down.
So
we
were
very.
E
D
Okay,
thank
you
and
my
my
only
thing
would
be
is:
does
anyone
have
any
other
questions
on
that
worksheet
and
our
end
of
year
and
how
we
ended
the
year.
G
D
Item,
but
I
will
tell
you
because
it
does-
it
is
listed
here.
It
says
encumbrance
and
re-budgets
and
those
are
items
that
we
identified
and
started
the
process
of
in
this
fiscal
year
and
the
budget
was
in
this
fiscal
year
and
we
must
we
have
a
contract
to
do
that
work
in
this
fiscal
year.
However,
the
work
didn't
get
completed,
so
it
is
carrying
those
funds
forward
to
the
next
fiscal
year,
which
is
part
of
the
next
item
on
your
in
your
packet.
D
D
It
is
funds
from
we
know,
we're
spending
them,
but
we're
trying
to
bring
the
funds
from
21
into
22
so
that
we
are
not
covering
that
in
22,
since
we
started
it
in
21,
and
that
is
where
we
intended
to
actually
complete
the
process.
It
just
wasn't
able
to
be
done.
Then,.
G
E
Correct
and
in
some
cases
it's
equipment
that
we've
ordered
that
because
of
supply
chain
issues
has
not
you
know
when
you
look
at
this
list.
Oh
you
know
the
office,
furniture,
the
you
know,
hvac
repairs,
cameras
and
cabling.
E
D
Yeah
okay,
re-budgets
are
re-budgets,
are
funds
that
we
had
in
this
in
fy
21
that
we
planned
on
doing
the
project,
but
it
didn't
happen.
So
it's
moving
the
funds
forward,
even
though
we
don't
have
necessarily
a
contract
yet
on
those
items
or
a
purchase
order
out
in
order
to
be
able
to
complete
that
project,
because
those
funds
are
not
budgeted
in
fy
22.
G
G
D
We
had
supply
chains
issues,
we've
had
labor
shortages
for
getting
even
having
struggles
with
getting
people
to
bid
on
projects
right
now,
and
so
these
are
items
that
need
to
be
completed
and
we
do
the
city
staff
even
have
like
public
works
has
worked
on
this
with
us
to
carry
forward
these
projects.
So
we
need
the
money
to
come
into
fy
22,
so
that
we
can
continue
the
process
of
completing
the
projects.
Does
that
answer
your
question.
D
D
D
The
first,
the
first
column
the
encumbrance
list-
that
is,
the
one
that
there
are
encumbrances,
which
means
we
do
have
purchase
orders
and
contracts
with
vendors.
The
second
column
is
the
budget
column.
That
means
that
when
we
identified
the
project,
we
identified
that
we
would
need
both
the
amount
that
you
see
in
the
encumbrance
and
every
budget
that
that's
how
much
we
thought
we
would
need
to
actually
do
the
project,
but
the
budget
is
the
column.
That's
basically,
we
know
we're
going
to
need
these
funds
also
to
continue
the
project
so
we're
moving.
G
D
G
C
D
This
request
is
actually
related
more
to
our
capital
budget
and
our
major
equipment
and
our
repair
maintenance,
and
that
they're
not
the
same
budget
as
far
as
the
worksheet
was
more
of
our
general
operating
and
the
budget
and
encumbrances
are
more
of
our
projects
and
our
equipment
and
our
capital.
G
G
D
G
I
don't
really
understand
what's
going
on
here,
so
I
probably
should
take
it
offline
with
you.
B
This
is
nikki
it's
hard
for
me
because
I'm
still
fairly
new
and
I
I
don't
know
that
I've
seen
the
full
2021
budget,
so
I
had
the
same
questions
phil
had.
I
wonder
if
it
would
be
helpful
if
we
had
like
a
fuller
budget
worksheet
that
showed
the
capital
piece
and
that
how
those
are
remaining
funds
to
be
moved
over.
G
B
D
Okay,
this
list
does
it's
slated
to
go
to
council
on
the
14th
december.
It
was
an
action
item,
so
I
don't
have
that
right
in
front
of
me,
but
I
could
definitely.
E
B
You
need
yeah,
I'm
not
sure
I
have
a
question.
I
think
I
understand
what
you're
saying
now,
it's
just
from
my
perspective
and
approving
it
like.
I
don't
have
anything
in
front
of
me
that
actually
shows
we
have
this
1.3
million
dollars
remaining
in
21.
and
that's
probably
because
I'm
newer
and
I
haven't
seen
something.
E
That
there's
the
budget,
that's
the
you
know,
personnel
and
the
stock
like
and
that's
the
one
page
and
then
yeah.
This
is
our
major
capital,
major
repair
and
maintenance
and
capital,
and
so
it
is
a
different
line
item
in
the
city's
budget,
and
we
obviously
can
give
you
something
that
how
the
city
distinguishes
those
two
funding,
because.
E
Options,
you
know
different
ways
that
that
money
is
accounted
for
and
different
ways
of
moving
it
from
year
to
year.
C
D
Well,
this
is
actually
going
to
it
was.
It
was
slated
to
go
to
council
on
december
14th.
G
D
D
A
K
Yeah
you
need
to
do
a
full
other
meeting
would
need
to
be
noticed.
All
the
regular
requirements
would
be
necessary.
At
least
one
person
would
need
to
be
here.
The
rest
could
be
remote.
There
would
need
to
be
a
24
hour,
advance
notice
and
then
actually
to
get
it
on
the
agenda.
It's
not,
it
needs
to
be
earlier
than
tuesday.
I
think
the
deadline
is
well.
I
believe
it's
I
think
it's
actually
like
wednesday
evening
is,
when
you're
supposed
to
get
it
to
council,
to
get
it
on
the
agenda.
K
E
L
Right
we
would
have
that
deck.
However,
I'm
not
sure
that
that
would
speak
to
the
heart
of
the
question,
and
so
I'm
wondering
jessica.
We
have
our
project
list
of
all
of
the
projects
that
we
were
managing
through
the
year.
I
wonder
if
that
would
help
to
see
the
completed
ones
and
then
those
that
need
to
re-budget.
We
could
do
that.
E
Here's
the
projects
that
we
thought
would
happen
from
from
that
line,
item
and
the
capital
side
and
here's
what
we
did
and
here's
what
we
didn't
do
yeah.
So
thanks
lynette,
I'm
putting
you
on
the
spot,
but
I
have
no
doubt
that
you
have
that
information
that
you
can
pull
up.
A
Okay,
so
do
we
want
to
let's
pause
here?
Let's
go
to
the
next
agenda.
Item
kerry:
that's
okay!
Phil!
If
that's
all
right
and
we
can
go
to
7d
where
we
talk
about
library,
closures
for
oh.
D
G
B
This
is
nikki,
I
understand
what
you're
talking
about.
I
maybe
we
can
talk
online
about
some
of
what
I'm
struggling
with
is.
I
think,
I'm
just
used
to
a
little
bit
more
fuller
financial
reporting
at
board
meetings,
so
maybe
some
of
that
is
just
me
figuring
out
more
context
than
what
you're
doing,
but
I
think
as
far
as
this
particular
piece,
I
understand
what
you're
saying
and
I
pulled
up
the
city
budget,
so
I
think
I'm
okay
too,.
L
I'll
mention
that
in
the
orientation
we
did
for
the
new
board,
it
was
focused
on
operating
and
so
next
I
can
look
back
at
our
our
presentation
for
the
june
council,
where
we
asked
for
the
board
approval.
So
I'm
I'm
looking
there
next
and
kerry.
If
you
find
anything,
let
us
know
I'm
looking
as
well
in
it.
E
E
I
will
say
you
know
this
is
one
of
the
things
that
the
city
is
struggling
with
across
the
whole
city.
You
know
we
had
a
big
some
of
these
projects
that
we
put
out
to
build.
We
never
heard
from
anybody.
L
E
The
city's
actually
having
that
same
they're
having
the
same
thing
happen
in
other
city
departments
and
they're,
trying
to
do
more,
bundling
of
saying
instead
of
each
department
saying
like
we
need
to
fix
bathrooms
and
bundles
they're,
trying
to
bundle
them
together
to
see
if
they
can
get
like
a
contractor
that
then
they
hire
as
a
contractor.
That
then
goes
out
and
does
all
those
projects.
E
H
L
L
L
Yes,
where
it
comes
to
our
capital
budget,
there
are
the
budget
office,
meets
with
project
managers
and
are
our
chief
administrative
officers
with
each
department
and
in
the
major
repairs
and
maintenance.
The
library
was
given
a
budget
of
one
million,
one
million
one
hundred
sixty
six
thousand
five
hundred
seventy
six
dollars.
L
L
They,
the
library,
identified
several
projects
that
they
hope
to
accomplish
with
library
equipment,
the
airport
expansion,
the
disc
polisher
furniture,
the
hold
kiosk
meeting
rooms,
server,
upgrades
and
sound
system
that
totaled
241
thousand
dollars.
So
these
projects
were
presented
at
the
time
when
we
did
the
budget,
and
that
became
our
fy
21
budget.
L
And
so
what
will
happen
in
the
span
of
a
year
is
throughout
the
duration
of
projects.
Then
some
projects
will
be
completed.
Other
projects
we
will
have
that
million
dollars
was
parceled
out
to
sub
projects
within,
and
I
like
very
much
how
brian
mentioned
the
re-budgets
are
essentially
work
in
progress.
L
D
No,
actually,
I
think
that
was
great
lynette.
That
really,
in
my
mind,
explained
exactly
what
we're
we're
here
requesting
great.
C
L
It
it
is
a
little
more
complicated.
This
is
what
was
approved
for
21.
Then
there
would
have
been
the
prior
year's
rebudgets
that
joined
it,
and
so,
and
so
they
accumulate
together
and
then
at
every
fiscal
year
end.
Whatever
is
left
over
that
we're
re-budgeting.
We
do
this
process
and
so
the
amount
of
the
re-budget
for
fy21.
L
E
And
it's
also
hard
because
it's
the
other
piece
to
keep
in
mind.
It's
just
a
slice
of
fy
21,
where
some
of
that
mrm
money
is
also
like.
We
know
some
of
these
big
projects
are
multi-year,
so
they'll
be
an
fy
22
piece
and
fy
23.,
so
it
does
it.
It
is
a
it's
a
slice,
but
some
of
those
pieces
when
you're
just
doing
the
fiscal
year.
E
It
was,
you
know,
it
was
extremely
hard
to
budget
fy21,
knowing
where
we
were
coveted
and
what
we
would
actually
be
able
to
do,
but
I
do
want
to
you
know.
I
really
want
to
call
out
some
of
that
major.
You
know
major
repair
maintenance,
particularly
this
building.
Well
you'll,
see
one
number
for
fy21.
C
C
Here
hoping
the
total
of
those
two
numbers
on
the
prior
page,
you
don't
need
to
pull
it
back.
Up
was
one
million
four
hundred
and
ten
thousand
and
change
and
you're
asking
your
your
report
in
the
board
book
says
that
1.38
million
is
being
requested
as
encumbrance
and
re-budget
carry
forward.
So
that
suggests
you
spent
very
little
of
the
capital
expense
budget.
Last
year
last
fiscal
year.
L
So
I'll
point
out
that
there
was
also
the
re-budget
from
the
prior
year
correct.
So
I
I
appreciate
you
were
following
what
would
look
like
the
the
difference,
the
math
of
what
you
saw
on
the
prior
page
versus
three
budget.
However,
there
is
the
re-budget
from
the
prior
year
that
you
didn't
see.
In
that
view,.
C
L
B
Yeah
and
just
just
in
the
line
of
feedback,
I
think
what
I
would
have
liked
to
see
is
something
that
shows
the
21
plus
the
carryover
you're
talking
about
and
then
lined
up
with
actual
projects
and
actual
expenses
what's
left
over
just
so
we
have
a
full
picture
of
the.
You
know
what
you
have
totally
what
we've
spent
and
then
how
this
1.3
fits
into
all
of
that
and
then
where
it
leaves
you
going
forward.
A
A
E
E
Year
we
ask
the
board
of
trustees
to
approve
the
days
that
the
library
will
be
closed
and
these
are
aligned
with
recognized
city
holidays,
though
I
want
to
point
out
a
difference
between
this
year
versus
last
year,
in
that
the
federal
holiday
of
juneteenth
has
been
created.
E
A
E
Just
closed
as
I
don't
know,
I
wasn't
part
of
those
discussions,
but
I
understand
that
that
was
a
tradition
that
the
library
was
closed
on
on
easter
sunday
and
we
are
no
longer
recommending
that
the
library
be
closed
on
easter
sunday.
E
Those
are
the
so
those
are
the
changes,
adding
juneteenth
as
a
federal
holiday
and
then
not
being
closed
on
easter
sunday.
C
E
Yeah,
okay,
so
this
is
actually
maybe
sorry
you
can
help
me
explain
this,
because
we
actually
so
your
point
about
city
holidays.
The
city
itself
is
not
open
on.
You
know.
City
buildings,
like
the
city
hall,
are
not
open
on
saturdays
or
sundays,
and
sometimes
a
holiday
falls
on
a
saturday,
so
city
staff
will
have
like
city
hall.
Staff
will
have
that
holiday
on
the
observed
holiday.
C
E
B
This
is
nikki,
I'm
sorry
to
be
so
asking
so
many
things
this
time,
but
I
mean
when
I
look
at
this
and
I
don't
know,
maybe
you
can't
really
vary.
I
see
that
library
employees
are
city
employees,
so
I
guess
that's
part
of
my
question,
but
I
just
wonder
about
days
like
human
rights
day
mlk
day
president's
day
veterans
day
and
and
those
kind
of
days
that
are
more
like
educational
and
there's
generally
like
a
lot
of
community
events
and
happenings
it
seems
like
those
are
days.
B
Given
the
library's
mission,
it
would
be
beneficial
to
be
open
and
providing
kind
of
programming
or
services.
So
I
just
kind
of
had
that
thought.
When
I
looked
at
it,
I
don't
know
how
feasible
it
is
to
make
a
change
like
that,
and
maybe
it's
something
to
think
about
for
the
future.
But
I
just
kind
of
wanted
to
make
that
comment
and
thought.
H
A
D
This
is
kerry
and
that
you
are
correct.
This
this
list
is
does
is
the
exact
as
the
city
as
far
as
the
closures
well,
recognizing
the
holidays.
We
also
we
do
we
close
on
the
observed
and
the
actual
for
the
library
or
have
in
the
past.
B
Just
just
because
usually
those
days
you
know
like
there's,
usually
a
parade
and
there's
just
a
ton
of
different
kind
of
educational,
themed
programs
and
events,
and
I
would
think
this
library
could
be
a
part
of
that
on
those
kinds
of
days
instead
of
just
being
closed,
they're
also
like
weekdays,
where
kids,
I
think,
would
probably
be
loving
to
go
to
the
library
and
kind
of
learning
about
those
things
and
reading
and
those
types
of
things.
So
those
just
struck
me
as
days.
That
would
be
good
to
be
open.
I
understand
why
you're
not.
A
We
want
to
hear
all
voices
and
all
ideas,
so
thank
you
for
bringing
that
and
we'll
kind
of
put
that
into
your
bucket
there
too,
to
explore
with
the
staff.
Okay.
B
All
right,
so,
a
lot
of
businesses,
like
private
businesses,
aren't
closed.
So
it's
also,
I
think,
for
people
with
kids
a
good,
a
good
way
to
provide
like
a
positive
place
for
them
on
those
days,
just
a
thought.
E
A
A
Thank
you
very
good.
Discussion.
Selection
of
trustee
to
review
payment
vouchers
for
december
is
galvez
carrie.
Do
you
know
if
sonia
is
able
to
do
that.
D
A
A
G
G
A
All
right
at
this
point
I'm
going
to
go
ahead
and
let
bryan,
I
believe
you
have
the
verbiage
for
us
for
the
executive
session.
D
Pantera,
yes,
westin's
go
yeah.
All
in
favor
motion
carries
trustees,
you'll
want
to
exit
zoom
and
go
into
the
team's
meeting
that
appointment.
You
were
sent.
A
All
right
we're
coming
back
into
session
and
it
is
1
37
p.m.
Thank
you,
fellow
trustees.
I
am
looking
for
a
trustee
to
note
their
interest
in
joining
me
in
the
evaluation
process
for
our
executive
director.
So
looking
for
one
trustee
who
has
the
availability
and
interest
in
assisting
me
in
that
process,.
A
C
So
the
one
thought
I
had,
I
didn't
want
to
jump
up
and
volunteer
without
saying
I
feel
better
if
I
was
in
the
role
of
trustee
for
at
least
half
of
the
period
or
more
being
evaluated,
I
think
he
joined
at
the
same
time
I
did,
and
I
still
think
it
applies
to
both
of
us
we're
going
to
rate
our
jessica
on
a
period.
We
ought
to
be
engaged
in
the
period
of
being
raided.
C
B
B
A
Okay
makes
great
sense
nikki
thank
you
for
that
and
clarity
from
brian
as
well
as
phil.
So
so
do
we
have
a
motion
on
the
table
to
start
the
subcommittee
planning
process
committee
for
the
executive
director's
evaluation
and
putting
together
what
that
should
look
like
going
forward.
C
G
G
A
Okay,
all
right,
I
don't
hear
any
objections
so
motion
passes.
Thank
you
for
that.
That
very
good
conversation.
Do
I
have
a
motion
to
adjourn
the
meeting.
