Third on the agenda is a discussion of financial statements and then a set of resolutions. Do we have a presentation from staff on any of these.

All right good afternoon, Mr, chair and members of the board, my name is Sabrina Peterson I'm, the city's controller and I also work closely with the community infrastructure District on their financial statements and annual audit. Each year we put together the Cid's financial statements and coordinate with an external auditor during fiscal year. 22 ID Bailey was the auditing firm for the financial statements. The audit was completed with no findings.

Financial statements for fiscal year 22 are fairly straightforward upon your review. You may have noticed, similar to last year that there is a large variance in the budget to actual report because of pending litigation with the district. There was not a bond issuance during the year. This resulted in lower than anticipated revenues and expenditures.

I stand now before you for any questions on our fiscal year. 22 financial statements.

My review of the audit was, uh as you said, it's not a terribly complicated Financial.

But there were no findings and that's certainly always what we want to see in an audit. So thank you.

We have a number of resolutions to discuss. It looks like David has some information to share with us before we get into those.

Mr chair, as with you, I noted that there were no findings. That's what you're always looking for on an audit and so um happy to vote to accept these.

Right well, Mr chair members of the board good afternoon. It's good to see all of you again. My name is David hassagawa and I am the administrator for the district. Before we get started, I did want to introduce someone to the the board just real briefly.

This is Zechariah Taylor and he will be managing the operational uh financial side of the district, which will allow me to focus on more of the Strategic Direction um for the district itself, so he will be presenting to the board uh in the budget Workshop in June, so welcome Zechariah welcome.

So the remaining resolutions that the board will consider today are service agreements uh for the district. The district itself does not have any staff, and instead it pays the city of Boise, as well as external vendors, to provide for Staffing and services for its operations.

These services are paid through three sources: Bond proceeds, the administrative Levy of the district and the special assessment that goes to pay for the special assessment Bond, as well as some Engineering Services. The city of Boise provides Finance Administration engineering and legal services, and the vendors provide audit, which would were, of course, the the ones that provided the audit for fiscal 22., as well as Financial advising engineering and legal services for the district.

Additionally, as a partner with the district Harbor Valley development helps to pay for services that are not covered by the administrative Levy and bond proceeds. So those were my very brief remarks all stand for any questions. Otherwise, you are free to to consider the the resolutions before you.

Thank you David. um If it plays with the board, what I would propose is we have any discussion and talk with David about anything we want to cover and then at the end we have quite a few resolutions so at the end, we'll just tick through them and vote on them. So I'd invite any discussion about any of the resolutions or any questions for staff. At this time.

uh Mr chairman uh no discussion, just I uh read through the resolutions and the documentation behind them, and they all seem in order for the administrative and Professional Services tasks that are required to uh ensure that the district is appropriately staffed and and has the Professional Services completed that are needed and, um as I said, everything to me looked in to be in order. I didn't have any questions, so thank you.

Yeah Mr chairman I, had um as I, was reviewing all of the resolutions. I had the same conclusions so with that I will move that we approve HR CID 4-2023 hrcid 5-2023 hrcid 6-2023 hrcid 7-2023, hrcid, 8-2023, hrcid, 9-2023, hrcid, 10-2023 and hrcid 11-2023.
