one
board
meeting

september

first
item
on
the
agenda:
is
approval
of
the
minutes
of
the
harris
ranch
infrastructure,
district
minutes
of
august
25th
2020.

In
our
meeting
last
week,
madam
chair,
you
correctly
noted
that
there
were
some
numbers
that
were
missing
on
the
l2
and
those
numbers
were
from
a
page
that
was
included
as
an
oversight
on
my
part.
That
page
does
belong
to
the
county
and
they
are
the
ones
that
fill
that
out.

However,
when
I
went
to
downstairs
to
to
double
check
that,
I
realized
that
I
had
received
updated
numbers
from
the
county
after
I
had
posted
the
agenda
materials
and
those
updated
assessment
numbers
were
not
reflected
in
the
general
obligation
levy
amount,
and
so
for
two
reasons.
I
I
asked
that
we
re
or
postponed
this
particular
item,
even
though
the
levy
difference
is
less
than
a
quarter
of
a
percent.
I
want
to
be
sure
that
that
we
follow
the
process
correctly
and
then.
The
second
item
is
because
the
number
is
lower.

We
would
be
submitting
a
number
that
is
less
than
the
budget
that
was
approved,
and
I
wanted
to
be
sure
that
the
ada
county
would
would
accept
that
and
I
reached
out
to
them
and
they
confirmed
that
they
are
willing
to
accept
any
amount
less,
not
in
amounts
more
than
is
in
the
budget,
so
the
updated
l2
is
attached
and
the
new
general
obligation
levy
amounts
have
been
matched
against
the
numbers
run
by
the
financial
advisor
before
I
madame
chair.

So
david,
I
guess
the
only
one
from
me
then
is
we
send
the
l2
over
to
the
county,
and
then
they
fill
out
that
last
piece.
When
do
we
get
that
certified
back
from
them
is
that
after
the
certification
date.

Yes,
so
they
will
certify
a
receipt
on
the
on
the
september
10th,
but
later
in
october,
they
will
send
a
certified
notification
that
it
has
been
submitted
to
the
state
and
accepted
by
the
state,
and
then
they
will
also
additionally
provide
the
rates
based
on
their
final
levy,
amounts.

All
right
well,
madam
chair,
if
it's
all
right,
I
did
want
to
bring
up
one
matter
that
the
residents
have
asked
to
address
and
just
provide
them.
Some
some
clarification,
because
I've
been
informed.

number
of
them
are
watching
this
this
meeting,
and
so
that
is
they
requested
that
the
levy
amount
in
the
future
only
be
raised
or
set
to
the
amount
to
support
ongoing
debt
service
rather
than
additional
debt
service.

That
that's
will
be
required
as
we
issue
bonds
for
for
this
year
and
going
forward
the
idea
being
that
they
want
to
hit
their
goal
of
parity
with
with
the
other,
with
the
rest
of
the
city.
One
thing
I
do
want
to
add
in
just
from
a
procedural
standpoint
and
I'll:
let
the
board
speak
into
any
matters
on
on.

You
know
the
overall
goals
of
the
district,
but
from
a
procedural
standpoint,
we
still
do
need
to
have
an
obligation
to
pay
for
the
infrastructure
that
has
been
put
into
place
and
that
the
developer
continues
to
submit
for
for
reimbursement.

So
the
the
district
does
have
that
obligation,
and
that
is
why
the
district
does
continue
to
issue
additional
debt
service.
One
of
the
conversations
that
I
am
having
with
residents
is,
as
we
look
forward,
are
there
ways
to
to
to
find
a
solution?
That's
going
to
be
a
that's
going
to
be
mutually
beneficial
for
for
everyone,
and
so
that's
a
conversation
that
I
hope
to
have
in
in
the
upcoming
months,
leading
into
our
next
bond
resolution
season
starting
next
spring.

address
that
that
concern
from
from
the
residence
that
was
brought
up
to
me
just
before
this
meeting.

I

like
to
make
just
one
more
comment,
and
that
is
that,
as
I
looked
back
at
the
time
that
I've
served
on
this
board,
the
city
actually
rebuilt
its
website
at
one
point,
and
there
was
more
information
about
the
cid
available
before
that
than
there
was
after.
And
so
I
I
think
you
know
take
responsibility
for
not
catching
that
that
information
did
not
get
forwarded
to
the
new
website,
but
I
think
we're
working
to
get
that
corrected.
